Abstract

In general, the hospital outpatient registration queues have problems with long and convoluted waiting times. This study aims to see the extent to which the application of the online registration service system at RSUP Dr. Sardjito and the factors that influence the application of the online registration application service system at RSUP Dr. Sardjito. This research method uses descriptive qualitative research. Data collection techniques through interviews, observation, and documentation. The results of this study indicate that the application of the online registration application service system at Dr. Sardjito is quite running optimally. Judging from simple aspect, transparency and fairness are optimum, but the aspect of participation, accountability, and sustainability are not optimum.  The simplicity of the online registration application is easy and fast, so it can reduce queues at manual registration pockets. Transparency in information disclosure has been carried out through social media, websites, applications, and officers. Justice is viewed from the ability of different patients in terms of ability to use applications and financial capabilities. Meanwhile, participation in delivering information on application use directly and information banners is still few and does not contain detailed information. Accountable online registration application shows the performance of officers experiencing obstacles in providing feedback on verification of patient files. Sustainable, related to the queuing system at the polyclinic service, there is no queue number. factors that influence the application of online registration applications, namely the commitment factor RSUP Dr. Sardjito regarding policies, use of applications, and facilities and infrastructure.

Abstract

Most research on talent management concentrates on the theory and practice of talent mapping in the private sector both domestic and foreign. Little research consider talent mapping in the public sector. Thus this research investigates how the implementation of talent mapping in public sector due to the stipulation of civil servant management in the recent years and many institutions have not applied it yet. Talent mapping is a crucial initial stage and determines the success of the human resource development process in talent management. The aim of this research is to know what factors have a significant affect to the successful implementation of the talent mapping in BPKP. This research is a quantitative research by distributing questionnaires to 72 Employees of Human Resource Department of BPKP. The variables are used to analyze the factors that affecting such as standard and objectives, resources, communication and enforcement activities, the characteristics of the implementing agencies, social, economic, and political conditions and the disposition of implementors. The result based on perceptions of implementors using data analysis of Structure Equation Modeling-Partial Least Square (PLS SEM) shows that the successful implementation of talent mapping policy for auditors is affected significantly and positively by communication and enforcement activities, the characteristics of the implementing agencies, and social, economic, and political conditions. So, to achieve the succeeding level in the best result, it can be done by some solution such as maintaining accuracy and consistency of communication and enforcement activities, improving the characteristics of implementing agencies, and maximizing social, economic, and political conditions.

Abstract

The concept of servant leadership has been referred to as a form of leadership approach that is committed to empowering the abilities and needs of employees. Currently, the concept of leadership has attracted the attention of most researchers in terms of the increasing number of moral violations of management and workplace irregularities. This study aims to know how the direct influence of servant leadership and self-efficacy on employee service quality and the effect of servant leadership moderation on two variables, namely self-efficacy of service quality of employees and service quality of employees. The researcher used Structural Equation Modeling (SEM) methodologically with AMOSGrapchics. There were two studies in this research. The data in the first and second studies was obtained from the distribution of online questionnaires to the State Civil Service (SCS) of the Ministry of Marine Affairs and Fisheries (KKP). A total of 222 Civil Servants were available. The study resulted in several tests related to (1) servant leadership has a significant effect on the service quality of Civil Servants employees at KKP, (2) self-efficacy has a significant effect on employee service quality, and (3) servant leadership can significantly moderate between self-efficacy and service quality employees of Civil Servants at the KKP.

Abstract

The government-owned research and development institutions (lembaga litbang) has been established for a long time; units under the ministries, universities, or an independent institution structure called the Non-Ministry Government Institutions in the field of Research and Technology (LPNK Ristek). However, the long course of LPNK Ristek is measured to be not in line with the output of the research and development (R&D) due to its minimal contribution in commercializing the results to its users. This study aims to provide a depth understanding of the form of policy design as the result of low commercialization of R&D results in Indonesia along with existing technology transfer policies. This study also proposes new policy alternatives, namely the Technology Transfer Office (TTO) to improve the existing policy. The approach of this study is qualitative with the desk research method, where the data sources used are obtained through secondary sources from written documents, scientific journals, scientific books, archives, related policies or regulations, and searches from the websites of related institutions. The data sources were published in the period 1996 to 2020. The results of this study found that there were three obstacles to technology transfer in Indonesian R&D institutions, namely the lack of funding, limited quality and quantity of human resources, and a rigid institutional structure that hindered the function of technology transfer. This study also recommends the TTO policy as an alternative technology transfer policy with four main instruments, namely (1) the government activities involved, (2) the structure of the delivery system either directly or indirectly, (3) the degree of centralization, and (4) the degree of automation with funding mechanisms, human resources, and institutions in the form of a Public Service Agency (BLU).

Abstract

Policy concern on medical marijuana utilization as diseases treatment or pain reliever still debated in many countries, also in Indonesia. This study aim to find government’s narrative relate to medical marijuana policy in Indonesia, analyze the resistance of its implementation, and formulate alternative strategies. Narrative Policy Analysis (NPA) applied to analyze the narrative disparity on government’s medical marijuana policies and to specify narrative form, as well as level of analysis, setting, character, plot, and moral of the policy narrative. Data gathered from trusted online documents such as public data, media coverage, or speech transcripts relevant to research issues from January 2019 to December 2020. Study find that 1) Government still forbid medical marijuana use in order to protect people from risk and unexpected problems; 2) Narrative policy develop by the government hampered by different belief system about marijuana and the lack of empirical study about medical marijuana in Indonesia; 3) Some of strategy recommendations to enhance government policy narrative related to medical marijuana were organize an open discussion with the contra community, conduct empirical study with academics to strengthen arguments and policy narrative, and socialize medical marijuana policy to various stakeholders.

Abstract

Foreign direct investment in Indonesia has a very significant impact on the progress of a developing country to improve the welfare of the people. This research focuses on the conditions that occur in foreign direct investment in Indonesia in 2019 with various existing problems. The method used was by reviewing studies advanced in literature. The results show that there needs to be an independent body that controls or supervises the course of foreign direct investment, especially in areas that have the potential to invest, a very strong alternative in this paper needs to involve local governments in special economic zones (KEK) so that foreign direct investment can be felt in the region which has the potential to be empowered both in the use of natural and human resources.
