Abstract

As the trend of fossil fuel use declines, green hydrogen importing and exporting countries have created a new polarity for the development of the green hydrogen industry, one of which is through the India-Middle East-Europe Economic Corridor (IMEC) framework. The project, which aims to build regional connectivity for hydrogen infrastructure from Asia to Europe, has made India play a vital role in responding to various different interests ranging from the G7, the Quad, the Gulf States and the Middle East. Through qualitative research that is described explanatory, this study aims to explain India's role in navigating the dynamics of hydrogen geopolitics to reach the IMEC agreement. The results show that there is a three-way relationship dynamic between energy, international relations, and domestic politics of India with the G7, the Quad, and the Middle East countries which is manifested in the neo-mercantilism frame. This frame is seen as dominant in India's maneuvers that focus on the G2G approach to increase investment, research and technology, and regional stability, especially in the values of territorial integration and political independence.

Abstract

: Since 2010, the Indonesian government has given ministries and local governments the power to designate cultural heritage. However, there are still few clear policies and planning for cultural heritage conservation, so this study aims to find gaps in existing policy and planning and propose a revised policy framework. The method used a qualitative based on literature review. The examination of Indonesia's policy framework for cultural heritage conservation revealed a number of flaws that have an impact on the process. A heritage-owner approach to conservation, a lack of financial sources, a lack of incentives, a lack of openness, and poor coverage of the context of heritage are some of these shortcomings. The political structure should be revised, integrated conservation strategies and incentives should be offered, financing sources should be diversified, and public participation should be increased in order to address these deficiencies.

 This study explores the transformation of public leadership in public services in the digital era, with the aim of identifying the roles, challenges and opportunities that arise from technological developments. The digital era influences various aspects of public leadership, especially in terms of transparency, efficiency, and community engagement. This leadership transformation includes technology adaptation, data-driven policy implementation, and digital skills development in public leaders. Digital leadership plays a vital role in accelerating the transformation of public services by creating a collaborative and responsive work environment, as well as encouraging innovation and transparency. In doing so, digital leaders can improve the quality of public services and strengthen public trust in the face of rapid demands for change.h. Abstract

This study investigates the implementation of governmentality in policy utilization at sea, focusing on the case of the Province Riau Islands (Kepri). Governmentality, as a framework, Works theoretically proposed by Michel Foucault, applied in context policy utilization room sea for analysis of how the government of the province of Riau Islands manages and directs relations of interest and interaction with the environment of its unique sea. Using the qualitative method with the literature study, this study highlights various governmental aspects carried out by the government in the policy aspects of utilizing room sea in the Province of Kepri. Research results later will show that the government of the Province Riau Islands has prioritized governmentality for formulating policies that cover the sustainability of the ecosystem sea, participation of the community in the utilization of room sea, and integration of modern technology into the stages by showing the dominant actors who influence the political relations in the marine space utilization policy. This approach of collaboration between the government area, government center, and parties private sector at regional and international levels become characteristics important that will discussed in the implementation of governmentality in the Province of Kepri. In addition, recognizing the rights, customs, and wisdom of local public coasts has become an integral part of the utilization of the sea, creating a balance between the development economy and the conservation environment.

Abstract

The regulation of the movement of people and goods across the border that separates Indonesia and Malaysia is of critical significance to the expeditious growth of each nation's economy. In light of this, the purpose of the study is to investigate the role that cross-border management policies have in fostering accelerated economic growth between Indonesia and Malaysia. The research makes use of a technique called a literature study, which entails collecting data from various articles, books, and papers that are associated with cross-border policy and governance between Indonesia and Malaysia. The findings of the study indicate that the policy and management of cross-border traffic between Indonesia and Malaysia still possess a very complicated character, and as a result, the two nations need to work together effectively. Its cross-border policy and governance are still deemed successful in that they have improved economic cooperation between the two nations, despite the fact that its execution faces various hurdles and problems. Larger and more synergistic efforts from both countries are required to be made in order to address the outstanding issues and improve the well-being of communities in border regions. As a result, the application of international law and strategies that span borders might provide an alternative to the utilization of policy models that are more efficient in the development of border regions.

Abstract

National Defense Doctrine is a teaching about the fundamental principles of national defense. Defense doctrine is very important as a guideline in administering national defense. Defense doctrine is greatly influenced by developments in the global, regional, and national strategic environment, which could potentially give rise to threats, whether military, non-military, or hybrid. Defense doctrine will continue to evolve according to developments in the strategic environment and the dynamics of these threats. How to assess the nature of threats and the basic principles in overcoming these threats, as stated in the national defense doctrine from 1991 to 2023, is certainly something important to know in order to identify the various types of threats that have emerged or will emerge in the future. The research approach used by researchers is a qualitative approach using secondary data sources in the form of documents. From the research results, it can be concluded that, first, the National Defense Doctrine has undergone changes five times, namely since 1991, 2007, 2014, 2015, and 2023. Second, there are a number of similarities and differences between existing defense doctrines. Third, the Reformation Era had a significant impact on changes to the country's defense and security system. Fourth, synergy between defense components is very important in the implementation of defense.

Abstract

The rebellion by a small number of Papuans using the strategy of expelling immigrants under the pretext of discrimination in the Surabaya case created ethnic Papuan conflict with migrants (Muslims) and threatened the city of Jayapura, which was an asymmetric urban war. The purpose of this research is to create a strategy for counteracting the threat of urban warfare in the Jayapura region of Indonesia. This research method is qualitative in nature with a case study approach supported by conflict root data, threat data, and ethnic Papuan discrimination data against migrants. The results of this study are, first, the threat of urban warfare in the Jayapura region in the form of horizontal conflicts expelling immigrants and killing Muslims. Second, the implementation of the Papua provincial government's handling of building reconstruction, infrastructure paid for by Papuans, and ensuring the safety of migrant residents. Third, the strategy of counteracting the threat of urban warfare by increasing territorial operations supported by combat operations, intelligence, and security and order. The conclusion of this study is that the expulsion of Muslim residents in Papua was caused by the desire of some separatist groups supported by foreigners to carry out demonstrations in the cities of Papua province.

Abstract

This study aims to determine the Community empowerment government Gorontalo adopts the perspective of sustainable livelihoods in the use of village funds. The research method uses a qualitative type. The results of the study show that of the four indicators measured, there is one indicator that is considered optimal, namely sustainability, in which all development programs whose funding sources come from village funds lead to long-term life. Meanwhile, the other three indicators, namely community-centered, poverty-focused, and participatory indicators, are considered not optimal. This can be seen from the development process that pays little attention to people's aspirations, poverty alleviation that is not successful, and development that does not involve the local community in every implementation process, from planning, implementation, and monitoring.
