Abstract

Abstract : This research moved from the problem that the performance of the Department ofIndustry and Trade organization Manado indicated relatively low. This is presumably related to theapplication of the principles of good governance do not optimal. Thus, this study aims to: (1). Todescribe the application / implementation of the principles of good governance. (2). To describealso the achievement of the organization's performance; and (3). To analyze the effect of theapplication / implementation of the principles of good governance to organizational performanceDepartment of Industry and Trade of Manado.By using a quantitative approach and descriptive method, data were collected throughquestionnaires distributed technique to 30 employees and 30 respondents respondents were fromindustry and commerce businesses. Once the data is collected, then processed and analyzed usingdescriptive analysis techniques stratisk (Table freuensi) to describe the variable-varabel research isconducted and to test the hypothesis applied inferential statistical analysis techniques (correlationand regression analysis).The results showed that (1) the application of the principles of participation, according to therespondents' assessment of employees are in the category of "moderate" tend to be high, while forthe group of businesses that are in the category of "moderate" or medium, tend to be low, but thetwo groups of respondents agree that the principle of participation has not been implementedoptimally, because only about 28.3% of all respondents (60 people) to assess the "high" applicationof the principles of good governance in the context of the application. (2) the application of theprinciples of transparency, responsiveness, rule of law and responsiveness, according to theassessment respondents the average employee in the category of "high", while the respondentbusinesses categorized only "moderate".Organizational performance through employee achievement in reality has not achieved optimally,even a group of businessmen assess the "low" while the employee group precisely assess the "high"the achievement of the organization's performance. However, the majority (36.7%) of the twogroups of respondents agree that the achievement of the organization's performance is still in thecategory of "low". This indicates that the achievement of performance at the organizational level ofthe Department of Industry and Trade of Manado has not been recorded in full so necessaryrearrangement.Thus, it can be concluded that the implementation of good governance and a real positive impacton organizational performance. This means that when the principles of good governance (goodgovernance) can be applied with no-Sunggu, it will encourage the improvement of organizationalperformance.Keywords: good governance, organizational performance.

Abstract

AbstractThe purpose of this study is to know how the coordination of local goverment in road constructionin the District of Salibabu Talaud Islands Regency.This research uses the qualitative method. Data collection by interview technique: while dataanalysis using qualitative analysis techniques interactive model of Miles and Hubernann.Based on research results drawn conclusions: (1) Coordination of district road constructionplanning in sub-districts of Salibabu run orderly and smoothly in accordance with the mechanism that hasbeen set in UU.No.25 Tahun 2004 about The National Development Planning System. Related governmentinstallations (Dinas PUTR, Bappeda, and Camat) coordinate well so that the district road developmentprogram can be set according to the priority scale. Coordination mechanism of district road developmentplaning in Salibabu sub-distric implemented accordingto the bottom. Abstract

Tujuan penelitian ini adalah menganalisis strategi pengembangan usaha budidaya rumput lautdi Pulau Nain Kabupaten Minahasa Utara dalam meningkatkan produksi. Penelitian ini dilaksanakanpada bulan September sampai November 2016 di Pulau Nain Kecamatan Wori Kabupaten MinahasaUtara Metode pengumpulan data terdiri atas observasi, wawancara dan dokumen. Analisis data yangdigunakan adalah analisis SWOT.Hasil penelitian menunjukkan bahwa faktor-faktor utama strategi pengembangan usaha budidayarumput laut dalam meningkatkan produksi di pulau Nain adalah a) Areal perairan pantai sangat luas dankualitas perairan masih layak untuk pengembangan usaha budidaya rumput laut, b) Periode panen danpemeliharaan dapat diatur, c) Teknologi usaha budidaya rumput laut sederhana dan murah, d) Rumputlaut dapat diolah menjadi industri rumah tangga, e) Tingginya minat masyarakat untuk mengembangkanusaha budidaya rumput laut, f) Permintaan pasar yang cukup tinggi terhadap komoditas rumput laut, g)Usaha budidaya sangat menguntungkan dan menjadi produk unggulan program pemerintahDengan menggunakan analisis SWOT dalam merumuskan strategi pengembangan usaha budidayarumput laut dalam meningkatkan produksi di pulau Nain, alternatif strategi yang menjadi prioritasadalah a) Strategi penataan ruang/zonasi wilayah pesisir, b) Strategi meningkatkan bimbingan teknisbudidaya (pemilihan bibit, pemeliharaan, pasca panen dan manajemen usaha, c) Strategi penerapanmetoda long line di perairan lepas pantai, d) Minat masyarakat dalam pengembangan rumput laut danmembentuk kemitraan antara pembudidaya dan pengusahaKata Kunci: Strategi, Pengembangan, Usaha, Budidaya, rumput Laut, Produksi

Abstract

Catastrophic floods which occurred in the town of manado on 15 January 2014 to date is one of the largest floodsever to occur in North Sulawesi manado city in particular. And the Government of the city of manado in the disaster reliefespecially in aid disaster victims have good planning but have not been effective in its application to see there are stillmany citizens of disaster victims who are still living and settled in the disaster site with circumstances that could not besaid to be as good as before they suffered a disaster, because of the uneven in its application to all disaster victims indistrict wanea.In this study uses qualitative methods to describe conditions that actually happened in a field supported byinterviews to the informant-informant, observations of direct, search documents – documents and documentation. Thefocus of this research was to determine the effectiveness of government aid programs in manado city wanea from programplanning, quality of service/program, the organizers of the program and satisfaction. The results showed that in generalthe overall results of interviews about the effectiveness of the work of the Government of the city of manado in aid floodvictims in district wanea manado City gives the conclusion that the aid program for flood victims in wanea district of thecity of manado is quite good but not yet effective.Key words: effectiveness of work Programs help flood victims

Abstract

The purpose of this study is to find out how the coordination of local governments in thedevelopment of road infrastructure in the West Kao District, North Halmahera Regency. This researchuses a descriptive-qualitative approach. Based on the study of coordination theory seen from fourindicators, namely: coordination through authority, coordination through consensus, coordinationthrough work guidelines, and coordination through one forum. The informants of this study were 1person Bappeda Head, 1 person Bappeda Secretary, 1 person Bappeda Officer, 2 PUTR Offices, West KaoSub-district Head and 1 West Kao Sub-district community. The data analysis technique used is aninteractive model analysis of Miles and Hubernam. The results showed: (1) The coordination of theregional government in the construction of the road infrastructure in the West Kao Subdistrict, NorthHalmahera Regency was seen from the coordination through the authority that had run quite well. (2)Seen from the coordination through consensus in the construction of road infrastructure in West KaoDistrict, North Halmahera Regency has also not run optimally. (3) Coordination of local government inthe construction of road infrastructure in West Kao Subdistrict, North Halmahera Regency, seen from thecoordination through work guidelines, has been running quite well, seen from the cooperation betweenthe sub-district government, Bappeda, and the PUTR Office. Abstract

Penelitian ini beranjak dari hasil pengamatan awal bahwa peranan kepala desa pembangunanmasyarakat desa di Desa Kumulume Kecamatan Makki belum benjalan sesuai harapan masyarakat.Dengan demikian, penelitian ini bertujuan untuk mengetahui bagimana peranan kepala desa dalampembangunan masyarakat desa di Desa Kumulume Kecamatan Makki Kabupaten Lanny Jaya.Dengan menerapkan metode deskriptif dan pendekatan kualitatif, informan diambil sebanyak 10orang dari unsur aparat desa dan anggota BPD, kemudian dilakukan wawancara mendalam danhasilnya dianalisis dengan menerapkan teknik interakti.Adapun hasil penelitian dapat disajikan sebagai berikut : (1) Bahwa secara umum peranan kepaladesa dalam urusan pemerintahan, pembangunan dan pembinaan masyarakat desa di Desa Kumulumeberjalan cukup baik, walaupun belum mencapai hasil yang optimal. (2) Bahwa masih terdapatbeberapa program/rencana pembangunan desa yang belum dapat terealisir. Hal ini disebabkan olehtingkat kecukupan anggaran pembangunan yang masih rendah, serta hambatan birokrasi, rentangkendali dan kondisi geografis wilayah desa yang sulit terjangkau sehingga ADD dan Dana Otsussering mengalami keterlambatan pencairannya.Saran yang dapat diberikan, antara lain : untuk mengoptimalkan peranan kepala desa dalampelaksanaan pembangunan masyarakat desa, maka disarankan agar pemerintah daerah, khusunyapemerintah Kabupaten Lanny Jaya perlu menganggarkan dana kompensasi dalam bentuk tunjangankinerja bagi Kepala Desa yang berprestasi untuk setiap bulan; dan untuk menjamin terealisasinyasemua rencana/program pembangunan desa, khususnya di Desa Kumulume, maka disarankan agardalam penyusunan dan penetapan program/rencana pembangunan desa perlu mempertimbangkankemampuan keuangan desa dalam membiayai program/rencana pembangunan desa tersebut.Kata kunci : Peranan Kepala Desa, Pembangunan masyarakat desa

Abstract

The Organizational Structure of the Regional Secretariat of the Southeast Minahasa Regency hasbeen effective. In other words, the regional secretariat organization of the Southeast Minahasa district isnow able to create or realize the implementation of the main tasks and functions of the area secretariateffectively. The effectiveness of the organizational arrangement of the Southeast Minahasa regionthe secretariat can be demonstrated by several criteria: rationality, according to needs, efficiency, can functionoptimally, can target optimal results, can use the budget appropriately and efficiently, able to anticipate thedevelopment and improvement of tasks/jobs and able to overcome problems or obstacles/obstacles that arisein the implementation of tasks and functions. Based on the conclusions from the results of the study it issuggested that the analysis of organizational needs is always done periodically and continuously so that thefuture of the organization of the Regional Secretariat of the Southeast Minahasa Regency will be moreeffective in carrying out its duties and functions as mandated by applicable law.Keywords: Effectiveness, Organizational Structuring

Abstract

The aims of this research is to examine the effectiveness of implementation AyoNabung Sampah program in maintaining environmental cleanliness in the subdistrict of Maesathe city of Bitung. This research use descriptive qualitative approach with theory of effectivenessby Sondang Siagian (2000). The informants of this research are the parties involved in theimplementation of the Ayo Nabung Sampah program in Maesa subdistrict. The collectiontechniques used interviews and documentation and the data analyzed can be done by datareduction, data presentation, and resulting the conclution of the data. The results showed thatthe Ayo Nabung Sampah program already operating effectively enough. It can be seen from theclarity of objectives to be achieved, goal achievement strategy, analysis process and the steadypolicy formulation, good planning, preparation of appropriate programs, and the availability ofinfrastructure. However, there are still two imdicator are didn’t optimal, that is goalachievement strategy, the strategies used in this case are socialization and promotion, thesocialization and promotion carried out are not optimal because the mindset and behavior of thesociety are not able tp be changed. the socialization and promotion carried out are not optimal isalso impact on not understanding the society and also external parties regarding the purpose ofthis program. Abstract

The purpose of research is to know the government's strategy in improving tourism development in NorthBolaang Mongondow district. The study uses qualitative approach methods. The informant is the head oftourism Department of 1 person, head of section 3 persons, staff/officers of Tourism Office 4 persons,community/Tourist 7 people so total informant there are 15 persons. Data collection using interviewguidelines, while the analytical techniques used are interactive model analyses of Miles and Hubernan.Based on the results of the research that has been done by the authors, it can be concluded as follows: Itcan be drawn some conclusions as follows: (1) SO strategy (Strength and opportunities) using theappropriate promotional media target according to the market that will be addressed by the tourism agencyso that the right target and continue to be done will intensively produce excellent results. Innovate andexplore more types and destinations of tourism objects offered and committed to provide the best service toconsumers to maintain the good image of tourism in the eyes of consumers. (2) The strategy of ST (strengthand treats) Bolmut Regency government can offer interesting and promising new things with thepresentation of quality of natural resources and the interesting tour. Related to changes in the price andtariff charged can be informed through the means of promotion and description of tourist attractions in themedia and Disarana and facilities in the attraction. Do not forget to also increase other innovations relatedto tourism such as creativity in the manufacture of OLE-ole or fruit. (3) The strategy of WO (weakness andopportunities) to ensure that the tariff or charges on similar tourism objects will be the way to overcome theexisting threats. In addition, the training and education provider to the community related to tourismmanagement is also very needed. Do not forget to add facilities and supporting facility and recycle orrerejuvenation existing facilities and amenities to make it look more attractive. Abstract

This study aims to determine the implementation of the market management policies of the city of Tomohon and what are the constraints in the implementation. There are still many obstacles that are not in accordance with the implementation instructions. The involvement of all implementing parties has not guaranteed the success of a policy in Tomohon City Beriman Market. Utilization of market facilities that have not been in accordance with what they should. This research is to find out the implementation of Tomohon City Beriman Market management policy. The theory used as a reference or indicator uses the theory of Charles O Jones, namely, organizing, interpretation, and application / application. The method of this study uses a qualitative method with a descriptive approach. With his instrument as a researcher himself with eight informants.Data analysis techniques in the form of observation, interviews and documentation. The results showed that the implementation of the Tomohon City Beriman Market management policy had not run optimally in accordance with existing procedures. Even though it is seen from the existing conditions that coordination between the implementing parties, namely the Regional Market Company and the traders is already quite good and directed. Regional Market Companies have also carried out tasks in accordance with their functions and responsibilities as executors and managers with the SOP or Standard Operating Procedure, but not all of them are in accordance with the SOP or (Standard Operating Procedure), such as finding double stalls for one family lapak rental to third person, lack of awareness from market users who still see slum market conditions, MCK facilities that must be charged. The researcher gives advice on this research, which is to further optimize what has become the implementing procedure and as the implementing party the Regional Market Companies should be aware of their responsibilities as the manager.Keywords: Policy Implementation, Management of Public Market.
