Abstract

This study examines the forms and dynamics of Islamic political identity in West Sumatra within a comparative context of other Muslim-majority regions. The findings show that Islamic politics in West Sumatra does not operate through the dominance of Islamic parties, but rather through cultural and moral frameworks shaped by the historical interaction between Minangkabau adat, modernist Islamic education, and religious authority. Using a literature-based method that includes academic articles, books, local regulations, and previous studies, this research reveals that Islamic identity is expressed through symbolic representation, the ties between political elites and ulama networks, and the use of Adat Basandi Syarak, Syarak Basandi Kitabullah values in electoral processes and policy production. Comparatively, this pattern differs from Malaysia, Turkey, and Pakistan, where Islamic politics relies more heavily on state institutions or Islamic party structures. Thus, West Sumatra represents a value-based and adaptive expression of Islamic politics within Indonesia’s democratic system.

Abstract

This study aims to analyze the effectiveness of the supervision carried out by the General Election Supervisory Agency (Bawaslu) of Padang City in addressing vote-buying practices during the 2024 Local Election. Vote buying remains one of the most pervasive and difficult electoral violations to control, making it necessary to evaluate the extent to which oversight mechanisms can prevent and respond to such practices. This research employs a qualitative approach using a literature study method based on legal documents, official Bawaslu reports, media coverage, and previous scholarly findings. The analysis of effectiveness refers to Mahmudi’s framework, which consists of four components: input, process, output, and outcome. The findings reveal that structurally, Bawaslu Padang has adequate regulatory foundations, human resources, and preventive programs as inputs for the supervision process, although limitations remain in supporting infrastructure and public reporting participation. In the process dimension, Bawaslu conducted vulnerability mapping, public education, campaign monitoring, financial reporting oversight, and case handling. However, the covert and informal-network nature of vote-buying activities made it difficult for supervisors to gather sufficient evidence that meets formal and material requirements. The output of supervision is reflected in the registered reports, field findings, and documented preventive efforts, yet only a few cases could proceed to legal enforcement. The outcome shows that the supervision has not produced a significant deterrent effect nor reduced vote-buying practices at a substantive level.

Abstract

Local-level elections are crucial for assessing substantive democratic quality but are highly vulnerable to subtle forms of electoral manipulation. This article examines vote invalidation in the 2024 Legislative Election in Mentengsari Village, Cianjur Regency, focusing on the deliberate nullification of valid votes through ballot re-marking. Using a qualitative case study based on secondary data from decisions of the Constitutional Court, Cianjur District Court, and the Election Organizers Ethics Council, the study reveals that manipulation occurred not through vote inflation, but through the destruction of legally cast votes. This strategy proved low-risk and effective in closely contested local elections. The article argues that safeguarding local electoral integrity requires stronger preventive oversight mechanisms to protect valid votes from non-conventional manipulation.

Abstract

Philosophy is often reduced to a static enterprise of systematizing inherited traditions, losing its fundamental role in re-interpreting reality. In the context of Islamic thought, Ḥikmah Muta‘āliyah—despite its core principle of "becoming" (ṣayrūrah)—frequently faces stagnation due to museological approaches. There is an urgent need to bridge the gap between this classical metaphysical tradition and contemporary political challenges. This study aims to provide a renewed interpretation of Ḥikmah Muta‘āliyah by rethinking its practical wisdom (ḥikmah ʿamalī) to establish a dynamic framework for political rationality. It seeks to demonstrate how this tradition can serve as a living horizon for political insight. The research employs a combination of critical philosophical hermeneutics and reconstructive analysis. The methodological framework unfolds through conceptual retrieval, critical rearticulation, and the development of orienting principles for modern political judgment. The study reveals that Ḥikmah Muta‘āliyah functions as a robust framework that naturally accommodates methodological pluralism. By its integrative nature, it synthesizes intuitive, rational, and empirical modes of inquiry, providing a platform for interdisciplinary studies where metaphysics, ethics, and social sciences converge. This approach allows for a "scientific" political analysis that is neither dogmatic nor detached from historical reality. Rereading Ḥikmah Muta‘āliyah enables the development of an emergent political foundation. It concludes that this tradition’s greatest strength lies in its ability to foster a "fusion of horizons," acting as an interdisciplinary bridge that invites diverse methodological perspectives to address complex contemporary political issues.
