This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads. The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

This paper aims to find out how to apply rewards and punishments in improving employee performance in the Development Administration of West Aceh Regional Secretariat. The problem is focused on the provision of Rewards and Punishments, which have not gone well. To approach this problem, I used the theoretical references from Nnaji-Ihedinmah and Egbunik. The data were collected through a descriptive approach using interview, observation and documentation techniques and analyzed qualitatively. The results of this study are that the application of rewards in the Development Administration section has not been carried out properly. The provision of rewards was not given since there was no budget for giving rewards to employees. The employees only got performance benefits and allowances from existing programs. Rewards in the form of appreciation, neither financial nor non-financial awards were ever given to employees. Thus it can conclude that the employees want the application of these rewards to improve employee performance to be more motivated in doing work. The application of punishment, both in the development administration and during the morning meeting, has been carried out but has not gone well, there were still many employees who do not comply with the regulations that have been made, so it is necessary to carry out a more in-depth evaluation and improve the implementation of the rules more effectively and efficiently.

In the regional development planning process, there are frequently deviations in people's aspirations. Musrenbang is a community forum for channeling aspirations in development planning. The launch of the e-musrembang application is expected to accommodate all community aspirations, allowing regional development to be more focused on the community's actual needs. This research aims to determine the efficacy of e-musrembang in development planning in Medan City and the problems or obstacles encountered when using the application. Using qualitative research methods, this study focuses on the Medan Denai District. Interviews, observation, and documentation were used as data collection techniques. Miles, Huberman, and Saldana's interactive analyses were used to analyze the data. The study's findings concluded that had not been effectively implemented the e-Musrenbang system. There is no significant difference between the achievement of the e-Musrenbang system's objectives and the implementation b From the achievement of the purposes of the e-Musrenbang system, and there is no significant difference from the implementation before after the e-Musrenbang. Citizens' misunderstanding in the e-Musrenbang system is judged due to the lack of good communication between the government and its citizens. In the adaptation stage, the Kelurahan and Medan Denai Subdistrict Governments, as implementers in the use of the system, are still rigid and do not understand well the use of the e-Musrenbang system.

This study aims to analyze and determine the level of effectiveness of regional revenue. The study was conducted in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency. This study used secondary data, which were analyzed by quantitative descriptive method. Secondary data were obtained from the regional budget reports for Bandar Lampung City, Pringsewu Regency, and Mesuji Regency, which had been processed and analyzed. To solve this problem, use the effectiveness ratio formula in analyzing the effectiveness of regional revenue receipts. The results in this study indicate that the level of effectiveness of regional original revenue (PAD) in Bandar Lampung City, Pringsewu Regency and Mesuji Regency in 2016-2019 was fluctuating. Pringsewu Regency and Mesuji Regency had an average regional original revenue effectiveness ratio in the last four years, including the effective category, while Bandar Lampung City in the last four years was in the less effective category. This study concludes that the effectiveness of regional revenue in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency has an unstable regional original revenue since it has increased and decreased. The effectiveness level does not affect the contribution given to regional revenue.

The purpose of this study is to measure the quality of service of Mobil Unit Penerangan in the Dinas Pengendalian Penduduk dan Keluarga Berencana of Sumedang Regency. This study uses a type of qualitative research with two sources of data used, namely primary data and secondary data. The informants in this study were four people who were Advocacy and KIE field employees. Data was obtained through literature studies and field studies. Data processing is carried out through a process of data reduction, data presentation, and examination of conclusions or verification. The results of the study show that the service quality of Mobil Unit Penerangan is quite good. This can be seen from the quality of operational vehicles and inadequate service equipment, providing services that are not timely, and not meeting the needs of the community well for information on Keluarga Berencana programs. The suggestions for research are the need for the addition of infrastructure and operators for Mobil Unit Penerangan, and the regular training in information technology provided to service personnel so that services can be completed quickly and accurately.

Penelitian ini bertujuan untuk mengetahui Seberapa besar pengaruh Kepemimpinan dan Kualitas Sumberdaya Manusia Aparatur terhadap Efektivitas Penyelenggaraan Pemerintahan pemerintahan bidang keagamaan di Sumatera Utara. Metode yang digunakan merupakan penelitian survey dengan pendekatan kuantatif dimana data diperoleh dari kuesioner dari sampel penelitian yang berjumlah 130 orang. Untuk mengetahui adanya hubungan antara dua variabel atau lebih maka digunakan analisis korelasi Product Moment (Perason), dan Korelasi Ganda. Hasil penelitian ini menunjukkan bahwa kepemimpinan mempunyai pengaruh yang signifikan terhadap Efektivitas Penyelenggaraan Pemerintahan pemerintahan bidang keagamaan di Sumatera Utara . Hal ini dibuktikan dengan hasil uji signifkansi korelasi product moment diketahui bahwa ternyata r test > r tabel atau 0,681 > 0,176. Secara statistik mempunyai hubungan yang signifikan dan hipotesis kerja dapat diterima. Kualitas Sumberdaya Manusia mempunyai pengaruh yang signifikan terhadap Efektivitas Penyelenggaraan Pemerintahan . Hal ini dibuktikan dengan hasil uji signifkansi korelasi product moment diketahui bahwa ternyata r test > r tabel atau 0,725 > 0,176. Secara statistik mempunyai hubungan yang signifikan dan hipotesis kerja dapat diterima. Kepemimpinan dan Kualitas Sumberdaya Manusia Aparatur secara bersama-sama mempunyai pengaruh yang signifikan terhadap Efektivitas Penyelenggaraan Pemerintahan . Hal ini dibuktikan dengan hasil uji signifkansi korelasi majemuk diketahui bahwa ternyata F test > F tabel atau 76,348 > 3,30. Secara statistik mempunyai hubungan yang signifikan dan hipotesis kerja dapat diterima. Pengaruh Efektivitas Penyelenggaraan Pemerintahan yang disebabkan oleh variabel Kepemimpinan dan Kualitas Sumberdaya Manusia Aparatur dapat diketahui melalui koefisien determinasi, dimana hasil penelitian diperoleh sebesar 54,6%, Sehingga dapat dikatakan bahwa pengaruh Efektivitas Penyelenggaraan Pemerintahan pemerintahan bidang keagamaan di Sumatera Utara yang disebabkan oleh Kepemimpinan dan Kualitas Sumberdaya Manusia Aparatur sangat tinggi, sedangkan 45,4% dipengaruhi oleh faktor/variabel lainnya.

Tujuan penelitian ini adalah melihat Pengaruh Iklim Organisasi Terhadap Kinerja Pegawai Pada Biro Rektor Universitas Muhammadiyah Tapanuli Selatan. Kajian dilakukan pada Biro Rektor dikarenakan Biro Rektor ini bisa dikatakan sebagai urat nadi dalam sebuah lembaga sehingga dituntut berfikir global, serta mempunyai visi dan misi yang jauh berwawasan ke depan. Dengan kata lain Jenis penelitian yang digunakan dalam penelitian ini adalah metode kuantitatif berupa statistik deskriptif berupa persentase rata-rata jawaban responden yang menjelaskan tentang pengaruh iklim organisasi terhadap kinerja pegawai pada Biro Rektor Universitas Muhammadiyah Tapanuli Selatan. Dimana Populasi dalam penelitian ini adalah pegawai yang tercatat di Biro Rektor Universitas Muhammadiyah Tapanuli Selatan dengan jumlah sampel penelitian sebanyak 40 responden. Data yang diperoleh dari lapangan, baik data sekunder maupun primer disusun dan disajikan dan dianalisis dengan menggunakan analisis regresi linier sederhana. Hasil penelitian memperlihatkan bahwa iklim organisasi sangat mempengaruhi kinerja pegawai Biro Rektor Universitas Muhammadiyah Tapanuli Selatan. Hal ini dapat dilihat dari data dimana 35,6% dan sisanya sebesar 64,4% dipengaruhi oleh faktor lain seperti tingkat upah, pelatihan, gaya kepemimpinan, jaminan sosial, jaminan kelangsungan kerja, menciptakan sistem kerja yang optimal, dan lain sebagainya. Iklim organisasi yang baik telah terbangun di Biro Rektor Universitas Muhammadiyah Tapanuli Selatan dimana rata-rata responden penelitian memberikan jawaban yang positif dan secara tidak langsung dengan adanya kondisi iklim organisasi yang baik akhirnya membuat kinerja pegawai meningkat.

Suatu organisasi akan dapat menjalankan tugas dan fungsinya dengan efektif dan efisien apabila didukung oleh aparatur yang memiliki kompetensi sesuai dengan bidang tugasnya dan bersikap professional. Oleh sebab itu menjadi tantangan setiap organisasi Pemerintah,termasuk Badan Penanggulangan Bencana Daerah (BPBD) Kota Medan yang tugas utamanya adalah membantu Pemerintah Daerah dalam upaya penanggulangan bencana di Kota Medan serta pengurangan resiko bencana secara komprehensif dan sistematis dengan di dukung oleh suatu komitmen yang kuat dari semua pihak (Stakeholder) sehingga harus dapat mengelola pegawainya dengan sebaik-baiknya. Kedepannya BPBD Kota Medan akan membenahi kualitas SDM yang dimiliki. Peningkatan kemampuan SDM BPBD Kota Medan untuk menjadi tenaga yang handal dan professional perlu diwujudkan dengan cara mengikutsertakan pegawai dan honorer pada setiap kegiatan pelatihan-pelatihan, simulasi, dan sosialisasi, baik yang diadakan oleh BNPB maupun BPBD Provinsi dan diikuti oleh peralatan yang canggih. Karena SDM yang handal dan professional sebagai penunjang keberhasilan program penanganan bencana. Perumusan masalah penelitian ini adalah bagaimana pemberdayaan pegawai pada Badan Penanggulangan Bencana (BPBD) Kota Medan Tujuan yang ingin dicapai dalam penelitian ini untuk mengetahui pemberdayaan pegawai pada Badan Penanggulangan Bencana Daerah (BPBD) Kota Medan. Pemberdayaan pegawai pada BPBD Kota Medan sudah baik namun dari fakta emprik masih ditemukan oknum pegawai yang kurang disiplin, baik masalah waktu kerja dan dalam pelaksanaan pekerjaan sehari-hari, oleh karena itu dari pembahasan dan kesimpulan penelitian diharapkan kepada BPBD untuk lebih maksimal memberdayakan pegawainya.

Kualitas Sumber Daya Manusia (SDM) merupakan salah satu faktor yang untuk meningkatkan prestasi kinerja suatu organisasi atau instansi. Oleh karena itu, diperlukan Sumber Daya Manusia yang mempunyai kompetensi tinggi karena keahlian atau kompetensi akan dapat mendukung peningkatan prestasi kinerja pegawai. Selama ini pada umumnya di instansi pemerintahan belum mempunyai pegawai dengan kompetensi yang memadai, ini dibuktikan dengan masih rendahnya prestasi pegawai dan sulitnya mengukur kinerja pegawai di lingkup instansi pemerintahan. Penelitian ini bertujuan menganalisis tingkat motivasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara, mengetahui pencapaian prestasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara dan mengetahui pengaruh motivasi kerja terhadap prestasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara. Sampel diambil sebanyak 56 orang pegawai pada Biro Perekonomian. Analisis data dilakukan secara deskriftif dengan tabel tunggal dan korelasi rank spearman. Hasil penelitian menunjukkan bahwa tingkat motivasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara secara umum sudah baik demikian juga dengan pencapaian prestasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara. Pengaruh motivasi kerja terhadap prestasi kerja pegawai pada Biro Perekonomian Sekretariat Daerah Provinsi Sumatera Utara adalah sebesar 77,7 persen, sedang 32,3 persen dipengaruhi oleh faktor lain seperli kemampuan pegawai, lingkungan kerja dan lainnya.
