This research is to discuss (1) how the existence (presence) of Section Peace and Order in supporting local government programs in District Lubukpakam Deli Serdang, (2) What efforts are made Sexy Peace and Order in carrying out their duties and functions, (3) the obstacles and constraints encountered any Section of Peace and Order as well as the ways to overcome them. The method used is a qualitative description as a method of data analysis which took place at the Head Office study Lubukpakam Peace and Order Section. Sources of data in this study is the Peace and Order Section Head Lubukpakam. Data were collected by interviews and documentation by using the steps of editing, classification and presentation of data. The results of this study showed that the duties and functions of Peace and Order Section plays an important role in helping the main tasks of Head and Regional Head (Bupati) in establishing and running a local government program in the field of peace and public order in the district level. One way is to conduct a routine patrol of morning, afternoon, into the evening alternately. Efforts were made and the obstacles encountered and how to overcome divided into several areas: the institutional field, the field of networking, counseling field, field operations, field of action, and ends with anticipation field routine.Â

This study aims to determine the development of the Government apparatus in performing the tasks in the general section secretariat office of Regent. This study took place in Deli Serdang. Deli Serdang regency is as one of the autonomous regions in Indonesia that are in the administrative area of North Sumatra Province. Empowerment is implementable personnel resources have been carried Division General Secretariat of the Office of the Regent of Deli Serdang through education and training, enforcement of labor discipline, career development and awards. This type of research is descriptive qualitative research. Implementation of the training is kept up preceded by a training needs analysis so that the employees do not vain but right on target.

Status is a state or position (person, entity, etc.) to do with the public sekitar. UU 12 2006 that legislation governing citizenship of the Republic of Indonesia. Citizens are people as part of a population that is becoming an element of the state. Citizenship is a membership that shows the relationship between the citizen or bond with other residents. This research aims to determine the citizenship status of ethnic Chinese after the Law No. 12 of 2006 on Citizenship of the Republic of Indonesia and the implementation of Law No. 12 of 2006 on ethnic Chinese. The method used in this research is descriptive quantitative research methods were implemented in the district of Medan Sunggal Medan. Data collection tool used in this study was the observation and dissemination angket. Jumlah population in this study were 285 households and the determined sample is 20% of the total population that is 57 families. After conducting research and data processing can be concluded after the birth or the Law No. 12 of 2006 on Citizenship of the Republic of Indonesia ethnic Chinese community in the Village VII Environmental Lalang Sunggal district of Medan Medan city have Indonesian citizenship status.

The study aims to help us understand and analyze women's efforts in the policy-making process to increase their political participation in the constitutional and electoral processes. We can also see the extent to which the values rooted in the patriarchal culture in a society and what can be done and reduce them. Affirmative action is carried out in India by applying the system of reservation seats for women in the Indian Parliament. This is done in India is proven to increase the number of women in the Indian Parliament. By the way there are quotas for women as a strategy for accessing the political arena has growing support among MPs. In this study, Indonesia could get a reservation seats of learning about the system is done. To increase the representation in the "area" is very difficult to be touched by a quota system which is run now, it can be done with reservation seats quota to ensure women's representation in parliament.

Nowadays, Indonesia is facing the multidimensional crisis in economy, politic, security, culture, religion, living space, and the other field. The experts say that all of those crisis that we face in Indonesia is rooted from nation morality and ethic crisis. Eventually, the morality problems are not only heard and theorized, but more than that, the morality problems are the problems that need to be thought together and how to solve them. Since the variety of tribes, religion, and territory in Indonesia, it needs some variety of ways to solve the morality problems deal with each community. The writer tries to see how to solve the general morality problems, and hopefully can be a useful orientation to all of us.Â

Participation is one of the fundamental aspects in the course of the Democratic administration. In this study, the Women's Political Participation in the Prosperous Justice Party (PKS) is quite high. It can be seen from their involvement in the management of the party. But the discussion of women's issues in politics and always have ups and downs of a women's political participation in the City field. From the results of this research note that women's political involvement or participation in the MCC is quite high. It is caused by several factors, including the most dominant cultural factors, and factors are less known women from the MCC. To keep pace with the need to understand the role and the authority held and used for the progress of women. The problems described in this study is the low level of political participation of women in Medan City Council 2009-2014 period, as pemeenuhan quota of 30% women candidates who have not really seriously implemented by parties that exist in Indonesia.

This study aims to look at the role of public administration office part Regent of Deli Serdang in improving services to the public. Quality of service can also be viewed on the quality of services delivered. Quality of service is best called excellent service that is the best form of service exceed, surpass, surpass the services provided by the other party or of the service time ago. Office administration common parts is one of the spearheads of Deli Serdang regency government dealing directly with the public must be implemented efficiently and effective. Along with the rapid development and increasingly complex needs of people deli serdang resulted in increasingly critical public with the services provided by the government serdang deli that had not been optimal and have a number of effective and efficient. So most people expect government employees serdang deli Deli Serdang regency administration particularly common parts can provide the best service. The method used manifold qualitative descriptive approach through data collection methods that are based on a literature review and in-depth interviews. The results of this study found the presence of the weaknesses in local government personnel in achieving maximum performance.

This study aims to determine the participation of rural communities in improving good governance, and the relationship village participation in promoting Good Governance. This research was conducted in the village of Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. Methods now used is quantitative analysis. The data collection tools used were observation, distributing questionnaires (questionnaire) and interview. The total population of 720 families, while the respondents to have taken 10% of the total population of the 72 households. The sampling technique used is that of the sample random sample randomly from different populations livelihoods as farmers, Self, and Civil Servants (PNS). Data analysis techniques used in this research is the analysis of the percentage and then the data is processed by using the correlation coefficient with the product moment formula. From the test results obtained by the hypothesis, that there is a positive relationship between community participation to improve Good Govenance at the village level Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. This is evidenced by the t is equal to 9.966. Values t is greater than t table that is equal to 9.966> 1.966 (with interpolation) at significance level of 5% on the degree of freedom (df) = n-2 (72-2) = 70 then Ho is rejected and Ha accepted.

This study aims to determine the performance camat in the governance and education, which refers to PP RI No.19 / 2008. Researchers used descriptive method implemented in the District Percut Sei Tuan. The sample was the whole population is with 37 employees and only have a single variable: the implementation of PP RI No.19 / 2008 as a reference to the performance of district head in the governance and education in the District Percut Sei Tuan, Deli Serdang regency. Data collection techniques by observation through the observation either directly or indirectly to the subject under study. In this study the authors conducted interviews with respondents who considered berkopetensi in this study. The results showed that the performance camat in the governance and education, which refers to PP RI No.19 / 2008 can be categorized as good, such as the active role undertaken whenever a meeting / conference with employees and citizens. Often talked about the problem of improving the quality of work and education, an invitation to attend the big day, receiving the proposal / opinion of the district head in the field of government development issues of education, accepted the proposal of the villagers regarding the development of education, and play an active role in. arrangements regarding the education in collaboration with third parties.

This paper reveals public perception of the efforts of village heads as one of the executing element Medan city administration in implementing Law No. 32 Year 2004 on Regional Government. Head of the village is already a way to implement Law Number 32 Year 2004 on Regional Government, this can be seen from the opinion of the people who have felt their development progress and success of the existing development, one example that people can feel the direct construction of facilities and road infrastructure has been improved, as well as some development flood management and handling of environmental cleanliness. Socialization conducted by the Head of the village in order to accelerate the construction of villages that have been run in accordance with what is expected by the public. Broad authority granted to the region with the issuance of Law No. 32 of 2004 on village heads are expected to reduce the gap and be able to improve the general well-being both at central and regional levels. Therefore, the regional autonomy of state power closer to the people will provide ample opportunity for the public to play an active role in regional development.
