Abstract

ABSTRACT : The purpose of this research to see how of policy implementation SOP on PKB in the office of SAMSAT Manado. Revenue, the collection or tax management motor vehicle is performed at one an office that involves agencies in it work together between the police of the republic of Indonesia (POLRI) that have function, and authority in registration and identification motor vehicle, the local government to this department of local revenue (DISPENDA) in tax collection of motor vehicles and BBN-KB, PT. Jasa Raharja (persero) authorities in the delivery of compulsory contributions funds traffic accident the way (SWDKLLJ). Because there were three agencies who are served in SAMSAT the process of the implementation policy is held up on the bureaucratic structure, communication, disposition, and human resources/mental owned by officers/ASN to serve the people. For example, when of obtaining has been completed in the local treasury office (DISPENDA) but be stunted in Police, so also on the other hand. This research is descriptive with a qualitative approach interactive. The research uses guidelines, observation and study documentation with informants research as much as 8 (eight) a person, including 5 (five) officials SAMSAT Infroman keys is head technical unit agency  (UPTB) and  The Department PKB service, bea balik the vehicle motor (BBN-KB), surface water tax (PAP); and 3 (three) a person of the community/people or an applicant tax who takes care of PKB. The conclusion of the research indicated that in general the implementation of policies in SOP on state revenues PKB served in SAMSAT Manado already has worked fairly well, but has not yet been optimized. This can be seen from SAMSAT officers who have not socialize the standart time, and the cost of motor vehicle taxes, and the lack of facilities in obtaining motor vehicle taxes. Advice can be given at this research is of implementation policy SOP on state revenues or SAMSAT Manado on the communication, disposition, resources and bureaucratic structure have generally been it can be said is good, but the system and legal procedures for obtaining motor vehicle tax ongoing between counter needs to be simplified for his ministry more practical and efficien.Keywords : Implementation Policy SOP, Motor Vehicle Tax, SAMSAT Manado.

Abstract

This study focuses attention on the Application of Civil State Apparatus Discipline in the Regional PersonnelTraining Board of Siau Tagulandang Biaro Regency. This study was conducted because the discipline of the state civilapparatus has not complied with the prevailing government regulation. This research is expected to be useful for theGovernment of Siau Tagulandang Biaro Regency, especially in the Office of the Regional Personnel Training Agency inan effort to apply the discipline. This research was conducted at the office of the Regional Human Resources TrainingBoard of Siau Tagulandang Biaro Regency. As the selected informant is the head of the agency, Head of the sub-section ofgeneral and staffing, Head of field of mutation and promotion information, Head of appraisal performance appraisal andawards development, Head of discipline sub-division and awards together with 4 persons as staff. This research is conductedby in-depth interview and by way of direct observation on the implementation of disciplinary application of State civilapparatus. The results of this study indicate that in applying the discipline of state civil apparatus is firm but there are stillemployees who ignore the rules of discipline in effect proved that disciplinary violations still occur. Disciplinary behavioursthat often occur in the Regional Human Resources Training Board of Siau Tagulandang Biaro Regency. The conclusionthat the researcher got in this research is the regulation that has been made concerning discipline of civil servant not yeteffective executed because weakness of supervision from leader, civil apparatus of State still not realize its obligation soviolating prohibition. The researcher's suggestion from this research is to be more assertive from the leadership of thediscipline in the implementation of the discipline, the leader is more direct with all employees, so that the employees canreally perform the task in accordance with their obligations and need to be conducted research to improve the effectivenessof the Application of Civil State Apparatus Discipline the imposition of strict discipline this affects the employee when theEmployee performs. Abstract

Abstract: the purpose of this research is to find out how the development of healthcare participants in the BPJSClinics North District Kecamatan Gela Taliabu island of Taliabu North Maluku province. This study usesqualitative methods. Informant this research as many as 10 people including 5 as employees of clinics and 5 asa society (BPJS participants).Data collection techniques used are interviews, while data analysis is done with a qualitative interactive methodof analysis techniques from Miles and Hubermann.Based on the results of the research infrastructure is very minimal and limited medical tools, such as lack ofambulance which sometimes cannot be used because of the damage, the bed less, pusling vehicles (itinerantclinics) that are not function to load the service activity does not run optimally. Clinics Gela that have only 1person of the doctor and it's not the doctor, the nurse who is still less responsible in serving patients, as well asdrugs that have not been sufficient. Still kakunya the existing system in organizing special participant for thefirst administration BPJS, people still often mess around with the actual administration of the activities can beperformed once the patient handled/get advance treatment to get a reference letter. Clinics of Gela who wasalready quite well in providing services/redirection in the management of the BPJS files.Keywords: Service, Health, Participants Of The BPJS.

Abstract

Abstract: This research aims to know the supervision of health services in the operation of the depot drinkingwater refill in Bolaang Mongondow Regency South. This study uses qualitative methods with the informantsconsisting of the head of the section of health and environment (KESLING); 2 environmental health staffperson; The owner of the DAM (the Depot drinking water) 5 persons; Employees of 5 people. Data collectiontechniques used are interviews, observation and documentation. Qualitative data were analyzed withdescriptive narrative supported by primary and secondary data. The results showed that (1). Abstract

The local government as a stakeholder in the area should be responsible for the implementation of the development so thatcreated equitable development and the process of effective and efficient Accountability the purpose of the research is toknow the accountability the management of the budget revenue of regional expenditure in infrastructure developmentThis research uses descriptive approach that is qualitative. The focus in research is the accountability of the managementof budget revenues and expenditures in the area of infrastructure development area in North Halmahera Regency. Datacollection was done through the study of librarianship, Field Studies, interviews, direct observation (observation). In thecurrent study qualitative analysis method is used.The results showed a GRANT Management Accountability in the area of North Halmahera Regency of honesty and lawhave not been too good, this in view of the still existing of abuse of authority in matters of local development planning. Thencompliance with regulations or legislation are still less well so there was created a governance which is good anyway. Theprocedures used in pushing the course assignments and functions of development planning in the area of North HalmaheraRegency not too good because the supporting tools used have not been too complete. The competence of human resourcesremained a major constraint, so that the implementation of development programs that have not been too kind to result ina goal that has been set yet to be achieved. Abstract

Abstract : This research aims to know the role of Government in development in the village of Dodap sub-district ofTutuyan. This study uses qualitative methods with selected informants consisted of the village head/old/Sangadi Law,Secretary of the village, head of Development Affairs, head of BPD, head of Dusun, and local communities. Datacollection techniques used are interviews, observation and documentation. Qualitative data were analyzed withdescriptive narrative supported by primary and secondary data. The results showed that the associated role ofGovernment in development in the village of Dodap sub-district of Tutuyan has shown a fairly good results, in terms ofmaking new innovations in development, interaction and relationship building with community through socializationand the construction. It can be seen from the construction work training Hall, a cooperative village, smart village alsoworship facilities, and medical facilities and much more. In addition to counseling groups making the villagers by givingan explanation of the development of physical and nonphysical. Similarly, the ability of the Government in memanajand manage natural resources is already fairly well with how to increase self-reliance, dig the creativity of local resourceof the village in order to create a more productive village in processing the results of the source natural resources in asustainable way. In addition to that Government's role as a pioneer in the development of a Government which is alsoquite good also down directly to a location without intermediaries or without connecting, media and Governmentdirectly become a motivator in the work programme, the givers of guidance and direction for the community inparticipating actively in every development and also the Government coordinating direct factors that can push the paceof development and the granting of aid in the community. The development process undertaken by the Government inthe village of Dodap is quite good starts with creating a strategy and work plan according the decision of the team workof the village Dodap and align development village through the efforts against policies in building villagers in theautonomous region. Abstract

Abstract : The purpose of this study was to determine the influence of information technology onorganizational effectiveness in the Secretariat of DPRD Kabupaten Sula Islands of North Maluku Province.This research uses quantitative method. Information technology variables are measured using computerhardware indicators, computer software, information and communication networks, databases. While thevariable of organizational effectiveness is measured using production indicator, efficiency, flexibility andorganizational adaptation. The sample of the research respondents was taken with a simple randomsampling technique of 35 people (25 employees of the Secretariat, DPRD and 10 DPRD members). Datacollection using questionnaire / questionnaire and assisted with interview guide technique. Analyticaltechniques used are inferential statistical analysis of linear regression and product moment correlation. Theresults of data analysis show: (1) regression coefficient variable of information technology to organizationaleffectiveness is positive and significant. (2) correlation coefficient and coefficient of determination ofinformation technology variable to organizational effectiveness is strong and significant. Based on theresults of the study concluded that information technology has a positive effect and has a significant degreeof correlation to organizational effectiveness. Based on the conclusion of this study, it is recommended that:(1) Information technology in Secretariat of DPRD of Sula Islands Regency needs to be improved both inquantity and quality, especially hardware and software, network and communications system and database.(2) The knowledge and skills of employees in the operation of information technology (computerapplications) need to be improved through training. (3) DPRD members also need to have knowledge andskills in the use of information technology (computer applications) for ease of task implementation.Keywords: Information Technology, Organizational Effectiveness.

Abstract

Abstract: the teacher is an essential component in the process of teaching and learning teachers performance indication has not been fullest due to the role of kepemimpin does not run as expected. Based on the background of this research aim to know the influence of leadership, Self efficacy and performance against the Organization's commitment to teacherstype of this research is quantitative research, data collection Methods used in this research are: observation, questionnaires, review of the literature. population studies in junior high Country 7 Manado totaled 63 teachers. Methods of analysis used was Multiple Linear RegressionThe results showed efficacy, self Leadership and organizational commitment is very influential on performance of existing teachers in JUNIOR HIGH SCHOOL the country 7 Manado. The value of the correlation coefficient r = 0.896 demonstrated that Leadership, self efficacy and organizational commitment have a very strong influence and significantly to the improved performance of teachers in JUNIOR HIGH SCHOOL In the country 7 Manado. The value of the coefficient of determination r ² = 0.802 suggests that variations in Country JUNIOR HIGH SCHOOL Leadership 7 Manado 80.2% in influence by the magnitude of efficacy, self Leadership and organizational commitment, while the remaining 19.8% in the influence of other factors Keywords: Leadership, Self Efficacy, commitment and performance of teachers Organizations

Abstract

Abstract: Population and community dietary changes cause the increase of the volumes of type, and characteristic of theincreasingly diverse garbage waste management. Based on the problems of Research aims to know the performance ofthe Department of the environment in the waste management in the city of Manado.This study uses qualitative methods with selected informants consisting of Chairman, officials of the competent officials/staff/ implementation, and how the garbage workers in the service of the Environment Manado as well as the community.Data collection techniques used are interviews, observation and documentation. Qualitative data were analysed withdescriptive narrative supported by primary and secondary data.The results showed that the performance of the related Department of the environment in the waste management in the cityof Manado has shown a fairly good results, in terms of productivity can be seen already very good views of the goals set andthe effort to realize the goal, among others, with the application of law socialization, adds to the operational personnelhygiene and the granting of construction on the importance of environmental hygiene in order to materialize the city ofManado in a healthy, comfortable, clean, healthy and free of waste by improving the quality of service sothat waste treatment system Manado city becomes "Cendikia" and as a destination "Ecotourism". Similarly, whenviewed from the responsivitas against the incoming complaints from community directly dealt with up with a sprightly,assertive and sociable and friendly also responds when serving. The same thing can also be seen in the responsibility,because the procedure of the Ministry of the environment Office of trash in Manado city is already organised properly. Inaddition to accountability is already good enough in this the role of Government as a provider of basic services and wastemanagement facilities as well as briefing policymakers also firmly related environment and garbage. BesidesGathering information dissemination and community aspirations regarding waste processing services through socializationand dropped directly into the field, conduct of meetings between the device and the public, as well as throughprint/online media others. But in terms of the quality of service is still lacking good especially the willingness of wastemanagement infrastructure and facilities because it looked to the future production of garbage will be moreand more, socialization and interaction of related problems of garbage as well as the affirmation of a rule about garbage isstill lacking.Keywords: performance, waste management

ABSTRACT : The employment issue in the Sula Islands District has now reached an appreciable conditionmarked by large unemployment and underemployment, relatively low and uneven incomes, on the contraryunemployment and high unemployment are a waste of human resources and potential, the burden of familyand society, the main source of poverty, can encourage increased social and criminal unrest, and canhamper development in the long run, the future development of the Indonesian nation.Low unemployment rates can reflect good economic growth, and can reflect improvements in the quality ofthe livelihoods of the population and increased equity of income, hence the welfare of the population maythen increase.
