Abstract

Abstract : Research in the preparation of the thesis Tahir degree ( S1 ) departs from the observation that the employees at the District Office Galela North Halmahera has not shown that the optimal behavior of labor discipline , it is something to do with the application fungsinpengawasan by the leader ( Head ) are less strict . Thus , this study aimed to analyze the effect of the application of the oversight function of the discipline employee working at the district office Galela North Halmahera .Methods and approaches used in this study is a quantitative and explanatory , where the data were collected through questionnaires distributed instruments to 30 employees at the district office Galela , after the data is collected , then analyzed dngan applying simple regression analysis techniques and product moment correlation .The results showed that the average implementation oversight functions performed by the leadership , especially in the sub-district office Galela North Halmahera district has not been optimal . Not optimal implementation oversight by district Galela and this is a negative effect of the limited scope of authority that led to an attitude of doubt in taking action . The conclusion that can be drawn from these results is that the oversight function by Head penerapn very significant or noticeable effect on employee discipline at the district office Galela North Halmahera district . For that to district needs to improve oversight , especially effective monitoring instruments attached . In addition, the instrument needs to diefektifkn rewards , both pemeberian awards for employees who commit disciplinary offenses.Keyword : controlling, working discipline

Abstract

Abstract: December 9, 2016 is the day of the General Election of Regional Head simultaneouslythroughout Indonesia. One of the areas that implement Regional Head Election is the province ofNorth Sulawesi. Based on the results study Bawaslu North Sulawesi there are many districts /municipalities in North Sulawesi were prone to problems in the Regional Head General Election.From the results of this study Southeast Minahasa is a region prone to 4th highest problems in theprocess of Regional Head General Election. In addition to money politics, the neutrality of the StateCivil Apparatus is one of the most common problems occur in the Regional Head General Electionin Southeast Minahasa Regency. Recognized by one of the State Civil Apparatus that violations do isfollow the campaign with the party attributes and participate in supervising the voting results onElection Day took place. This happens because there is intervention from the employer to the chiefof the District is forwarded to the State Civil Apparatus in each office. As for the purpose of thisresearch was to determine how the neutrality of the State Office of Administrative Civil SecretariatSoutheast Minahasa regency in the election of Governor and Vice Governor of North Sulawesiprovince in 2015 The research method in this study is qualitative research methods and datacollection techniques in this study is the observation / direct observation of localized research,conduct interviews, and documentation. The results showed there were several State Civil Apparatus2015 that violated the rules on the election in the area. The factors that influence that the Stateviolated the Civil Aparatur Regional Head Election process takes place is a rule which does notprovide clear boundaries between political and administrative domain, the intervention of politicalparties, and individual interests.Keywords: Neutrality Civil State Apparatus, the election of Governor and Vice Governor

Abstract

Abstract : This research aims to know the performance of The Village Council Deliberations in the Organization of the Government on the District Southern Likupang. The Village Council Deliberations is a legislative institution of the village stand on behalf of the community. The Village Council Deliberations is an institution which has the task to set the rules of the village, accommodating and channelling the aspirations of the community. But in fact came the gap between reality and expectations, which in the exercise of duty Village Council Deliberations is not maximum The methods used in this research is qualitative, descriptive with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for being informants among other things: 1 the head of district,  7 the village chief, 7 head of The Village Council Deliberations and 14 people total informants is 29 people in 7 villages in district South Likupang. The research results showed that the performance of The Village Council Deliberations in district South Likupang seen from the implementation of functions which in size with performance measurement indicators (Productivity, Responsiveness, quality of service, corporate responsibility and accountability) is still not optimal. For example in carrying out the task of supervision in all lines is still insufficient, additionally in the hold and disburse the aspirations of society also have yet to pan out. His stuff is so in conducting the election of the members Village Council Deliberations there are often government intervention from the village, it does have an impact on the performance of the membership many inactive in the Organization's work does work. Views of the administrative management are still very bad. So is the case with transparent from The Village Council Deliberations to society that votes haven't been fullest. Referring to the conclusions above, shall recommend in a good cooperation between Government, communities, villages, with The Village Council Deliberations, then County Government shall facilitate the work of The Village Council Deliberations by holding trainings, the main thing in this case is also the awareness and responsibility of each Member of The Village Council Deliberations in their job they are already on the community entrust to them. Abstract

The purpose of this study is to find out and describe how the impact of integrated one-stop service on malls in thecity of Manado. The research method used in this research is descriptive research method with a qualitativeapproach. Data collection in this study was carried out through interviews, observations and document collection.While the data analysis techniques that researchers use are qualitative with Miles and Huberman's descriptiveapproach. Based on the results of the study, it can be concluded that the One Stop On Mall Integrated ServicePolicy is an innovation and program that has a positive impact on the community in terms of licensing filemanagement from file entry to the stage of extraction/physical licensing, supported by satisfying and comfortablefacilities. the community and the online system that was put in place made the community satisfied with thepolicies issued by the Office of Investment and Integrated Services of the One Stop City of Manado. But inaddition to the positive impacts on the community there are also adverse impacts on the permit applicantcommunity, the lack of socialization of this public service center makes the community ignorance and causesintegrated one stop service on the mall to be quiet from the permit applicant, and the problem of coordinationbetween integrated onestop service Mantos and Integrated Services Policy in Manado City Tikala makes thecommunity who administer licenses at the center on mall services must take results / physical at the head office.The Impact of One Stop On Mall Integrated Services Policy makes the community and several related parties feelbenefited from this policy, for example the Mantos and local governments, the potential for more open economicdevelopment, then the flow of investment into the developer. In addition to receiving Local Revenue in this casethe local government (local government) through taxes for the region and a large amount of money for the localgovernment. Abstract

Summary : Poverty is a problem that cannot be postponed to overcome and must be a top priority in theimplementation of social welfare development based on the background of the problem, so this study aimsto find out what the performance of the Social Welfare Service on the Implementation of RegionalOperations Programs to Resolve Poverty in Bitung City. The type of research used in this research is aqualitative approach. This research aims to understand the needs of the poor. The informants in the studywere obtained from field visits to the research location by the researcher, namely in the Social ServiceOffice, the method of determining informants was by selecting sources who really knew about problemsthat occur on the spot so that they will provide information precisely as needed by researchers. The resultsshowed that the preparation of program plans, strategic plans and operational / implementation plans forthe ODSK program by the Social Service of Bitung City. The goal is that the planning of the ODKprogram and its implementation do not overlap but the program runs one way and in harmony startingfrom the provincial central level to the District and Village levels.

Abstract

This research aims to determine the effectiveness of the Meat and Egg Control Services in the RegionalTechnical Implementation Unit of the Animal and Community Health Center of North Sulawesi Province.This study uses a qualitative method. The techniques used in data collection in this study were interviews,observation and documentation. After the data was collected, the data were analyzed qualitatively with adescriptive narrative supported by primary and secondary data. The results of this study indicate that, theeffectiveness of services carried out by the UPTD Center for Animal and Community Health of NorthSulawesi Province has been running well, but the obstacles faced are limited experts and insufficientbudget.Keywords: Service Effectiveness, Supervision, UPTD, Laboratory

Abstract

Empowerment of managers is an effort to emphasize the provision of strength, ability and authoritythrough training and education, counseling, socialization and assistance to managers in managing eachtype of business being managed. Village Owned Enterprise (BUMDes) is one of the governmentprograms based on empowerment and decentralization, with this program the government has thespirit to rebuild trust with the community to work together to create an economically independentvillage community. This study uses a qualitative research type where research is descriptive in nature,namely the collection of primary and secondary data is carried out by interview which is thenprocessed and obtained the results. Research results show that the problem that hinders theempowerment of BUMDes managers in Batlale Village is the provision of work programs in the formof savings and loans, business in the marine and plantation sectors. providing infrastructure andbusiness capital which in fact do not have progress and even have not been running due to the level ofability or knowledge of the managers who have not been able to develop their own programs. Thetraining provided by the government on how to manage and develop a business as well its potentialonly happened 4 years ago. apart from that, there are several obstacles, such as the lack of attention,concern and encouragement from the community and the government in assisting managers inrunning and developing business programs. The lack of these trainings means that the governmentonly provides outreach on the performance improvement of BumDes managers in Batlale Village.Keywords : Empowerment, Management, program

Abstract

Pengertian pelaksanaan program itu sendiri sebagaimana dalam pelaksanaan berasal dari katalaksana yang artinya menjalankan atau melakukan suatu kegiatan. Sedangkan Joan L. Herman yangdikutip oleh Farida (2008: 9) mengemukakan definisi program sebagai “segala sesuatu yang dilakukanoleh seseorang dengan harapan akan mendatangkan hasil atau pengaruh. Lebih lengkap lagi, Hasibuan(2006: 72) juga mengungkapkan bahwa program adalah, suatu jenis rencana yang jelas dan konkretkarena didalamnya sudah tercantum sasaran, kebijaksanaan, prosedur, anggaran, dan waktupelaksanaan yang telah ditetapkan. Selain itu, definisi program juga termuat dalam Undang-UndangRI Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional, menyatakan bahwa:Program adalah instrumen kebijakan yang berisi satu atau lebih kegiatan yang dilaksanakanoleh instansi pemerintah/lembaga untuk mencapai sasaran dan tujuan serta memperoleh alokasianggaran atau kegiatan masyarakat yang dikoordinasikan oleh instansi masyarakat. Dalam prosespelaksanaan suatu program sesungguhnya dapat berhasil, kurang berhasil, ataupun gagal sama sekaliapabila ditinjau dari wujud hasil yang dicapai atau outcomes. Karena dalam proses tersebut turutbermain dan terlihat berbagai unsur yang pengaruhnya bersifat mendukung maupun menghambatpencapaian sasaran suatu program. Berdasarkan beberapa definisi tersebut, maka dapat ditarikkesimpulan bahwa yang dimaksud dengan pelaksanaan program adalah serangkaian kegiatan yangdilakukan oleh individu maupun kelompok berbentuk pelaksanaan kegiatan yang didukungkebijaksanaan, prosedur, dan sumber daya dimaksudkan membawa suatu hasil untuk mencapai tujuandan sasaran yang telah ditetapkan.

Abstract

Attitude and behavior in carrying out the duties as the village head shows a personality that is able to directand provide good wisdom for the community. It was then found that the ability of the village head in termsof understanding the duties and functions and responsibilities supported by the background of strata 1education in the field of law, competency in accordance with the responsibility of giving a large role for thevillage head in understanding the duties and functions held. Unpartiparative leadership is also an obstaclein the effectiveness of the village chief's leadership. Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh komunikasi kepala balai terhadap kinerjapegawai di Kantor Balai Pemantapan Kawasan Hutan Wilayah XXII Kendari. Penelitian inimenggunakan metode kuantitatif. Responden penelitian adalah sebanyak 44 orang pegawai di KantorBalai Pemantapan Kawasan Hutan Wilayah XXII Kendari. Instrumen dan teknik pengumpulan datayang digunakan adalah kuesioner dan dibantu dengan wawancara terstruktur (interview quide).Teknik analisis yang digunakan untuk pengujian hipotesis analisis statistik korelasi sederhana ataukoreasi product moment. Dari hasil penelitian dengan menggunakan analisis regresi linear sederhanadiketahui bahwa komunikasi kepala balai punya korelasi dan daya penentu (determinasi) yangsignifikan terhadap kinerja kerja pegawai yang berarti bahwa pengaruh variabel bebas terhadapvariabel terikat adalah sebesar 27,0% sisanya 83,0% dipengaruhi oleh faktor lain di BalaiPemantapan Kawasan Hutan Wilayah XXII Kendari. Dalam penelitian ini dapat disimpulkan bahwasemakin baik komunikasi kepala balai maka semakin tinggi kinerja pegawai di Kantor BalaiPemantapan Kawasan Hutan Wilayah XXII Kendari.Kata Kunci : Komunikasi, Kinerja, Pegawai
