Abstract

This study aims to describe the leadership of the village head in increasing the work motivation of village officials. This research was inspired by the improvement of the performance of village officials in Pergam Village, Rupat District, Bengkalis Regency. The research method used was descriptive qualitative approach. Data collection techniques with observation and documentation interviews. The problems that affect namely; A leader has a great influence in increasing employee motivation through his leadership, work motivation has a significant effect on employee performance. After reviewing the researchers found that the leadership of the village chief plays a role in increasing the work motivation of village officials. The efforts made by the Headman in increasing the apparatus' work motivation by doing; Headman's leadership in improving welfare, Headman's leadership in creating a harmonious work atmosphere, Headman's leadership in rewarding achievements, Headman's leadership in providing justice, Headman's leadership in respecting and involving the apparatus, Headman's leadership in completing work facilities, Headman's leadership in developing the potential of the apparatus , Village chief in creating strict and fair punishment.

Abstract

This article aims to analyze the response of the people in Tanah Papua regarding Special Autonomy. Special autonomy in Papua both in Papua Province and West Papua Province is part of the realization of the 1945 constitution and Pancasila. Whereas with equitable justice and the level of welfare of the people in Indonesia, it must become a shared responsibility, both from the central government to the regional governments. The problem was focused on the influence of Special Autonomy in the land of Papua which had an impact on conflict and its development towards improving the welfare of the people in Papua through the responses of the people in assessing this special autonomy. In order to approach this problem, the theory of implementation of public policy by Abdul Wahab Solichin was used. The data were collected through a literature method or approach and were analyzed qualitatively. This study concludes that with the response from the people in Tanah Papua, it will make this Special Autonomy better with autocritics from every element of Papuan society with an appropriate implementation pattern so that it has an impact on the level of prosperity and quality of the indigenous Papuan people.

Abstract

The purpose of this study was to analyze the effect of the adaptive ability of customer relation officers in service recovery performance in the One Stop Integrated Services and Investment Office of the Special Capital Region of Jakarta (DKI). The method used in this research is quantitative. Sources of data were taken from informants, namely customer relation officers who were directly involved in the recommendation service for Building Use Rights over Land Management Rights, namely 50 respondents. The data collection technique was carried out by conducting initial interviews and distributing and filling out questionnaires. The results of the study found that culture competence, self management, social capacity, self-efficacy recovery and organizational system recovery, affect service recovery performance while informational fairness has no effect on service recovery performance of customer relation officers.

Abstract

This article aims to find out the implementation of the principles of public service at the Sabak Auh District Office of Siak Regency. Data were collected through observation interviews and documentation and analyzed qualitatively. The result of this study concludes that the implementation of the principles of public service at Sabak Auh Sub-District Office Siak Regency was not yet fully good there were still some weaknesses in supporting the implementation of the principles of public service at Sabak Auh Sub-district Office in Siak Regency. To implement the principles of public service at Sabak Auh Sub-District Office, Siak Regency it was guided by the vision and mission of administrative services so that public satisfaction with public services increases and the image of the Sabak Auh Sub-District Office was recognized by the community.

Abstract

This study aims to analyze the concept of collaboration between districts in fulfilling the national production of Rajangan Madura tobacco national and to know the factors causing the decline in Rajangan Madura tobacco production. The problems are focused on the decline in tobacco production and the area of agricultural land in each district, and the instability of the price of tobacco which causes anxiety for farmers. The production and area of Madura tobacco farming land has decreased since 2013 with the production produced is only 3.5 tons with an area of 8.4 ha. If the accumulated decline in production and the area of tobacco farming land per year has decreased by 15%of the total normal production per year as much as 29 thousand tons from a land area of 32 hectares in each district.To approach this problem, Wright's theoretical reference was used, there were five key elements in the implementation of intergovernmental relations, namely 1) the roles of government, 2) the interactions of public officials, 3) sustainability communication, 4) the roles administrators, and 5) focus attentions on the policy. The data were collected through observation and literature study and analyzed qualitatively and descriptively. This study concluded that collaboration between districts has shown good cooperation by dividing the roles and tasks of each region. The interaction of public officials had shown cooperation in behavior, beliefs, perceptions and preferences. With regard to the communication that was built from the four regions, looking for ways and solutions to increase Madura tobacco production and prevent instability in the price of Madurese tobacco in the harvest season. This collaboration had a target of achieving the fulfillment of Rajangan Madura tobacco production to increase by thirty percent, namely the production of Madura tobacco in each year was targeted at eighty tons. Three factors caused the decline in Rajangan Madura tobacco production, namely, first, the decline in tobacco prices was a major factor for farmers in producing tobacco. Second, climatic factors also influenced the maturation process of tobacco until it wasready for harvest. Third, the reduction of land owned by the government and the community due to the fulfillment of development in the infrastructure sector.

Abstract

Waste management problems are common in big cities in Indonesia, including Jakarta. Various waste problems such as: a significant increase in the volume of waste from year to year, poor waste management, and a low culture of cleanliness in the society still shackles Jakarta nowadays. The policy was initiated in the form of the DKI Jakarta Provincial Regulation No. 3 of 2013 concerning Waste Management to alleviate various solid waste problems, including through the waste bank program and 3R (Reuse, Reduce, Recycle). This study aims at analyzing the implementation of these policies using Edward III theory in Subarsono (2012) which consists of Communication, Resources, Disposition, and Bureaucratic Structure. Qualitative approaches and descriptive methods were used in this research. The results of this study are, the implementation of solid waste management policies in DKI Jakarta Selatan has not been very good. It is due to the socialization of policies and programs carried out by the government only reached the Sub-district level, not yet at the Neighbourhood level; Lack of commitment from the government and the society in supporting the implementation of good waste management. From the bureaucratic structure and authority of the Environmental Agency, it can be stated that it was quite good and met the principles of good governance, less optimal use of  budget, with a very large budget (Rp. 3.7 trillion), the problem of flooding and waste accumulation in the river had not been resolved.

Abstract

The Ministry of Finance released the Synergy Program (Joint Program) in 2017, where one of the subprograms is a Joint Analysis between the Directorate General of Tax and Customs. Joint Analysis is intended to optimize state revenue, tax compliance and can be developed by other subprograms. The implementation of Joint Analysis can encompass non-compliant importers and exporters and close the tax avoidance gap by shifting the location of activities or company domiciles between regions of Indonesia. The purpose of this study is to analyze the enabling factors in implementing a joint analysis policy between the Directorate General of Tax and Customs. This study adopts the positivism paradigm with qualitative methods. Primary data sources were obtained through in-depth interviews with selected informants. The results showed that political support and commitment from the leadership were quite good, but equal treatment at the Regional Office level was still a chore to complete. The legal regulations are complete and clear enough to accommodate the implementation of the program even though the technical operational standards at the Regional Office level are not yet rigid. Resources and governance are quite good although it requires time for the joint team to learn about business processes. Understanding between parties is considered quite good with the growing development of trust and joint commitment to secure state revenue. Communication between joint teams is done practically and flexibly, data exchange can be by email or WhatsApp group. The use of data analytics applications is also quite effective even though it has not yet reached all Regional Offices.

Abstract

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

Abstract

The Semarang Police, as a form of bureaucratic reform in services, uses a Tour Driver's Licenseservice. However, in its implementation, there are still many obstacles, namely inadequate infrastructure for Tour Driver’s License services and lack of human resources. The purpose of this study was to analyze the service quality of a Tour Driver’s License in Semarang Regency and the factors inhibiting and supporting it. This research uses a descriptive qualitative approach. The data analysis technique used is qualitative analysis (data condensation, data presentation and conclusion drawing). Based on the results of data analysis, it can be seen that the service quality of Tour Driver’s Licenses in Semarang Regency is good. Service implementers have the ability and are able to act professionally. It's just that in its implementation it is constrained by a lack of infrastructure, namely there is only one Tour Driver’s License unit, waiting chairs and tents are still not available, and a lack of human resources. There is a need for additional facilities, infrastructure and human resources to support the implementation of Tour Driver’s License services so that they are able to reach all areas in Semarang Regency.

Abstract

This article aims to analyze the implementation of groundwater tax on dewatering in DKI Jakarta Province and the factors causing the collection of groundwater tax on dewatering are not optimal in DKI Jakarta Province. The problem is focused on the ground water tax policy on dewatering in DKI Jakarta Province. To approach this problem, the theory of Merilee Grindle's about policy implementation was used. Data were collected through literature study and field study and analyzed qualitatively. Through this method, data and information obtained from field studies and literature studies were then processed to draw conclusions. This study concludes that there are interests that are affected in the implementation of groundwater tax on dewatering, especially the interests of the Regional Tax and Retribution Agency. It is related to the desired benefits of implementing the policy, namely increasing groundwater tax revenues in DKI Jakarta Province. Some factors caused the implementation of ground water tax on dewatering were not optimal are human resources that are still lacking in terms of quality and quantity, data collection and supervision have not been done well, lack of coordination between related agencies, lack of socialization and unclear implementation regulations
