Abstract

The object of research phenomon is the employee’s job performance who is not optimally to be influenced to make a policy and implementation of policy. The employee’s job performance who is not optimal indicated that input of dimension with base of idea to critical attitude which is almost focus to lowest of state employee have lowest and such input of dimension is job discipline and compensation. The aim of research is to know both discription and analysis for an influencing job discipline and compesation toward job performance either partial or simulant. The type of research is descriptive quantitative. The result of research have multiple regression linear : Y = 17.957 + 0.183Xi 0,799X, the assumption, if the job discpline and compensation variables are stagnant, thus job performance variable shall be valued 17.957. In the other hand, coeficient value of job discipline is 0.183 stated that, if one score is job discipline would be increased the job performance is 0.183. Compensation value indicated 0.799 stated that, one score of compensation would be increased the job performance is 0.799. Coeficient of determination (R22) is 0.754 or 75.4%. This meant that, 75.4% dependent variable (job performance) affected by independent variables (job discipline and compensation). In the other hand, the residual 24.6% clarified by another variables behind of subject variables.

Abstract

The aims of research is to analyse influences of discipline and motivation to service quality in Pusat Pemberdayaan Pemuda dan Olahraga Nasional (PP-PON). The research describes service quality is positive influenced but insisgnificant, on the other hand, motivation has positive and significant influenced. furthermore, if coefficient of discipline has 1 value so it increases service quality around 0,063. Moreover, if coefficient of motivation has 1 value so it increases service quality around 0,779. Both motivation and discipline have 35,1% percent, meanwhile, 64,9% is influenced by others variables that is not including in regression model.Keywords: Discipline, Motivation, Service Quality

Abstract

This research was conducted in Bakrie University in South Jakarta. This research aims to find out the effect of organisational culture and leadership style toward performance through job satisfaction administrative employees of Bakrie University. The research was done to 61 respondents who work as administrative employees of Bakrie University. Data processing was done by using SPSS 16 statistical tool with multiple regression analysis model and do multiple test calculation to determine how much the effect of job satisfaction intervene the effect of organisational culture and leadership style. From the result of linear regression data processing, it founds that the organisation culture and leadership style have positive effects both of partially and simultaneously toward job satisfaction and performance. Besides that, by using test, it found that job satisfaction intervene the relationship between organisational culture and leadership style toward performance, with the equation Ŷ = 2.209 + 0.228X1+ 0.280X2+ 0.435X3+ 0.307X3X1+ 0.119X3X+ εKeyword: organisation culture, leadership style, performance, job satisfaction 2

Abstract

Minimum Service Standards (MSS) is a minimum standard of public service that must be provided by the government to the community, is a measure of the performance of the organizers of the responsibilities associated with the basic services to the community, one of the services referred to in the form of health care. it raised problem that is not optimal satisfaction of community service at Puskesmas Kelurahan Jagakarsa I While the purpose of the research is to determine the effect of the service quality of human resources at Community Puskesmas Kelurahan Jagakarsa I to the satisfaction of the public in 2012. This study uses quantitative analysis with a descriptive approach. The results obtained are all items tested valid and reliable questionnaire and outcomes measurement correlation coefficient 0.977; coefficient of determination 0.954, and a regression coefficient 0.774. Based on these results, it is concluded that there is an influence of the service quality human resources to the satisfaction of the public. In addition to, the quality of human resources that affect the satisfaction of the public service, there are other things that also affect the satisfaction of the public service, which is available of equipment, coordination and leadership. Therefore, factors other than improving the quality of human resources should also get attention, so that people's needs can be fulfilled properly.Keywords: service quality and public satisfaction

Abstract

The research are conducted in di Dinas Kependudukan dan Pencatatan Sipil Kota Depok, because several reasons are for instance, centralize service procedure, service traits, inconvenient services, and extra-cost for issuing birth certificate. The method of research is applied quantitative with SEM analysis. The output of the research are motivation and jobperformance indirectly through job-satisfaction, influenced 0.18. Competence is indirectly influenced to job-performance through job-satisfaction within 0.10 coefficients.Keywords: Motivation, Competency, and Job Performance

Abstract

This study aimed to examine the effect of accountability for the effectiveness of the procurement of goods and services by government accounting standards in the Directorate of Special Education and Special Services Education Association. The research population is the apparatus associated with the procurement of goods and services in the Directorate of Special Education and Special Services Basic Education that the number of population as many as 1504 people, consisting of 14 elements Chief Directorate of Special Education and Special Services, and 1400 agencies and 90 partner procurement government goods and services. While the sample in this study were 316 respondents consisting of 3 Chief Directorate of Special Education and Special Services, 294 persons from the institution, and 19 people from the working partners of government procurement. The data in this study are primary data. Data were collected using questionnaires distributed directly to the respondents. Research results and quantitative test shows that there is accountability dignifikan influence on the effectiveness of 27.5%. The existence of a causal relationship between the accountability of the effectiveness of 0.525%. And based on the regression equation to a positive value of 0.471%, this shows if accountability is increased then the increase will be followed by effectiveness. Abstract

Service function in the governance of an area is an absolute must to empower the community, it is becoming an important key in managing good governance (goodgovernance) with the basic principles of effective, efficient, transparent and accountable, would be the basis for taking a policy community development, local governments shouldbe able to involve the public directly from the planning, management and supervision, the public wrapped facilitate the attainment of the objectives of decentralization itself. Theresearch proves that government services Depok in issuing IMB residence on Investment Board and Licensing Services (BPMP2T) not running optimally, the indicator communityspirit to make the IMB is still very low, there are still many obstacles in the process of implementation and the persistence of rogue officers take the opportunity to receive a reward of making pictures of the building / process IPR misunderstanding in this case because the community and the community's own desire to be completed more quickly. Hospitality, care and concern public service workers is becoming very important to note.Attendant care and concern that can be proved with a firm stand indiscriminately or notselective to the rules that apply in this case is the maintenance of IMB in BPMP2T Depok. In addition, the chain of bureaucracy that must be passed by the community in the management of IMB extremely consume energy and time. With these conditions, then according to the authors of these factors also contribute less orderly IMB services at the field level. Keywords: IMB

Abstract

This study aims to understand the readiness of the implementing agencies in implementing the Indonesia Pintar program for poor student. The method used in this study is a qualitative method. Data collection techniques using interview, observation and documentation. The research findings show that, in the implementation of PIP, not a mutual coordination and cooperation of several institutions, especially at the beginning of the program. Institutions under the Ministry do not know the extent of the development of the program. Bureaucratic structure was not built in accordance with requirements of existing jobs. Yet to realize a program have to prepare all the necessary things such as: budget and organizational structure of the program implementers. This volatility could be political pressure that eventually becomes a factor inhibiting of PIP. The future is expected that existing barriers can be minimized so that PIP may be better in practice.Keywords: Institutional development

Abstract

Penelitian ini berfokus pada kebijakan pengembangan kapasitas dimana menjadi prinsip yang merupakan kewajiban daerah untuk meningkatkan pelayanan dan kesejahteraan masyarakat, pengembangan kehidupan demokrasi, keadilan dan pemerataan pembangunan. Dengan demikian, untuk menghadapi berbagai persoalan di daerah, terutama terkait kemiskinan dan pengangguran, peran dan tanggung jawab pengembangan kapasitas pemerintah daerah Dogiyai akan menentukan keberhasilan pelaksanaan otonomi daerah tersebut di tingkat lokal. Kewenangan otonomi yang ada di dalamnya, melekat pula tanggung jawab untuk secara aktif dan secara langsung mengupayakan pengentasan kemiskinan dan pengangguran di Kabupaten Dogiyai. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif fenomenologis melalui rancangan penelitian. Penelitian kualitatif adalah penelitian yang berusaha mengungkapkan gejala secara menyeluruh dan sesuai dengan kontek (holistic contextual) melalui pengumpulan data Hasil penelitian memberikan temuan bahwa kebijakan ini bukanlah sesuatu yang gagal. Abstract

Kajian ini menelaah tentang relasi hubungan Panwaslu dan KPU selama Pemilu Legislatif tahun 2014 tingkat Kabupaten/kota di DKI Jakarta. Berdasarkan analisis mendalam ada beberapa faktor yang mempengaruhi terbentuknya hubungan yang sinergis antara Panwaslu dan KPU dalam menyukseskan seluruh tahapan pemilu legislatif. Ditinjau dari sudut pandang koordinasi antara Panwaslu dan KPU, secara umum kedua lembaga tersebut sudah dapat di kategorikan telah terbangun suatu pola garis koordinasi yang positif, walaupun masih ditemukan Panwaslu dan KPU belum mampu menciptakan secara baik. Keberhasilan terciptanya relasi kinerja antara KPU dan Panwaslu pada pemilu legislatif tahun 2014 sesungguhnya karena adanya jaminan kemandirian secara organisasi serta tugas dan kewenangan yang lebih jelas bagi masing-masing lembaga penyelenggara pemilu. Hasil kajian ini menggambarkan bahwa ada empat faktor penting yang mempengaruhi relasi kerja Panwaslu dan KPU secara positif. Pertama, anggota Panwaslu dan KPU memiliki kesadaran yang sama tentang tujuan dibentuknya kedua lembaga tersebut yaitu melaksanakan dan mengawasi proses pelaksanaan setiap tahapan pemilu demi terciptanya asas pemilu yang Jurdil dan Luber. Kedua, adanya koordinasi di antara kedua lembaga dalam mempersiapkan tahapan dan proses pelaksanaan tahapan pemilu. Keduanya saling mengisi untuk mewujudkan tahapan pemilu yang dapat dipercaya oleh semua pihak. Ketiga, adanya keterbukaan informasi dan data yang diciptakan oleh KPU sehingga Panwaslu dengan leluasa dapat memperoleh informasi dan data yang diperlukan. Keempat, adanya hubungan emosional yang terbangun diantara komisioner Panwaslu dan KPU. Hubungan tersebut mempermudah koordinasi dan kerjasama secara kelembagaan. Sementara faktor yang menghambat terbangunnya hubungan kerja Panwaslu dan KPU Kota selama pemilu legislatif tahun 2014 di wilayah DKI Jakarta adalah tidak adanya komunikasi dan koordinasi yang positif bagi kedua lembaga, hal tersebut dipengaruhi oleh ketiadaan kesadaran bersama tentang arti pentingnya kedua lembaga tersebut dalam menyukseskan pemilu legislatif tahun 2014. Diatas itu semua adalah tidak ada faktor perekat secara emosional yang dapat mencairkan ketegangan dan kebuntuan koordinasi, keterbukaan data dan perbedaan pemahaman tentang UU dan Peraturan kepemiluan.
