Abstract

The availability of certified seeds is a very important strategy to maintain food security. When farmers plant their farms with certified seeds, it can increase the production yields grown by farmers. To answer the availability of sources according to the needs of farmers or consumers, it is necessary to design an information system for forecasting the demand for certified seeds, with a methodology Rational Unified Process (RUP) so that this method can be useful to identify the system that is running and can describe the system to be built. Meanwhile, to produce an estimate of the demand for certified seeds, a linear regression approach will be used which will be included in the design of the system. The design of this system will produce a function to assist producer farmers in estimating certified seed production, assisting the availability of certified seed information for consumers, and assisting the PSBTPH Installation in the Subang Region in carrying out evaluation and monitoring.

Abstract

Data Warehouse is a technology use to analyze, extract and evaluate data into information which produce knownledge in the form of analysis to provide an advice in decision making process. Designing a Data Warehouse using ETL (Extract, Transformation and Load) process serves as the collection of data from different data sources into a multitude of integrated data sets. By using snowflake scheme for the design of the data warehouse make data prepare well and ready for analyze on Data Warehouse. The result of  this reseach is to applied Data Warehouse that use to support company decision making progress make easier and has a good decision since its come from Data Warehouse

Abstract

Pest and disease are important biotic obstacles to increase rice yield and production in Indonesia since adoption of green revolution to increase rice yield. This is partly due to the irrational use of pesticides. This paper is a review on information technology (IT) based decision support system (DSSs) in line to the integrated pest management (IPM) implementation strategy for extensionists and farmers in the fields. IPM integrates compatible control techniques to manage pest populations below the economic injury level. IT based DSSs ultimately needed so that extension workers and farmers can quickly access sources of information about pests and diseases as well as prediction of development and control techniques to implement IPM. Web based DSSs to grow healthy rice plant, pest observation and monitoring, cyber extension to make famers an expert on IPM were available, except on how to identify and utilize natural enemies are still lacking. Indonesia need to develop more IT based DSSs which accessible on web as well as on smartphone and create enabling environment for improving IPM implementation on rice not only by officer but also gradually by farmers it self to control pests and diseases of rice which are still an obstacle in increasing production.Keywords: Rice, pest, diseases, integrated pest management, information technology AbstrakSejak inovasi revolusi hijau diintroduksikan di Indonesia, hama dan penyakit tanaman semakin berkembang sehingga menghambat upaya peningkatan produktivitas dan produksi padi. Hal ini antara lain disebabkan oleh penggunaan pestisida yang tidak rasional. Tulisan ini mengulas kesiapan sistem pendukung pengambilan keputusan (SPPK) berbasis teknologi informasi (TI) dalam pengendalian hama terpadu (PHT) oleh penyuluh maupun petani di lapangan. PHT mengintegrasikan berbagai teknik pengendalian hama dan penyakit agar tetap berada di bawah ambang ekonomi. TI diperlukan agar penyuluh dan petani dapat dengan cepat mengakses sumber informasi tentang jenis hama dan penyakit tanaman serta perkiraan perkembangan dan teknik pengendalian untuk penerapan PHT. SPPK berbasis TI yang bertujuan menjadikan tanaman tumbuh sehat, pengamatan dan monitoring perkembangan hama dan penyakit, serta penyuluhan berbasis web sudah tersedia, kecuali identifikasi dan cara pemanfaatan musuh alami. Oleh karena itu perlu dikembangkan SPPK berbasis TI yang dapat diakses melalui web maupun telepon pintar dan menciptakan lingkungan yang memungkinkan untuk meningkatkan implementasi PHT tidak hanya oleh petugas tetapi juga petani secara bertahap dalam upaya mengendalikan hama dan penyakit padi yang masih menjadi kendala dalam peningkatan produksi.Kata kunci: Padi, hama, penyakit, pengendalian hama terpadu, teknologi informasi

Abstract

One of the internet utilization inagricultural developmentby the Ministry Agriculture is to disseminate information of technology innovations to the agricultural extension specialist as intermediary users. This paper discusses the use of the internet by agricultural extension specialist in an effort to accelerate the dissemination of agricultural information. Several internet application used in the dissemination of agricultural information such as the IAARD(Indonesia Agency of Agricultural Research dan Development) website, cyber extension, agricultural digital libraries and social media.The intensity of using the internet by agricultural extension specialist for dissemination of agricultural informastion is still low with the frequency of 2-3 times a day and the duration of 1-2 hours a day because the task of agricultural extension in the field. The used of the internet by agricultural extension are depend on individual characteristic (age, length of work, media ownershipand education), perception on the internet, information needs, motivation and support of agencies. The agricultural extension used the internet for reports, content creation, and extension methods designed. Low internet acces capability and limited access facilities become obstacles on using the internet to obtain the necessary information. The ability of extension specialist to access the internet can meet the needs of agricultural information users and improve the competence of extension specialist themselves.Keyword: Internet, dissemination, agricultural technology, extension. AbstrakSalah satu pemanfaatan internet di Kementerian Pertanian adalah untuk diseminasi informasi teknologi pertanian kepada penyuluh sebagai pengguna perantara sebelum disampaikan ke petani dengan bahasa yang mudah dicerna. Tulisan ini membahas pemanfaatan internet oleh penyuluh dalam upaya percepatan diseminasi informasi pertanian. Beberapa aplikasi internet untuk diseminasi informasi pertanian diantaranya web Balitbangtan, cyber extension, perpustakaan digital pertanian, dan media sosial. Intensitas penggunaan internet oleh penyuluh untuk diseminasi informasi pertanian masih rendah dengan frekuensi 2-3 kali sehari dan durasi 1-2 jam sehari karena mereka lebih banyak berada di lapangan untuk tugas penyuluhan kepada petani. Penggunaan internet oleh penyuluh antara lain dipengaruhi oleh karakteristik individu (usia, lama bekerja, kepemilikan media, dan pendidikan), persepsi terhadap internet, kebutuhan informasi, motivasi dan dukungan lingkungan. Bagi penyuluh, internet digunakan untuk penyusunan laporan, pembuatan materi, program, dan mendesain metode penyuluhan. Kemampuan akses yang rendah dan keterbatasan sarana parasarana menjadi hambatan dalam pemanfaatan internet untuk memperoleh informasi yang diperlukan. Kemampuan penyuluh mengakses internet berperan penting dalam memenuhi kebutuhan pengguna informasi pertanian dan meningkatkan kompetensi penyuluh itu sendiri.Kata kunci: Internet, diseminasi, teknologi pertanian, penyuluh.

Abstract

The development of cyber crime gives birth to new facts that corporations can become perpetrators of criminal acts, therefore it is necessary to impose criminal responsibility on the corporation. The purpose of this research is to find out the criminal responsibility of corporations in Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 concerning Electronic Information and Transactions. The type of research in writing this journal is normative or doctrinal by using a statutory approach and taking primary and secondary legal materials. Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 concerning Electronic Information and Transactions adopts the doctrine of identification in imposing criminal liability on corporations. In addition, actions against the law by the management and / or staff of the corporation can be subject to criminal liability based on the doctrine of vicarious liability.

Abstract

Information Technology (IT) is crucial for companies. With technology, all jobs can be made easily by humans and can advance business processes more quickly and effectively. To find out the extent of the company's development in IT processing, an audit is needed. Without an efficient use of IT, companies will only waste IT-related investment that has been made. The purpose of this study is to audit IT governance implemented in a mining company XYZ. The IT governance audit that we use is based on the COBIT 5. framework. In this study, we use one Deliver, Service, Support (DSS) domain that includes six subdomains: DSS01 (Manage Operations), DSS02 (Manage Service requests and Incidents), DSS03 (Manage Problems), DSS04 (Manage Continuity), DSS05 (Manage Security Service), and DSS06 (Manage Business Process Control). For data collection in this study, researchers used interviews and questionnaire methods for related parties. The results of the IT Maturity Level for DSS domains reached an average level 2 or Managed Process, which shows that the company was able to operate the IT process yet with unclear definition and standard operating procedure nor evaluation or planned improvement.Keywords; COBIT 5, DSS, Capability Level, IT Auditing

Abstract

Agricultural food products are various. Apple is one of the agricultural product which is popular in Malang. There are many processed products from apple. However, there is a problem of food security concerning on the agricultural processed products. The food security consists of the information of nutrition contained in it, expired period, and the supply of healthy food. Therefore, it is required a traceability system that gives a guarantee about product authenticity and entrusted information about the food products. Lack of good information and infrastructure will hamper the formation of an effective traceability system that has not been considered even considered to require high costs, especially for some Small and Medium Enterprises (SME) producers. In general, producers and consumers need an information system that can provide food information effectively and efficiently. The design concept uses object oriented methods using United Modeling Language (UML), which consists of: Use Case Diagrams, Sequence diagrams and Class Diagrams. The design results were tested using Requirement Traceability Matrix (RTM) and the value of Response for a Class (RFC). Based on this test, it is produced that the RTM can be traced to all artifacts that have been made and the average RFC value is 5.17 meaning the RFC value is between 1 to 69, so that the RFC between 1 to 69 then the coupling is adaptable

Abstract

The Batu City Area Research and Development Development Planning Institution (Badan Perencanaan Pembangunan Penelitian dan Pengambangan Daerah-Bappelitbangda) is one of the important regional apparatus organizations for the Batu city government. However, in carrying out its performance, Bappelitbangda still faces difficulties in several cases in monitoring the vision and mission achievement, for instance; the reporting that is often not in accordance with the results achieved and not evaluating the achievement of indicators in the regional apparatus organizations that do not reach the target. The difficulty is due to the lack of technology's role in supporting Bappelitbangda's performance so that the objectives to be achieved are not maximal. To resolve this, it is necessary to have strategic planning of the information system that can help Bappelitbangda achieves the goals. The method proposed in this study is by adapting the strategic planning method that starts by analyzing both the internal and external environment in terms of business or term of Information Systems (IS)/Information Technology (IT) and also the SWOT analysis. The results of this study could be the proposals for business IS strategies, IT strategies and IS/IT management strategies. The objectives as well as the new strategic formulas analysis based on SPBE which are expected to help Bappelitbangda harmonize the technology utilization.

Abstract

One of the facilities provided by the government to speed up travel time is the toll road. Toll roads can also be referred to as highways that are connected from one city to another for four or more wheeled vehicles. In December 2018, the Trans Java Toll Road officially connected the two major cities in Indonesia, Jakarta and Surabaya. The new Trans Java Toll Road can be used in the period of eid 2019 will generate various opinions from its users. Many people in Indonesia use social media as one of the media to express their opinions. Thus this study tries to analyze public opinion on social media to be classified into two classes, namely positive and negative classes. The method used in this research is K-Nearest Neighbor with Information Gain Feature Selection. The classification process consists of preprocessing text including data cleansing, case folding, stop word removal, stemming and tokenization, term wighting with tf-idf, feature selection using Information Gain and classification using K-Nearest Neighbor. Tests in this study using confusion matrix produce accuracy of 85%, precision of 85%, recall of 100%, and f-measure of 91.89%.
