Abstract

The pros and cons of relocating the National Capital City have remained an unresolved issue across different regimes. When President Joko Widodo took concrete action to relocate IKN legally, the DPR approved through Law (UU) Number 3 of 2022 concerning the National Capital City (IKN), which was passed on January 18, 2022; the public immediately responded with acceptance and rejection. The dynamics of public conversations and comments through social media are intense. This research aims to answer public responses regarding the new relationship between the centre and the areas after passing the IKN Law. Using the netnography method, data were downloaded from the comment section of eight (8) YouTube accounts– CNBC Channel, detik.com, Narasi, TV One, Metro, RH Channel, RG Channel, and ILC Channel. This study employed thematic analysis and data processing with NVIVO 14 application. The research findings show that the eight YouTube accounts with more than 25,000 comments were categorised into two major themes. The first is an optimistic theme that expresses approval for the relocation of IKN. The reason is to improve welfare (Java-outside Java), long-term development planning, pro to the people, and show strong leadership to bridge the centre and regions. The two pessimistic themes expressed rejection, citing concerns about natural damage, potential corruption due to limited government finances, social inequality, and not being pro-people. This research recommends that the IKN relocation policy be understood optimistically and holistically, especially in central-regional relations and equitable distribution of economic access for a more prosperous Indonesia.

Abstract

News values refer to a set of criteria intended to evaluate the newsworthiness of an event, hence determining its suitability for publication. For instance, a case of sexual violence in Indonesia received significant attention and is considered noteworthy, warranting its reporting. This study aims to discover the significance of news articles pertaining to sexual violence and determine the linguistic construction of news value within the context of online media platform detik.com. The researchers collected headlines and lead paragraphs from all 27 online news articles published throughout July 2022 that were selected since July had the highest number of sexual violence incidents. The articles were qualitatively analysed through discursive news value analysis technique (DNVA) which examines the connotations of diction choices and the impact on readers’ understanding. The study revealed that six out of the 10 news values were present in reports on sexual violence in Indonesia. These news values include personalisation, proximity, eliteness, positivity, unexpectedness, and timeliness. This study also shows that news articles share an emphasis on personalisation and proximity. Research limitation includes the process of defining news values and subjectively evaluating sources based on the definitions.

Abstract

In this digital era, social media has become a very effective tool for candidates and political parties to communicate, influence voters, and promote their messages. The tight world of politics requires political parties to create personal branding that differentiates them from other political parties. This research aims to explore in-depth the strategies for building personal branding carried out by new Indonesian political parties on social media. The researcher focused on three new political parties active on social media, namely the Indonesian Solidarity Party (PSI), the Indonesian Unity Party (Perindo), and the Indonesian People's Wave Party (Gelora). This research analyses the official Twitter accounts of the three parties from September 2020 to June 2023. The choice of this period is essential to maintaining data consistency and ensuring that the analysis can find strategies for building personal branding without interference from intense campaign activities. This research uses qualitative methods with a Qualitative Content Analysis (QCA) approach. NVivo12 plus software was used to help visualise the data. This research shows that PSI is building its personal branding using a millennial-style approach, Perindo is focusing on welfare issues, and Gelora Party is relying on experienced senior figures. Overall, this research emphasises that an effective personal branding strategy requires a deep understanding of the target audience, selecting relevant issues, and using credible figures.

Abstract

The phenomenon of contract marriages often found in Cipanas Village, Bogor is interesting because it is one of the ways chosen by people to quickly improve their welfare. It’s considered to have an impact on welfare improvement and poverty alleviation in rural communities. Therefore, this study aims to describe how the dynamics of contract marriages based on transactional communication can provide a sense of what is welfare for the people of Cipanas Village. This study applies a qualitative approach supported by the use of the phenomenological method. Data collection was carried out using semi-structured interviews and observations carried out in the field. Data validity is carried out through internal validity and as a measuring tool by checking the consistency of answers given through the same question to ther informants. The results of this study indicate that transactional communication becomes a tool in the verbal negotiation process until an agreement is formed between the parties involved in the practice of contract marriages. This agreement on exchange values that has been approved is considered a safety valve in the economic dimension, especially in creating improvements in people's living standards. The society views the practice of contract marriages as legal and not in violation of religious regulations. The contribution of this research is expected to be a reference for the government and further researchers who will be conducting further studies related to the phenomenon of contract marriages.

Abstract

This study explores the crucial role of multi-stakeholder communication and coordination systems in the socio-economic recovery collaboration implemented in East Lombok, Indonesia following a significant disaster. Using a qualitative research approach, this paper examines the interactions and communication dynamics among various stakeholders, including government agencies, non-governmental organisations, local communities, and the private sector. The research highlights the importance of effective communication and coordinated efforts in rebuilding the socio-economic fabric of disaster-affected areas. Findings indicate that collaborative frameworks significantly enhance the efficiency and effectiveness of recovery processes, fostering resilience and sustainable development. The study also identifies key challenges such as resource allocation, stakeholder coordination, and cultural barriers which can impede recovery efforts. Recommendations are provided for improving communication strategies, stakeholder engagement, and policy implementation to strengthen post-disaster recovery initiatives. This research contributes to the field of communication studies by offering insights into the dynamics of multi-stakeholder collaboration in disaster recovery, emphasising the need for integrated and inclusive approaches to achieve long-term socio-economic stability and growth.

Abstract

The State Civil Apparatus (ASN) Law exists as a bureaucratic reform movement to strengthen institutions. One of which is the formation of the State Civil Apparatus Commission (KASN) to monitor and evaluate ASN management. This enthusiasm is present in filling high bureaucratic positions not based on a merit system that is in addition to the issue of bureaucratic politicisation, which refers to violations of the code of ethics. Still, regarding this issue, the urgency of KASN is often questioned to the point of discussing its dissolution. Thus, this research examines the existence of KASN using qualitative methods with a descriptive approach, using primary data obtained from KASN's Twitter social media account with the username @KASN_RI by capturing it using Ncaputre software with data results from 2017-2021. For data analysis, the researchers used Software Nvivo 12 Plus with the Word Cloud tools menu, limited to 100 display words with three minimum lengths. Research findings show that KASN is more active in providing information on Twitter social media regarding merit system policies, neutrality, and ASN codes of ethics and behaviour. This is in line with the findings, which show that the words that frequently appear are KASN and ASN. Then, to increase the visibility of information, mention working partners, including the PANRB and BKN ministries. Then, the hashtags used are varied, but their use does not explicitly indicate a related event, so the hashtag function is not utilised correctly.

Abstract

This research examines the language politics carried out in handling fake news discourse through French and Indonesian online media platforms. As the internet-based communication has grown significantly in number, variety, quality and speed, making it also ideal to the fake news spread, then it requires certain language policy strategies to mitigate their destructive effect. The data of this research uses archives of online media articles, and related government websites in recent years in both countries, to look for the most recent discussions which are related to the discourse of handling fake news. Government and media discourses related to this matter are also highlighted. All the data is classified and analysed using the conceptual framework of language politics from Robert L Cooper. Since the nature of the research delves with discourses, it will be crucial to consider the discourse analysis method that refers to the critical and post-structural paradigms. Consequently, interdiscursivity and intertextuality are used as the main tools in the methodology of data analysis. As the result of this study, it shows that solid and consistent legal instruments have positive implications for maintaining journalistic quality in fighting fake news. The fake news strategy is also found in the narratives made by the authorities, but the terminologies given are different from the lexical labels to the discourse of political opponents in the public sphere. France and Indonesia utilise distinct strategies in addressing online media fake news.
