Abstract

Abstract   This study identifies the physical conditions and cost requirements for housing stimulant assistance for uninhabitable houses (RTLH) in Agam Regency, West Sumatra. A mixed-methods approach was employed, combining surveys, observations, and cost analysis of 76 BSPS recipient units across 15 villages. The findings reveal that 35–45% of assisted houses remain substandard, with sanitation, ventilation, and flooring as the most deficient components. Actual rehabilitation costs range from IDR 35–50 million per unit, significantly exceeding the IDR 20 million government stimulus, creating a funding gap of IDR 17.5–27.5 million per unit. Community self-reliance averages only IDR 8.45 million, insufficient to bridge this gap. The study contributes a participatory cost estimation framework integrating local knowledge to improve cost accuracy and programme targeting. Recommendations include increasing stimulus amounts, adopting participatory budgeting, and strengthening community participation. These findings inform policy improvements for more effective housing assistance programmes.   Keywords: Uninhabitable houses, housing stimulant assistance, rehabilitation costs, funding gap, participatory cost estimation     Abstrak   Penelitian ini mengidentifikasi kondisi fisik dan kebutuhan biaya bantuan stimulan perumahan bagi rumah tidak layak huni (RTLH) di Kabupaten Agam, Sumatera Barat. Metode campuran digunakan, menggabungkan survei, observasi, dan analisis biaya terhadap 76 unit penerima BSPS di 15 nagari. Temuan menunjukkan bahwa 35–45% rumah yang telah dibantu masih berada di bawah standar kelayakan, dengan sanitasi, ventilasi, dan lantai sebagai komponen paling defisien. Biaya rehabilitasi aktual berkisar antara Rp35–50 juta per unit, jauh melebihi bantuan pemerintah sebesar Rp20 juta, sehingga menimbulkan kesenjangan pendanaan sebesar Rp17,5–27,5 juta per unit. Swadaya masyarakat rata-rata hanya Rp8,45 juta, tidak cukup untuk menutupi kesenjangan tersebut. Penelitian ini menyumbangkan kerangka estimasi biaya partisipatif yang mengintegrasikan pengetahuan lokal untuk meningkatkan akurasi biaya dan ketepatan sasaran program. Rekomendasi meliputi peningkatan nilai bantuan, penerapan anggaran partisipatif, dan penguatan partisipasi masyarakat. Abstract

Abstrak   Studi ini menganalisis dampak reduksi tinggi shear wall vertikal dengan model 100%, 80%, dan 70% pada gedung 20 lantai di wilayah Ring of Fire Indonesia. Menggunakan Static Pushover dan NLTHA (El Centro 1940 & Kobe 1995), penelitian ini mengevaluasi parameter seismik (R, Ω, Cd) serta melacak tingkat kerusakan plastic hinge (>E) akibat efek mode tinggi. Hasil menunjukkan bahwa pemotongan shear wall memperpanjang periode fundamental gedung. Fleksibilitas global yang meningkat ini berhasil mereduksi reaksi dasar maksimum (base shear) yang ditransfer ke fondasi. Dari aspek daktilitas, penurunan interaksi aksial-momen di dasar model diskontinu meminimalkan pembentukan plastic hinge tingkat runtuh (>E) pada elemen pembatas dibandingkan konfigurasi penuh. Kesimpulannya, konfigurasi shear wall diskontinu memberikan kinerja seismik yang optimal dan sangat ekonomis. Namun, lantai terminasi wajib direkayasa dengan detail tulangan kaku guna mencegah risiko mekanisme soft-story.   Kata kunci: Dinding geser diskontinu, Analisis pushover statik, Nonlinear Time History Analysis (NLTHA), Sendi plastis     Abstract   This study analyzes the impact of reducing the height of vertical shear walls by 100%, 80%, and 70% on a 20-story building in Indonesia’s Ring of Fire region. Using Static Pushover and NLTHA (El Centro 1940 & Kobe 1995), this research evaluates seismic parameters (R, Ω, Cd) and tracks the plastic hinge damage level (>E) resulting from high-mode effects. The results show that shear wall reduction extends the building’s fundamental period. This increased global flexibility successfully reduces the maximum base reaction (base shear) transferred to the foundation. From a ductility perspective, the reduced axial-moment interaction at the base of the discontinuous model minimizes the formation of collapse-level plastic hinges (>E) in the boundary elements compared to the full configuration. In conclusion, the discontinuous shear wall configuration provides optimal seismic performance and is highly economical. Abstract

Abstrak   Sedimentasi banjir mendegradasi lahan sawah di Aceh Utara melalui perubahan pH, peningkatan bulk density, dan penurunan porositas tanah. Penelitian ini bertujuan menguji efektivitas nanokomposit MOF–Biochar sebagai amandemen untuk memulihkan sifat fisika–kimia tanah sawah pascasedimentasi banjir. Sampel tanah diambil pada empat kedalaman (0–10, 10–20, 20–30, 30–40 cm) di Desa Alue Jamok, Kecamatan Baktiya, Aceh Utara, menggunakan Rancangan Acak Kelompok satu faktor (kontrol, biochar, MOF, dan nanokomposit MOF–Biochar) dengan tiga ulangan pada skala uji pot. Nanokomposit disintesis melalui in-situ growth solvothermal synthesis dari MIL-101(Fe) dan biochar sekam padi. Empat parameter diukur (pH, EC, bulk density, porositas total) dan dianalisis ANOVA satu arah. Seluruh perlakuan berbeda nyata pada setiap kedalaman (p < 0,05). Nanokomposit MOF–Biochar meningkatkan pH 17,5%, menurunkan EC 58,4%, menurunkan bulk density 25,2%, dan meningkatkan porositas 72,2% dibandingkan kontrol, sekaligus mengoreksi kelemahan biochar tunggal yang meningkatkan salinitas. Nanokomposit ini berpotensi menjadi dasar teknologi pemulihan tanah sawah pascabencana.   Kata kunci: bulk density, nanokomposit MOF–Biochar, remediasi tanah, sedimentasi banjir, tanah sawah   Abstract   Flood-induced sedimentation degrades paddy fields in North Aceh through changes in soil pH, increased bulk density, and reduced porosity. This study evaluated a MOF–Biochar nanocomposite as an amendment to restore the physical–chemical properties of flood-sediment-buried paddy soil. Soil was sampled at four depths (0–10, 10–20, 20–30, 30–40 cm) in Alue Jamok Village, Baktiya, North Aceh, using a single-factor Randomized Block Design (control, biochar, MOF, MOF–Biochar nanocomposite) with three replications at pot scale. The nanocomposite was synthesized via in-situ growth solvothermal synthesis from MIL-101(Fe) and rice husk biochar. Four parameters (pH, EC, bulk density, total porosity) were analyzed by one-way ANOVA. All treatments differed significantly at every depth (p < 0.05). The nanocomposite raised pH by 17.5%, lowered EC by 58.4%, reduced bulk density by 25.2%, and increased porosity by 72.2% versus control, while correcting the salinity increase caused by biochar alone. This nanocomposite offers a promising basis for post-disaster paddy soil recovery technology.   Keywords: bulk density, flood sedimentation, MOF–Biochar, paddy soil, soil remediation

Abstract

Abstrak   Desa Reuleut Timur, Kabupaten Aceh Utara, secara berulang mengalami banjir akibat luapan Krueng Ajo dan Krueng Pase, dengan ketinggian genangan historis 200–450 cm dan durasi genangan pascabanjir hingga 30 hari; jaringan jalur evakuasi eksisting dinilai tidak memadai oleh sebagian besar warga. Penelitian ini mengkarakterisasi pola genangan pascabanjir dan kondisi jaringan jalur evakuasi berdasarkan data Social Sensing yang dihimpun melalui transect walk GPS dan survei rumah tangga. Sampel ditentukan dengan formula Slovin (n = 170 KK) melalui proportional stratified sampling, dikombinasikan dengan penandaan GPS pada titik genangan dan jalur evakuasi. Ketinggian genangan rerata tercatat 300 cm dan durasi rerata 5,0 hari; sebanyak 76,5% responden menilai jalur evakuasi tidak memadai, dengan hambatan dominan berupa genangan air dalam dan ketiadaan penerangan jalan. Temuan ini menegaskan urgensi penyusunan prioritas perbaikan infrastruktur jalur evakuasi berbasis data Social Sensing sebagai dasar mitigasi banjir tingkat desa.   Kata kunci: Genangan Banjir, Jalur Evakuasi, Kerentanan Infrastruktur, Sosial Sensing     Abstract   Reuleut Timur Village, North Aceh Regency, repeatedly floods from the Krueng Ajo and Krueng Pase rivers, with historical inundation depths of 200–450 cm and post-flood inundation durations of up to 30 days; the existing evacuation route network is considered inadequate by most residents. This study characterized post-flood inundation patterns and evacuation route conditions using Social Sensing data from GPS-assisted transect walks and a household survey. The sample (n = 170 households) was determined using the Slovin formula through proportional stratified sampling, combined with GPS marking of inundation points and evacuation routes. The mean inundation depth was 300 cm and the mean duration was 5.0 days; 76.5% of respondents rated evacuation routes as inadequate, with dominant barriers being deep standing water and absent street lighting. These findings underline the need to prioritize evacuation-route infrastructure improvement based on Social Sensing data for village-level flood mitigation.   Keywords: Evacuation Route, Flood Inundation, Infrastructure Vulnerability, Social Sensing
