Abstract

This research  based on the problem of inequality in the number of political participants with disabilities in Depok City between Pemilu 2019 and Pilkada 2020. The research analysis will focus on the differentiating factors that cause an increase in voter participation among people with disabilities by using a case study of Depok City. Through a descriptive analysis of the increase in political participation of people with disabilities in Depok City, this study will reveal the factors that cause the increase in participation of people with disabilities and how election improvement efforts affect people with disabilities. The results of this study show that how candidate pairs try to encourage the participation of voters with disabilities in the 2020 Regional Election in Depok City can increase the number of people with disabilities who vote.

Abstract

This research seeks to reveal how the recruitment process for regional head candidates is carried out by the “Keadilan Sejahtera” Party (PKS). Especially with the emergence of the incumbent Irna Narulita. A political process that requires the value of pragmatism in nominating regional head candidates is indeed normal, What's more interesting is that this only happens at the local level, namely in Pandeglang Regency, this research uses two theories as its analytical tools, namely the Political Party Recruitment Theory and the Local Bossism Theory. This research was guided by qualitative methods that were operated through an exploratory analysis approach where data was obtained from observations of related sources. The results of this research found that the recruitment of regional head candidates by PKS in the 2020 Pandeglang regional elections showed a biased recruitment process because they did not find candidates who were deemed worthy of being nominated.

Abstract

This study aims to examine the implementation of 'sasi' (traditional ecological management) in the management of natural resources in current indigenous territories, particularly the government policy in Negeri Morella, Leihitu District, Central Maluku Regency, in organising the management of nutmeg plant resources. The enforcement of 'sasi' by the indigenous community for natural resource management represents a form of responsibility and manifestation of good governance in implementing natural resource management policies in Negeri Morella. The research approach used is qualitative, with a case study design. The research results indicate that the implementation of 'sasi' in indigenous territories in Maluku, especially in Central Maluku, has significantly reduced and, in some cases, is not implemented at all. Negeri Morella itself only enforces 'sasi pala' (nutmeg prohibition) with the main objective of supporting the economic resilience of the community households. The active involvement of the Negeri Morella Government in natural resource management through the enforcement of 'sasi' has had a positive impact on the community, ensuring the sustainability of the available resources for future generations.

Abstract

Good governance is a critical aspect of organizational culture, especially in the public sector. This article explores the relationship between government effectiveness and good governance, focusing specifically on the Indonesian context. Understanding this relationship is crucial for organizational culture studies, as it highlights the impact of leadership, policy-making, and administrative competence on the overall functioning of an organization. The primary aim is to assess how the effectiveness of government institutions in Indonesia impacts the broader dimensions of good governance. The author obtained data through the UN, World Bank, WJP, and CGGI websites, and visualized them for easy understanding.  The findings indicate a significant correlation between government effectiveness and the quality of governance. Improved bureaucratic efficiency, policy implementation, and service delivery are closely linked with higher scores on the governance index. However, challenges in combating corruption and ensuring consistent rule of law remain notable hurdles. The study concludes that enhancing government effectiveness is crucial for the advancement of good governance in Indonesia. While progress has been made, sustained efforts are required to address ongoing challenges. The findings of the study provide lessons on how organizational culture in government institutions can be improved or reformed.

Abstract

This article aims to examine the development of tourist villages, especially from the perspective of public participation and tourism marketing. Bengkulu is one of the provinces in Indonesia that has natural beauty and attractive tourist destinations; however, the development of its tourist villages has not been optimal in order to improve the welfare of rural communities. From the results of the study, it is hoped that there will be a deep understanding of tourist villages and the problems they face. The method used is comprehensive and systematic qualitative research on the problems of developing tourist villages in Bengkulu. To obtain comprehensive information, interviews were conducted with competent sources in the field of tourism villages in Bengkulu. Research findings show that public participation and tourism marketing in Bengkulu are not as expected. On the other hand, unclear regulations and authority have hampered the implementation of tourism village development in Bengkulu. This article provides lessons on how to optimise public participation and market tourism in a tourist village optimally. Apart from that, it is important to increase cooperation between stakeholders so that tourism village problems can be addressed comprehensively. The author suggests optimising clarity in the management of tourist villages so that people do not find it difficult to participate. It is necessary to ensure that tourism marketing is carried out in a sustainable manner by paying attention to preserving the environment and local culture and providing benefits to local communities.

Abstract

This essay examines the extent to which the village government is institutionally accessible in conveying development data to its citizens. Dervin (1973) defines institutional accessibility as the ability and willingness of public institutions to provide individuals with essential information. The easily accessible nature of such governmental entities would result in greater accountability and transparency in government administration, development, and community responsibility, which are constitutional obligations of state institutions. The authors describe the Rabakodo Village administration's level of public accountability in managing development operations, as evidenced by institutional accessibility to creating general information disclosure. This is a descriptive-qualitative study that uses focus group discussions and in-depth interviews as the primary methods of data collection. Public accountability may not have been fully implemented up to this point due to the lack of serious consideration given to the attempts to develop responsible village governance in Rabakodo Village. The lack of sincerity can be seen in the absence of adequate communication media to publicize the village development program while meeting the community's needs for information on specific development operations. The village government's failure to optimize the availability of different communication platforms and provide full access to village development information posed a barrier to increasing participatory democracy, inclusiveness, and public accountability. Such a low level of institutional accessibility steadily diminishes the possibility of confronting detrimental practices, non-populist policies, and the corrupt orientation of village-level state actors.

Abstract

Personality plays a crucial role in shaping an individual's behavior in different situations, including in the realm of public sector employment like the State Civil Apparatus (ASN). The objective of this research is to make a significant contribution to our comprehension of the interplay between ASN personality and performance. This study examines the influence of personality traits, particularly Extroversion, Introversion, Neuroticism, and Agreeableness, on ASN in the public sector. The primary objective is to comprehend the impact of the interplay among these dimensions on communication aptitude, collaboration, the ability to handle stress, and proficiency in fulfilling ASN responsibilities. The methodology employed is a comprehensive review of existing literature. The research findings indicate that this distinctive amalgamation of personalities plays a substantial role in team dynamics, adaptability to change, and efficacy in handling stress and pressure. ASN communication and collaboration skills are influenced by extroversion or introversion. Comprehending these dynamics enables management to create well-rounded teams, leveraging the strengths of extroverts in fostering connections and networking, while capitalizing on the introspective nature of introverts to offer profound insights. The findings suggest that managers should consider implementing training programs and human resource management strategies that specifically target the development of communication, collaboration, and stress management skills in individuals with ASNs. To summarize, an in-depth understanding of personality dimensions is crucial for attaining success in the dynamic work environment of the public sector.

Abstract

The government is very interested in maintaining price stability and the availability of food, especially rice, which is the staple food for almost all of Indonesia's population. One of the efforts made is to organize a cheap SPHP medium rice market operation with the hope that people, especially those with low purchasing power, can meet their needs. This study examines the effectiveness of cheap market operations organized by the Bandung City Government in situations of rice price spikes. The study was conducted using qualitative methods and took cases from three sub-districts. Data was collected through interview techniques, observation, and documentation, and then analysed using an interactive model. The results of the study show that cheap market operations are not an effective strategy to overcome the spike in rice commodity prices. After the implementation of the low-cost operation, the price of rice on the market continues to exceed the highest retail price (HET), and it is difficult for people to obtain rice at an affordable price. To overcome fluctuations in rice prices in the market, implementing market operations is considered more appropriate, and through this policy, the government intervenes in the market with rice from government food reserves managed by Perum BULOG. Apart from ensuring the availability of rice, market intervention can stabilize prices more quickly, have a longer impact, and cover a wider area.

Abstract

This study investigated the relationship between employee voice, ethical behaviour, employee commitment, and engagement in the public service. Using a purposive sampling technique of 125 employees as samples from five selected ministries and agencies in the Kwara State Civil Service in Nigeria, a questionnaire was administered and analysed using Structural Equation Modelling—Partial Least Squares (SEM-PLS). The study found that employee voice positively influenced ethical behaviour, employee commitment, and employee engagement. Ethical behaviour, in turn, had a positive effect on employee commitment and engagement. The study also revealed that employee commitment partially mediated the relationship between employee voice and employee engagement. The results suggest that empowering employees to speak up and provide feedback on ethical issues can lead to a greater sense of commitment and engagement. The study recommends that organisations prioritise ethical behaviour and integrity in their operations, provide training and support to help employees feel more comfortable speaking up, and create a culture of transparency and accountability. The study also highlights the importance of promoting employee commitment to improve employee engagement through professional development opportunities, recognition and rewards, and a supportive work environment.

Abstract

This article discusses the dilemma of selecting perbekel in Bali. There is an opportunity to break down the kinship system among the masses of voters, who are in the two realms of customary and official power. In this position, there is an interest bias. The bet on the mass of voters positions the two in a potential division. This article starts with the basic problem of how the two sides of power work in selecting equipment in Bali. This article departs from an analysis of the institutional rational choice theoretical frame, one of the approaches in political science. This article shows the perceptional aspect related to the potential dilemma of the working of local democracy in Bali, which is considered to include the polarization of power between traditional villages and service villages. This research is descriptive-qualitative in nature and involves conducting interviews with traditional village figures, elites, and government agencies. The results obtained only guarantee electoral accountability. The village dilemma is between two powers: domination power on the one hand and hegemonic power, as well as power relations in building patron-client relationships in the essence of selecting village heads, or perbekel. In reality, the practice of exercising power in villages in their original autonomous capacity is more hegemonic in nature. This condition then allows for such a strong network to exist between residents. On the one hand, psychologically, the development of this network is also colored by calculations of economic interests. It is this calculation of interests that often disrupts relationships between citizens. Both in the capacity of official villages and traditional villages, including the presence of vertical government.
