Abstract

This study aims to analyze the implementation of the E-SAKIP Policy in Improving the Performance of the State Civil Apparatus in Sleman Regency during the Pandemic using four components of policy implementation, namely on target, government performance, Human Resources and Communication between Government Agencies implementing the Government Agency Performance Accountability System (SAKIP). which is integrated with the strategic planning system, budget system and government accounting system contained in the Indonesian Presidential Regulation Number 29 of 2014 concerning SAKIP. The research method uses a qualitative descriptive approach. The data collection technique was carried out using the Sleman Regency E-Sakip application data and then Captured through the Ncapture feature in Nvivo 12 Plus to see the implementation of policies in the E-Saki application. The results showed that the implementation carried out by the Sleman district through E-Sakip had been going well even though in the midst of a pandemic the program was running on target. Sleman Regency is one of the districts that received Good accreditation in carrying out performance through E-Sakip. the existence of E-Sakip can have an impact on increasing the performance of the implementation of public policies, programs and activities as well as budget absorption in accordance with the target.

Abstract

Abstract: Disasters that have occurred in the past should serve as a valuable lesson for those who will come after them. This is the most important factor in determining how prepared a community is. According to common knowledge the city of Palu is one of the cities that is particularly vulnerable to natural disasters due to its geographical location, which is situated between the confluence of two tectonic plates of the Pacific Ocean and Asia, necessitating the need for residents who live in the area to be prepared for such events. As a result, the purpose of this study is to determine the value of studying disaster preparedness from a young age in order to reduce the impact of disasters generated through the use of a spatial education strategy. The descriptive method is used with a qualitative approach in this investigation. The findings indicate that preparedness education should begin at a young age in order to instill a sense of vigilance in kids, rather than a sense of terror. Education in geography, and specifically geography-based disaster preparedness learning materials, is critical to establishing a solid foundation in disaster preparedness learning from a physical and geographical perspective.Keywords: Learning, Preparedness, Geography Education, Students, Disaster.

Abstract

The position of the military in taking on a political role in Indonesia has changed along with the changing leadership of the state. The dynamics of this change were born because of the pattern of civil-military relations in Indonesia. This civil-military relationship can be created when a concept called "civilian control" occurs. In this paper, we use the theory of civil-military relations according to Samuel Hantington, which is then used to analyze the involvement of the military in supporting Indonesian political decisions (Huntington, 2000). In this study, we used qualitative research methods.

Abstract

Abstract: Post-mining land reclamation is getting more attention from many parties since it is perceived as a solution for creating more sustainable mining lands in Indonesia. Reclaiming mining land can reduce negative impacts and create more productive lands to generate more economic benefits. Collaboration and innovation from various parties such as the government, communities, private companies, and other stakeholders are needed to achieve this goal. This study explores data and information related to post-mining land reclamation alternatives by applying the concept of collaboration (co-creation) and innovation among stakeholders. The method used in this research is Systematic Literature Review. This method aims to review the relevant literature through a systematic process. There are 11 articles used as a source of literature review, which is grouped based on concepts and discussions following the topics raised in this study. The results of this study are a post-mining land reclamation idea and the concept of collaboration between the stakeholders to realize a sustainable post-mining land reclamation in Indonesia.Keywords: post-mining land; collaboration; innovation; sustainability

Abstract

This study explores the implications of adapting new habits to the administration of local government from various dimensions of government management. The main objective of this study is to show that the governance of local government in the new normal era can be productive in fulfilling the needs of the publics through changes in the administration of local government’s functions. This study places the presence of information and communication technology (ICT) as well as restrictions on social interaction in the new normal era, changing the way local government sector works. The approach departs from the main idea of adapting new habits as a conceptual framework to empirically examine changes in the dimensions of local government management which based on several factors, such as content, context, process, change outcomes and leadership. Furthermore, data collection gained through interviews with informants and data analysis are used to confirm the suitability of local government governance. The process is then carried on by formulating the concept of an ideal local government governance changes in the new normal era. The findings of the study show that local government governance system with the old paradigm is ineffective and inefficient for the fulfillment of public rights in the new normal era. For this reason, it is necessary to transform the governance of various dimensions in local government management. As originality/value, what is offered in this study is a modification of the system and working mechanism with a new paradigm for areas that are difficult geographically. This modification can be conducted in several actions, such as developing ICT applications and infrastructure; reorganizing the work system of all management dimensions that are trusted and accountable; increasing bureaucratic capacity and public knowledge; renewing the relationship between government and its people. This idea is relevant to the rapid development of the concept of adaptive governance and the strength of the role of ICT for individual and social activities.
