This study aims to determine how the policy of the service functions of the Department of Human Settlements and Mining District of Deli Serdang in the granting of building permit (IMB), the obstacles are faced by Dinas Cipta Karya and Mining District of Deli Serdang in the implementation of the Building Permit (IMB) and efforts are made Dinas Cipta Karya and Mining Deli Serdang in order to overcome obstacles to the provision of service standard building permit. The results of research and discussion to explain the implementation of the administration building permit, shall refer to the Regional Regulation No. 6 In 2011 On Licensing Certain. Implementation of the regulation was made in an effort to realize the program of improvement of Deli Serdang regency as the area rapidly developing, which brings together new concepts and old, although until recently, the lack of spatial concepts clearly and unequivocally that resulted in Deli Serdang district has experienced flooding problems and system traffic congestion is getting worse, due to the arrangement of the building has not kept pace with the spatial allocation. Constraints faced in the implementation of the provision of building permit is the low level of public knowledge of the importance and benefits have IMB.

The purpose of this study was to determine program effectiveness empower street children and street children empowerment program that has been done in the House of Music on Foundations of Urban Social Working Group (KKSP). The study population was the whole street children in the House of Music - KKSP who move the red light intersection Simpang Pos totaling 193 street children. Samples were taken 10% of the number of street children that 20 street children. The method used is descriptive qualitative. Instrument filtering the data used were interviews and observation and tabulation of the data contained in a single tabulation. From this research, the writer can say that the empowerment of street children has been done in the House of Music - KKSP have some kind of empowerment programs such as the field of non-formal education, the arts of music and sports. Program services in the field of non-formal education and the art of music in its implementation has been effective because it has been the achievement of each of these programs. While services in the field of exercise undertaken by the manager of street children is still not effective. Limitations fasilisas and supplies to make street children prefer to practice the skills of music rather than sports.

This study aims to determine the factors that cause actions Delinquency child, family influences the child's misbehavior, and the community's role in tackling the problem of delinquency in the village of Lau Cih district of Medan Tuntungan. This study uses qualitative descriptive by the number of all children aged population is aged 13 -17 years totaling 65 people. Then the sample in this study is taken whole from the total population that is numbered 65 people or also called total sample. In the process of collecting data the author uses observation, questionnaires, and interviews. To analyze the data that have been collected in this research is to use a frequency table with a percentage formula. From the results of research in the field after the data are collected, processed and analyzed, then produce research findings that background action delinquency is due to lack of attention and supervision from parents where parents who are too busy with work so that children no longer receive the attention and affection of family. Aside from the family environment, community environment is also one of the factors that affect the child. Where the child's living environment is not a good environment for your children, so that children are affected and take action delinquency without warning and awareness of the local community.

Issues raised in this study were: (1) Performance village officials in governance at the village Pantai Labu Pekan Subdistrict Pantai Labu, (2) Obstacles and barriers village official duties in improving governance in the Village Pantai Labu Pekan Subdistrict Pantai Labu, (3 ) The efforts barriers village official duties in improving governance in the village of Pantai Labu Sub Distrik Pantai Labu District of Deli Serdang. This study uses a qualitative description of data analysis methods that take the study site on Coast Village Office District of Coast Pantai Labu Pekan. Source of data in this study is the head of the village and local villagers. Data were collected by interviews and documentation. The results of this study indicate that the performance of the Village Administrative District of Coast Pantai Labu Pekan Sub-Distrik Pantai Labu in terms of the governance process that emphasizes teamwork, discipline, creativity and responsibility have not been able to provide maximum services that fit the needs of the community.

In the wake of this study by the Government Regulation No. 109 of 2012 on the inclusion of images and text health warnings / pictorial health warnings on cigarette packs. The norm of this aims to reduce the negative health effects, protect productive age population and increasing public awareness of the dangers of smoking. Against the background of the norm of the government, the study was intended to determine the perception of active smokers the pictorial health warning labels on packs of cigarettes there. In this study, the method used is descriptive method with qualitative data. Data collected through library research informant interviews, and documentation. The results showed that smokers know their pictorial health warning labels on packs of cigarettes and smokers can understand the meaning of their label. Knowledge smokers against pictorial health warning label does not make the smokers to quit smoking, they continue to smoke because of their experience does not suffer due to take up smoking, and the effects felt far different from what was stated on the packaging that has been made. Thus we can say the perception of smokers tend to deny the existence of the warning label.

This study aims to determine how perceptions of the constituents of the legislators in improving public welfare Samosir regency. This research uses descriptive method with the number of population is the whole electorate Samosir who participated in the general elections in April 2009 with a total of 100,000 people. The sample in this study were drawn at random, namely three districts, each district of the village taken 2, drawn 2 of every village and every hamlet Hamlet taken 5 KK. As a sample of 71 households drawn randomly from the District Pangururan, Onanrunggu, Sianjur at first. Data collection techniques in this study is the form of observations, questionnaires and interviews. Data analysis technique used is a simple statistical formula frequency table. The results showed that the respondents to the opinion of members of parliament has not been instrumental in carrying out their duties properly as a member of parliament in improving the welfare of people in Samosir, Samosir district chief along with legislators at the meeting Naidoo establish regulations peripurna Samosir Regency. Samosir District Assembly Members always carry out surveillance on the course of regulation, decree and budget.Â

This research aims to the shape of economic activities done around the community in Kuala Langsa Ports. This research was conducted in the village of Kuala Langsa by taking a sample of 30% of the total population (159 families) are directly related to the economic activity of the port of Kuala Langsa. Data collection techniques used is indirect communication, in the form of questionnaires and documentation. Furthermore, the data obtained in the qualitative descriptive analysis. The results showed that (1) There are five (5) Economic Activity form communities do in Port of Kuala Langsa namely Fishermen, port workers 14 23.73%, 8.47% Employees harbor, 16.95% and 8.47 Trader % nautical travel services provider, 76.27% of them claimed to have a sideline to boost economic activity pendapaatan. Then 18.64% of the people have an average income per month exceeds UMP Nanggroe Aceh Darussalam, while 81.36% is below the UMP Aceh or are classified as poor. (2) Of the five forms of economic activity that is done, when seen an increase in the average income before and after switching livelihood, there are 3 groups of economic activity that have increased the average income of the port employees, vendors and service providers of marine tourism and two groups of activity other economic decline average income.

This study aims to identify factors that lead to divorce in the Village of Hope Tanah Pinem Dairi. The study population was Muslim communities have been divorced and remarried totaling 120 households. These samples included 30 heads of families who are Muslims and have been divorced and remarried to the sample in this study were randomly (random sampling). The results showed that the factors that lead to divorce in the household in the village of Hope Tanah Pinem Dairi, among others, namely: fakor young age, economic factors, factors not yet have offspring and factors husband often be harsh to be the cause of divorce in the Village of Hope. Happens result of Divorce in the Village of Hope Tanah Pinem Dairi is the loss of filial affection and Loosening of family relationship between the wife and husband

This study aims to determine how the Chinese Peoples Political Participation and the constraints faced by the Chinese community in Binjai city elections in 2010 in Kampung Tanjung District of Binjai City. The methodology used in this research is descriptive qualitative method is a way or method of describing the state of research in the field or object. Total population in this study were all heads of families Kampung Tanjung Binjai City District of the ethnic Chinese as many as 326 households. The sampling technique is by means of random sampling of 10% of the population. Then the sample in this study is 10% of the 326 households 32 households of ethnic Chinese are drawn randomly. Data collection techniques used were observation, questionnaires, and interviews. The data obtained in the study were analyzed using descriptive analysis method, then analyzed using frequency tables. Based on the analysis of observation, questionnaires and interviews were then held a discussion on the research results obtained the conclusion that the Chinese community in Kampung Tanjung District of Binjai City has participated in the elections of Binjai in 2010. Thus it is clear these results support the hypothesis, which also means that the hypothesis acceptable.

This study aims to find out about the village government performance, especially in terms of cooperation, discipline, creativity, responsibility as well as identify obstacles and barriers to the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang. Issues to be raised in this study are: (1) the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang, (2) Barriers, constraints and performance tasks Village Government, (3) prevention efforts and performance bottleneck tasks Village Government Central City Subdistrict Bandar Khalifah Bedagai Serdang. This study uses a qualitative description as a method of data analysis that takes research location in Airport Village Head Office Central District of Bandar Khalifah Bedagai Serdang. Source of data in this study is the Village Head and local villagers. Data were collected by interviews and documentation. These results indicate that the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang in terms of the gobernance process that emphasizes teamwork, discipline, creativity and responbilities have not been able provide maximum services that fit the needs of the community.
