Abstract

The paper presents an analysis of the flight performance and stability and control of a Flying Boat remote control model on the ground effect altitude. It begins with a three dimensional measurement of a Flying Boat remote control model by using a laser tracking photo camera and a drawing software. The 3 D model was drawn by solid drawing on the CATIA software. The 3 D model was analyzed by using computational fluid dynamics CFx AnSys due to the rectangular wing with dihedral configuration with NACA 23012 airfoil. The maximum takeoff weight is around 25.0 kg powered with a single engine propeller, 5.5 HP. The surface effect phenomena of the Flying Boat remote control model was simulated by using CFx omputational Fluid Dynamics software, AnSys with the airspeed, V = 35.0 knots and shows a good results at the altitude of 20.0 cm. The longitudinal static stability analysis provides a good result at 1.0 meter altitude. Simulations were performed to the PUNA “Alap alap” flight performance test during cruise at 7800 feet as data verification. The adaptive ground effect control system is solved by transfer function equation matrix. Keywords: Flying Boat, remote control model, ground effect altitude. Makalah ini berisikan analisis prestasi terbang dan kestabilan dari pesawat remote control model jenis Flying Boat pada ketinggian terbang ground effect. Pada awalnya, dilakukan pemotretan 3 D terhadap pesawat model Flying Boat menggunakan kamera laser beserta piranti lunak pendukung dan kemudian menggunakan solid drawing pada program CATIA. Model 3D dianalisis dengan menggunakan piranti lunak CFx AnSys untuk keseluruhan badan dan sayap dengan airfoil jenis NACA 23012. Karakteristik dinamik dari pesawat model dengan MTOW = 25.0 kg dengan power 5.5 HP terlihat dengan baik pada ketinggian terbang 20.0 cm dengan kecepatan, V = 35.0 knots. Sedangkan, analisis kestabilan statik matra longitudinal terlihat dengan respons waktu (t) yang baik pada ketinggian terbang 1.0 meter. Simulasi terbang menampilkan uji prestasi terbang pesawat nir awak PUNA “Alap alap” saat cruise pada ketinggian 7800 feet sebagai data verifikasi. Model matematika sistem Kendali Terbang Adaptif Ground Effect dianalisis dengan matriks persamaan fungsi transfer. Kata kunci: Flying Boat, remote control model, ketinggian terbang ground effect.

Abstract

Kualanamu International Airport is one of the airports in Indonesia, which has the potential to be developed into Aerotropolis Airport. This study aims to analyze the potential development of aerotropolis in Kualanamu International Airport Medan. Potential analysis is done with 2 (two) approaches, namely the ratio of non-aeronautical revenues and the average consumption of passengers. Analysis of the potential development of aerotropolis in Kualanamu Medan Airport shows the ratio of nonaeronautical revenue contribution to total revenue the airport from 2010 to 2014 lagged up to 42.86% of the proportion of revenue Amsterdam Airport Schiphol. At the viability projections in 2019, the International Airport Kualanamu was 16.63% below the Amsterdam Airport Schiphol. Based on these results, the proportion of the contribution of non-aeronautical revenues in Kualanamu Medan from 2010 s.d 2014 adrift far enough away from Amsterdam Airport Schiphol. But the 2019 projection, quite approaching Amsterdam Airport Schiphol. The same condition also occurs for patterns of consumption Kualanamu airport passengers are left pretty much when compared with the consumption patterns of passengers at Amsterdam Airport Schiphol the surrounding region has grown into aerotropolis. That is, the consumption patterns of passengers still have to be improved. Keywords: airport, aerotropolis, kualanamu. Bandara Internasional Kualanamu merupakan salah satu bandar udara di Indonesia yang memiliki potensi untuk dikembangkan menjadi Bandar Udara Aerotropolis. Penelitian ini bertujuan untuk melakukan analisis potensi pengembangan aerotropolis di Bandar Udara Internasional Kualanamu Medan. Analisis potensial dilakukan dengan 2 (dua) pendekatan, yaitu rasio pendapatan non-aeronautika dan rata-rata konsumsi penumpang. Analisis potensi pengembangan aerotropolis di Bandar Udara Kualanamu Medan menunjukkan rasio kontribusipemasukan non-aeronautikal terhadap total pemasukan bandara dari tahun 2010 sampai dengan 2014 tertinggal sampai 42.86% dari proporsi pemasukan Amsterdam Airport Schiphol. Pada proyeksi viability tahun 2019, Bandara Internasional Kualanamu berada 16.63% di bawah Amsterdam Airport Schiphol. Berdasarkan hasil tersebut, proporsi kontribusi pemasukan non-aeronautikal Bandara Kualanamu Medan dari tahun 2010 s.d 2014 terpaut cukup jauh dari Amsterdam Airport Schiphol. Namun pada proyeksi 2019, cukup mendekati Amsterdam Airport Schiphol. Kondisi yang sama juga terjadi untuk pola konsumsi penumpang bandara Kualanamu yang tertinggal cukup jauh jika dibandingkan dengan pola konsumsi penumpang di Amsterdam Airport Schiphol yang kawasan sekitarnya telah tumbuh menjadi aerotropolis. Artinya, pola konsumsi penumpang masih harus ditingkatkan. Kata kunci: bandar udara, aerotropolis, Kualanamu.

Abstract

Wirasaba Airport is a military airport operated under responsibily of the Indonesian Air Force. This airport located in Purbalingga, Central Java. In order to increase economic potential and tourisme in this area, local government of Purbalingga proposed the change function of Wirasaba Airport becoming Civil Enclave Airport. Civil Enclave Airport is a military airport which also provide civil aviation services. This study used a qualitative descriptive analysis method. The results shows that development of Wirasaba Airport is not a priority based on several considerations. First consideration is the fact that Wirasaba Airport is not included in Minister of Transportation Decree No. Km 69 year of 2013 about the Airport Master Plan. Beside that, land vailability in this area is also complicated. Surrounding area in wirasaba Airport is belong to Indonesian Air Force. Furthermore, this airport does not meet criteria of airport coverage services. The national requirement state that airport coverage service in Java Island is 200 km away to cover 100 km for each nearest airport. The nearest aiport from Wirasaba Airport are Ahmad Yani Airport in Semarang and Tunggu Wulung Airport in Cilacap. The distance between Wirasaba Airport to those closest airport less than 200 km and passenger demand in Central Java Area has not show the over capacity trend. Keywords: airport development, wirasaba, evaluation, central java. Bandar Udara Wirasaba adalah Bandar Udara militer milik TNI-AU yang berlokasi di Purbalingga Jawa Tengah. Pada tahun 2015 terdapat usulan dari Pemerintah Daerah untuk menjadikan Bandara Wirasaba sebagai Bandara enclave sipil, atau bandara militer yang dapat digunakan sebagai bandara sipil, hal ini bertujuan untuk meningkatkan potensi ekonomi serta pariwisata di daerah tersebut. Kajian ini menggunakan metode analisis deskriptif kualitatif. Hasil evaluasi adalah Bandara Wirasaba belum dapat menjadi prioritas untuk pembangunan bandar udara Nasional dengan pertimbangan diantaranya adalah tidak termasuk dalam Rencana Induk Bandar Udara yang ditetapkan oleh Menteri Perhubungan, masalah kepastian lahan dengan TNI-AU yang membutuhkan kejelasan, tidak termasuk kriteria dalam cakupan pelayanan bandara dalam Tatanan Kebandarudaraan Nasional, yang mengisyaratkan jarak antar dua bandara dalam Pulau Jawa dan Sumatera adalah 200 km dengan cakupan pelayanan masing-masing 100 km. Sedangkan bandara terdekat yaitu Ahmad Yani di Semarang dan Bandara Tunggul Wulung di Cilacap kurang dari 200 km, dan permintaan jasa angkutan udara di wilayah Jawa Tengah belum menunjukkan trend over capacity. Abstract

Pertumbuhan penumpang angkutan udara mengalami peningkatan sejalan dengan pertumbuhan penduduk dan perekonomian di suatu negara. Revenue passenger kilometers (RPK) wilayah Asia Tenggara dalam kurun waktu 10 Tahun (2000-2010) adalah sebesar 6,6 % per tahun. Pertumbuhan penumpang angkutan udara yang sangat pesat tersebut harus diimbangi dengan penyediaan infrastruktur transportasi udara, Namun saat ini alokasi anggaran pemerintah di bidang infrastruktur transportasi sangat terbatas.untuk itu diperlukan berbagai instrumen kebijakan apabila ingin melibatkan peran swasta. Salah satu upaya untuk mendukung keterlibatan peran swasta dapat dikembangkan model “demand forecasting” menggunakan pendekatan sistem dinamis guna mendukung analisa finansial dalam pengembangan infrastruktur bandar udara. Dengan model demand forecasting penumpang angkutan udara yang komprehensif tersebut diharapkan dapat membantu dalam menganalisa pengambilan sebuah keputusan dalam pengembangan bandar udara yang melibatkan peran serta investasi swasta. [Demand Forecasting Model with Dynamic Systems Approach to Support Financial Analysis in the Airport Infrastructure Development in Indonesia] The growth of air passengers has increased in line with the population and economic growth of the country. Revenue passenger kilometers (RPK) around in the world during ten years (2000-2010) grew on average of 4.7 % per year, and in the Southeast Asian region. RPK growth in the same period was 6.6% per year. The growth of passenger air transport is very rapid course must be balanced with the provision of air transport infrastructure, while the government budget in transport infrastructure sector has a constraint. Development of airports in Indonesia is still a burden for the reason it, needed the government's policy instruments if want to involve the role of private sector in the airport development. The one of policy istruments is define a model demand forecasting using a dynamic systems approach to support financial analysis in the development of airport infrastructure. Air traffic analysis is an important thing because concerning with the capacity utilization and it helps make decisions regarding the development of infratructure facilities. The robust model of demand forecasting could support to analyze a decision making on an airport development that involves the participation of private investment.

Abstract

Kabupaten Kapuas Hulu terletak di Provinsi Kalimantan Barat, Waktu tempuh ke Pontianak kurang lebih empat puluh lima menit penerbangan menggunakan Pesawat Udara jenis ATR 42 Seri 300/F27 atau kurang lebih 16 jam dengan kendaraan darat. Kabupaten ini merupakan salah satu daerah perbatasan dengan wilayah Malaysia. Maksud penelitian ini untuk mengevaluasi ketersediaan sarana dan prasarana angkutan udara di daerah Kabupaten Kapuas Hulu Kalimantan Barat. Tujuannya adalah memberikan rekomendasi untuk pengembangan pelayanan angkutan udara di daerah perbatasan Kabupaten Kapuas Hulu Kalimantan Barat. Metode yang digunakan adalah analisis SWOT agar dapat mengetahui kekuatan, kelemahan, peluang dan ancaman di daerah perbatasan Kabupaten Kapuas Hulu Kalimantan Barat. Dari hasil perhitungan pembobotan dan rating bahwa Kabupaten Kapuas Hulu mempunyai kekuatan lebih besar dibanding kelemahan, serta peluang lebih besar dari pada ancaman, maka strategi yang tepat adalah strategi SO (agresif) terletak di kuadran (2,48 : 3,02) ini merupakan situasi banyaknya peluang yang sangat besar di kabupaten ini serta mempunyai kekuatan di kabupaten ini yaitu meningkatkan pemanfaatan potensi sumber daya alam dan pariwisata.[Border Air Transport Assessment in Kapuas Hulu District West Kalimantan] Kapuas Hulu district located in the West Kalimantan province. It takes about forty five minutes flight to capitalcity Pontianak using ATR 42 series 300 and F27 or approximately 16 hours by land transportation. This district is one of the border area with Malaysia region. This study aim to evaluate the air transport infrastructure in the Kapuas Hulu District West Kalimantan. The goal is to provide recommendations for the development of air transport services in the border area of Kapuas Hulu District West Kalimantan. This research used SWOT analysis in order to determine the strengths, weaknesses, opportunities and threats in the border area Kapuas Hulu West Kalimantan. From the calculation of the weighting and the rating, the Kapuas Hulu has more strength than weakness, as well as a greater opportunity than a threat, the right strategy is SO strategy (aggressive) is located in quadrant (2.48:3.02). There are many opportunities in this district. Furthermore it also has strength in natural resources and tourism.
