Abstract

State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

Abstract

Women who run in local elections (constituencies) are still considered minimal. This condition is very apprehensive because the constitution has mandated the quota of 30 percent of women who must be filled political parties. But the quota has not been met due to the lack of political participation of women in the struggle for power in politics. Participation is low due to gender discrimination that shaped the social and psychological environment of women itself, thus narrowing women's political opportunities. Therefore, political parties are expected to seriously encourage the participation and political education of women.

Abstract

The study identifies mechanisms wherein Filipino students are able to engage in promoting a drug-free community and the efforts of the Philippine National Police to provide avenue for citizen engagement. Employing the Spectrum of Public Participation introduced by the International Association for Public Participation, the study investigates specific actions that the citizens would willingly partake in support of Duterte’s Drug War. From a sample of 194 students, the research was able to gather responses through close-ended self-reported questionnaire survey and from reports of the Philippine National Police. The study revealed that in all levels of the Public Participation Spectrum, the students are willing to be engaged with the Anti-Drug efforts. Also, efforts from the end of the Police were revealed to have not only be secluded in the inform level but has also reached the level of ‘empower’. Hence, the government of the Philippines must capitalize on these avenues to promote a sustainable and community-based Anti-Drug Campaign.

Abstract

AbstrakDalam kehidupan didunia ini kita harus mengakui bahwa manusia merupakan mahluk sosial, karena manusia tidak bisa hidup tanpa berhubungan dengan manusia yang lain bahkan untuk urusan sekecil apapun kita tetap membutuhkan orang lain  untuk membantu kita. Ilmu sosial humaniora merupakan ilmu yang mempelajari manusia dalam hubungannya dengan manusialainnya. Cara kerja ilmu – ilmu sosial humaniora bisa dirangkum dalam prinsip - prinsip, antara lain, gejala sosial – humaniora bersifat non - fisik, hidup dan dinamis, Obyek penelitian tak bisa diulang, Pengamatan relative lebih sulit dan kompleks, Subyek pengamat juga sebagai bagian integral dari obyek yang diamati. Memiliki daya prediktif yang relative lebih sulit dan tak terkontrol. Ilmu agama secara umum adalah ilmu yang mempelajari segala tentang yang berhubungan dengan cara – cara penghambaan kepada Tuhan. Sedangkan cara kerja dari ilmu agama adalah memadukan antara ilmu dengan agama, sehingga dalam memahami agama tetaplah menggunakan ilmu yang dapat dijadikan landasan rasional. Dalam ilmu agama tidak dikenal dikotomi ilmu, karena semua ilmu memiliki keterkaitan untuk saling menunjang ilmu yang lainnya. Implementasi sosial humaniora dan keagamaan dalam bermasyarakat, Pada intinya manusia tidak bisa lepas dari aspek sosial Humaniora dan keagamaan keduanya saling bersinergi, sebagaimana perilaku sosial humaniora untuk berhubungan dengan sesama manusia untuk menjalan fitrah sebagai mahluk sosial dan agama menjadi kebutuhan manusia untuk berinteraksi dan menjalankan perintah sebagai hamba Tuhan. Sejatinya manusia tidak bisa melepaskan agama, karena agama juga memiliki nilai-nilai untuk bersosial humaniora.Kata kunci: Sosial Humaniora, Keagamaan dan Masyarakat.

Abstract

Working part-time is a way for some student to make a living. There are several jobs that usually done by students, such as shopkeeper or waiters. One of unsual jobs undertaken by students is construction worker. For IKIP Budi Utomo students from East Nusa Tenggara, part-time job as construction worker is one of their choices. There some reason for this choices, but the main reason is this work financially stable and flexible work time. Being a construction worker is a way they do as survival mechanism. A number of thing such as social capital and social network, play a role in their choice. This study uses a phenomenological qualitative apporoach to expose how survival mechanism is done by students who become construction workers. Informan in this research is IKIP Budi Utomo students from NTT who work as a construction workers. On this research, data collected by using  interview, observation, and documentation. From this research, it is known that students utilize social capital in form of netwoeks as survival mechanism for their life and tuition fees. This networks based of similarity origin that helped these students become a construction worker and survive.

Abstract

The existence of art Reyog Ponorogo until now it is a traditional art Ponorogo Regency, community pride even in politics is needed by the existence of the political elite, nevertheless the availability of the arts it politically sufficiently interesting to observe in the political dynamics localized in Ponorogo. How the political elite or the state doing my hegemony on all aspects of this art Reyog Ponorogo. This study using several methods to get clarification on the problems on some of them are with the interview, observation, and documentation. The result showed that elite politics or the state has made various ways to Hegemony art Reyog Ponorogo as a mass mobilization of effective local. especially in the dynamics of politics.

Abstract

AbstraksiPILKADA serentak tahun 2015 merupakan bagian proses demokrasi di Indonesia, untuk memilih kepala daerah tingkat propinsi (gubenur) dan kepala daerah tingkat II (bupati walikota). Penggunaan istilah serentak merupakan gagasan untuk menyederhanakan, sekaligus efisiensi anggaran, setelah pada waktu sebelumnya jadwal pilkada tersebut sangat bervariasi (waktu). Sebagaimana pada umumnya sebuah pesta demokrasi yang biasa dilakukan di Indonesia, baik ditingkat kabupaten/kota atau propinsi, partai dan para kandidat berkompetisi ketat untuk memenangkan jabatan gubenur dan bupati/walikota tersebut. Para kandidat berlomba untuk menggunakan segala sumber daya dan sumber dana untuk mempengaruhi pemilih. Kegiatan kampanye merupakan bentuk standar yang dilakukan, baik dalam konteks program yang secara langsung menyentuh konstituen dan atau calon pemilih, maupun lewat berbagai media. Variasi kegiatan kampanye baik yang bersifat langsung – tatap muka sampai yang menggunakan media menjadi bagian dari pertarungan mesin-mesin politik tim pemenangan masing-masing pasangan calon bupati di Bantul, Sleman dan Gunung Kidul, DIY. Sebagaimana yang biasa muncul, sebagai suatu pola, di setiap kegiatan kampanye pemilu, pilpres ataupun pilkada sebelumnya. Pertanyaanya adalah variasi pola pola kampanye peserta apakah efektif dalam pencapaian target kemenangan pada pilkada.Kata Kunci: Pilkada, Kampanye, Pemasaran Politik.

Abstract

Water related problem usually involving many stakeholder with different interest, attitude, power scale and level, which make it complex as well as  water contestation problem in Begal State production forest  in Ngawi Regency which involving different level government agency and its community base institution. Teak production forest and rice agriculture area usually located nearby especially in Ngawi regency with 40% agriculture area and 32% forest area, which make high occurrence of water related problem. This research purpose is to identify and analyze the root of water contestation among involved stakeholder in Ngiyom and Margo spring water utilization and its leading factors.  In depth interview was done to all involved stakeholder in February 2017 to obtain the data about the water contestation problem in this area. Although changes in water and forest land utilization are causing water contestation problem but understanding root of water problem in this research from agriculture and forestry policy are important to make a sustainable solution. Forestry and agriculture governance are use to understand the relation among stakeholder toward water contestation in this area. Social ecological system framework that captures the relation among resource users and governance to resources utilization is useful to get the whole picture of water contestation problem in this area. Government policy on rice agriculture and forestry sector was indirectly affecting the water contestation problem in this area. Combined with in field governance, government policy effect were causing social and economic gap among water resources user in this area.

Abstract

The Malaysian General Election (GE-14) in May 2018 raised an interesting and new phenomenon. For the first time since independence of Malaysia in 1957, the rulling alliance known as the National Front (Barisan Nasional, BN) which led by UMNO failed to secure simple majority in parliament and lost control of seven of Malaysia’s 13 states. This was due to the challenge presented by the new opposition alliance known as Pakatan Harapan (Alliance of Hope, PH) which won 113 of seats in parliament and gain control the central government. It is interesting that this significant increase in support for the opposition is due to their change the way minorities, identity and representation is managed. The Malaysian Supremacy as political manifesto of Pakatan Harapan which involves eradicating affirmative action based on etnicity, basing it instead on need, for instance need due to prosperity through the removal of government service tax (GST), and reformation of law. This would potentially increase the justice and equality for all ethnic or racial groups. This paper links the 2013 and 2018 elections, the more global trend in which minorities and youth representation  are standing up to demand their right and to the challenge multiracial presents in Malaysia as a Muslim country. Therefore, the fundamental questions in this paper of how Pakatan Harapan manage minorities, identity and representation within in the process of democracy and to what extent the opportunities and the involvement of youth as voters and parliamentary candidates in order to support a progressive democracy in Malaysia.

Abstract

This research were focused on the news in the newspapers Radar Malang, about construction news regent and deputy regent candidate Malang October 1-7, 2015. There were three candidates for the election of the Regent and Vice Regent 2015-202 period, namely: the candidate regent Malang; (1) Nurcholis Muhammad Mufid of independent elements, (2) Renda Krishna and M Sanusi of coalition Madep Manteb Mantep (PKB, NasDem, Golkar, Gerindra, Democrat), (3) Dewanti Rumpoko and Masrifah Hadi from PDIP. Researchers used the theory of hierarchy levels to understand, how the framing of information on the three pairs of candidates. In this study, researchers used the analytical model and the framing of Zhongdang Pan Geraald Konsicki. The model uses four structural framing is Syntactically, Scripts, Thematic and Rhetoric.Based on study results, the news displayed by Radar Malang less balanced. This is evident from the Renda Krishna as the incumbent is given the space and the number of reports that more than any other potential mates. And their special news column titled Coming 5 Years Madep Manteb. Plus on the first page is kept up Radar Malang given space to direct the reader linked to column 5 Years Ahead Madep Manteb along with the headline raised. Associated with the theory of hierarchy levels, from internal factors, namely the level of the organizational level, and the level of media routines is clear that extremely pro Radar Malang Renda Krishna. This is evidenced by the news that tends to be positive.
