Abstract

This study aims to describe civil society participation in efforts to prevent the spread of COVID-19 in Sidoklumpuk Village, Sidoarjo Sub-District, Sidoarjo Regency and the obstacles faced. The method used was descriptive qualitative with data collection techniques through interviews, observation, documentation, and literature review. The results of this study indicate that civil society participation was carried out in mutual cooperation which was divided into four task forces including the Wani Ngandani Task Force which tried to educate residents to implement health protocols, while the Wani Jogo Task Force was tasked with limiting the mobility of residents with a one gate system. There was also the Wani Sehat Task Force which functions to ensure the availability of a place to wash hands in front of the house and a Wani Sejahtera Task Force which identified the food needs of Probable (ODP), Confirmation (PDP), Suspect (OTG) patients, and confirms outpatient care with predetermined criteria. Several obstacles were encountered such as lack of funds and low public awareness. The formation of Kampung Tangguh Semeru through the COVID-19 Prevention Task Force in Sidoklumpuk Village was a concrete form of civil society participation at the grassroots level with a partnership model.

Abstract

The objective of this study is to analyze the alternative progressive tax rates on idle land in DKI Jakarta. Researchers used qualitative method. Based on the results of the analysis through data collection carried out using literature studies and in-depth interviews with informants, it can be concluded that with this progressive tax rate policy alternative it is believed that it can suppress effectively and precisely the concentration pattern of land ownership and control as well as speculative behavior towards land and legal entities that hoard the land. These laws and government regulations were inadequate to be applicable to non-agricultural lands or lands with ownership, or use rights. It is due to  both of them have not regulated the extent of non-agricultural land, as well as the area of land ownership rights, building use rights, and use rights either for individual or legal entities. The imposition of a progressive tax rate by looking at the length of ownership adopted by South Korean country was also considered capable of being a pretty good way dealing with this idle land problem. The results of study related to the imposition of a progressive tax rate on idle land using the excess scheme or additional collection on the building land tax has been previously imposed.

Abstract

The tax sector supports a stable process of economic growth and the tax ratio is considered an indicator that can be used to assess the performance of the taxation sector. This study examines the impact of macroeconomic and tax rates on the magnitude of the tax ratio in the case of six ASEAN member countries during the period 1998 to 2018. Data processing was performed using panel data regression using the Generalized Least Square (GLS) method with the STATA program. This study has very interesting results because inflation has a significant influence on the level of a country's tax ratio. The relationship between inflation and taxes is said to be positive, so any increase or decrease in inflation will also cause an increase or decrease also in the taxation sector. In other words, inflation and taxes move in the same direction but with different magnitudes. Countries with a stable macroeconomic situation will create greater opportunities for investment and more jobs are created. This will further increase the purchasing power of consumers and assume the tax burden will be easy for the public

Abstract

This study aimed at analyzing the effect of system quality, information quality, and service quality to the implementation of e-Filing tax system on net benefits with user satisfaction as an intervening variable at the Pratama Palembang Ilir Barat Tax Service Office (TSO). This research was a quantitative study with survey approach through distributing questionnaires to 350 respondents as samples. To analyze the data, Covariance Base Structure Equation Modeling (CB-SEM) was used. The results indicated that the quality of systems, information and service positively and significantly affected the user satisfaction with the percentage of 16%, 20%, and 26%, respectively. Likewise, the e-Filing user satisfaction had a positive and significant effect on the net benefits with the percentage of 64%. The results of this study recommend that, despite its being mandatory, the implementation of e-Filing system could provide satisfaction to the users. This indicated that the system is currently as expected; not only due to its being mandatory, but the users satisfaction also contributed to the system’s sustainability. The output of the services provided in the form of taxpayer compliance, however, has not shown optimal results. Thus, a continuous reformation of the system, information, and service quality is hoped to be conducted.

Abstract

This study is entitled Policy Network in the Implementation of ‘Cities Without Slums’ Program (KOTAKU) in Baleendah District, Bandung Regency. This study is motivated by the author's interest in the implementation of the KOTAKU program, which is a collaborative platform program but in its implementation there are still problems related to coordination and participation in achieving the goals of ‘cities without slums’ program. This study used descriptive research method with a qualitative approach, and the results of studywere obtained from library research and field studies, namely observation, documentation, and interviews. This study used the Deleon and Varda policy network theory which consists of several characteristics: representation, reciprocity, horizontal power structure, embeddedness, trust and formality, participatory decision making, and collaborative leadership. Based on the results of this study, it can be concluded that the Policy Network in the Implementation of the KOTAKU Program in Baleendah District, Bandung Regency is not optimal because some of the characteristics that exist in the policy network are representation, horizontal power structure and collaborative leadership.

Abstract

The implementation of the Vice President's broad and dynamic duties must of course be supported by good performance tools. As the Vice President's first support system, the position of the Vice President's Secretariat (Setwapres) was very strategic to improve organizational performance. The purpose of the study was to analyze the performance factors of the Vice President Secretariat in providing support to the Vice President from the perspective of the McKinsey 7S Framework. This research was a descriptive research with a qualitative approach. The study used primary data and secondary data. Primary data sources using the interview method. Secondary data sources using relevant document data search. All data were presented descriptively and analyzed through data reduction, data presentation, and verification. The results of the study indicated that the supporting factors were (1) a structure where there was a clear division of tasks and functions as well as good coordination; (2) a style in which democratic leadership made communication work well with direct involvement of the leadership in carrying out tasks; (3) the existence of shared values accompanied by internalization and strengthening activities. The inhibiting factors were: (1) a strategy in which several activity programs were not in accordance with the Vice President's priority program; (2) a system where the implementation of SOPs was not entirely appropriate; (3) staff where the placement was not in accordance with the educational background; (4) skills that had not been supported by appropriate training.

Abstract

The research entitled "Analysis of the Implementation of Smart Governance through Twitter in Local Governments in Indonesia" is a study that focuses on the analysis of branding, criticality, participation, and transparency. This study aims to find out about the use of Twitter in Government. This research is qualitative research using artificial-intelligent software NVivo 12 Plus. The results showed that the function of branding in the health sector in Central Java dominated, followed by DKI Jakarta, Bandung City, and Surabaya City. The superior crisis function is the health crisis with the highest position, namely Central Java, Bandung City, DKI Jakarta, and Surabaya City. The participation function superior in terms of public engagement is DKI Jakarta; the participation function in the superior collaboration field is the City of Surabaya, Bandung City, and Central Java. The function of transparency in terms of superior service is DKI Jakarta, Surabaya City, Central Java, and Bandung City.

Abstract

This study aims at investigateingthe strategy taken by the Department of Manpower and Industry of the city of Tarakan in overcoming the job seeker card service (AK-1). The problem was focused on collaboration between structural officials, staff, and non civil servant. To solve this problem, the theoretical references of Chris Ansell and Alisson Gash were used. The data were collected through interviews, observation and documentation and analyzed qualitatively. This study concludes that the collaboration process between structural officials, staff and non civil servant at the Department of Manpower and Industry of the city of Tarakan was going well, the strategy for making job seeker cards were able be applied. The service supporting factor was the existence of Information Technology (IT)-based applications, an inhibiting factor from services due to the Covid-19 pandemic. Services are still carried out based on health procedures set by the government.

Abstract

This research aimed to examine how local wisdom's value was applied to government reform at the State Administration Institute (LAN) in Jatinangor, West Java. This study focuses on restructuring the government apparatus so that it can apply national ideals derived from the community in which it lives. This study uses a qualitative approach with a descriptive type of research. The data was obtained using the purposive sampling technique. This research shows that the State Administration Institution as an institution requires the right values. Must adopt these values to the area's cultural values and character, where the Jatinangor State Administration Institute (Puslatbang PKASN) has the value of local wisdom called SAHATE. The application of SAHATE as the value of local wisdom positively impacts the organizational climate of LAN Jatinangor. The application of these local values has a positive influence on the work environment. Namely, each employee is very concerned about the relationship between individuals. It can suppress individual and sectoral egos so that all employees can focus on organizational goals and not focus on individual or group interests.

Abstract

Implementation of the functions of The Village Government (BPD) had a major role in achieving the performance of governance in the village. The effectiveness in carrying out the functions was determined by the synchronization related to the factors such as supervision, policy-making, and delivery of the aspirations of the people. To answer this, the study was intended to analyze the implementation of the function of BPD in Donowarih Village by using qualitative approach-based software with tools of the analysis Nvivo. Data coleection was obtained through observation, interviews with relevant stakeholders, and the study of literature. The stages of analysis was conducted by using Nvivo begins with an assessment of the three functions of BPD as embodied in Article 55 of Law No. 6 of 2014 about the Village. The results of this research showed that implementation of the functions of BPD in Donowarih Village was less effective caused by several factors, among others: the composition of human resources, facilities support activities of BPD, the differentiation of the major work of each member of the BPD, and the lack of benefits received by BPD members. Therefore, implementation of the function of BPD in Donowarih Village was less than the maximum due to such factors greatly affecting the performance of the glittering efforts of governance in the Donowarih Village.
