Abstract

Organizational change is a phenomenon that must be faced and carried out by every individual in the organization to achieve organizational goals. Embodiments of organizational change often occur not because it suits the needs of the organization but because of personal interests and power. This study aimed to determine the main factors that can create change, namely the relationship of leadership and political pressure of school principals that influence organizational change in the Public Secondary School in Madura, East Java, Indonesia. This research used a quantitative approach to survey methods. Based on the achievement of its objectives, this study included causal explanation research, the analysis of this study using Structural Equation Modeling (SEM) and a sample of about 650 people collected from 1000 respondents taken from 130 schools through probability sampling techniques using AMOS software. The results showed that the leadership and political pressure of regional heads were the main factors of organizational change at SMPN (Public Secondary School) in Madura, East Java. Organizational Change depends very much on the role of the political pressure of the regional head through education policy, as well as the role of the principal's leadership in running the wheels of the organization so that the school's goals can be achieved. This study also showed that the principal's leadership as an intermediary variable from political pressure shows no influence because the political pressure of the regional head is directly related to organizational change.

Abstract

The purpose of this study is to identify and analyze the drivers and restraining factors of the development of local economic resources. This study uses force field analysis to analyze the various forces / factors that affect a change, determine the source of its strength, and develop strategies to strengthen the drivers and weaken the inhibitors. The results showed that there were a number of driving factors, namely: 1) superior commodities; 2) Rules / policies; 3) Budget allocation; 4) Human resources availability; 5) Leadership. The restraining factors are: 1) Lack of coordination and collaboration of stakeholders involved; 2) The quality of human resources of farmers is still low; 3) community participation is still low; 4) Availability of infrastructure; 5) Commitment of stakeholders involved. This research is expected to be a material consideration for developing strategies to achieve success in developing local economic resources and providing recommendations to local governments to implement planned changes to be able to increase the added value and welfare of local communities.

Abstract

The role of libraries in education today is directed at implementing digitization, called library 4.0. There is a need for service innovation that is able to reach the needs of the digital natives. This study describes and analyzes the innovation of Library Services 4.0: Eco-Blended Libraries and Inclusion-Based Library at Universitas Negeri Malang’s Library. This research uses descriptive qualitative method. The data were obtained through interviews with librarians, observation and documentation. The results showed that in an effort to create a library ecosystem 4.0, the library has succeeded in implementing innovations. These innovations are in the form of an Eco-Blended Library program such as an e-book garden, Beringin Baca, a children's play ground, a library café, art performances, movie talk, and discussion booths. In addition, inclusion-based library is also developed with the Integrated Library Information System (SIPADU) facility digitizing collections in collaboration with Indonesia OneSearch, chat reference services, online loan and extension library collections, as well as information literacy. As a suggestion, the library needs to increase the number of human resources who might more focus on digital library services, further encouraging human resources to conduct online scientific publications and participate in online training forums or groups.

Abstract

E-government is a type of bureaucratic reform which not only highlights technological changes but also changes in the government system involving citizens in policy decision-making. Human resources, leadership and community engagement are critical success factors for innovation in e-government. Therefore, a local government innovation strategy is essential to enhance e-government growth through collaboration and e-literacy. Collaboration is a mechanism of collaboration between one government agency and other governments to jointly solve problems. Although e-literacy is a human resource capability in the learning process to understand a media. The methodology used was library research using previous research articles, books and website literature related to e-government innovation. The stage of the e-Government innovation strategy can be clarified by implementing the SWOT analysis of internal factors such as strength and weakness and external factors, namely opportunities and threats to establish SO strategy, ST strategy, WO strategy and WT strategy. The stages of innovation can be done through two processes, namely collaboration and innovation. The mechanism of collaboration is carried out in order to overcome budgetary problems and to strengthen inter-related agencies in the development of e-government. The e-literacy process is conducted to enhance community participation and development of human capital through community socialization, training of trainers and comparative studies. Keywords: Collaboration, E-Literacy, Innovation, Local E-Government Abstrak E-government merupakan sebuah bentuk reformasi birokrasi yang tidak hanya menekankan, baik pada perubahan penggunaan teknologi, tetapi juga perubahan sistem pemerintahan dalam pelibatan masyarakat untuk pengambilan keputusan. Faktor-faktor penentu keberhasilan inovasi e-governement adalah sumber daya manusia, leadership, dan partisipasi masyarakat. Oleh karena itu, diperlukan sebuah strategi inovasi dari Pemerintah Daerah untuk meningkatkan pengembangan e-government melalui kolaborasi dan e-literacy. Kolaborasi merupakan suatu proses tindakan kerjasama antara satu instansi pemerintah dengan pemerintahan lainnya guna memecahkan masalah secara bersama-sama. Sedangkan e-literacy merupakan suatu kemampuan sumber daya manusia untuk memahami suatu media dalam proses pembelajaran. Metode yang digunakan adalah studi pustaka, baik menggunakan jurnal penelitian terdahulu, buku maupun web literature yang berkaitan dengan inovasi e-government Pemerintah Daerah. Tahapan strategi inovasi e-government dapat dijelaskan melalui pengembangan dari analisa SWOT terhadap faktor-faktor internal, yaitu kekuatan dan kelemahan dan faktor eksternal, yaitu peluang dan ancaman sehingga menghasilkan strategi SO, strategi ST, startegi WO, dan strategi WT. Tahapan inovasi dapat dilakukan melalui dua proses yaitu kolaborasi dan inovasi. Proses kolaborasi dilakukan untuk mengatasi masalah anggaran dan penguatan antar instansi terkait dalam pengembangan inovasi e-government. Proses e-literacy dilakukan untuk meningkatkan partisipasi masyarakat dan pengembangan sumber daya manusia dengan cara sosialisasi kepada masyarakat, training of trainers, dan studi banding. Abstract

 ABSTRACTThe 1997 reforms brought changes in regional governance from a centralized model to decentralization. The village autonomy Law number 6 year 2014 was showed a new era where the existence of villages was appreciated as the smallest unit of government system in Indonesia, with all its diversity as local wisdom to strengthened community resilience nationally starting from the village. This study used descriptive qualitative method, with the analysis step according to Bogdan and Biklen (1982), carried out 2 (two), namely the first stage of data analysis during the field and second analysis of data after collected. The research location of Pandansari village, Ngantang District, Malang Regency, was affected by the Mount Kelud eruption which affected the resilience of rural communities. Data was taken by interview techniques, observations and supporting documents. The results of the study showed that after the impact of the Mount Kelud disaster the resilience of the community was quite disturbed, but it could return to normal with the efforts to developed resilience of rural communities by integrating social capital that existed in the community. Thus, Social capital that developed in the community contributed to developed community resilience after natural disasters.ABSTRAKReformasi tahun 1997 membawa  perubahan tatakelola pemerintahan daerah dari model sentralisasi kepada desentralisasi. Kemudian dalam otonomi desa terbit Undang-Undang nomor 6 tahun 2014. Hal ini menunjukkan era baru dimana keberadaan desa diapresiasi sebagai unit terkecil system pemerintahan di Indonesia, dengan segala keragamannya sebagai kearifan lokal, untuk memperkuat ketahanan masyarakat secara nasional yang dimulai dari desa.Penelitian ini menggunakan metode diskriptif kualitatif , dengan langkah analisis menurut Bogdan dan Biklen (1982), dilakukan 2 (dua) yaitu  tahap pertama analisis data selama di lapangan dan kedua analisis data setelah terkumpul. Lokasi penelitian Desa Pandansari, Kecamatan Ngantang, Kabupaten Malang, yang terkena dampak bencana letusan Gunung Kelud yang berpengaruh terhadap ketahanan masyarakat desa. Data diambil dengan teknik wawancara, observasi dan dokumen pendukung.Hasil penelitian menunjukkan pasca dampak bencana Gunung Kelud ketahanan masyarakat cukup terganggu, tetapi dapat kembali normal dengan adanya upaya pengembangan ketahanan masyarakat desa dengan mengintegrasikan modal sosial (social capital) yang ada pada masyarakat. Modal sosial yang berkembang pada masyarakat memberikan kontribusi dalam mengembangkan ketahanan masyarakat pasca bencana alam.

Abstract

Peneltian ini bertujuan mendeskripsikan bagaimana Implementasi Kebijakan Keterbukaan Informasi Publik(KIP) di Perguruan Tinggi Negeri. Metode yang digunakan adalah melalui pendekatan studi kasus pada Universitas Negeri Malang (UM). Penelitian ini adalah jenis penelitian kualitatif deskriptif yang meneliti obyek penelitian dengan menggambarkan masalah yang ada dengan cara mencatat, mengklasifikasikan, serta menganalisa data yang diperoleh untuk menarik kesimpulan. Teknik pengumpulan data menggunakan observasi, wawancara dan studi dokumentasi. Fokus dari penelitian ini adalah implementasi, mekanisme, dan kendala penerapan KIP di Universitas Negeri Malang. Berdasarkan penelitian yang dilakukan diketahui bahwa Implementasi KIP di UM sudah berjalan dengan baik dan mengalami peningkatan dari tahun ke tahun sejak mulai diterapkan pada tahun 2016. Namun dalam pengimplementasiannya masih ada beberapa kendala dalam memberikan layanan informasi publik sebagaimana yang tertuang dalam UU Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Kendala tersebut antara lain keterbatasan pengetahuan masyarakat mengenai tugas dan fungsi Pejabat Pengelola Informasi dan Dokumentasi(PPID) sehingga para pencari informasi masih sering meminta informasi ke unit kerja lain, belum adanya petugas PPID dari kalangan pegawai atau tenaga kependidikan yang secara khusus bertugas mengelola informasi, melakukan kajian, dan pembuatan laporan berkala terkait PPID ke pimpinan, Daftar Informasi Publik yang ditampilkan di situs web PPID UM masih belum menampilkan informasi publik yang terkait dengan Universitas Negeri Malang secara keseluruhan, masih membutuhkan dukungan materi dan infrastruktur dan staf khusus dalam layanan informasi publik untuk mendukung kinerja PPID yang lebih baik.Kata Kunci: Informasi, Keterbukaan informasi Publik, PPID

Abstract

Satu Data Indonesia adalah kebijakan pemerintah yang diperuntukan untuk dapat menyediakan data yang kredibel, akuntabel, dan mutakhir yang dapat dipergunakan sebagai acuan dalam pembuatan kebijakan yang berkelanjutan. Penelitian ini bertujuan untuk melakukan analisis retrospektif kebijakan Satu Data Indonesia di Indonesia. Penelitian menggunakan pendekatan kualitatif dengan dukungan dokumenasi. Hasil penelitian menunjukkan bahwa terdapat beberapa hambatan yang terjadi pada semua tahapan pelaksanaan Satu Data Indonesia, yang meliputi tahap perencanaan, pengumpulan, pemeriksaan, dan penyebarluasan data. Hambatan yang muncul antara lain kurangnya regulasi, kesulitan mengintegrasikan data, kapasitas SDM yang kurang memadai, dan kurangnya kesiapan infrastruktur digital. Strategi yang dapat dilakukan oleh pemerintah adalah dengan memperkuat regulasi Satu Data Indonesia pada level pusat dan daerah, meningkatkan kolaborasi antar instansi pemerintah, meningkatkan kapasitas SDM melalui pelatihan, dan percepatan pengembangan infrastruktur digital.

Abstract

The Psychosocial Support Service (LDP) is a peogram aimed at children whose parents have died due to Covid-19. This program is expected to be able to reduce the symptoms of trauma in children which can lead to psychosocial disorders, help children to identify psychosocial problems, facilitate children to get acces to psychosocial services. Psychosocial Support Services (LDP) is one of the specific approaches implemented by Kementerian Sosial as an implementation of Lae Number 11 of 2009 concerning Social Welfare, Law Number 7 of 2012 concerning Social Conflict Management and Law Number 23 of 2015 on Regional Government.

Abstract

The Ministry of Research, Technology and Higher Education has announced the results of ranking universities in Indonesia. Universitas Brawijaya has experienced ups and downs in ranking. During the period of 2015-2019, the best ranking of Universitas Brawijaya in the fifth recruitment in 2016. This study aims to formulate a series of optimization strategies for improving UB's rank. Research approach with qualitative methods and the literature review technique and focusing on several approaches to formulate strategy, which are Balanced Scorecard, SWOT, and SPACE. Retrieval of data with the method of observation and documentation. While data validation with Triangulation. The results of this study explained that the Balanced Scorecard, SWOT, and SPACE could be used to solve strategy formulation problems. There are eleven strategic steps to optimize and improve Universitas Brawijaya's ranking by following the indicators set by the Ministry of Research, Technology and Higher Education.

Abstract

Sukopuro Village is one of the areas in Jabung District, Malang Regency, which consists of 13 RWs (Rukun Warga) and 53 RTs (Rukun Tetangga). In the last two years, almost all nations of the world, including Indonesia, have experienced the COVID-19 pandemic, according to data from the Indonesian Ministry of Health, starting from the announcement of President Joko Widodo's first case on March 2 2020, a total of 6,046,467 cases were recorded with 5,882,062 recovered cases. and cases of death amounted to 156,240. Three important points of the proposed program Disaster resilient families (Katana), namely: (1) Katana can become a pillar of community and family resilience against disaster risk; (2) Katana must involve vulnerable groups, children, pregnant women, the elderly and women; and (3) Katana utilizes the closest community institutions that already exist in their environment.
