Abstract

Online Single Submission Risk Based Approach (OSS-RBA) is a risk-based business licensing service system that is carried out online. It is important to know about the application of the OSS-RBA Policy because it relates to the country's national achievements in simplifying the business licensing process and attracting foreign investors. The plantation business sector, especially oil palm, is important to pay attention to. The high contribution of the country's foreign exchange originating from this industry is one of the reasons the government has made the business licensing process smooth. For this reason, this research aims to measure the level of success in implementing the OSS-RBA Policy in the Investment and One-Stop Integrated Services Service (DPMPTSP) Ketapang Regency, especially in plantation companies. This research uses a mixed method with purposive sampling. In this study, respondents were divided into two groups, specifically 4 respondents from the policy implementer and 35 respondents from the oil palm plantation company. The George Edward III Policy Implementation Model used theory, which determined four indicators that influence implementation: communication, resources, disposition, and bureaucratic structure. The research on communication indicators showed that there had been a clear and consistent transmission of information from policymakers to policy implementers and business actors. Meanwhile, equipment and authority resources have been fulfilled in the resource indicators. For disposition, licensing services have been provided optimally. Finally, regarding bureaucratic structure indicators, DPMPTSP Ketapang Regency has done SOPs for services and licensing activities.

Abstract

In oil palm growth, planting density has a sustainable impact on its productivity. To enhance the long-term growth and production yield of oil palm, it is crucial to consider the establishment of appropriate planting densities during the initial planting phase. This research explores the relationship between planting density and productivity, highlighting the importance of determining optimal plant densities for optimal yields. The study was conducted at the Muara Tawang Estate (MTNE) in Kapuas Hulu Regency, West Kalimantan Province. Two blocks of oil palm land with three different planting densities (130, 136, and 143 plants per hectare) were observed to understand the relationship between planting density and agronomic characteristics. Measurements were taken on plant height, frond length, petiole width, number of male and female flowers, and sex ratio. The analysis unveiled consistent trends in oil palm production, which varied based on planting density. Planting densities of 130 and 136 showed superior production trends compared to 143, with 136 demonstrating production increases ranging from 19.8% to 29.8% relative to density 143, alongside enhancements in plant height and frond length by 4.6% and 5.4%, respectively. Additionally, petiole thickness and width were notably lower in density 143, experiencing reductions of 8.0% and 11.0%, respectively, compared to density 136, while the sex ratio exhibited a similar pattern, declining by 34.0% in density 143 compared to 136. This highlights the importance of determining appropriate planting densities to enhance oil palm productivity.

Abstract

Propagation of vanilla plants by cutting has been commonly used, but it requires more innovation to overcome the need for many seedlings.  Shortcutting is an alternative solution, but it requires the support of hormones (such as auxin) and adequate planting media. Applying a natural plant growth regulator combined with enriched planting media is expected to increase the growth of shortcutting vanilla seedlings. This research aims to obtain an optimal combination of adding a plant growth regulator and enriched planting media to the growth of shortcutting vanilla seedlings. This study used a factorial Randomized Complete Design (RCD) with three replications. The first factor is the enrichment of planting media consisting of without enrichment (B0), enrichment using Phosphate Solubilizing Bacteria (PSB) (B1), and enrichment using Potassium Solubilizing Bacteria (KSB) (B2). The second factor is without plant growth regulator (J0), using coconut water (J1), and using goat urine (J2). The plant growth was identified for 12 weeks. The data was analyzed using analysis of variance and continued with Duncan’s Multiple Range Test α=5%. The research found interaction in several variables, such as rate of shoot emergence, stem diameter, tendril length, number of foliages, and number of adventitious roots. The combination of PSB and goat urine treatment is the recommended combination because apart from producing interaction with the variables of tendril length, number of foliages, and number of adventitious roots, it is also capable of producing the number, volume, and length of the roots in the soil, also the fresh weight of the plants significantly compared to other treatments. The increase that occurs varies between 20-70%.

Abstract

Pest organisms threaten plant cultivation by disrupting plant reproduction, reducing yields, and diminishing production and quality. The Oryctes rhinoceros pest is known for its highly destructive capabilities, particularly in coconut plants. A safe method for controlling a rhinoceros is by employing pheromone traps. This research aims to determine the population and infestation intensity of O. rhinoceros pests. The study was conducted from June 2023 to August 2023 in Jati Mulya Village, Wonosari Subdistrict, Boalemo Regency, Gorontalo Province, using a survey method with a census technique (collecting data comprehensively) through direct field observations. The results indicate that the highest trapped population of O. rhinoceros occurred in the first week, with ten individuals, while the lowest capture was recorded in the eleventh week. The average intensity of O. rhinoceros pest infestation was 17.85%. This infestation intensity falls into the category of mild attacks.

Abstract

The coffee berry borer (CBB), caused by the Hypothenemus hampei Ferrari insect, is a significant pest for coffee farmers, particularly attacking the berries and affecting both the quality and quantity of coffee production. CBB attacks can reduce the quantity and quality of coffee plant production. CBB can be controlled by using botanical pesticides. One such botanical pesticide is derived from the Piper aduncum L. plant, which contains various compounds including dilapiol, piperamidin alkaloid, flavonoids, saponins, steroids, polyphenols, tannins, and terpenoids. This study aimed to test the effectiveness of botanical pesticides from P. aduncum L. in controlling CBB. This experiment used a non-factorial randomized block design (RBD) with one factor studied, namely the effect of variations in the provision of botanical pesticides of Piper aduncum L. with treatments P0 = control; P1 = 15%; P2 = 25%; P3 = 35%; and P4 = chemical pesticides. This experiment consisted of 5 treatment levels with three replications, each containing ten pests. The results showed that treatment P3 (35%) was the most effective concentration in controlling CBB. Botanical pesticides at a concentration of 35% had the same effect as chemical pesticides on the parameters of mortality observation and suppression of pest attack intensity.

Abstract

Sugarcane plants in West Papua province, especially Manokwari Regency, have not been cultivated by the community. This can be seen from the presence of sugar cane plants in the yard that have not been cultivated. The aim of this research is to determine the type of animal manure fertilizer that has the best effect on the growth of single-bud chip sugar cane (Saccharum officinarum L.). The research used an experimental method and was designed with a completely randomized design (CRD) consisting of 3 treatments, namely M0 (soil), M1 (poultry manure fertilizer; 5:1), and M2 (goat manure fertilizer; 5:1) with a total of four replications. The research shows that poultry manure provides the best results for the growth of sugar cane plants. Treatment with poultry manure showed better plant height, number of leaves, and root length than other treatments.

Abstract

Indonesia's palm oil industry has long faced criticism and denial, accusations that the palm oil industry is unsustainable, and smallholder plantations are seen as contributing to environmental risks. In response to this, the Indonesian government, to ensure the sustainability of the palm oil industry, created a sustainability standard called ISPO, which is mandated to be mandatory for all companies and smallholders through presidential regulation number 44/2020 with a grace period of 5 years to fulfill these obligations. However, these efforts faced various problems, especially for independent smallholders. Based on the problems faced, this study aims to determine the realization of ISPO principles and criteria and identify the achievement of ISPO principles and criteria in smallholder oil palm plantations in Tungkal Ilir District, Banyuasin Regency. The research method used is a quantitative descriptive approach with Guttman scale measurements to analyze the realization of the application of ISPO principles and criteria and identify the achievements of ISPO principles and criteria. From many study results, the realization of the implementation of ISPO principles and criteria in Tungkal Ilir District from the available indicators has yet to be met, and many still need to.  Many require more attention, including the criteria for legality and management of smallholders, criteria for obligations related to environmental permits, technical criteria for applying oil palm cultivation and transportation, and the principle of implementing transparency.

Abstract

This research aims to explore the impact of temperature and duration of cocoa pressing on the properties of the cocoa butter produced, as well as the organoleptic preferences of the panelists. The pressing process uses a hydraulic press method for cocoa paste. This research design was carried out using two factors, namely pressing temperature with three levels: 50°C, 70°C, and 90°C, and pressing duration with three levels: 30, 40, and 50 minutes. The cocoa butter produced was analyzed for yield, free fatty acid content, water content, saponification value, iodine value, peroxide value, and antioxidant activity. The results showed that pressing temperature significantly influenced yield, water content, free fatty acid content, saponification value, iodine value, peroxide value, and antioxidant activity. Meanwhile, the duration of pressing only affects the yield, water content, saponification value, iodine value, and peroxide value. The cocoa butter produced can meet SNI standards. It has high antioxidant activity, which is obtained under operating conditions at a temperature of 50°C for 30 minutes, even though it produces the lowest yield. This research shows that lower pressing temperatures and duration can produce good quality cocoa butter, which panelists accept without changing the aroma, appearance, and original composition, even though the resulting yield is lower.
