Abstract

In general, the hospital outpatient registration queues have problems with long and convoluted waiting times. This study aims to see the extent to which the application of the online registration service system at RSUP Dr. Sardjito and the factors that influence the application of the online registration application service system at RSUP Dr. Sardjito. This research method uses descriptive qualitative research. Data collection techniques through interviews, observation, and documentation. The results of this study indicate that the application of the online registration application service system at Dr. Sardjito is quite running optimally. Judging from simple aspect, transparency and fairness are optimum, but the aspect of participation, accountability, and sustainability are not optimum.  The simplicity of the online registration application is easy and fast, so it can reduce queues at manual registration pockets. Transparency in information disclosure has been carried out through social media, websites, applications, and officers. Justice is viewed from the ability of different patients in terms of ability to use applications and financial capabilities. Meanwhile, participation in delivering information on application use directly and information banners is still few and does not contain detailed information. Accountable online registration application shows the performance of officers experiencing obstacles in providing feedback on verification of patient files. Sustainable, related to the queuing system at the polyclinic service, there is no queue number. factors that influence the application of online registration applications, namely the commitment factor RSUP Dr. Sardjito regarding policies, use of applications, and facilities and infrastructure.

Abstract

The existence of the Binangun Jati Unggul Village-Owned Enterprise (VOE) as an effort to improve the community’s economy and become a contributor to Village Original Income. This research aims to see problems in the management of VOE, especially in terms of marketing is still low; the author provides alternative ideas to solving the problem. The involvement of technology can create an online marketing system that is useful for the successful management of VOE. The research method used in this research is descriptive qualitative research. The results of this study are Binangun Jati Unggul VOE has not run optimally.  Binangun Jati Unggul VOE is still facing problems related to the quality of human resources minimal, limited capital, and weak marketing. Development style VOE based on digital marketing as an effort to boost marketing The VOE became wider. The presence of advanced technology is a demand of the times that must be met in carrying out agricultural business activities through collaboration and synergy between agricultural economic institutions in serving the farmer’s needs. The application of digital marketing through the innovative farmer market electronic scheme (e-Pasti) is expected to provide solutions to weak marketing systems. Therefore, all agricultural activities run more effectively and efficiently, and the market share is becoming wider, which has a positive impact on the government, farmers, youth, and local communities.

Abstract

Penelitian ini bertujuan untuk mencari alternatif solusi dalam penyelesaian konflik relokasi PKL Malioboro dengan pemerintah menggunakan transformasi konflik agar terciptanya hubungan baik yang terbangun secara jangka panjang. Metode penelitian menggunakan jenis penelitian deskriptif kualitatif dengan pendekatan studi kasus. Pengumpulan data diperoleh dari literatur yang relevan dengan tema penelitian dilakukan dengan menggunakan teknik content analysis. Langkah-langkah analisis data melalui reduksi data, display data dan penarikan kesimpulan. Hasil Penelitian ini menunjukan bahwa relokasi kebijakan PKL dapat mendatangkan nilai positif bagi keberlanjutan kawasan malioboro sebagai warisan budaya dunia maupun PKL. Namun demikian, penolakan relokasi dilatarbelakangi atas kekhawatiran penurunan penghasilan dimana PKL menjadi salah satu sektor yang paling terdampak akibat pandemi Covid-19. Dalam upaya menyukseskan kebijakan relokasi PKL dapat dilihat dari perspektif transformasi konflik yaitu a) Perubahan personal PKL dalam meningkatan kapasitas diri; b) Perubahan relasional yang konstruktif antara pemerintah dengan PKL; c) Perubahan struktural dalam memfasilitasi peningkatan usaha PKL; dan d) Perubahan kultural dalam membangun sumber daya dan mekanisme relokasi PKL Malioboro. Faktor yang mendukung relokasi PKL Malioboro dapat menerapkan Digital marketing dalam meningkatkan pemasaran PKL. Dengan demikian, penyelesaian konflik dapat menghasilkan hubungan yang win-win solution dapat mencapai perdamaian konflik sehingga mencegah terjadinya kekerasan dalam proses implementasi.

Abstract

This study aims to analyze the level of employee productivity in the Human Resources Section of the Central General Hospital (RSUP) Dr. Sardjito in improving excellent service to the community. The type of research used in this research is descriptive qualitative with a case study approach. Data collection techniques through interviews, observation, and documentation. Data analysis uses the Miles and Huberman model through data reduction, data presentation, and conclusion drawing. The results of this study indicate that the quantity of work shows that the workload that has been assigned to employees in the HR Department is still uneven between employees. The quality of work produced in the form of output has not been optimal in the delegation of authority. In terms of timeliness, it is by the main tasks and functions of each but the additional workload makes the resulting output less than optimal. Factors affecting employee work productivity include a motivating mental attitude, competent employees, production facilities, technology utilization, and career paths.

Abstract

In the application of the digital attendance system, problems still often occur, an online attendance system that can be misused by the absence of employees at the workplace. The purpose of this research is to find out the discipline of the State Civil Apparatus by innovating new developments about the location-based ASN attendance monitoring system called SiKepo, making it easier for employees to access this system from anywhere. Researchers used qualitative research techniques in this study, using a qualitative approach to the case study method. Based on the results of the study, the innovation of the SiKepo application can improve employee discipline, efficiency, and effectiveness. Because there is data monitoring where employees are required to leave in the morning, with attendance using electronics. And can also use a fingerprint machine that is connected to the application if there are system error problems. After the implementation of SiKepo, there was an increase in the percentage of attendance, which used to be employees who deliberately skipped school with an average of 5 to 6 times a month, now employees are more disciplined. However, frequent error constraints require the uprage system to be better.

Abstract

The purpose of this research is to know and describe the collaborative role of stakeholders in increasing the participation of beginner voters in the 2024 general elections in the Bojonegoro district. This investigation is descriptive research with a qualitative approach by identifying five informants as research objects, namely KPU Bojoneegoro, BAWASLU Bojonegoro, Academicians, Media Time, and community figures of the subject in determination with purposive sampling techniques in joining several focuses, namely initial conditions, institutional design, facilitative leadership and process of collaboration data obtained through the process of legislative rules interview – invitations and sponsorship data related to research. The data analysis of researchers uses three stages: data condensation, data presentation and conclusion drawing. The study finds that collaborative governance plays the role of stakeholders in increasing voter participation in the 2024 general election in Bojonegoro District. It's going well even though some sectors haven't maximized its implementation, institutional design, facilitative leadership and face-to-face dialogue. There was an imbalance of power and resources in the initial conditions. Based on the results of the research, the researchers suggested that there is a regular face-to-face dialogue conducted once every two months by BAWASLU, KPU Bojonegoro and associated institutions as well as beginner voters, in order to know the problems and the steps to be taken so that the goal of increasing the participation of beginners voters in the electorate can be achieved.Tujuan penelitian ini adalah mengetahui dan mendeskripsikan kolaborasi peran stakeholder dalam meningkatkan partisipasi pemilih pemula pada pemilihan umum 2024 di Kabupaten Bojonegoro . penelitan ini penelitian deskriptif dengan pendekatan kualitatif, dengan menentukan lima informan sebagai objek penelitian, yaitu KABID PSDM KPU Bojonegoro, Ketua BAWASLU Bojonegoro, Akademisi Ketua UKm Pengabdian Penelitian Dan Jurnalistik, Media Masa Wartawan Maklumat.id, Dan Tokoh masyarakat Desa Buntalan Kec. Temayang subjek di tentukan dengan teknik purposive sampling di sertai beberapa fokus yaitu kondisi awal, desain kelembagaan, kepemimpinan fasilitatif dan proses kolaborasi data di dapatkan melalui proses wawancara aturan perundang – undangan dan data penunjang yang berhubungan dengn penelitian. Analisis data peneliti menggunakan tiga tahapan yaitu kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menyatakan bahwa collaborative governance peran stakeholder dalam meningkatkan partisipasi pemilih pemula pada pemilihan umum 2024 di Kabupaten Bojonegoro.berjalan dengan baik meski ada beberapa sektor yang belum maksimal dalam pelaksanaanya, desain kelembagaan, kepemimpinan fasilitatif dan dialog tatap muka. Terdapat ketidakseimbangan kekuatan dan sumber daya pada kondisi awal. Berdasarkan hasil penelitian, peneliti menyarankan adanya dialog tatap muka secara rutin yang di lakukan 2 bulan sekali oleh BAWASLU,dan KPU Bojonegoro beserta Lembaga terkait dan juga para pemilih pemula, agar mengetahui permasalahan dan langkah yang harus di ambil sehingga tujuan untuk meningkatkan partisipasi pemilih pemula di dalam PEMILU dapat tercapai

Abstract

Stunting is a health problem that needs to be avoided because it greatly affects an individual's survival. This disease often appears in Indonesia today and inhibits growth. Stunting has the potential to be very bad for sufferers, so prevention needs to be carried out by several institutions. Institutions related to this problem include health institutions, DP3AKB, and other institutions. Analyzing institutions is assessing or observing and describing an object. This time we will observe the DP3AKB institution in Bojonegoro Regency in reducing stunting rates. In analyzing institutions, researchers use institutional theory according to J. William, which has five variables, namely: leadership, doctrine, programs, resources, structures or processes. In handling stunting, DP3AKB plays a role in education or outreach. This institution works well so that goals can be achieved which can reduce stunting. The aim of this research is to determine the function or role of DP3AKB in helping reduce stunting, especially in Bojonegoro Regency.

Abstract

The phenomenon of policy conflicts that emerge in society and policy change requires an examination of the policies that are the focus of this research. With a focus on the dynamic nature and process of stakeholder-generated policies, identification is conducted over the long term, emphasizing conflict. The alcohol investment policy generated many pros and cons, prompting the government to intervene and later cancel the policy. When considering the identification of policy conflicts through the lens of the Advocacy Coalition Framework, it is important to examine the severity and speed of policy change. The findings of this study show that investment policies only fulfill economic requirements, ignoring all other considerations and standards. To support the social fabric of society, policy regulations are needed that accommodate all interests and produce win-win solutions. From upstream to downstream, alcohol circulation can be regulated using a comprehensive strategy. Policy conflicts are evaluated based on their nature, intensity, and causes through the lens of context and events.

Abstract

The Productive Merchant Card Program is an MSME empowerment program created by the Bojonegoro Regency Government. This program is made so that people who work as traders can prosper with the facilities provided by this program. However, in its implementation, there are problems, among others, that this program should provide capital loans with low interest without collateral, it turns out that there is a guarantee, the nominal liquid loan is reduced from the amount proposed, and it turns out that there are still people who do not understand how to use the card. The purpose of this study is to assess how far the Productive Merchant Card Program is realized for MSME actors and to find out what factors affect the implementation of the program. This study uses William N. Dunn's Evaluation theory which contains six achievement indicators, namely, Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The method used is a descriptive qualitative method with a case study strategy. The results of this study found that the Productive Merchant Card Program has not fully achieved the expected target so in its realization it has not fully benefited MSME actors or traders.

Abstract

The Bojonegoro Regency Government, through the Social Service, provides innovative Village Alert Car services to improve public services to village communities in Bojonegoro Regency. This innovation will be implemented in December 2022 as a service product innovation. This research aims to determine and describe the innovation of the Village Alert Car service. This research uses descriptive qualitative research with data collection techniques in the form of interviews, observation and documentation. Researchers use the Typology of Innovation theory according to Mulgan & Albury in Muluk (2008), an innovation is said to be successful if the innovation is the result of the creation and implementation of product innovation, process innovation, method innovation, strategy or policy innovation, and system innovation. Based on this theory, the research results show that currently the Bojonegoro Regency Government has provided a safe and comfortable transportation model for village communities in the form of village standby cars. Apart from being easy to use, this transportation has no fees. It is hoped that the innovation of the village standby car service in Bojonegoro Regency will become a role model for other regions in meeting the needs of public facilities for village communities experiencing social emergencies. Although there are several obstacles that must be evaluated based on strategy or policy innovation, namely the outreach carried out by the village government must be improved further, because not all levels of society know about the village standby car policy or program. Even though there are complaints, it is not an obstacle in implementing the village standby car service and it continues to run.
