The SOSIOHUMANIKA journal is published every May and November. The SOSIOHUMANIKA journal is devoted, but not limited to, Social Sciences education, Humanities education, and any new development and advancement in the field of Humanities and Social Sciences education. Abstract

ABSTRACT: “Melayu will never disappear from the earth” is an expression that is often pronounced by the Malay people when they talk about the challenge faced by their culture and civilization. Their confidence, in some parts, seems true, because since the word of Malay for the first time was known (in the Chinese oldest sources ca. from the 7th century A.D.), it has survived until now. Not only that, in its long historical experiences, the term of “Melayu” evolved perfectly, started from the name of a kingdom in Sumatra than became the name of race, culture and civilization which covered a huge region that is identical with Southeast Asia. The survival of the naming of Melayu, was not only supported by the relative intensive of research and publications that were carried out by the scholars, but also by the ability of the Malay people to defend their culture and civilization from continuous infiltration of other cultures and civilizations. It could be seen, for example, from the emergence of several centers of the Malay’s culture and civilization. The emergences of them have always been built through relationships with the peripheral areas. The center-periphery relationship could support the continuity of the Malay culture and civilization. The center could, in one time, decline and become peripheral area, and in the opposite the peripheral area could appear to the surface and become new center which dominates the social, political, economic and cultural life of the Malay world in general. This circle happened many times and colored the history of the Malay world. This article discusses the dynamic of several centers of the Malay culture and civilization in the longtime period and the center-periphery areas relationship. So that from this explanation could also be understood that it was a strategy of the Malay people to survive their culture and civilization in facing the strange culture and civilization.Key words: the Malay culture, dynamic of the center-periphery relationship, and strategy for preserving the Malay identity.About the Author: Dr. Gusti Asnan adalah Dosen di Jurusan Sejarah, Fakultas Sastra UNAND (Universitas Andalas) Padang, Sumatera Barat. Abstract

ABSTRAK: Sejak tahun 1990-an, projek eko-pelancongan telah diperkenalkan di Kampung Sukau apabila beberapa pengusaha pelancongan swasta membina rumah penginapan pelancong di tebing Sungai Kinabatangan. Selepas itu, sesetengah penduduk tempatan (Orang Sungai) mula melibatkan diri mereka dalam aktiviti dan perkhidmatan pelancongan, misalnya sebagai pengemas bilik, pelayan tetamu dan tukang kebun. Penduduk tempatan juga terlibat dalam kerja-kerja seperti pemandu bot, pembuat bot dan peserta homestay. Walau bagaimanapun, kebanyakan kawasan hutan di Hilir Kinabatangan ini telah bertukar menjadi ladang kelapa sawit yang luas. Justeru itu, demi memastikan pembangunan ladang kelapa sawit ini tidak melenyapkan sama sekali kawasan biodiversiti di Hilir Kinabatangan, maka kerajaan dan pihak swasta di Malaysia telah memperkenalkan program bagi tujuan pengurusan pemuliharaan hutan dan hidupan liar di kawasan ini. Persoalannya, sejauhmanakah program pemuliharaan ini telah memberi kesan kepada kehidupan sosio-budaya komuniti tempatan dan apakah kesannya terhadap pihak-pihak lain yang berkepentingan di kawasan ini. Inilah isu-isu utama yang akan diterokai secara kritikal dalam esei ini. Kata-kata kunci: eko-pelancongan, program pemuliharaan, komuniti tempatan, penglibatan komuniti dan pihak berkepentingan.    About the Authors: Rosazman Hussin, Ph.D. is a Lecturer at the School of Social Sciences UMS (Universiti Malaysia Sabah). He was born in Bentong, Pahang, Malaysia on 1 January 1960. He earned his Ph.D. (Doctor of Philosophy) degree from the University of Glasgow UK (United Kingdom) in 2006. Abstract

ABSTRACT: This paper discusses the vision of democracy, the various efforts to enlighten the ethics and good values in practicing democracy, especially in the relation to the current multi-dimensional political crises currently faced by the Indonesians after the 1998 Reformation movement until today. The realization of the Regional Autonomy Act in 1999 had however directly been reducing the authority of Central Government in Indonesia. This had significantly been worrying the existence of national integration. The emergence of many crises after 1997 had caused very bad social conflict be it horizontally or vertically, where at the end had jeopardized the living of Indonesians. Realizing the thinking and practicing the good values of democracy in the context of political culture of Indonesia is being viewed by this working paper as important especially to the government and the people in practicing the “Rechstaats” vision and diminishing the “Machstaats”. Therefore, exemplary governmental leadership, upholding legal correctness and justice and continuous learning and teaching process of good values in moral education, civic and law will be part of the suggestion in this paper. Abstract

ABSTRACT: In today’s age of information, the issue of national identity and a nation’s security seems to be at stake and frequently challenged in various manners. The process of globalization has generated massive degree of openness that straddles national boundaries and thus takes its toll on national identity and security. Contemporary scholars such as Robertson (1992), Giddens (1990) and Ohmae (1995) reiterate that the phenomenon of globalization has brought up some kind of community with diverse socio-cultural backgrounds. As the world is becoming integrated, nationalism is said to be on the decline. To dwell on this argument, this article seeks to analyze the feeling of nationalism among the community in border areas of Sabah (Malaysia) and Kalimantan Timur (Indonesia). Focusing on the Murut community in a village called Bantul in Nabawan, Sabah, the writer undertakes to assess the community’s sense of values, norms and political self-identity with respect to nationalism in Malaysia. In doing so, this study was done by focusing and examining the historical socio-political stage of ethnic identity formation in Sabah through casual effect factors from its early stages until to date. This study concludes that ethnic identity at the border, if not carefully guarded would likely emerge as a political threat to the national stability.Key words: nationalism, ethnic identity, globalization, border culture and social integration in Sabah, Malaysia.About the Author: Zaini Othman, M.A. ialah Pensyarah Hubungan Antarabangsa di Sekolah Sains Sosial UMS (Universiti Malaysia Sabah). Abstract

ABSTRACT: Listening, speaking, reading and writing are the four basic competency skills in the teaching and learning process of the Malay Language in schools. However, listening and speaking skills tend to be neglected either in primary or secondary schools, but the situation in secondary schools are more serious. This study is carried out to observe the causes, problems and effects of the negligence of listening and speaking skills among the secondary schools students. Descriptive statistic analysis shows that the native speakers gain a higher score in the two skills compared to non-native speakers. The main cause that teachers neglect these skills is students dislike to give their opinions verbally due to their poor mastery of vocabulary and lack of self-confidence. Teachers are regarded as not spending their time in teaching listening and speaking skills in class and they tend to focus more on reading and writing skills. This problem occurs as a result of the fact that no courses about the two skills were organised by Education Ministry and the examination-oriented system. On students’ view, they are facing the interference of their mother tongue language. Hence forth, the Education Minister, the State Education Department, teachers and students need to pursue high awareness about the importance of mastering the listening and speaking skills because these skills are the most important and they are the basic skills in our daily life.Key words: listening, speaking, reading and writing’s competencies, and the problems and effects of the negligence all of it among the Malaysian’s secondary schools students.  About the Authors: Dr. Chew Fong Peng ialah Pensyarah di Fakulti Pendidikan UM (Universiti Malaya), Kuala Lumpur, Malaysia. Abstract

ABSTRACT: In this early of 21st century, Indonesians are currently facing weighty challenges. The social contract between the citizens and the government that was made during the establishment of the Unitary State of the Republic of Indonesia is now under a threat such as bleak economy caused by poverty and social problems. There is no other way to escape from the threat but to forestall by implementing integrated economic development plans nationally. The implementation of the economic plans aforementioned would not possibly be detached of the roles of human beings as human capital and man of culture that are involved directly in the process of developing and re-building the Indonesia nation. In relation to this matter, this paper discusses one part of the cultural dimension, i.e. ethos or characters possessed by a group of people and used as their foundation to work. In “re-building” the country, Indonesians are in need of a group of agents of development who can revive the new and better soul of age (zeitgeist) in this Reform era. The zeitgeist can only appear if those agents are familiar with ethos upheld by the former ones, that is Noblesse Oblige, which means that inside the specialty, power and authority are inherent with responsibility to the people.  Therefore, the agents are the people who have important roles and positions in re-building the economy of Indonesia in pursue of the realization of the nation-state aspiration to become a truly developed, harmonious, and free nation. Abstract

ABSTRAK: Tidak dapat dinafikan bahawa negara-negara kecil ataupun negara-negara yang sedang membangun, terutamanya di rantau Asia, Afrika dan Amerika Latin, berhadapan dengan cabaran di pentas politik antarabangsa. Cabaran tersebut adalah pelbagai, sama ada berbentuk persaingan antara Amerika Syarikat dan bekas Soviet Union semasa era Perang Dingin, jurang perbezaan ekonomi antara negara maju dan negara mundur, pertentangan fahaman antara agama dan ideologi sekular, dan lain-lain lagi. Untuk menghadapi semua cabaran ini, negara-negara kecil bersatupadu membentuk beberapa buah organisasi yang dianggap mampu menjaga kepentingan mereka di dalam sistem politik antarabangsa. Ini termasuklah Non-Aligned Movement, Group of 77 dan Pertubuhan Islam Sedunia (OIC). Dengan tertubuhnya organisasi negara-negara kecil ini juga adalah diharapkan hubungan antara mereka bertambah erat dan makmur. Bagi menganalisis persoalan ini, kami akan lebih memfokus bagaimana keahlian Malaysia dan Arab Saudi dalam Pertubuhan Islam Sedunia (OIC) berupaya menjaga kepentingan kedua-dua buah negara dan juga sejauhmana keanggotaan tersebut telah meningkatkan lagi hubungan antara mereka di pentas politik antarabangsa.Kata-kata kunci: negara-negara sedang membangun, cabaran politik antarabangsa, serta hubungan Malaysia dan Arab Saudi dalam pertubuhan OIC.    About the Authors: Asmady Idris, Ph.D. is a Lecturer and the Dean at School of Social Sciences, Malaysia University of Sabah (UMS). He was born in Beaufort, Sabah, on 2 July 1972. He earned his Ph.D. (Doctor of Philosophy) at New Castle Upon Tyne University, U.S.A.. His Ph.D. thesis was “Key Determining Factors Influencing Small States’ Relationships: A Case Study of Malaysia’s Relations with Saudi Arabia”. One of his books is Amerika Syarikat: Satu Kuasa Hegemoni Dunia (Kuala Lumpur: Dewan Bahasa dan Pustaka, 2000). He was born in Merbok, Kedah, on 1 November 1972. He earned his M.A. (Master of Arts) at the UKM (National University of Malaysia) in 2004. His M.A. thesis was “The Westernization of Ottoman Government Beginning 1789-1878”. Abstract

ABSTRACT: This article discusses the formation of the major governing institutions such as Wazir, Ceteria and Manteri of Brunei in 19th century. Such institutions, in fact, manifested the long established governing practices. The appointment of Wazir and Ceteria required strict criteria, including a close relationship to the core nobility or even the Sultan’s kin. However, a Manteri was normally appointed from among the non-nobility (meaning: not Pengiran), who achieved excellence in charisma, leadership and/or influence in society. The Wazir consisted of Pengiran Bendahara, Pengiran Pemanca, Pengiran Digadong, and Pengiran Temenggung. Each of these governing institutions was granted elite roles and power under the paramount leadership of the Sultan. Their power, however, was confined to the status granted to them respectively. Their roles were not limited to political affairs, but also to economy, social development, people’s welfare, religion and state customs. The formation of the elite institutions of Wazir, Ceteria and Manteri under the authority of the Sultan had the impact on the social stratification of the ruling class on the one hand, and the ruled on the other, comprising the ordinary members of the population in 19th century. This governing structure had been designed in such a way that succeeded in uplifting the aura of the Brunei Malay Sultanate as well as buttressing the Sultanate family which prevail in the Malay world.Key words: institution of Wazir, Ceteria and Menteri, its positions and roles in the Brunei Malay Suiltanate. About the Author: Dr. Haji Awg Asbol bin Haji Mail ialah Pensyarah di Jabatan Sejarah, Fakulti Sastera dan Sains Sosial UBD (Universiti Brunei Darussalam). Abstract

ABSTRAK: Makalah ini bertujuan untuk membincangkan penyalahgunaan bahan letupan, atau lebih dikenali sebagai “bom ikan”, dalam industri perikanan di Sabah dari perspektif sejarah dan penguatkuasaan perundangan perikanan di Malaysia. Walau bagaimanapun, pengajian mengenai industri perikanan di Sabah telah wujud selepas Perang Dunia II hingga Malaysia memperolehi kemerdekaan. Ianya semakin berkembang di Sabah pada tahun 1970-an sehingga sekarang. Masalahnya adalah walaupun teknologi ini terbukti mampu mendaratkan hasil tangkapan ikan dengan berkesan, namun kaedah ini diharamkan penggunaannya oleh kerajaan Malaysia di bawah Akta Perikanan 1985 (Akta 317), kerana telah mengundang pelbagai kemusnahan kepada ekosistem marin dan mengancam industri perikanan di Sabah. Sungguhpun  pelbagai tindakan penguatkuasaan dan perundangan telah dilaksanakan oleh pihak berwajib, namun penggunaan bahan letupan ini untuk menangkap ikan oleh nelayan berbangsa Filipina di kawasan perairan Sabah, yang berkongsi dengan bisnismen tempatan,  nampaknya  sukar dibendung sepenuhnya. Berbagai dasar dan cadangan daripada kerajaan Malaysia cuba diamalkan untuk mengedepani masalah ini dari dahulu sehingga sekarang.Kata-kata kunci: industri perikanan, penggunaan dan penyalahgunaan bahan letupan, dan penguatkuasaan undang-undang perikanan di Sabah, Malaysia.About the Author: Dr. Ismail Ali is a Lecturer at the School of Social Sciences UMS (Universiti Malaysia Sabah).  He was born in Keningau, Sabah, on March 4th, 1969. He has obtained his Bachelor of Arts (1991) majoring in South East Asia Studies; and Masters of Arts (1999) majoring in Maritime Studies, both from UM (Universiti Malaya) in Kuala Lumpur. He has completed his Doctorate of Philosophy (2004) majoring in History of the Maritime Economy from UMS. Amongst his areas of interest are the history, issues of borders and maritime culture in Borneo fishery technology, small fishery industry, labor economy, impacts of fishery activities towards marine and tourism ecosystems, and others. He has published a couple of books entitled: Penyalahgunaan Bahan Letupan dalam Industri Perikanan di Sabah (Kota Kinabalu: Penerbit UMS, 2006); and Pembangunan Industri Hiliran Berasaskan Perikanan di Sabah (Kota Kinabalu: Penerbit UMS, 2007).
