Reformation became an important moment of democratization in Indonesia. The two important political changes that occur in reformation era are the freedom to establish political parties and the electoral system. Such changes have an impact on the emergence of a coalition phenomenon in Indonesia, because general elections with multiparty systems are unable to produce a majority vote in parliament. This paper aims to map and analyze the dinamic of the political party coalition in Indonesia’ presidential election in the reform era within coalition theories by Riker, Katz&Mair and Swaan. Using a qualitative approach and secondary data from media and literature, the main factor that influence the formation of coalitions in the presidential elections in the reform era is political pragmatism. It Political pragmatism makes political partiesparty politics as a cartel party that becomes the agent of the state and employ the resources of the state to ensure their party’ survival. Pragmatism ultimately makes the ideology is not a binding factor in building a coalition, but simply to maximize power.

This study aims to find out about the village government performance, especially in terms of cooperation, discipline, creativity, responsibility as well as identify obstacles and barriers to the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang. Issues to be raised in this study are: (1) the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang, (2) Barriers, constraints and performance tasks Village Government, (3) prevention efforts and performance bottleneck tasks Village Government Central City Subdistrict Bandar Khalifah Bedagai Serdang. This study uses a qualitative description as a method of data analysis that takes research location in Airport Village Head Office Central District of Bandar Khalifah Bedagai Serdang. Source of data in this study is the Village Head and local villagers. Data were collected by interviews and documentation. These results indicate that the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang in terms of the gobernance process that emphasizes teamwork, discipline, creativity and responbilities have not been able provide maximum services that fit the needs of the community.

Tanjungpinang is one of the areas that became the entry point for the shelter and repatriation of Deprived Migrant Workers (PMB) deported from Malaysia. The high number of PMBs deported from Malaysia through Tanjungpinang City, made the Tanjungpinang City Government overwhelmed in overcoming these problems. Therefore, to overcome this, the Tanjungpinang City Government collaborated and coordinated with various stakeholders to be able to resolve the situation. This study aims to analyze what factors influence collaborative governance by regional governments in handling PMB in Tanjungpinang. The method used is a qualitative method with a descriptive approach, data collection techniques using interview techniques, observation and documentation relating to handling PMB. Meanwhile data processing uses reduction techniques. The results of the study found that the factors that influence collaborative governance in handling PMB in Tanjungpinang City can be seen from the factors of social, cultural and government interests. From the analysis of these three factors, the factors of social and cultural structure do not significantly influence the course of collaboration. However, the government interest factor is a factor that causes the failure of a collaboration, including in terms of active participation from stakeholders in decision making.

This study aims to determine how the policy of the service functions of the Department of Human Settlements and Mining District of Deli Serdang in the granting of building permit (IMB), the obstacles are faced by Dinas Cipta Karya and Mining District of Deli Serdang in the implementation of the Building Permit (IMB) and efforts are made Dinas Cipta Karya and Mining Deli Serdang in order to overcome obstacles to the provision of service standard building permit. The results of research and discussion to explain the implementation of the administration building permit, shall refer to the Regional Regulation No. 6 In 2011 On Licensing Certain. Implementation of the regulation was made in an effort to realize the program of improvement of Deli Serdang regency as the area rapidly developing, which brings together new concepts and old, although until recently, the lack of spatial concepts clearly and unequivocally that resulted in Deli Serdang district has experienced flooding problems and system traffic congestion is getting worse, due to the arrangement of the building has not kept pace with the spatial allocation. Constraints faced in the implementation of the provision of building permit is the low level of public knowledge of the importance and benefits have IMB.

This paper aims to determine the popularity of candidates on the internet through internet user behavioral tendencies (netizens) in surfing and using social media. Second, to find out interest netizens' in two popular issues, namely the 2020 regional elections or the Covid-19 pandemic issue. The author used Habermas' new public sphere theory. Data were collected from internet searches and official social media as primary data, then the data were analyzed using an inductive-descriptive approach with qualitative content analysis techniques, where data were identified and arranged systematically, then abstracted by analyzing one data. With others in depth and concluded as conclusions. This study concludes that netizens in Bandar Lampung had a greater attention to the issue of the Covid-19 pandemic than the issue of the 2020 simultaneous regional elections, as evidenced by tracing around the Covid-19 pandemic issue which was more popular than searches around the Simultaneous Pilkada 2020. This study also concluded that it was still not optimal. The campaign through social media of the three candidate pairs in the 2020 Bandar Lampung Pilkada, was marked by the low tendency of internet users to pay attention to the three candidate pairs on their official social media.

Today's industrial revolution provides much of the facility to universal humanity. However, the current trend of modern technology has also witnessed non-traditional and cross-border threats such as drugs and fire arms smuggling and also heinous crime notably forced labor trafficking. This study addresses issues of forced labor trafficking from various perspectives across the world and their impact on the human security. The concept of human security is used in this study while the approach is qualitative. It includes literary discussions such as books, journals, theses/ dissertations and monographs related to the research topic of this paper. The preliminary findings show that an important factor influencing the trafficking activities of foreign workers is that of recruitment by recruiters in their home countries although they are often associated with exploitation in destination countries. The roles of foreign labor as one of the driving forces of the country's economy and development should be balanced through the human security approach within the policies of foreign workers as these measures are more realistic and relevant.

This study aims to explain how the use of twitter in disseminating disaster information in order to increase public awareness of natural disasters, namely the twitter account @BPBDJakarta. The research method used is qualitative research with descriptive analysis techniques using Twitter content analysis, one of the government-owned social media accounts using the Nvivo 12 Plus application. In addition, the research also uses data triangulation to obtain the required data. The source is obtained from information from credible online newspapers that have been registered with the press council, so that the information submitted can be justified. The results of this study conclude that the Jakarta Regional Disaster Management Agency's twitter account coordinates all units involved in disaster management. The information posted by BPBD DKI Jakarta on its twitter account is a form of disaster management stages which include pre-disaster (preparedness, early warning and mitigation), during a disaster (emergency response and disaster management), and post-disaster (rehabilitation and reconstruction). The contribution of hastags twitter on the Twitter account of the Jakarta Regional Disaster Management Agency for flood disaster mitigation in this case this Twitter account acts as a government medium to listen to information obtained from # hashtags that often appear on its twitter account.

Civil and military relations in Indonesia actually have their own rules. If we examine history, we will find phenomena about the relationship between civilian and military power towards the process of social and political change in Indonesia. This paper aims to identify the rules of civil and military play in Indonesia in particular wanting to track civil and military power relations. This study tries to illustrate how the rules of the game between civilians and the military in Indonesia. This paper uses descriptive qualitative methods with data collection techniques by interview and literature study. This paper shows that civilians and the military have their respective duties in carrying out the mandate of the state, these two positions should not interfere with each other. After the reform of civil and military relations, it looks good. One of the agendas is against the Indonesian Armed Forces Dual Function (ABRI) but today, the issue of ABRI's Dual Function has been transformed into a Military Dual Function, ahead of the 2019 General Election (Election) this issue re-emerges so that it is considered political and becomes part of the project's representation of political interests.

This paper explains how the application of an open proportional system and a closed proportional system in the legislative elections in Indonesia. The problem is focused on how the consequences of implementing an open proportional system compared to closed proportionality after the widespread discourse to return to a closed proportional system. Moreover, a number of problems emerged after the 2019 simultaneous elections were carried out in an open proportional system. The open proportional system was considered more complicated for voters and for election administrators. Meanwhile, for election participants, an open proportional system created internal conflicts in political parties. The data in this paper were collected through literature study and analyzed qualitatively. This study concludes that a closed proportional system was considered to be more efficient in the process of casting and printing the ballots. The closed proportional system was also simple for voters, because voters only chose images of political parties. On the other hand, political parties as election participants must also improve their party system to be more democratic so that the cadres of the best political parties who side with the people have the same opportunity to compete in the election. Ease of voters and the quality of election participants are important because the essence of elections is participation and contestation.
