Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

The mandate of Village Law No.6 of 2014 that Village has an allocation of Village Fund (ADD) at least 10% of balancing funds received by Regency/City in Regional Budget In addition, the village also get the allocation of funds from the state budget, the allocation of the budget is directed to the village determined 10% (Ten percent) from and beyond the On Top Transfers gradually. As a consequence of the receipt of these funds, it is necessary to understand the importance of village administration to the management of village finances in accordance with prevailing laws and regulations with village financial management principles such as participation, accountability, transparency and budget discipline. Tirem Village is one of the villages that get the village funds in 2014 amounting to Eight Hundred Million Rupiah (Rp 800.000.000,00). The crucial problem faced by the village government is how to manage the large village funds effectively, efficiently and accountably. Village financial management is a cycle consisting of planning, budgeting, implementation, administration, reporting and accountability. The research method used descriptive with qualitative approach. The research informants are village apparatus, BPD, community leaders, religious leaders, and the people of Tirem village. The results show that the financial management of village funds is still not optimal. Most of them are used for physical/ infrastructure development such as rehabilitation of village office buildings that are not feasible and the construction of village roads that are still in the form of land. In terms of village financial reports, village apparatuses, especially financial treasurers, have difficulty in making accountability reports and concerns about errors in budget usage. In the oversight function, the use of village funds is monitored and recognized by Village Consultative Bodies and the community. The village apparatus is experiencing difficulties in understanding the rules of taxation so as not to know the expenditure component which contains the elements of tax and procurement activities of goods and services, especially the infrastructure that uses the auction system. Recommendation is running technical guidance activity of financial accountability report preparation that must be done by local government.

Abstract

This research was done based on service issues and the Route Permit Test KIR that where the level of reliability in the provision of services is still low, the institutions have not implemented a number of security they offer third party services routes and the extension of KIR test and other things. The method used in this research is descriptive method with qualitative approach. The results showed that the services are not reflected transparency. This is evident from the service charge is not yet open to the public. The creation of accountability and compliance with regulations regarding the issuance of a Route Permit and pass book KIR Test. Still not the creation of conditional means that the level of consistency less noticed by the government apparatus. From the other side that the public expects that the fast service, the cost can be reached and a clear time to process it. Conditions such as these cause the public service held by the government is not going well. Participatory still lack the services to encourage community participation in the implementation of public service with the aspirations, needs and expectations of society. Equal rights are still not the creation of the ministry that does not discriminate from the aspects of any particular tribe, race, religion, class, social status, and others. Judging from the number of people who do not get the right trajectory license in service and KIR test of the government. Still not the creation of a balance of rights and obligations of the ministry that considers the aspect of justice between providers and recipients of public services.

Abstract

East Nusa Tenggara province is an island province composed of 22 districts and cities, there is a large diversity of natural resources scattered in almost all districts and cities. Contribution of the tourism sector in 2016 reached 2 trillion, with tourist arrivals of 90 thousand to 100 thousand visits per year. In May 2016, the tourism sector most visit is the District of Labuan Bajo where there is a Komodo Island as a tourist destination, Coastal Nemberala in Rote Ndao which has been crowned as The Most Popular Surfing Spot in Indonesia and the Sumba Island where there is a Nihi Watu which is a the world's best hotel version of international travel magazine: Travel and Leisure.Precisely dated 17 September 2016, NTT received the Pesona Indonesia 2016 award as the grand champion in tourism from ten categories contested. NTT successfully obtained three gold medals, one silver and one bronze.NTT as the province wich is currently developing Smart City program is expected to expand all the potential of it, especially in the world class tourism sector. This study use a method based on a literature review of theoretical studies related to Local Government Policy in developing the Smart City in the tourism sector.The literature review is expected to find a way or method to solves problems related to the areadevelopment and management of tourism. This will have an impact on local revenues, the region's development, the economy, local communities and the achievement of an increase in the number of tourists visiting NTT as the province who has the best travel Destinations in the world.

Abstract

In order to perform public service tasks, tasks of the government, and certain development tasks, ASN must have a profession and management of ASN is based on the Merit System. The absence of a clear career path resulted in poor performance of the bureaucracy (PNS) resulted in poor quality of public services, and even lead to the service user must pay the cost of expensive (high cost economy). Career development through career pattern that can either encourage employees to grow and develop in accordance with their competence in a professional manner. In this case, the employee will be motivated to perform well which will give effect to the improvement of agency performance. In addition to the above, the pattern is clear career also provide career security for structural officials at central and local environment. Career pattern used as guidelines or reference for the appointment into office refers to the standard of their competence, so that the process of moving, promotion, transfer or demotion of civil servants do more well ordered. Career path is no longer dependent on the change of leadership the agency. Clear career path in the area will also lead to a more positive political impact, where officials will remain neutral in the event of change of the head region. Related policies should be formulated to PNS career patterns as guidance in career patterns containment procedures PNS selective, fair and competitive.

Abstract

The existence of Inclusive Education in Indonesia is still very foreign to the general public. Thus with Inclusive Education in Serang City is still in a state of minimal attention from the City Government Attack Serang City Office of Education and Culture. The achievement of the objectives of the Banten Governor Regulation no. 74 of 2014 to realize education that values diversity and non-discrimination for all learners well in Serang City, the unavailability of special facilities and infrastructure in inclusive schools in Serang City, and the shortage of Special Supervisor Teachers In inclusive schools in Serang City is the concern why This study was conducted. This research is aimed to know and analyze how the implementation of Guidance of Implementation of Inclusive Education to be done by Education and Culture Office of Serang City. The theory used is the theory of Public Policy Implementation George Edward III in Agustino (2006: 149). This research uses qualitative approach with descriptive method. Data analysis technique used is Miles & Huberman model. The result of this research shows that the implementation done by the Education and Culture Office of Serang City in implementing the Inclusive Education has not been implemented optimally. Due to the proper Implementation to be implemented, it is necessary to do in Bureaucracy structure which will then have an effect on the clear communication between the implementer and the Responsible Resource needed in the implementation of the policy and the disposition of equal distribution of responsibility.

Abstract

With village autonomy and decentralization patterns, the development of village government organizations and management must be increased so that the actual goals of village autonomy that are to improve the welfare of the community are quickly achieved. However, the condition that the development of the organization and management of the village government is still very slow to go to the village government to serve. The purpose of this paper is to gain an understanding of the development of village government management organizations with case studies in Lebak District of Banten Province. The framework used is thinking of Janet V Denhart et al (2007: 121).The conclusion of this paper is that the development of the organization and management of the village government in the study object begins with the abandonment of past village government and has formally entered the village bureaucracy government. Only a small percentage of village governments enter into the village government entrepreneurship phase because of the lack of entrepreneurial spirit. Village government serves with a vengeance is plagued by factors of geographical area and difficulties even though village budgets from the government are increasing.

Abstract

Banten Province which stood by the passing of Law No. 32 on October 4, 2000. Ahead of the 13th anniversary of politics in Banten province was shaken by the arrest of Tubagus Chaeri Wardana (TCW) who is also the younger brother of Ratu Atut Chosiyah by the Corruption Eradication Commission (KPK) in a hand-catching operation which then detained Ratu Atut Chosiyah in the bribery case Pemilukada Lebak Regency 2013. The implementation of legislative elections will be the first test of the shock experienced by the Family Politics Clan Ratu Atut Chosiyah. This research uses quantitative approach method. Hypothesis in this research is with the shocks on Family Clan Ratu Atut Chosiyah then the level of election of family member Atut Chosiyah in legislative election year 2014 become low. Allegations of political observers about the fall of the RAC family's political clan after the arrest of RAC and TCW by the KPK proved to have no realities. Legislative Election 2014 is true to prove to the audience that the Atut family political clan is not exhausted and still stands firmly. The people still trust their political rights to be channeled by members of the RAC Family Clans. Thus members of RAC family already have the stability and political existence in the eyes of the people of Banten. The RAC Political Clan termed by many observers as the Political Dynasty has turned out to be a self-repairing system even though some elements have problems. Have a good regeneration system where other family members can continue their political clan in Banten. Conclusions regarding the election level of members of the RAC core family clan in 2014 Legislative Election in their respective districts (1) H. Andika Hazrumy has a very high degree of election, (2) Hj. Ade Rossi Khoerunnisa has a high degree of election, (3) Andiara Aprilia Hikmat has a very high degree of election, (4) Tanto Warsono Arban has a very high degree of election, and (5) H. Aden Abdul Kholiq has a very low level of election. Therefore, all stakeholders of democracy in Banten Province should be more participative and more concerned about politics, and mobilize elements of democracy such as political parties, interest groups, academics, press, NGOs to become watchdogs of democracy in Banten, so that Atut Chosiyah political clan re-entrenched strongly in Banten does not violate the norms and rules of law applicable in Indonesia.

Abstract

The hospitals as a health service provider should already know how the quality of they service can be provide satisfaction to the patient. This study is aims to analyze the effect of service quality on patient satisfaction at Rumah Sakit Khusus Gigi dan Mulut Kota Bandung. Population in this study is patient of RSKGM Kota Bandung with total sample 99 respondent. Data collection was done by distributing questionnaires with non-probability sampling technique. Data analysis technique is used coefficient correlation test, coefficient determination test and linear regression test to know how far the relationship and effect of service quality to patient satisfaction at RSKGM Kota Bandung. The result of analysis correlation test indicate that service quality variable have value r equal to 0,785 is in range 0,60-0,79 or in category strong relation. The result of determination test or Adjusted R Square is 0,616. This means that 61,62% of consumer satisfaction can be explained by service quality variables, while the rest is explained by other variables which not examined in this study.
