Abstract

Abstract : The establishment of autonomous regions is intended to optimize the governance intended tocreate regional governments are better able to optimize public services and improve local communityempowerment on a wider scale luas.Namun there are obstacles and complaints that occur inorganizing services to the community such as, yet effective, efficient , transparent, responsive, fair andresponsible. This study aimed to determine and quantify the effect of the sub-district division policy onpublic services in the district of North Minahasa regency Kema. The method used in this study using aquantitative correlation with the approach of quantitative analysis using statistical formulas descriptiveand inferential statistics. The results were obtained the following equation: Y = 6.534 + 0.956 X. Theregression coefficient b = 0.956 which is positive, clearly demonstrates that the functional relationship/ influence kebijakanpemekaran variable regions with public services is positively associated with thedevelopment pattern of 1: 0.956; means change / improvement of division policy wilayahsebesar 1scale / unit will cause a change / improvement of public services 0.837 units / scale. Pattern functionalrelationship / influence of division policy on public services is very significant or very significant, asdemonstrated by the results of testing the significance of regression with F-test obtained value of F =298,212pada significant level of 0.000 y = 6.534 + 0.956 (60) = 63.894The prediction accuracy of the calculation results above indicate that if the quality of division policycould be improved by the value (score) ideal variables (ie 60) of the present condition, it candiprediksiakan an increase in public services in the district amounted to 63.894 scale Kema. Abstract

This study describes the Family Support for PLHA (People Living with HIV/AIDS). The aim of research to obtain data and images of emotional support, Support award, instrumental support, and Support informative. Research conducted using a qualitative approach with descriptive methods. The study design using the technique of case studies with 11 (eleven) informant. Source data used are primary data sources and secondary data sources. Data collection techniques by using in-depth interview, observation and documentation. Mechanical examination of the validity of data by performing persistence observation and triangulation. Analysis of data using qualitative data analysis. The results showed that family support is provided by keluarga consists of four aspects. Emotional support, support awards, support instrumental and informative support given some informants get good enough in the provision of family support. Problems in the can by researchers in the provision of family support persistence of discrimination of PLHA (People Living with HIV/AIDS) families and informants have not the confidence to express to the family. Based on the results of the study concluded that the functioning of the family is very influential in handling people living with HIV, as most people living with HIV have not been confident to express to the family of the already infected HIV positive, then of the people living with HIV do not get support from family.

Abstract

ABSTRACT: Effectiveness of Program Keluarga Harapan ( PKH ) in term of the Destitution Tackling (Study in Kecamatan Kota Utara Kota Gorontalo) beneath the guidance by Drs. Jantje Mandey M.Si and Drs. Joorie M. Ruru M.SiThe large development of the citizen in Indonesia nowadays, can not be balanced with the government ability to manage and to control the people of the society maximally. It causes by a few factors, and with no coordination of each factors become one of them, the less of human resources , and the big amount of the citizen , etc. Furthermore, should not be very surprised if people of Indonesia are still live beneath of line of the destitution. There is many efforts that government did to cope this problem, such as the direct funds given by government to the people of the society, and one of them is Program Keluarga Harapan (PKH).The aim of this research is to analyze the effectiveness Program Keluarga Harapan (PKH) that can obviously resolve the destitution. This research is placed in Kecamatan Kota Utara Kota Gorontalo. The research method that used is quantitative research method with the sample are 90 respondents.The result of the research shown that the respondents opinions in Kecamatan Kota Utara Kota Gorontalo about the effectiveness Program Keluarga Harapan (PKH) averagely in the middle or moderate category, that is 46.7 % of 90 respondents, while in the low category is 23.3 % from respondents, and in the high category just around 19.1 %, whereas for the destitution tackling average being in the middle category is 48.9, while in the low category that is 14.4 % of 13 respondents and the high category around 36.7 %.Key words : Effectiveness, Program Keluarga Harapan, Destitution

Abstract

Schools have a role in providing quality services to the community where the role of the school against a community in it is to educate the nation's life community intelligence can be developed through formal andnon-formal education. Schools must be able to apply their roles to the community so that the communitygets the effect of satisfaction on the services provided by the school, but the lack of a maximum level ofservice quality in schools is something that needs to be considered as in providing learning to students isnot done optimally, Teacher Behavior who are less professional in serving the community and theperformance of the teaching staff/teacher is not yet maximal in teaching students at school. The purposeof the study was to find out how the quality of service in Elementary Schools (SD) Inpres 6/75 MadidirBitung CityThis research was conducted using a qualitative approach. Data Analysis Techniques In this studyqualitative analysis of Miles and Huberman was usedThe results showed that the quality of service at the Inpres 6/75 Madidir State Primary School was classifiedas good in terms of existing service devices both teachers and staff at the school had done their job well sothat the customers, students, and lever students were satisfied with the service. Abstract

Abstract: Education and training aims to provide an opportunity to improve the skills and personnel in theirskills, especially in areas related to leadership or managerial required in the achievement of the objectives ofthe organization. In fact the structural Training is not given to most of the ASN in Bitung cityareas Secretariat, thus causing some structural position of Echelon IIIand IV Echelon structural position still held by the ASN which has yet to meet the requirementsof appropriate structural level Training position. These conditions cancause structural officials leadership competencies to be weak or insufficient. Based on the issue of thepurpose of this research is to find out and measure the influence of the education and training of leadershipcompetencies to increased structural apparatus of the civil State in the Secretariat of the Regional City ofBitung.This research is exploratory research method. This usage of the intent to address education andtraining Are a structural effect on the competence of the leadershipof the Civil State Apparatus in Bitung city areas Secretariat”The results showed significant relationships had a structural Training againstthe leadership competencies ASN in the Secretariat City of Bitung. It is seen from the value of the correlationR = 0.86 turns approaching the maximum value of the correlation coefficient (1.00), and the value of thecoefficient of determination (R-square) of 0.74 has significance that the development/enhancement ofleadership competence ASN in Bitung City Area is the Secretariat of 74 or 0.74% determined/ influencedby variable structural Training, while the rest amounted to 26% specified/ influenced by other variables.This means that the higher the structural Training undertaken/ gainedASN then the higher leadership competencies from the ASN concerned. Structural determinationof power have training/ significant deciding against the leadership competencies ASN in theSecretariat City of Bitung. This means that the level of competence of the leadership of the ASN issignificantly influenced by structural Training followed/retrieved. abstract:The quality of human resources of the State Civil Apparatus in government agencies is one of thefactors to improve the productivity of an organization’s performance or organization, therefore, it is necessaryhuman resources who have high competence professionalism as this will be able to support the improvement fcivil servant performance. Professionalism in accordance with the competence,work rules and rank levelsassigned to the position and other objective conditions without distinction of sex, race, race, race or class. Theimplementation of stff coaching can be a process of change from untrained employees transformed intoemployees-employees can now be developed to assume new responsibilities. To measure the success or failureof the program implemented then required the assessment and evaluation systematically. To measureperformance, multiple performance measures can be used. Which cover; quantity of work, quality of work,knowledge of work, creativity, cooperation, work inevitability, initiative and personal qualities. This researchuses data collection technique that is descriptive qualitative research through data collection technique that isdata reduction, data presentation, and conclusion. Abstract

ABSTRACT   Reform of financial management can’t be separated from the purpose regional autonomy  itself, which  in addition to  improving public services, both qualitatively and  quantitatively, also  in order to  allocate resources  efficiently  and  effectively, as well as the  achievement of the space  for  public participation  in developing  regions. The principles  of financial management, namely  accountability,  honesty  in  managing  finances,  transparent,  and  responsible  in  observing  the  principle of fairness, compliance, and benefits to society.   Needed  a  system  that  could  provide  reasonable  assurance  that  the  implementation  of  the  activities  at  a  Government  Agency  can  achieve  the  objectives  efficiently  and  effectively,  financial  management  report  are  reliable,  secure  state  assets,  and  encourage  adherence  to  regulations.  This  system  is known  as the  internal control system  in its application should take fairness  and  compliance  as  well  as  considering  the  size,  complexity  and  nature  of  the  tasks  and  functions  of  the  Government  Agencies.  Internal  control  in  government  is  considered  very  necessary  to  avoid  actions  that  might  be  cheating   or   have   been   made   by   the   various   parties   engaged   in   the   world   of   government.   In  implementing  these  internal  control,  related  parties  refers  to  government  regulation  No.  60  of  2008.  However, in reality this control is not maximized applied in government activities.   Results     of   research   conducted        through   the   collection   of       data   obtained     through  observation,  documents  and  interviews.  The  results  showed  that  the  financial  management  process  almost  goes  well,  because  there  are  things  that  may  impede  the  process  of  managing  their own  will. But  thanks to  a sense of  teamwork  that is  high  on  every  employees  in  service  income of the financial and property management areas in Tomohon, can make the work good.   Runway  and  references  used  in  the  process  of  financial  management  in  the  life  of  the  Financial Management and Revenue office property in the area Tomohon Pemendagri No.  13 of  2006.   Keywords: Fiscal Management

Abstract

Transparency is openness regarding information relating to organizations that areeasily available and can be accessed by stakeholders. Transparency has succeeded in creating ahorizontal accountability between local governments that are clean, effective, efficient,accountable and responsive to the aspirations and interests of the community. Transparencywhich is meant in this research is the openness of access for the community in obtaining healthservices in the Mimika Regional Hospital. The problem to be answered in this study is about worktransparency which influences the quality of health services in the Mimika Regional Hospital.This study uses Quantitative Research Methods. Has two variables, namely Variable (X) WorkTransparency and Variables (Y) Quality of Health Services. Transparency variables are measuredfrom several dimensions, namely informative (informative) dimensions and disclosure dimensions(disclosure). Health Service Quality Variables have 5 (five) dimensions namely reliability,assurance, tangible, empathy, and responsiveness. Both of these variables are measured throughadjusted dimensions and indicators. The results showed that work transparency had a positive andsignificant effect on the quality of health services in the Mimika Regional Hospital. Thus it canbe said that with good transparency it can improve the quality of health services, especially in theMimika Regional Hospital. Based on the results of the study, it is expected that the MimikaRegional Hospital will stick to the principle of work transparency so that it can improve the qualityof health services in the Mimika Regional Hospital.Key Words : Influence, Transparency, Work, Quality of Health Services

ABSTRACTThe study aims to determine the function of development planning Siau In District East VillageDistrict Sitaro. This study was conducted by researchers in the district of East Siau Sitaro District, asDistrict of East Siau has the largest population in the area of greatest as well as the character of a pluralisticsociety. Siau sub-district consists of 16 Village / Sub.Researchers using qualitative approach in conducting this study, it can be seen from the proceduresapplied, the procedure that produces descriptive data; greeting; or writing and observable behavior ofpeople (subject) itself.Based on the formulation of the problem the focus of this research is the function Planning RuralDevelopment in Sub Siau East District Sitaro with variable observations include: (a) construction, utilizationand maintenance of infrastructure and environmental Village, (b) construction, utilization and maintenanceof health infrastructure, (c ) Health services Village, (d) construction, utilization and maintenance offacilities and infrastructure of education and culture, (e) Development of productive economic activities aswell as the development, utilization and maintenance of facilities and economic infrastructure, (f) protectionof the environment, (g) of Development civic, (h) Community Development Division.Based on the research results it can be concluded that of all the villages in the district of East Siau hasmade RPJMDesa that has been poured into the village of Regulation respectively, that have gone through thestages of Musdus, village workshops, Musrenbang And Post Musrenbang, based on democratic principles.Keywords: Plan, The Development Village.

Abstract

Abstrak: Tax Administration Service at North Maluku Province Tax Office. The method used in this researchis qualitative research method where the data is presented in descriptive form to then analyzed, data collectionis done by direct interview to the research informant which have been determined by purposive sampling method,observation in the field and by reviewing supporting documents. Public services as all forms of activitiesundertaken by central government agencies, in regions in the form of goods and services both in the fulfillmentof community needs and in the implementation of legislation.administration is a dynamic and sustainable process, driven in order to achieve goals by utilizing peopleand materials through coordination and cooperation. Taxes are the contribution of the people to the statetreasury under the law (which can be imposed) by not receiving lead services (kontraprestasi) which can bedirectly demonstrated and used to pay public expenditures. Given the importance of the tax role, the governmentin this case the Directorate General of Tax under the auspices of the Ministry of Finance made various strategicefforts to maximize tax revenues and tax services to the public as taxpayers. One way to do this is byimplementing modern tax administration system. Modern tax administration system is the desire to form a clean,professional, responsible, and able to create an effective and efficient bureaucracy. Universally, taxadministration is the key to success in a tax policy. Therefore, tax administration reform should be donecontinuously so that the service function can be given optimally to the community. With a good administrativesystem, it is expected that the government is able to optimize the realization of tax revenue and improve taxcompliance.Keywords: Public Service, Tax Administration
