This paper reveals public perception of the efforts of village heads as one of the executing element Medan city administration in implementing Law No. 32 Year 2004 on Regional Government. Head of the village is already a way to implement Law Number 32 Year 2004 on Regional Government, this can be seen from the opinion of the people who have felt their development progress and success of the existing development, one example that people can feel the direct construction of facilities and road infrastructure has been improved, as well as some development flood management and handling of environmental cleanliness. Socialization conducted by the Head of the village in order to accelerate the construction of villages that have been run in accordance with what is expected by the public. Broad authority granted to the region with the issuance of Law No. 32 of 2004 on village heads are expected to reduce the gap and be able to improve the general well-being both at central and regional levels. Therefore, the regional autonomy of state power closer to the people will provide ample opportunity for the public to play an active role in regional development.

This study aims to discover how The Coastal Community Economic Welfare Program (GPEMP) programwas implemented and its impact on the orientation of fishermen's family income-sources in Pasie Nan Tigo Subdistrict, Koto Tangah District, Padang City. The method used in this study is a case study method with key informants as the main data source. Interviews were conducted with key informants and direct observations in the field related to the problems raised in this study.Data analysis through a qualitative approach.The results showed that the GPEMP program had been implemented in accordance with the implementation instructions, except in the GPEMP assistance delivery phase, namely the assistance of developing fish culture with the help of a fixed net package and tilapia cultivation equipment where there were differences in the specifications of the goods delivered with the supposed ones. The GPEMP program has impacts on the orientation of fishermen's family income sources in Pasie Nan Tigo Subistrict, namely: 1) fishermen's family income sources developed to become not only from fishing, but also from other new alternative livelihoods, such as fish cultivation, fish processing diversification, and cattle farming, and 2) fishermen's effectiveness working hours increases as well as involvement of fishermen's wives and children’s involvement in the business.

Penelitian ini bertujan untuk mengetahui bagaimana usaha usaha yang dilakukan pemerintah dalam pembangunan sektor pertanian di Desa Silaban Kecamatan Lintong Ni Huta Kabupaten Humbang Hasundutan. Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan metode deskriptif analisis. Populasi penelitian ini adalah seluruh petani yang ada di Desa Silaban Kecamatan Lintong Ni Huta Kabupaten Humbang Hasundutan yang berjumlah kurang lebih 1400 orang. Dan sampel penelitian ini adalah sebagian dari petani yang berjumlah kurang lebih 38 KK. Teknik pengumpulan data melalui observasi, angket, study documenter. Teknik analisa data adalah analisis deskriptif dengan menggunakan rumus tabel frekwensi yang kemudian dihitung persentasenya. Berdasarkan hasil penelitian, dapat diperoleh bahwa pembangunan pertanian saat ini yang berorientasi pada bidang teknologi karena teknologi merupakan salah satu dari syarat mutlak pertumbuhan pertanian. Teknologi pertanian yang disarankan pemerintah bertujuan untuk meningkatkan pembangunan pertanian yaitu melalui, penyuluhan yang diberikan Dinas Pertanian, pemakaian dan penggunaan alat, pemakaian bibit unggul, pemakaian pestisida atau pemberantasan hama dan alat pengolahan lahan. Jika pemamfaatan teknologi pertanian meningkat maka akan bermamfaat terhadap hasil produksi pertanian. Setelah adanya perubahan dari teknologi pertanian hendaknya para petani memperoleh alat-alat baru baik itu bibit unggul, pemupukan, pemberantasan hama dan yang lainnya. Demi peningkatan produktivitas pertaniannya agar lebih meningkat semaksimal mungkin.

This research is to discuss (1) how the existence (presence) of Section Peace and Order in supporting local government programs in District Lubukpakam Deli Serdang, (2) What efforts are made Sexy Peace and Order in carrying out their duties and functions, (3) the obstacles and constraints encountered any Section of Peace and Order as well as the ways to overcome them. The method used is a qualitative description as a method of data analysis which took place at the Head Office study Lubukpakam Peace and Order Section. Sources of data in this study is the Peace and Order Section Head Lubukpakam. Data were collected by interviews and documentation by using the steps of editing, classification and presentation of data. The results of this study showed that the duties and functions of Peace and Order Section plays an important role in helping the main tasks of Head and Regional Head (Bupati) in establishing and running a local government program in the field of peace and public order in the district level. One way is to conduct a routine patrol of morning, afternoon, into the evening alternately. Efforts were made and the obstacles encountered and how to overcome divided into several areas: the institutional field, the field of networking, counseling field, field operations, field of action, and ends with anticipation field routine.

This study aims to determine the role of the United States Consulate in establishing diplomatic relations between the United States and the Government of Medan in the field of education. The method used in this study is the oral life history method (the method of oral history of life) and descriptive study. Analysis of the data in this study conducted using qualitative analysis that describes the phenomena associated with the role of the US consul in establishing diplomatic relations between the United States and the government of Medan. From data collection and processing is done, it has obtained the following results: the implementation of diplomatic relations between the United States and the Government of Medan in the field of education in 2007-2008 has been going well. And in the implementation Consul of the United States has run the tasks and role as well and not an obstacle. And until now Medan City government has always supported programs that created the American Consulate Consul performance and help the United States to take care of foreign affairs of the United States in the city of Medan. Diplomatic relations could be enhanced if the United States Consul exist socialize with Medan City government.

The benefits of the research to analyze the factors that influence the behavior of selecting farmers who hold farmers card in the Election Governor of Central Java 2018 in Semarang Regency. The research method is a quantitative research that is supported by a descriptive approach with a qualitative approach. Quantitative data collection techniques using surveys and qualitative collection using in-depth interview and documentation. The results of the research and discussion of this study indicate that the behavior of farmers is influenced by four factors, namely sociological, psychological, rational, and coginitive domains. For sociological factors, because is influended by friendship or family relations. Psychological factors because likes to the figure of Ganjar. Incentive factor because they are often assisted by Ganjar supporters. Cognitive domain factors, farmers choose because kindness from the presence of farmer cards. Farmer card holders give their votes because emotional ties to respected figures in their neighborhood who are members of campaigners. But there was also the phenomenon abstentions in Bancak District due to apathy towards the existence of a peasant card policy. The conclusion is that farmers who hold farmers card in Semarang Regency prefer Paslon 1 Ganjar Pranowo-Taj Yasin.

Daily Newspaper Analysis and Alert have the same marketing and news coverage area in their own city of course. So the two newspapers will always continue to compete in obtaining news. It also allows both of them to share the same news. It may be that both of them raise the same event but are written in different angles. The difference between the two newspapers is the content of the editorial, as the content of the editorial is an opinion written by the editor of the editor himself. So it is only natural that the content of the editorial differs from newspaper to newspaper, even though it raises the same problem. Through editorials, the editor can provide both criticism and suggestions to the government as well as those with an interest to the community. This is because an editorial contains information on issues that are going on in the community. Research on the differences in the content of the editorial because there are differences in newspaper tendencies. Therefore, to see this the researcher chose to use content analysis method. Using this method, the researcher can prove that Daily Analysis and Alert do have differences in published writing and viewed from the content of the editorial.

This study analyzes the success of the Indonesian Farmers Union (SPI) in the peasant rights struggle during 2001 - 2016. This study uses the social movement integration aprproach which is an attempt to synthesize three dimensions / approaches: the structure of political opportunity; structure of social mobilization; and cultural framing. This study uses qualitative research methods with study case approach. The research data is sourced from interviews and documents and literature related to this study. The analysis indicates that the success of SPI in peasant rights struggles in 2001 - 2018 can be seen from the ratification of 'Declaration Peasant Rights and Other People Working in Rural Area' or UNDROP at the International level. This success can’t be separated from the role of each dimension / approach, namely a combination of factors of political openness in Indonesia, the success of the SPI in networking alliances at various levels (local-international), and the construction of ideas on the rights of farmers that can be accepted universal.

In the wake of this study by the Government Regulation No. 109 of 2012 on the inclusion of images and text health warnings / pictorial health warnings on cigarette packs. The norm of this aims to reduce the negative health effects, protect productive age population and increasing public awareness of the dangers of smoking. Against the background of the norm of the government, the study was intended to determine the perception of active smokers the pictorial health warning labels on packs of cigarettes there. In this study, the method used is descriptive method with qualitative data. Data collected through library research informant interviews, and documentation. The results showed that smokers know their pictorial health warning labels on packs of cigarettes and smokers can understand the meaning of their label. Knowledge smokers against pictorial health warning label does not make the smokers to quit smoking, they continue to smoke because of their experience does not suffer due to take up smoking, and the effects felt far different from what was stated on the packaging that has been made. Thus we can say the perception of smokers tend to deny the existence of the warning label.
