Abstract

Peneltian ini bertujuan mendeskripsikan bagaimana Implementasi Kebijakan Keterbukaan Informasi Publik(KIP) di Perguruan Tinggi Negeri. Metode yang digunakan adalah melalui pendekatan studi kasus pada Universitas Negeri Malang (UM). Penelitian ini adalah jenis penelitian kualitatif deskriptif yang meneliti obyek penelitian dengan menggambarkan masalah yang ada dengan cara mencatat, mengklasifikasikan, serta menganalisa data yang diperoleh untuk menarik kesimpulan. Teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumentasi. Fokus dari penelitian ini adalah implementasi, mekanisme, dan kendala penerapan KIP di Universitas Negeri Malang. Berdasarkan penelitian yang dilakukan diketahui bahwa Implementasi KIP di UM sudah berjalan dengan baik dan mengalami peningkatan dari tahun ke tahun sejak mulai diterapkan pada tahun 2016. Namun dalam pengimplementasiannya masih ada beberapa kendala dalam memberikan layanan informasi publik sebagaimana yang tertuang dalam UU Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Kendala tersebut antara lain keterbatasan pengetahuan masyarakat mengenai tugas dan fungsi Pejabat Pengelola Informasi dan Dokumentasi(PPID) sehingga para pencari informasi masih sering meminta informasi ke unit kerja lain, belum adanya petugas PPID dari kalangan pegawai atau tenaga kependidikan yang secara khusus bertugas mengelola informasi, melakukan kajian, dan pembuatan laporan berkala terkait PPID ke pimpinan, Daftar Informasi Publik yang ditampilkan di situs web PPID UM masih belum menampilkan informasi publik yang terkait dengan Universitas Negeri Malang secara keseluruhan, masih membutuhkan dukungan materi dan infrastruktur dan staf khusus dalam layanan informasi publik untuk mendukung kinerja PPID yang lebih baik.Kata Kunci: Informasi, Keterbukaan informasi Publik, PPID

Abstract

The city of Banjarmasin is a city known as the city of a thousand rivers, however the problem faced by the Banjarmasin City Government is the number of rivers which became shallow and narrow because of the people habits who live on the riverbank. Their habits are throwing garbage and household waste into the river. So that the Banjarmasin City government initiated activities aimed at restoring the function of the river or called river revitalization. Through this paper, the researcher described how communication approach undertaken by the Banjarmasin City Environmental Department to increase community awareness and participation in the river revitalization program. Furthermore, the result found through qualitative approach with interview techniques, observation and documentation was the Banjarmasin City Environmental Department had personal and persuasive communication  and involving river stakeholders as an opinion leader to increase community participation in maintaining rivers cleanliness and developing rivers as a potential tourist destination.Keywords: Environmental Communication, Community Participation, Maharagu Sungai.

Abstract

This study aimed to explore deeply about students experience how YouTube video can enhance students’ creativity toward make a good media for teaching in FLTM class. This research was classroom action research, subject of this study is fifth semester English students at class A. The number of students was 25 students with 4 men and 21 women consisting of 10 research subjects. The instrument of this study conducted two different instruments namely Test and Observation Sheet.  The result of this study showed that the level of students’ creativity was improved from test in meeting I to test meeting II with the data analysis from Test and supported with Observation Sheet. The improvement of students’ score on tests meeting I and II was influenced by the situation in the class. Students' need was one of the main factors that can affect student scores to increase the level of creativity toward make a good media. This study really hopped the results of this study can have an impact on both parties, namely teachers and students as reference to provide progress in teaching quality specifically in the FLTM class.

Abstract

This article explains about gender bias in the hospitality sector, through the recruitment process at the Hotel Grand Keisha Yogyakarta. The method used of this research is a qualitative description with participatory observation and interviews, involving six sources, each a male manager and a female staff member from three selected departments. The three selected departments are housekeeping, food and beverages service department (FBS), and human resources development (HRD). This research uses gender culture theory, gender bias, and employee recruitment. The results obtained that gender bias can’t be seen only on one side, only from the recruitment process, but gender bias also can be phased from the start of recruitment process untill the work prosess. The process of communication and patterns of interaction that occur between workers show a state of gender bias and show the point of views about gender. The highest degree of gender bias is seen from workers with staff and supervisor positions, while manager positions have a lower degree of bias. This research can be developed with doing interviews all departments or even comparing with other hotels with different concepts.

Abstract

This article describes the creation and use of audio media containing scientific journal content. Scientific Journal is a form of news or communication that contains scientific works and is published on schedule in electronic and / or printed form. Scientific journal articles is made to provide useful information and knowledge. Currently most of the higher education institutions have Journal products. The problem that occurs is that the community does not take advantage of this scientific article, journalists are dominated by academics. Students who are supposed to cultivate scientific literacy are less interested in reading scientific journals. The low literacy culture is relevant to the instant culture of the younger generation who tend to be less likely to read. The purpose of this research is to provide an alternative literacy by transferring scientific article media from reading media to listening media. Scientific articles according to published entrepreneurial material are recorded with digital sound technical standards, this product prototype in the form of an Audio Journal can be accessed through all Digital Podcast Providers. Through the Audio Journal, students have easy access to scientific articles anywhere and anytime. This research uses qualitative methods and an interdisciplinary approach. Scientific journals are windows to an ever-evolving science, so that ease of access should be an important principle. The result achieved in this study is an alternative media literacy that is easy and fun for students to access, especially in the Entrepreneurship course. Audio Journal can also be used by people with disabilities to be able to access journals using listening media.Keywords: audio journaling, literacy, science

Abstract

 The purpose of this study is to plan the communication of the GEMA (Joint Movement) campaign against Covid-19 carried out by the Karawang District Health Office. The study used a qualitative method with a descriptive approach while the data interview techniques were interviews, direct interviews and literature studies. The results in this study show several stages that were passed in making communication planning for the campaign against Covid-19, namely data base line and needs assessment, determining communication objectives, planning analysis and strategy development, audience segmentation, media selection, message development, management planning, training, implementation and evaluation. The Joint Movement Campaign which was conducted from March to December 2020 took the form of 3M socialization. This campaign is focused on ages 18 to 50 using live media, social media and outdoor media. Evaluation of activities is carried out by looking at the graph of the distribution of Covid-19 cases in Karawang Regency. The obstacles that occur in this campaign are weather, vehicles and there are some people who still do not use masks properly..

Abstract

Online news portals are interesting objects to study because they are superior to traditional media. The presence of the web, makes many researchers see the emergence of new public spaces in which individuals can find and produce diverse information. The development of the media was interestingly researched on seven online news portals which became the pioneers of online media in Indonesia, namely Detik, Kompas, Republika, Okezone, Media Indonesia, Tempo and VIVA . The purpose of this research is to find out media competition by using niche theory perspectives in two aspects namely niche breadt and overlap niche from Detik, Kompas, Republika, Media Indonesia, Okezone, Tempo and VIVA in terms of message distribution. Researchers want to see how competition between online news portals is equally competitive with different media characteristics. The method used first is quantitative content analysis as initial data to calculate niche breadth and niche overlap, second niche breadth analysis, and thirdly niche overlap analysis of the seven online news portals studied.. The results show that media competition in the breadth niche is divided into two generalist parts and tends to be generalist. Generalists point out that online news portals do not depend on a single source of life support. The overlapping niche results show that the level of competition or overlap of the seven online news portals can be said to be high or tight. The high competition category is divided into three parts, namely, the highest, tend to be high and a little high.

Abstract

There are several conditions of concern about Barus, namely that Barus is the Islamic Zero Point of the Archipelago, there is also the oldest church the 7th century, Nommensen also came with his mission, in Barus is also the oldest port of stop by world-class traders, in addition to In this area there is also a local religion developing there, namely Parmalim. Despite the variety, harmony is maintained. With this diversity and harmony, it is important to know how the religious communication patterns in the Barus area are. The data were obtained by conducting interviews with parties, then carrying out focused discussions (FGD), and certain matters through observation and document study, as well as tracing historical sites. In addition to the Barus area, the research areas are also in Barus District, North Barus District, Andam Dewi District and Manduamas District. The three sub-districts were formerly part of the Barus Residency area. The approach taken is scientific integration to integrate communication with the sociology of religion in order to find the theory of harmony communication. The results showed that the communication patterns built from the formation of Islamic-Christian communication patterns through visiting and inviting. Christian-Parmalim communication patterns are formed with culture and education. Parmalim-Islam communication pattern occurs with the pattern of doing together and sharing. However, there are no significant interpersonal communication patterns found, so that the theory of harmony communication is not described in detail as expected.

Abstract

Tempo publications between 23-30 November 2020, raised the issue of corruption in the export of lobster seeds (Bahasa: Benur). Tempo tried to present the figure of  Edhy Prabowo on several covers by using a variety of intriguing visual illustrations, surreal depiction and signs. There is an effort to frame the figure of Edhy Prabowo in the case of fry export, visually as well as textually in the article contents . This study uses a qualitative approach with framing analysis method. The Gamson-Modigliani framing analysis model is used to analyze the main cover line texts contained in the cover illustration. To analyze Visual Framing, Rodriguez-Dimitrova's 4 levels of visual framing model was used. Of the 4 covers studied, Tempo seems to be trying to present its main subject in a denotative way, by using Edhy Prabowo's caricature and fry visuals appeared as the image focus. Abstract subjects such as 'export' are presented connotatively through symbols. Edhy Prabowo's visual framing process using illustrations on the cover of Tempo media looks like a visual story highlights, depicting one chapter after another. First act, Edhy Prabowo as an intellectual actor who has power in the fry export game. Second act, Edhy Prabowo fell into his own toy. Third act, flashback of the scheming of new rules for fry export. The fourth act, disclosure of the characters behind the scenes.

Abstract

The purpose of this research is to determine what factors affect the communication of teachers in students withautism extraordinary school of Mitra Iswara in the Tasikmalaya Regency. This research discusses howinstructional communication is carried out by teachers in students with autism. This research also answers whyschools choose to implement learning communication that combines autistic children students at the same timeand same class. The method used in this research is a qualitative method with a descriptive approach. Datacollection techniques used were non-participant observation and interviews. The results showed that the factorsthat influence communication between teachers and students with autistic children are teachers' competence. Inthis case, the ability to communicate in class both verbally or non-verbally. The second factor is how studentsare capturing lessons and material from the teacher. The third is the role of parents in the learning process,both at home and at school. The communication patterns that are implemented in Mitra Iswara usecommunication patterns in one direction..
