Politeia: Jurnal Ilmu Politik is a peer-reviewed journal published by Indonesian Political Science Association (AIPI) and collaboration with the Laboratory Department of Political Science based in Universitas Sumatera Utara (USU). This journal published two times a year in january and july and all papers written in English or Bahasa .The aims of this journal is to provide a venue for academicians, researchers and practitioners for publishing the original research articles or review articles. Politeia is available in print and online version. ISSN number of this journal is ISSN 0216-9290 (Printed) and ISSN 2549-175X (Online). The scope of the articles published in this journal deal with a broad range of topics in the fields of power, politics, election, conflict, policy, thought, democracy, and another section related contemporary issues in political science.

Abstract

This is a study of the politics of economic development in Malaysia. Especially concept of Islam Hadhari as general concepts and principles of Economic Development that promotes balance and completeness. This study explain that Islam Hadhari is an approach based on Islamic. It’s has an extra meaningful as development stratgy. This study discusses about how many aspects which is still needs to be reachable clearly from the concept Islam Hadari. Collecting data of this study is using library research. This study found there are five aspects who still need to explained. First, defenition abut “balanced” and “comprehensive”; Second, the theoretical basis of economic development of Islam Hadhari; Third, the understanding and implementation methods; Fourth, index of accomplishment; And, fifth, the position of Islam Hadari in Malaysian development strategy. If the concept of Islam Hadari used as an approach to development, it will have an impact on political policies that refer to Islamic values.Keywords: Political development, Islam hadari, economic development.

Abstract

Discourse theory is a social theory that developed rapidly since the 1980s. It’s influential to po-litical science. This study describes discourse theory as an approach, especially in social re-search. This study explored the contribution of discourse analysis approach in the study of politics, as the advantages. Collecting data of this study is using library research. The analysis using descriptive analysis techniques. This study found that there are important argumentations which explain that the discourse analysis is useful for the study of politics. First, the diversity in selecting issues and research questions; Second, discourse analysis can explain social phenom-ena evidently; Third, research findings always contested, disassembled, transformed and changed; Fourth, the ability to generalize is possible in the case studies or qualitative research and even able to provide an explanation as a result of quantitative research; Fifth, discourse analysis is also possible to construct theories or otherwise to perform the falsification theories.Keywords: Discourse theory, political science, analysis techniques.

Abstract

The government of Pematangsiantar Municipality is one local government that has interpreted the regulations of Government Regulation (Peraturan Pemerintah/PP) Number 61/2010 and has started to implemented its regulation by issuing Municipal Regulation (Peraturan Walikota) Number 13/2012 regarding on Guides for Information and Documentation Service Management Within Governmental Institution of Pematangsiantar as guidance procedures. This paper dis-cusses about the things that affect to implementation of this policy. Collecting data of this study is using field research. The finding of this study is there are eight things that affect to implemen-tation of PP No. 61/2010 on Pematangsiantar City Government. First, the standardize about policies and objectives; Second, the resources; Third, communication and strengthening the ac-tivities of the implementing agencies; Fourth, characteristics of the implementing agencies of public policy; Fifth, condition of social economic and political development; Sixth, the disposi-tion implementor or the attitude of the implementers of public policy; Seventh, the existence of the plan and the placement of the task correctly; Eight, Existence of compliance and the re-sponse implementing agencies.Keywords: Local government, regulation, public services.

Abstract

Corruption is a big problem in coutries around the world. Corruption is a issues which are prevalent in developing countries and country’s transition to democratie. In many research studies claim that Indoensia is one of the most corrupt countries. After reform, Indonesian democration have made much progress, unfortunetly, in the body of democratie, corruption grow and flourish, and thus causing the country suffered great losses. This study explore about relation between corruption and democracy. Collecting data is using library research. The finding is the corruption occurs in every agency of government or non government, even occurs in the institution of the democracy itself, namely political parties and representative institutions of the people. Democracy is supposed to be a way out for the creation of a corruption-free country, but now democracy even an entrance for corruption. Strong need for comprehensive reform and strengthen the democratic system a clean and healty, and reduce the corruption of democracy in the body.Keywords: Corruption, democracy, political system.

Abstract

Democratic Party is one of the political parties that participation in the General Election of Regional Head (Pemilukada) in Medan City. There are some names that are register oneself to be the candidates mayor and deputy mayor of Medan City compete in this party. They are Deny Ilham Panggabean, Nurhasanah, Rahudman Harahap, Dzulmi Eldin, Safwan Hayat, Tenang Malem Tarigan, Bahdin Nur Tanjung, Maulana Pohan, Koln (inf.) Ahwan Asmadi, Amin Daulay. This study explores the recruitment procces of the candidate conducted by the Demo-cratic Party in 2010. Collecting data of this study is using field research. The finding is there are three main stages to determine the candidate from Democratic party. The first stage is establishment of Team 9; The second stage is the registration and verification; The third stage is setting and proposing the Candidate Regional Head to the Central Board (Dewan Pimpinan Pusat). The result show that Rahudman Harahap/Dzulmi Eldin is the candidate for mayor/deputy mayor of Medan City from Democratic Party in Pemilukada Kota Medan 2010.Keywords: Local election, political party, political recruitmen.

Abstract

There are many things that affect to the political thinking in Indonesia. Especially the muslims leader. They are strongly influenced by various types of political thought from the muslim coun-try. Middle east, India, Afrika, Turki are the source of Islamic political thought. At that place there are some thinker such as: Muhammad Rasyid Ridha, Abu Al-A’la Al-Maududy, Muham-mad Qutb, Ahmad Lufti Sayyid, Thaha Husein, Ali Abd Al- Raziq, Muhammad Abduh and Mu-hammad Hu-sein Haikal. This study describes the political thought of Islam in Indonesia and its relation to Islamic political movements. Base on data from literature and documents, this study has conclusions that Islamic political thought in Indonesia due to three factors: First, the ukhuah Islamiyah principle is the foundation of relationships in the Islamic world, also in the muslim movement; Second, anti-colonial generation is born because the influence of Islam; Third, the debate about the foundations of the country affected by Islamic political thought.Keywords: Political thinking, Islamic political thought, polical movement.

Abstract

This explaination explain why a voter can emphasize his choice for political party or contestan. For this, of course there are factors that can affect the decision of voter for where is the party who is elected. The focus centre to this explaining is for voter behavior approach to explorate the phenom-ena of women voter behavior and to analyze so able to answer and the factor who influence women for making decision to elect. This study use data that is collection by questionare result and be com-pleted by documentation data. Anda from the researching result show that women voter to make her choice is more be affected by her nearest people (husband, parent, sister, brother) or domestic influ-ence. However, the average of women education is good enough, in gact there is no significant in-fluence to women independentity. If we looking from behavior voter approach, the reason why make a choice to political party or special contestan is becaused by sosiology reason.Keywords: Behavior voter, political participacy, behavior approach.

Abstract

This is a study about women in Aceh during and after conflict. Serius human right violation against women, including rape and another forms of sexual abuse, have been reported in Indo-nesia’s Aceh during the last decades. The military repression continued for a decade until the collapse of Suharto’s authoritarian goverment in May 1998. Democatization started since then, but it did not affect the situation in Aceh as the military continued the internal war which was endorsed by the post-Suharto civilian president. The oppotunity for peace finally arrived in the end of 2004 when Aceh was hit by tsunami. This research treis to understand how the condition of women changed before and after the peace-settlement. Many literatures on Aceh’s conflict tend to highlight the “success story” of its post-conflict recovery which has been suported by various approach. However, this research found that women are still marginalized in various recontruction initiative largely due to the very lack of gender equality perspective in these ef-fort. Therefore, Acehnes women face new challenge in the age of “peace”.Keywords: Conflict War, Violent, Human right.

Abstract

The post-reformation, Indonesia politics is marked by an extraordinary leap. This study explain relation of power, interests and legitimation in political analysis especially base on political system and discourse analysis approach. Collecting data using library research and documents. This study found that there are important notes from the analysis on political system after the amendment of Constitution 1945. Firstly, there is split of power into new political institutions. Secondly, fragmentation is also followed by the dysfunctional of government institutions. Third-ly, there are inconsistencies in the constitutional structure and laws. Forth, the position of ad-hoc institutions becomes more important than permanent ones. Fifth, decentralization does not generate distribution of economic political power as part of the idea of pluralism and political recognition. Sixth, the multi-parties system never succeeds creating the power of political. Sev-enth, it is the weakening civil society power and organizational interest as well as the fading of uniting factors and elements.Keywords: Power, interests, legitiomation, political system.

Abstract

This study describes the role of political parties to develop the concept of wawasan kebangsaan in Indonesia. This role relates to the law on political parties (Undang-Undang Partai Politik No. 31 Tahun 2003). In this law there are rules about political education for the community. The study found that the role of political parties is strategic to promote the concept of wawasan kebangsaan. But unfortunately there is a gap between planning and implementation of educa-tional insight in terms of wawasan kebangsaan and party themes. There are several factors that cause the condition. First, the political parties does not have large financial resources. Second, existing human resources have less political awareness. Third, political parties are concerned with power. The divergence of interests between the political parties (as the political institu-tions) and government (as the holder of power), impact on congestion of the program for strengthening the concept of wawasan kebangsaan. This study supported by data sourced from library and documents and using institutional and political system approach in analysis procces.Keywords: Political education, political parties, nationalism, wawasan kebangasaan.
