Abstract

Settlement resilience in Klungkung Regency faces significant challenges due to rapid housing growth (8.2% per year) that is not balanced by adequate infrastructure, facilities, and utilities (Prasarana, Sarana, dan Utilitas [PSU]). These challenges are further compounded by the absence of local regulations governing PSU handover. This qualitative study employed an embedded case study design. Data were collected through in-depth interviews with 12 key informants, including government officials, developers, village heads, customary leaders, and banjar heads, as well as through field observations using a checklist based on Government Regulation No. 12/2021 and document analysis. Data analysis utilized the interactive model of Miles, Huberman, and Saldaña, incorporating regulatory analysis, the Disaster Risk Reduction (DRR) framework, and SWOT analysis. The findings indicate that PSU conditions remain far below national standards: 75% of housing estates have damaged roads, 75% experience clogged drainage systems, 100% lack green open spaces, and 100% have PSU assets that have not yet been formally handed over. In addition, one housing estate has been abandoned due to an inactive developer. Normatively, the Rancangan Peraturan Daerah (Ranperda) aligns with national regulations and incorporates three local innovations: recognition of customary villages (Article 13), provisions regarding abandoned PSU (Article 14), and spatial planning synchronization based on Tri Angga. However, implementation still faces three major gaps: limited supervisory capacity (with a ratio of 1:15.7), low community participation (only 20% of residents understand PSU obligations), and the absence of an inventory system for abandoned PSU assets. Local wisdom values derived from Tri Hita Karana and the banjar system demonstrate strong potential to strengthen PSU management through the ngayah tradition for routine maintenance. This study integrates three frameworks—regulatory analysis, DRR, and local wisdom—and provides empirical evidence regarding the operationalization of Tri Hita Karana in PSU management.

Abstract

The utilization of lignocellulosic agricultural waste as an alternative raw material for paper production offers a sustainable approach to reducing dependence on wood-based pulp. This study investigated the mechanical properties and microstructural characteristics of paper produced from blends of rice straw organosolv pulp and recycled waste paper pulp at a 1:1 ratio using 15 wt% polyvinyl acetate (PVAc) as binder. Sixteen paper samples were prepared under various ethanol concentrations (15–60 wt%) and cooking times (60–120 min). Mechanical characterization included tensile strength, elongation of break, and Young’s modulus, while surface morphology was analyzed using Scanning Electron Microscopy (SEM). The tensile strength ranged from 2.06 to 4.22 MPa, elongation of break from 6.00 to 16.06%, and Young’s modulus from 0.155 to 0.529 MPa. All samples satisfied the minimum tensile strength requirement of SNI 14-6519-2001. SEM observations revealed that higher tensile strength was associated with denser and more homogeneous fiber networks with fewer voids and surface defects. The optimum tensile strength was achieved at 30 wt% ethanol and 60 min cooking time, indicating favorable fiber bonding and structural integrity.

Abstract

Inundation recurs annually in Palu City despite its relatively low annual rainfall of 657 to 870 mm/year. This condition indicates that physical land characteristics strongly influence inundation vulnerability. This study assesses inundation vulnerability across the administrative area of Palu City using an expert-based GIS weighted overlay method. Six variables were analyzed: rainfall, soil texture, slope gradient, land use, topography, and river buffer zones. The assigned weights were rainfall 15%, soil texture 10%, slope gradient 10%, land use 25%, topography 20%, and river buffer zones 20%. Data were obtained from BPBD, BMKG, DEMNAS/BIG, SRTM/USGS, and DPUPR Palu City, then processed using ArcGIS 10.8. The final vulnerability index was classified into five classes using the equal interval method. The results show that 4.47 km² (1.13%) is very low, 138.07 km² (34.95%) low, 136.25 km² (34.49%) moderate, 103.45 km² (26.19%) high, and 12.82 km² (3.25%) very high. High and very high zones are concentrated in East Palu, South Palu, and West Palu. Mitigation priorities include river buffer control, drainage revitalization, and riparian revegetation.
