Abstract

This study aims to analyze the determinants of the family planning instructor's competence in Aceh Province. The research method used primary data on three different residential characteristics (Aceh Utara, Aceh Selatan, and Aceh Tengah). Collecting data by means of direct interviews with family planning counselors as many as 97 people using a questionnaire. The instruments are prepared based on the standard indicators of Family Planning Extension competency (Perka BKKBN No.2 of 2017). Each question is measured using a linkert scale and analyzed using the Relative Important Index (RII) formula. The descriptive results state that the competency standards of family planning instructors in Aceh Province are in the competent category in technical, managerial and socio-cultural aspects. The most competent technical aspects are collecting data, planning, drafting and counseling the Bangga Kencana program. The managerial aspect is the most competent in seeking information and establishing cooperation in implementing the Bangga Kencana program in the field. Meanwhile, the socio-cultural aspect is the most competent in having a national perspective.

Abstract

This article aims to examine the selection mechanism for village officials in the Indonesian Distinctive Region of Yogyakarta. This article will focus on the problem of the differences in the selection mechanism for village officials in Yogyakarta, particularly in Kulon Progo, Sleman, Bantul, and Gunung Kidul Districts. In this study, researchers use the theory of merit system, which means a system working based on competency performance and professionalism, which is open and provides opportunities and supports every employee to develop the best performance for the organization, which is a manifestation of change as well as coaching for every employee to create productivity and competence (Meyrina, 2016). The data are collected from four districts in Yogyakarta by series of observations to the implementation of regional regulations. The data are categorized and analyzed. This study concludes that the implementation of the merit system in the four districts is through open selection, which in practice has differences in the examination mechanism. This shows that in the application of the merit system there are variations from the four districts. Besides, another difference is the neutrality of the selection committee, which has different mechanisms between districts. One of them is collaborating with universities and third parties. This was done to maintain the neutrality of the committee and to create professional, competent, and high integrity of human resources.

Abstract

Forest and land fires in Riau Province for the period of 2019 caused enormous losses, many aspects were disturbed by the fires, namely economic, health and bilateral relations which were most affected. Meanwhile, the government seems slow in dealing with forest and land fires and resolving their impacts. The slow pace of government action has prompted groups outside the government to participate in efforts to accelerate the handling of forest and land fires in Riau. From this background, this study looks at the role of groups outside the government (pressure groups) in encouraging the acceleration of forest and land fire prevention in Riau in 2019. This study uses a qualitative approach with descriptive data analysis. Sources of data were obtained from interviews, review of legal products, articles, related documents and news sources from the mass media. This research shows that the existence of the student action movement, environmental activists and other civil society organizations, is able to accelerate the government to take preventive and curative actions to tackle forest and land fires in Riau Province. The presence of this pressure group is also a bridge of interests between the people and the state so that corrections to inappropriate state policies can be immediately carried out to prevent forest and land fires.

Abstract

This study is to analyze the impact of Political Border Disputes in the City of Kupang and Kupang Regency. Regional boundary disputes that occurred in the Nasipanaf region began since the enactment of Law Number 5 of 1996 Establishment of the Kupang Second Level Regional Municipality. on April 25, but the territorial borders were not taken seriously by the Government. The physical boundary between Kupang City and Kupang Regency on the ground is that there are still unclear boundary points, especially in the Nasipanaf region between Kelurahan Penfui and Desa Baumata Barat which have not been agreed between the two parties. The method used in this research is a qualitative descriptive method based on case studies as the sample in this study there are people from both the research locus and the government as the authorized party for decision making. The findings obtained in this study indicate that there has been a clash between residents resulting in conflict over the past few years. In addition, administrative issues also become a problem for people who are in the border area and infrastructure development also influence in the dispute over this area.

Abstract

The problem of poverty almost occurs in almost all areas including Traji Village. To alleviate poverty requires proper methods with careful calculations by the village government. The aim is to find out how the efforts of poverty alleviation by the village government in the Traji cultural village, Parakan District, Temanggung. The method used in this research is descriptive qualitative which is a research that conducted based on a qualitative paradigm, strategy, and model implementation. The final result of this research is that in the effort to alleviate poverty in the cultural village of Traji, Parakan Subdistrict, Temanggung Regency, there are several problems, such as less than optimal services due to the limited facilities and infrastructure owned by the village, lack of training for village apparatus, and program achievements that are too minimal. thus making poverty alleviation difficult to achieve. However, the village government continues to carry out its duties by seeking various ways to alleviate poverty, such as holding Peken Lepen which can generate 6 million per performance and has a good impact on the village economy. Peken Lepen is a commitment from the village government to the economy of the local community. In addition, the government also involves all communities and government institutions such as the Activity Management Team Village Consultative Body and stakeholders by holding hamlet meetings, which is proof that the government is not the sole authority.

Abstract

General Election (Pemilihan Umum/Umum) is an arena for political parties to fight for seats in parliament through various political campaign strategies they carry out. The success of the Prosperous Justice Party (PKS) Bandung City in obtaining the majority of 13 seats in the 2019 Election is an interesting political case to study. This study aims to describe and analyze the political marketing strategies that the legislative candidates from the Prosperous Justice Party (PKS) of Bandung City carry out. Using the marketing mix theory, this study looks at 4 dimensions, namely Product, Place, Price, and Promotion. A descriptive-qualitative approach is applied. This study conducts interviews with representatives of the former PKS candidates who were the members of the parliament of Bandung City in the period of 2019-2024. This study indicates that PKS candidates for the City of Bandung Parliament have succeeded in implementing a marketing mix strategy. They employ it effectively and efficiently and reach a wider and more inclusive segment. They also apply campaign narratives that are close to voter’s needs through direct marketing strategies.

Abstract

This article aims to describe the role of the stakeholders involved in forming collaborative governance in community empowerment programs. The problem is focused on poverty alleviation. To approach this problem, the theoretical references from Ansell and Gash 2007 regarding the implementation of collaborative governance are used. Data is collected through literature study based on previous research and direct observation and analyzed qualitatively. This study concludes that research where collaborative governance among stakeholders, where the government is a facilitator, community activeness as well as institutional strengthening within it, as well as private sector assistance in community empowerment will produce a real contribution in national poverty reduction. The poor are no longer the object of mitigation, but rather the subject which in the whole process involves the community. With the empowerment program, the community has a job and eliminates the poor culture of the poor who only depend on direct assistance from the government.

Abstract

This study aims to analyze the implementation of public policy on the accessibility of persons with disabilities to get a job in Yogyakarta. It focuses on the actors implementing the policy in the Indonesian region, namely the provincial government of Yogyakarta as the implementer and policymaker, private companies, and Non-Government Organization (NGOs), which should be the stakeholders of the policy, program, and activities in distributing labors with disabilities. To approach this problem, the researchers use the theory of Van Meter and Horn as a reference. Data have been collected through interviews and documentation that later on analyzed qualitatively with the software of NVivo 12 plus. This study concludes that providing employment opportunities for persons with disabilities has not been implemented optimally. First, it is due to the absence of aftercare services, namely follow-up assistance for persons with disabilities after participating in training and rehabilitation programs held by the Regional Government. Secondly, law enforcement in the policy implementation that is pro disabilities (inclusion) to private companies is not optimal. Third, the lack of coordination among the actors in the efforts of empowering persons with disabilities.

Abstract

The promotion of the position auction through the "assessment center" is an effort to reform the bureaucracy by the Aceh provincial government. This is done as a response from the government to the image of services that were previously deemed not optimal and to improve the quality of effective and efficient public services. This study aims to determine the process of implementing a promotion auction for positions through an assessment center in Aceh Province. qualitative research methods. This study found that the Aceh provincial government had carried out a position auction promotion to fill the vacancy of structural positions held. This is done as a step in improving government performance to make it more optimal. The auction of this position carried out by the Aceh Provincial Government will be seen by involving the Aceh Civil Service Agency (BKA) against Law no. 5 of 2014 which regulates the state civil apparatus. It is hoped that the results of the promotion of the position auction will eventually be able to place relevant structural officials with better capabilities and performance.

Abstract

Various forms of restrictions due to the outbreak of Covid-19 in North Sumatra increasingly led to non-medical impacts, namely the weakening of the people's economy. This condition was then addressed by the Social Safety Net (SSN) program. Using secondary data in official government reports, research results, and mass media, this qualitative research seeks to evaluate the implementation of the program. The data collected was analyzed following the steps put forward by Miles et al. (2014). The results showed that the distribution of JPS has not been able to fully guarantee the economic protection and safety of the community. Although JPS reduces the risk of economic slowdown, JPS has not been able to mitigate the conflicts that have so far occurred in North Sumatra. The implications of this study confirm three things. First, the implementation of JPS has not been successful as a whole because of the characteristics of the community who are not ready for the prerequisites to undergo new normal. Second, the obstacles that arise are social conflicts, both vertically and horizontally. Third, the need for careful preparation in the first two stages in the standard implementation of public policies, namely the preparation of the agenda and drafting and consulting. However, public policy cannot be one size fits all. Therefore, decision making needs to be based on the social characteristics of each region.
