Abstract

Kompetensi aparatur masih merupakan persoalan yang perlu mendapat perhatian. Mengingatfungsi kantor kecamatan dalam melaksanakan koordinasi penyelenggaraan pemerintahan, pelayananpublik dan pemberdayaan masyarakat desa, serta melaksanakan pelimpahan tugas urusanpemerintahan daerah dari Bupati. Berdasarkan masalah tersebut tujuan penelitian ini adalah untukmengetahui Pengembangan Kompetensi Aparatur Sipil Negara di Kantor Camat Langowan TimurKabupaten Minahasa.Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif digunakanuntuk peneliti, dimana peneliti sebagai instrument kunci, pengambilan sumber data dilakukan secarapurposive dan snowball, teknik pengumpulan data dengan triangulasi, analisis dan bersifatinduktif/kualitatif, dan hasil penelitian lebih menekankan makna.hasil penelitian menunjukkan bahwa faktor akreditasi badan diklat Kabupaten Minahasa adalah salahsatu faktor yang menyebabkan diklat pengembangan kompetensi aparatur sipil negara tidakdilaksanakannya oleh BKD Kabupaten Minahasa tidak dilaksanakan oleh BKD Kabupaten Minahasatapi dikerjasamakan dengan diklat provinsi yang telah terakreditasi sehingga masih banyak aparatursipil negara yang hingga kini belum mendapat kesempatan untuk mengikuti diklat. Bahwa denganbelum terakreditasinya badan diklat daerah menyebabkan penyelenggaraan diklat yang selama inidilaksanakan oleh badan diklat provinsi menjadi tidak optimal sehingga upaya pengembangankompetensi aparatur sipil negara di kabupaten Minahasa tidak berjalan sebagaimana yang diharapkanyaitu masih banyaknya ASN yang belum mengikuti diklat. Belum adanya acuan analisis kebutuhandiklat oleh tiap – tiap SKPD menyebabkan penyelenggaraan diklat untuk pengembangan kompetensipegawai di Kabupaten Minahasa menjadi efisien dan efektif dilihat dari asas manfaatnya sehinggakapasitas aparatur sipil negara di kabupaten Minahasa tidak dapat ditingkatkan secara signifikan demimemaksimalkan pelayanan publik yang primaKata Kunci : Pengembangan Kompetensi Aparatur Sipil Negara

Abstract

The purpose of this study was to determine the Quality of Service for Making Land Purchase Deed in theDistrict of Pineleng, Minahasa Regency. This research uses qualitative research methods. There are 8informants in this study consisting of sub-district heads (1 person), sub-district secretaries (1 person), subdistrictstaff who handle AJB (1 person), and the community (5 people). Based on the results of researchthat has been done by the author, In general the Service Quality of Making Land Purchase Deed can beseen from 3 (three) dimensions of service quality, namely: (1) Reliability (reliability) here the reliability ofemployees in providing services that are fast, precise, easy and smoothly becomes an evaluation conditionfor the people being served. In terms of speed, the accuracy of employees in the Pineleng District Officewhen making arrangements or services can be said to be quite good. However, there are still people who,when making arrangements, still lack understanding of the completeness of the file, which is the obstaclehere, namely the lack of providing information about AJB management procedures to the public. (2)Responsiveness (responsiveness), the service procedure for making Land Purchase Deed in PinelengDistrict in this case regarding the responsiveness of its employees when performing services to thecommunity can be said to be good and for the level of absorption, the understanding of all complaints andunderstandings to the community is also quite good . (3) Empathy (empathy), shows the ability to understandthe people who are served with attention, seriousness, sympathetic, and understanding. According to all theinformants' answers, the empathy attitude from the employees was good enough, but there were still peoplewho could not complete the management process. The problem is the lack of employee openness to thecommunity. And also still found special treatment to other communities.Keywords: Quality, Service, Land Purchase Deed

Abstract

Abstract: Transparency is a principle that guarantees access or freedom for everyone to obtaininformation about the administration of government, namely information about policies, the process ofmaking and results achieved, transparency is needed and required to be done in institutions or anypublic institution that has an interest in the public, Building transparency in the management of zakatwill create a good control system between two parties, namely institutions and stakeholders, because itdoes not only involve internal parties but also external parties. This research uses descriptive researchtype with a qualitative approach. Data collection techniques in this study used in-depth interviewtechniques with informants related to the research and also direct observation at the research locationand using literature study. The purpose of this research is to be able to describe how the transparencyof zakat fund distribution services at the office of the amil zakat agency in North Sulawesi province.Based on the results of the study it can be seen that the transparency of zakat services carried out by theamil zakat agency of North Sulawesi province has been done transparently, this can be seen from howthe North Sulawesi provincial baznas, provide so much access to information, both through applicationservices and directly , Baznas also often conducts the distribution process of zakat by inviting Muslimsfrom various groups to get involved, although it can be seen that the involvement of the people in termsof supervision and involvement in the distribution process of zakat is still lacking, this can be seen fromthe lack of understanding of Muslims towards the management process zakat. Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of Bukumatiti the District Jailolo West Halmahera as the Regulation ofthe Minister of Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based the principles oftransparency, accountability and participatory. To determine the Community Empowerment in Rural FundAllocation Utilization (ADD), the research method used was a qualitative descriptive study consists of 6research informants.Empowering communities in the utilization of the Village Fund Allocation (ADD) in the village ofBukumatiti has not been run in accordance with the principles of financial penegelolaan villages of theprinciples of transparency, accountability and participatory. Based on the results of field research on theutilization of public empowerment Village Fund Allocation (ADD) village government is not open to thepublic regarding the use of the Village Fund Allocation (ADD) so that people do not know how much the costdisbursed to community empowerment; there is no accountability in each realization of the program on thecommunity; as well as the village government as the financial manager of the Village Fund Allocation(ADD) partsispasi not involve the community in the form of decision-making, planning, implementation andthe evaluation of results.In society to use the Village Fund Allocation (ADD) in the hope the government village BukmatitiDistrict of Jailolo as a manager and executor of every activity that comes from the Village Fund Allocation(ADD) should be based on the principles of financial management of villages sebagimana contained inRegulation Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based on the principles oftransparency, accountability, danpartisipatif.Keywords: Community Development, Utilization Village Fund Allocation.

Abstract

Embodiment and real commitment from government service provided is in the form of performance. In Reinventing Governmentmovement, performance is no longer me asured by how much input and how the procedures in the journey to achieve an output as the commonly held, but with emphasis on the end result that really-really felt the customer sort he public (Osborne &Geabler, 1993;Barzesley, 1992; Osborne&Plastrik, 1997). The Assertion is based on the fact that the government's accountability to the public during this time, which is manifested in the form of Performance is still very minimal. One of the problems in the public service are often people complain about the service in the manufacture of Electronic Identity Card(e-KTP), the e-KTP program is program launched by the Ministryof Internal Affairsof the Republic of Indonesiain February 2011. And that is examined in this case is District Government performance of services Identity Card(e-KTP) as a service provider inWestern Passisub-District Office. Research Methodology: This study use da descriptive qualitative research methods throughin-depth interviews to15 informants, observation, and tracking of documents in aid with additionalin strumentssuch as interview guides, tape recorders, and stationery. Results:Based on performance indicators Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability, it is known that the performance of the District Government in the creation of e-KTP service is quite good although there are still some problems such as the destruction ofrecording equipment service activities that cause the creation of e-KTP inhibited. Conclusion: The performance of the sub-District Government of west Passian e-KTP  card service based on research at the west Passi sub-District Office can be said is good enough. ABSTRACT: Department of transportation is implementing elements of Manado city Manado CityGovernment, led by the head of Department, and responsible to the Mayor through the Regional Secretary(Minister of the Interior decision/autonomous region no. 55 in 2000). Follow-up the decision haspublished regulations Manado number 04 of 2008 about the Organization and the work area of the city ofManado, Manado city and regulation number 19 in 2008 about the details of the duties and functions ofthe Office of the city of Manado in the relationship of carrying out the functions of the service to thecommunity. Department of transportation supporting role as Manado city in creating organizationrelationships ensure the safety, security, public order and the smooth comfort as well as environmentalsustainability.This study uses qualitative methods, data sources or informants research as many as 10 peoplewere taken from several elements, namely the Department of transportation employee Manado 3 persons,owner of microlet 4 people and 3 people microlet user community. Data collection using observation,interviews, and documentation.Conclusion based on the results of this research, it can be recommended in general suggestionsfor the Department of transportation the city of Manado, the effectiveness of the Service relationship ofManado city is still pretty good, to enhance the effectiveness of the Department of transportation should begood increases the production of standards and the feasibility of a public transport vehicle to vehicle inmicrolet extend stretch permit has a decent road standards and make convenience for users of publictransport. Quality of work should be improved again in this case about extension of the public transportroute permit is expected to Transport service to be more selective and further improve the qualitystandards of the PC in public transit ride. Efficiency also needs to be improved, i.e. public transport testingmicrolet if just past standard test feasibility of KIR can be seen many vehicles that are not worthy of theroad still passes the test of KIR, better than the Department of transportation's own re-testing against themicrolet public transport will extend the public transport route permit in order to generate a convenientpublic transit vehicles. the satisfaction of the society is in the specified test standards of microlet publictransport last so if you want people to feel satisfied with the performance of the Department oftransportation in this permit extension routes should improve testing the feasibility of an above standardof yesteryear. Abstract

ABSTRACT: Implementation of policies granting of micro and small enterprises aims to give consent tomicro and small businesses for people who have small businesses and small that their enterprises have thelegality / validity of the government, but in fact the service performed has not gone up, therefore, this study isintended to answer questions about how the implementation of policies granting of micro and smallenterprises. In this study, researchers used a model of implementation of the George C. Edward III, wherethe implementation level visits from four aspects which have great impact in policy implementation.Communication is an aspect for the government to inform policy to the public as target group. Adequateresources both human resources and financial resources will affect the success rate policy. Disposition is theattitude held by implementing policies such as ethics and commitment to make this policy succeed. Thebureaucratic structure is the operational structure of the mechanisms of services and organizationalstructure of the implementing agency policies. Abstract : Vision and Mission of the realization of Bitung Bitung City as an international port city, industry, trade,services and tourism environmentally sound and superior in the era of globalization. Furthermore, the missionoutlined in Bitung City Government namely Panca Bina where one of them is the Human Development. Oneprogram in Human Development's mission is determined Bitung City Government and seeks to prepare peoplequalified and highly skilled so that they can compete in the era of globalization while preserving the ethical values,moral and religious norms. But until now the Government's attention to the development of the tourism industryBitung is still very minimal. Less successful development of tourism in the city of Bitung not be separated from theimplementation of policies that are still using the top-down approach is the approach of the party from top to bottom.In the process of implementation of the government's role is very big, in this approach is the assumption that occursdecision makers is a key actor in the success of implementation, while the other parties involved in theimplementation process hampered, so that the decision makers underestimate the strategic initiatives coming fromthe level of bureaucracy Low and subsystems wisdom another. And the non-involvement of the public in policymaking from planning, organizing, implementation and supervision. This research uses qualitative research isresearch that is used to examine the Role of the Government in which the researcher is a key instrument. Researchers carrying out research in the Department of Tourism andCulture City of Bitung by using the techniques of data collection guidelines the Department of Tourism.Based on the results of the study: The role of the department of tourism is very important for the developmentof tourism industry strongly support the economy of the town Bitung. And to attract tourists and the infestor engagedin tourism. The role of the tourism department is very influential on the development of the tourism industry in thecity of Bitung. Role of department of tourism is very important because tourism agencies provide recommendationsand input for monitoring the development of the tourism industry. Suggestions for Bitung City Tourism Office is aneed for dissemination to the public of the importance of tourism development. The government should be moreactive in implementing tourism development, both in terms of promoting the attraction - attraction to the local leveland also to the level of long-distance, in order to make it more widely known by the public tourist or foreigncountries about tourism in the city of Bitung. Abstract

Abstract:This research aims to know the influence of the reform of the Organization's performance against bureaucratic structures in the Secretariat of the regional city of manado. This research using quantitative methods. The respondents in this study amounted to 99 employees at the Secretariat of the regional city of manado. Data collection instruments and techniques used are questionnaire and assisted with interviews and observation. Analytical techniques used for hypothesis testing is the analysis of the correlation of product moment and linear regression with aided by data processing computer program SPSS version 20. The results of data analysis in this research indicate: (1) strong linkages among variables reform bureaucratic structure with organizational performance the Secretariat of Manado City area namely the correlation coefficient was obtained (r) of 0.611 and the coefficient of determination (r2), obtained of 0.373. (2) this can be explained further that the influence of the reform of the Organization's performance against the bureaucratic structure of the Secretariat of the regional city of Manado of 37.3%, while the rest of 62.7% determined by other factors not examined in this study. (3) the results showed that the average performance of organization reform post-war bureaucratic structure acquired for 45.82 or in pengkuran of ideal scale 0.9164 or 91.64%, while the performance of the organization prior to the implementation of the reform of the structure of the bureaucracy, only of 39.96 or in Hiiumaa ideal measurements acquired for 0.7992 or 79.92%, making it a very real differences occur, i.e. around 11.72%.Keywords: reform of the bureaucratic structure, organizational performance, Setda
