Abstract

Abstract : This study aims to determine how Professionalism of the apparatus in the distribution of prosperous rice in the eastern malalayang village. This research was conducted in may 2017. This research used qualitative method that is research type used to research on natural object condition where the researcher is a key instrument, data collection technique is done by tringulation (merges), data analalysis in inductive and the results of research qualitative emphasizes the meaning of gener-lation. Infomants in this study amounted to 12 people, namely head of urban village 1 person, head of environment 3 people, implementing unit of distribution and citizen counted 7 people. The results of this study note that the pofessionalism of the apparatus in the distribution of prosperous rice in the eastern malalayang village seen from the aspect of creative, innovation and responsiveness is good enough, but if measured in terms of ablitity can not be said professional. Based on existing research in view of the accuracy of the administration has not been met well, still found data collection that has not been right target due to lack of coordination and cooperation between urban village apologists. Referring to some of the results of this study, then as a suggetion and solution and problem solving in this research are: (1). The goverment should be more critical in responding to any good public complaints between the village government on beneficiary households (3). Every year needs to be done data collection again because poverty it self is relative meaning in the moon alone can move from poverty to prosper or vice versa (4). The availability of a box complaints or suggestions in each village, because considering there are people who may be embarrased or afraid to submit complaints and suggestions. (5) the importance of socialization between the community and the village apparatus regarding the distribution of propperous rice.Key word: Pofessionalism, Apparatus

Abstract

Summary: In act no 16 of 2014 explained that the construction of the village aims to improve the welfareof the village community and quality of life of mankind as well as pverty reduction through the fulfillment of basic needs, development of facilities and infrastructure of village, the development potential of the local economy as well as the utilization of natural resources and the environment in a sustainable way.The study uses qualitative methods. The informant is a government research village ( village chif), the village secretary, chairman of the BPD, head of community affairs and the village. The total number of informant there were as many as 10 people. Data collection with interview techniques, documentation, literature studies. While data analysis using descriptive analysis techniques of maleong.Based of the result of the research can be drawn the conclusion of participation in development in the village celebrated by Tumokang New Sub Regency North Bolaang Mongondow Dumoga, not to the maximum because of the willingness and ability of communities that are low and also human resourch community that is still underdeveloped because of the level of education of the community who only completed up to elementary level.Shove off the research results then put forth suggestions: (a) the government of the village is espected opportunities to the public to cntruction of the village (b) to move the willingness of the community to participate in development programs need to be held by the government’s own efforts in the delivery of information development (c)foster community awareness to participate, to socialize as well as cooperation from the government in order to make them aware of the meaning of their participation.Keywords: participation, the development of the village.

Abstract

Abstract : A service standards needs to be monitored in its implementation, and the monitoringfunction can find quickly, so that a mechanism for resolving and setting up a mechanism for preventioncan be developed. Study aims to explain the monitoring function of the head department on the aplicationof minimum service standards in the department population and civil registration in north minahasa. Basedon the results and discussion of this research concluded, has not done well seen in the four functionsmonitoring is compliance, auditing, accounting, and explanation. Abstract

The purpose of this studi is to understand how the role of community empowerment institutions(LPM) in the village of Salibabu District Salibabu Talaud Island.The research used qualitative method. 10 respondents from Salibabu Village Head, Section Headof Village Development og Salibabu Village, Chairman and one Board member/member of BPD, Chairmanand one LPM management, And two members of the village community. Data collection with interviewtechnique; While data analysis using qualitative analysis technique of interactive model from Miles andHubernann.Based on the results of research drawn conclusions: (1) LPM does not play an active role indevelopment planning in the village. LPM is not actively participating in village planning (musrembang)planning meetings to develop and establish a Medium Term Development Plan for Villages and AnnualDevelopment Plans or so-called Village Government Work Plans (RKPD). (2) LPM has little active role inthe implementation of village development. LPM is not actively involved in the implementation of villagedevelopment programs. (3) LPM has little role as a forum for participation of villagers in villagedevelopment. LPM is not actively accommodating, channeling and fighting for the aspirations on the villagecommunity in rural development, and not actively ancouraging and mobilizing the participation and selfhelpof the village community.Based on the conclusions of the research results, suggestions can be put forward: (1) LPM shouldcontinue to be encouraged to participate actively in assisting village government in village developmentplanning and implementation. Therefore, LPM must be given allowances or incentives. (2) LPM shouldcontinue to be encouraged to take an active role in the implementation activities of village developmentprograms, by providing operational costs. (3) LPM should continue to be empowered to take and active roleas a container for aspirate suppliers, and mobilize community participation in village development. For that,LPM should be given a proportional role in the deliberations of village development planning and decisionmakingof village development programs.Keywords: Role of LPM, Rural Development

Abstract

Abstract: In practice, the performance of the resulting Government seems to have not yet showed better conditions change significantly. Some government officials still shows low level of accountability, responsiveness and efficiency in the conduct of the service. Effected by the importance of the role of institutional performance on one side and the number of issues that bind them on the other hand, issues concerning the performance of the institutions as well as public service apparatus became one of the important issues in the reform of public administration in different countries, including for the context of Indonesia at the present time. The performance of the public service are often interchangeable with government performance measurement, it is not too surprising since basically the public service became the responsibility of the Government and related agencies that provide services to the community. BPJS health is a legal entity formed for national health assurance program organize (JKN) and is responsible to the President and has the task to organize national health guarantee.Based on some of the opinions or theories of performance then the author refers to the performance of theory Kumorotomo which States that the performance can be formulated through indicators-charge indicators will namely, efficiency, effectiveness, fairness and responsiveness. The reason this performance theory used is that problems are found, the situation can be solved or sought solution by using the performance theory. This research is a descriptive methode using qualitative approach by digitally describe data obtained from research results about Performance Office BPJS Health Branch of Manado. In qualitative research, data collection is done by observation, in-depth interviews and documentation. The overall conclusion of all indicators that there is, the performance of the Office organizer of social security (BPJS) to Manado Branch Health currently is already quite good, in terms of efficiency because of the service in accordance with the procedure. For effectiveness, it's been pretty good, but should be optimized again about the socialization of social security program so that people understand the concept of JKN, system funding, aware of the benefits to the community as well as the procedures for his service to the service of their health. And then for Justice is already good enough. And responsiveness, the overall service provided to the community already is good enough just yet to a maximum until the required leadership role in directing and supervising the performance of the employee in order that the overall performance is better.Keywords : BPJS Health office performance

Abstract

Based on the result observation at the Sitti Maryam Hospital Manado city still has some problems such asconcerning the quality performance of medical personnel as service providers to the community. Assessment of theperformance of qualified medical personnel by providing good service views of the reliability, responsiveness,assurance, emphaty, and tangibles. For the purpose of this study is to know the performance quality of medicalpersonnel at the Sitti Maryam Hospital Manado city. The research use descriptive qualitative research. Informantresearch as much as 8 (eight) informant that is, one leadership of hospital, two doctors, one person nurse, one personstaff employees hospital, and three patients. Data collection techniques use are observation techniques, interviewtechniques, and documentation techniques, as well as data analysis techniques that are use are data reduction, datapresentation, and conclusion drawing. Based on result of research through observations, data collection andinterview process that the researcher did, then research on the quality performance of medical personnel in the SittiMaryam Hospital not good enough, in view of the indicators of reliability, responsiveness, assurance, empathy andtangibles. For reliability is still not good, because the services provided are not time there are still some medicalpersonnel who performed the task has not been maximum. And also the lack of surgeons that resulted in patientshaving to wait for health services. For the responsiveness is still not good, because the parient complains against theprovision of service that are not on time is not good responded. For the assurance is good, because welfare thepatient treated at Sitti Maryam Hospital is guaranteed. For emphaty is not good because there are still some nursesand employees Sitti Maryam Hospital is less good to speak to the patient. And for the tangibles is not good, becausefor general facilities such as chairs in each ward is still lacking in meeting the needs of patiens.Keyword: Quality, Performance Of Medical Personnel

Abstract : The research is to know whether Facility (Computer, Office Working, Transportation, Electricity)influence to civil servant performance (work process, working condition, time in work, number of mistakes,amount in job type, job quality, punctuality, ability Work, evaluating ability.) Abstract

Abstract: This study aims to determine and analyze the effect of job allowances on the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. The research method is a quantitative research method, it is a research method based on the philosophy of positivism, used to examine the population or a particular sample. The sampling technique used is a saturated sampling technique in the Department of Investment and Integrated Services One Door Manado City there are 55 ASN. Data analysis techniques used are simple linear regression analysis and simple correlation analysis. Based on the results of analysis using correlation pearson product moment obtained correlation coefficient (r) = 0.566 while the coefficient of determination (r²) = 0.32. These results show that the coefficient of determination is 32%. Based on this result it can be explained that the improvement of service quality of apparatus is 32% while 68% is determined by other factors. Based on this research, the hypothesis presented can be accepted that there is a degree of linkage and determination of the work allowance to the quality of service apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of significance test obtained value tcount = 6.262 at significant level (α) = 0.05 with degrees of freedom (df) = n - 2 = 53, then ttable = 2.005. From the data it is obtained that tcount is greater than ttable where tcount 6.262 > 2.005. Then H1 is accepted and H0 is rejected. This proves that there is significant influence between work allowance to service quality of apparatus in the Department of Investment and Integrated Service One Door Manado City. Based on the results of the study, it can be concluded work allowance has a relationship and has a significant effect on the quality of apparatus service in the Department of Investment and Integrated Service One Door Manado City. This means that the work allowance is one of the determinants of the improvement of service quality of the apparatus.Keywords: Work Allowances, Quality of Service Apparatus

Abstract

Summary: Human resources is divided into two, namely, human resource macro is a resident of a countrythat has already entered the age of the work force, either not working or who are already working. Whileunderstanding the micro is the individual work and became a member of a company or institution and iscommonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37).Coastal communities need real activities that can build their economies without eliminating the culture andcharacteristics of coastal communities, the required form of community-based activities.This research uses descriptive qualitative approach method. This study describes the data obtainedfrom the results of research on the quality of human resources the coast (study in the village of Kahakitangsub-district of Tatoareng Regency Sangihe). In qualitative research, data collection is done by observation,in-depth interviews and documentation.Based on research results drawn the conclusion that the quality of human resources viewed fromthree indicators categorized quite well. The quality of human resources in particular physical health fishingcommunities quite well seen from the community who care about their own health and are already providinghealth support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of theeducational infrastructure and facilities for the community as well as the already existing cooperation withthe Fisheries Agency in empowering human resources especially fishing communities. The quality ofhuman resources in terms of the spiritual quality of its own quite well seen from the daily life of fishingcommunities in the society and harmony between religious communities in compliance, and comply withthe rules made by the Government, as well as the morale of the fishing communities in doing his job. So theGovernment in directing the village empowerment on fishing communities the quality should be on theincrease, the application of the improved quality of HUMAN RESOURCES through three indicators,namely physical quality and health, the quality of intellectual (education and training) and spiritualqualities.This issue became important note for the Government because of the presence of obstacles wherethe quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES wasgoing to be difficult, therefore, needs to be awareness of the Government and the community. The qualityof human resources in realizing better or boost community empowerment which is better then theGovernment should be in driving, giving information, and facilitate Community fishermen.Key Words: Human Resources Quality Coastal Communities

Abstract

Abstract : Study is based on initial observations that the leadership of Camat in improving the performance of the State Civil Apparatus within the government of West Galela District has not been running well. This condition is suspected to have something to do with the lack of optimal decision-making, delegation of authority, supervision, and communication has not been well overnight. This research applies qualitative research method with informant that set as many as 6 people. After the data collected the analysis is done by applying data analysis techniques namely, data reduction, data presentation, and data verification or conclusion.The research shows that (1) In leadership of Camat to improve the performance of Civil State Apparatus apparatus is one of indicator that decision making has not run as expected of Civil State Apparatus in District of Galela Barat. This is because the decision making which is often done by the Camat is not involving the participation of the staff, so there are employees who feel the need for involvement in decision making. (2) Leadership indicators Camat in improving job performance Civil Service Apparatus one of them is the delegation of authority. As per the result of research that indicator have not run well. Due to the reality, there is still less Camat's confidence in subordinates / employees, so that in delegation of authority more in submitted to the Secretary of the Camat in comparison with other employees. (3) One indicator of leadership of Camat that needs to be done is supervision on employee performance. According to the results of the research that the supervisory system Camat on employee performance has not gone well, because seen from the fact that there are still employees who are not disciplined in performing duties as a public servant. (4) As the result of research indicate that communication aspect has been running well, be it communication vertically (Up-Down) or horizontally (Interview).Based on the conclusion above, the researcher suggests that the Camat leadership needs to improve in terms of decision making, delegation of authority, supervision and communication. It is expected that the Camat as the leader to involve the participation of the State Civil Apparatus in the subdistrict of Galela Barat, the delegation of the authority of the Subdistrict Head should see the educational background of the officer who will assume the position temporarily, in order to be able to carry out the tasks according to the instruction of the Camat based on the stated objectives. (3) The sub-district head as the representative of the district government in the kecamatan should further improve the supervisory function on ASN performance. Because in Government Regulation No. 46 of 2011 on the assessment of the performance of civil servants, that one indicator of employee performance is seen from the level of self-discipline employees. By that, the Camat is expected to further tighten supervision in terms of employee discipline in performing duties as a public servant. (4) Communication between leaders and employees can be done better, in order to provide information relating to the duties and functions of each employee in West Galela District.Keywords: Leadership, Camat, Job Performance, State Civil Apparatus
