Abstract

In the context of the rapid development of informatization and globalization, the theoretical methods of urban scholars have shifted from a 'space of places' appraoch, which looks at geographical areas, to a 'space of flows' approach, which is based on flows of people, goods, capital, and information between cities. The rapid development of the Internet makes the connections between cities more dynamic than ever before. The subject of this study are cities in three provincial administrative units in Southern China: Guangdong, Hong Kong and Macao. The development of the Internet provides an opportunity to analyse the relationships between the cities in this region from the viewpoint of information flow. Using the area distribution model in Baidu Index (a website of the Baidu company), this study recorded the web search volume, simulated the information flows, and analysed the network correlation degrees between the cities in Guangdong, Hong Kong and Macau. The conclusions are: (1) from the perspective of information flow, the city network in Guangdong, Hong Kong and Macao has a clear 'core-periphery' structure, which amplifies the difference in urban hierarchy between big and small cities; (2) the cities in the traditional Pearl River Delta core region have a stronger ability to aggregate information flows and geographical proximity reflects information flow; (3) information flows between the cities in Guangdong and Hong Kong and Macao are not smooth, and thus needs to be improved.Keywords. Dalam konteks perkembangan informatisasi dan globalisasi yang pesat, metode teoritis para peneliti perkotaan telah bergeser dari pendekatan 'ruang tempat' yang melihat wilayah geografis, ke pendekatan 'ruang arus' yang didasarkan pada arus manusia, barang, kapital, dan informasi antar kota. Pesatnya perkembangan internet membuat hubungan antar kota lebih dinamis dari sebelumnya. Subyek penelitian ini adalah kota-kota di tiga unit administrasi provinsi di Cina Selatan: Guangdong, Hong Kong, dan Macao. Perkembangan Internet memberi kesempatan untuk menganalisis hubungan antara kota-kota di wilayah ini dari sudut pandang arus informasi. Dengan menggunakan model distribusi area pada indeks Baidu (sebuah situs perusahaan Baidu), makalah ini mencatat jumlah pencarian web, mensimulasikan arus informasi, dan menganalisis tingkat korelasi jaringan di antara kota-kota di Guangdong, Hong Kong dan Macau. Kesimpulannya adalah: (1) Dari perspektif arus informasi, jaringan kota di Guangdong, Hong Kong dan Macao memiliki struktur 'inti-pinggiran' yang jelas, yang memperkuat perbedaan dalam struktur hirarki perkotaan antara kota-kota besar dan kecil; (2) Kota-kota di wilayah inti Pearl River Delta tradisional memiliki kemampuan yang lebih kuat untuk mengumpulkan arus informasi dan kedekatan geografis juga mencerminkan arus informasi; (3) Arus informasi antara kota-kota Guangdong dan Hong Kong dan Macao tidak lancar, sehingga perlu ditingkatkan.Kata Kunci. Abstract

Abstract. Tree Adoption Program is a program of reforestation and tree planting actively involving the community as a guardian or foster parent of the trees to be planted. The program is implemented as part of efforts to restore the ability of forests and damaged land to productive back and can ultimately increase the preservation of the environment . To help foster parents and the manager in terms of their adoption of monitoring tree , in this study a Web based GIS will be made. In this web based GIS development, Google Fusion Tables software and Google Maps is eing used. The method of WebGIS development  begins with data collection in the field , then the data is entered into the database in this case is Google Fusion Tables . After that interface implementation ( interface ) based on web was built. To determine the successfully of this WebGIS, we do some test. The results from this study is a Geographic Information System ( GIS ) Web based to assist monitoring the growth and development of tree adoption and are expected to provide convenience to the foster parents and the manager in terms of monitoring. Keywords : Tree Adoption, gis web based, google fusion tables, google mapsAbstract. Abstract

Abstract. This research bring together the development and implementation of marine fishery information system model and study of up and down stream component that are indicated have significant impact for the increasing of fisherman prosperity in Cilauteureun fishery port (PPP Cilauteureun), Pameungpeuk. The model results a daily potential fishing zone (ZPPI) map that was distributes to the fisherman. Most of the fisherman in Cilauteureun are labor fisherman who have salary that is lower than the minimum regional salary/UMR (44% of UMR). Developed ZPPI maps contain information about the location of potential fishing zone, fishing route and distance, time and capital needed, and additional information about current, wind, and wave height. Operational cost efficiency resulted from the utilization of the ZPPI maps are 54% respectively for the small capacity vehicle/MT (less than 10 GT) and 41% respectively for bigger vehicle/KM (10-15 GT capacity). The efficiency also cause the MT labor fisherman salary increaing up to 219% (achieve 98% of UMR). The integration of upstream components (ZPPI maps, vehicles and equipments facility, and human resource quality) and downstream components (catchment result sales, traetment, and distribution system) also has important role for the prosperity progress of Cilauteureun local fisherman.Keywords: fishery information system, fisherman prosperity, fisherman salary increasing, fishing zone map, operational cost efficiency, PPP Cilauteureun.

Abstract

Color blindness is a condition where a person cannot distinguish colors that are of similar contrast. This paper reports an attempt to develop a mobile phone application that can run on any Android or Windows smart phone. The developed application/software tool is able to assist color blind people by converting an image with low contrast to an image with high contrast. The objective of the proposed work was to develop a program on the LabVIEW platform to i) acquire the image whose information should be processed, ii) develop an algorithm to display a high-contrast crisp image of the actual dull image, and iii) identify the colors and characters present in the dull image for messaging to the user's phone. The work was implemented on the LabVIEW platform making use of various image processing tools to identify the color and text from the sign board that otherwise cannot be identified by color blind persons. The implementation was tested with several inputs to validate the performance of the proposed method. It was able to produce accurate results for more than 97.3% of the test inputs.

Abstract

In any new chemical process development and design, process safety is a critical aspect to be considered besides economic and technical feasibility of the manufacture of the product. A lack of proper hazard assessment during the design phase may later result in accidents with disastrous consequences to workers, the public as well as the environment. Many methods have been introduced to qualitatively and quantitatively assess the safety level of processes. Despite the availability of a large amount of methods, a systematic framework that details guidelines for hazard identification, risk assessment, safety measure design, and safe critical decision-making is still missing. To address this issue, the main objective of this study was to propose a systematic framework that outlines comprehensive guidelines for assessing the safety performance of processes based on information from the piping and instrumentation diagram (P&ID). Apart from proposing the framework, appropriate strategies for minimizing safety hazards and risks are also recommended. In addition, the user is assisted in selecting the most appropriate assessment method according to his or her needs and the scope and constraints of the assessment. A case study is presented to illustrate the application of the proposed framework.

Abstract

The present paper describes the WIKI RoadSMap project implemented within a start-up research program. The main objective of the project is to create a system that applies innovative technologies to information gathered to enable the acquisition of greater local knowledge and analysis of issues related to road infrastructure and directly and indirectly connected elements. By applying semantic analysis technology for the extraction, collection, integration and publication of data, WIKI RoadSMap allows users to acquire greater knowledge in order to optimize choices related to road infrastructure. The system allows more detailed and targeted dissemination of data related to the design, management and maintenance of an infrastructure. The source and type of data needed are different and heterogeneous, including information 'posted' by people with private and/or commercial purposes, or available at road agencies and/or public administrations or related to specific surveys carried out. The system platform should be available on the Web and on smartphones, both providing different levels of access and subscriptions. The spread and use of WIKI RoadSMap could have a positive impact on the market with regard to the supply of materials and specialized technical skills and companies operating in the areas of interest.

Abstract

Quick, accurate, and complete information is highly required for supporting strategically impact decision making in a Military Operation (MO) in order to reduce the decision cycle and to minimize the loss. For that purpose, we propose, design and implement a hierarchical Multi Agentbased Information Fusion System for Decision Making Support (MAIFSDMS). The information fusion is implemented by applying Maximum Score of the Total Sum of Joint Probabilities (MSJP) fusion method and is done by a collection of Information Fusion Agents (IFA) that forms a multiagent system. MAIFS uses a combination of generalization of Dasarathy and Joint Director's Laboratory (JDL) process models for information fusion mechanism. Information fusion products that are displayed in graphical forms provide comprehensive information regarding the MO's area dynamics. By observing the graphics resulted from the information fusion, the commandant will have situational awareness and knowledge in order to make the most accurate strategic de cision as fast as possible.

Abstract

Just as in many areas of software engineering, patterns have been used in  data modeling  to  create high quality  data  models.  We  provide  a  concept  of data  model  pattern  based  on  Fully  Communication  Oriented  Information Modeling  (FCO-IM),  a  fact  oriented  data  modeling  method.  A  data  model pattern is  defined  as  the relation  between  context, problem,  an d  solution.  This definition is adopted from the concept of pattern by Christopher Alexander. We define the concept of Information Grammar for Pattern (IG P) in the solution part of  a  pattern,  which  works  as  a  template  to  create  a  data  model.  The  IG P  also shows how a pattern can relate to other patterns. The data model pattern concept is then used to describe 15 data model patterns, organized into 4 categories. A case study on geographical location is provided to show the use of the concept in a real case.

Abstract

The business value of information technology (IT) services is often difficult to assess, especially from the point of view of a non-IT manager. This condition could severely impact organizational IT strategic decisions. Various approaches have been proposed to quantify the business value, but some are trapped in technical complexity while others misguide managers into directly and subjectively judging some technical entities outside their domain of expertise. This paper describes a method on how to properly capture both perspectives based on a  probabilistic business-driven model. The proposed model presents a procedure to calculate the business value of IT services. The model also covers IT security services and their business value as an important aspect of IT services that is not covered in previously published researches. The impact of changes in the quality of IT services on business value will also be discussed. A simulation and a case illustration are provided to show the possible application of the proposed model for a simple business process in an enterprise.

Abstract

Parking information systems have become very important, especially in metropolitan areas as they help to save time, effort and fuel when searching for parking. This paper offers a novel low-cost deep learning approach to easily implement vacancy detection at outdoor parking spaces with CCTV surveillance. The proposed method also addresses issues due to perspective distortion in CCTV images. The architecture consists of three classifiers for checking the availability of parking spaces. They were developed on the TensorFlow platform by re-training MobileNet (a pre-trained Convolutional Neural Network (CNN)) model using the transfer learning technique. A performance analysis showed 88% accuracy for vacancy detection. An end-to-end application model with Internet of Things (IoT) and an Android application is also presented. Users can interact with the cloud using their Android application to get real-time updates on parking space availability and the parking location. In the future, an autonomous car could use this system as a V2I (Vehicle to Infrastructure) application in deciding the nearest parking space.
