Abstract

The Surabaya West Shipping Route is the second busiest shipping channel in Indonesia after the entry channel Tanjung Priok. Due to the long and narrow shipping lanes and the large flow of ships going in and out of ports, it is very vulnerable to maritime accidents, be it grounding, ship collisions, or other types of accidents, which of course will have a negative impact on Intersolar shipping. By looking at the facts mentioned above, it is deemed necessary to carry out scientific research so that we can determine the dominant factors that cause shipping accidents in the West Surabaya Shipping Channel so that later it is hoped that the main criteria that cause accidents will also be known. In making decisions about the causes of accidents in the Surabaya West Shipping Channel, existing problems cannot be arranged in a hierarchical form because they involve interactions and dependencies of higher-level elements on lower-level elements. Therefore, in this research, the Analytic Network Process (ANP) method is used which has the ability to accommodate the relationship between criteria or alternatives. Abstract

Human resource development is an important activity because employees and institutions work together in a balanced manner for the company's existence. Human resource development is a unit of implementation of development and training, both career and organizational to increase individual and organizational effectiveness. Orderly and careful management of resources, facilities, and infrastructure is a guarantee for the establishment of a reliable Indonesian Armed Forces posture. because the Indonesian Armed Forces coaching system reflects a functional system that includes aspects of planning, organizing, implementing, and controlling aspects of subjects, objects, and methods. Provision of soldiers which is an activity to fill the Indonesian Armed Forces organization. To obtain the expected soldiering base, selected soldier candidates are educated at educational institutions according to the desired class and rank of soldier before being given a rank as legitimacy of authority, and responsibility in the soldiering hierarchy. The output produced in this study is the achievement of the implementation of Indonesian Armed Forces Non-Military Personnel Development in the second fleet which includes the dimensions of communication, resources, dispositions, and dimensions of the bureaucratic structure. Abstract

Institute Indonesian Navy Marine Health Drs. Med. R. Rijadi Sastropanola., Phys (Lakesla) is a health institution under the Indonesian Navy Health Service, as a Center of Excellence for Maritime Health with the mission of carrying out education, research, and development in the field of diving and hyperbaric health. Apart from that, Lakesla has the task of providing Oxygen Therapy services Hyperbarics (TOHB) for Indonesian Navy personnel and their families as well as the general public, both to treat cases of diving-related illnesses and clinical illnesses. With the decreasing number of patients implementing TOHB, hospitals/institutions must know how to improve their performance so that patient satisfaction can be realized and increased. Based on this problem, research is needed to find out how the facilities and service quality of the Indonesian Navy's Maritime Health Institutions influence patient satisfaction. The method used in this research is Structural Equation Modeling (SEM). In this research there are three main variables, namely: The Facilities Variable (X) consists of 6 indicators, namely: spatial considerations/planning, room planning, equipment/furniture, lighting and color, graphic messages and supporting elements. The Service Quality variable (Z) consists of 5 indicators, namely: reliability, responsiveness, assurance, empathy and tangible. Patient Satisfaction Variable (Y) which consists of 5 indicators, namely: Service, ease of getting a product or service, emotional, price and location. The conclusions obtained from this research are as follows: (1) There is a significant positive direct effect of facilities on patient satisfaction at Lakesla of 0.175. (2) There is a significant positive effect of service quality on patient satisfaction at Lakesla of 0.626. (3) There is a significant positive effect of facilities on the quality of patient service at Lakesla of 0.296. (4) There is a significant positive indirect effect of facilities through service quality (as a mediating variable) on patient satisfaction at Lakesla of 0.186. (3) There is a significant positive effect of facilities on the quality of patient service at Lakesla of 0.296. (4) There is a significant positive indirect effect of facilities through service quality (as a mediating variable) on patient satisfaction at Lakesla of 0.186. (3) There is a significant positive effect of facilities on the quality of patient service at Lakesla of 0.296. Abstract

Non-military personnel are a complement (complementary) of Indonesian Armed Forces soldiers. Therefore, NonMilitary Personnel and Indonesian Armed Forces soldiers are an integrated unit and are responsible for carrying out the main tasks of the Indonesian Armed Forces. The research objectives to be achieved are to describe and analyze the Effectiveness of the Education and Training Program (Training) in the Regulation of the Indonesian Armed Forces Commander Number 161/XII/2011 concerning the Development of Non-Military Personnel in the Account Office of the Regional Financial Officers Koarmada II as well as describe and analyze factors support and inhibitors. The type of research used is qualitative research. The results of the study show the Effectiveness of the Non-Military Personnel Education and Training Program (Training) for NonMilitary Personnel in the Regulation of the Indonesian Armed Forces Commander Number 161/XII/2011 to Foster Non-Military Personnel Indonesian Armed Forces Navy Personnel (Case Study of Non-Military Personnel in the Financial Management Accounts of the Regional Military Command II) Based on the 5 variables that the author conveys can be it was concluded that the education and training programs were quite effective in improving the performance of Non-Military Personnel both in terms of knowledge, skills and attitudes and behavior of NonMilitary Personnel. The effectiveness of the education and training program (Diklat) on the implementation of education and training to improve the performance of Non-Military Personnel, it can be concluded that with the implementation of education and training many Non-Military Personnel have experienced changes, both changes in behavior and changes in work attitudes. Abstract

According to Law Number 29 of 2007, the Provincial Government of the Special Capital Region of Jakarta confirms Jakarta as the State Capital of Indonesia. Based on the SWOT analysis results, researchers found that the relocation of IKN has more strengths and opportunities than weaknesses and threats, so the relocation of IKN is expected to positively impact the Indonesian economy, especially in facing maritime threats. Maritime threats are a global issue that has continued to grow in the last few decades. In the interests of the nation and state, the maritime domain has political, economic, social, and military aspects with very strong weight as tools for developing national interests. The widespread use of the sea in the era of globalization has given rise to various concepts of thought about maritime security. However, from the perspective of a comprehensive approach, maritime security is understood as the combination of preventive and responsive measures to protect the maritime domain against threats and intentional unlawful acts. maritime security challenges and issues include piracy and armed robbery, maritime terrorism, illicit trafficking by sea, small arms and light weapons trafficking, human trafficking, global climate change, and cargo theft. Abstract

Along with the development of the strategic environment in the Indo-Pacific, conflict escalation has occurred at several points in this area. And Indonesia, as one of the countries in the Indo-Pacific Region, is also affected by this condition. One of the leading weapons currently used by regional countries today is underwater drones. As an increasingly popular advanced technology, undersea drones provide the potential for their use in various applications, including marine resource exploration, underwater environmental surveys, and military. However, these technological advances also threaten the security and sustainability of Indonesia's territorial waters. This research aims to identify potential threats arising from using underwater drones, both from national security and its impact on the marine environment. The results of this research show that the illegal use of underwater drones is very detrimental to coastal states, so coastal states must immediately take legal and diplomatic steps to prevent territorial violations carried out by using unmanned vehicles entering Indonesian waters. . Undersea drones also have the potential to be used in espionage, weapons smuggling, and sabotage of underwater infrastructure. Hopefully, this research can provide a deeper understanding of the threat of underwater drones and provide input for the authorities in developing policies and strategies to protect the security and sustainability of Indonesia's territorial waters from this potential threat. Abstract

The absence of clear budgeting regarding disaster management in the State Revenue and Expenditure Budget (APBN) is a condition that must be studied using the perspective of the government's fulfillment of human rights. Meanwhile, the involvement of charitable institutions, social communities and even other countries in the context of handling national disasters is a specific issue that will be discussed. The formulation of the problem raised in this research is (1) the obstacles faced in implementing the receipt of international aid in the process of handling natural disasters in Indonesia and (2) the regulation of international law on the receipt of international aid in managing natural disasters in Indonesia. This research resulted in the conclusion that there are still various countries which, although unable to provide humanitarian assistance to victims of natural disasters in their own countries, still have doubts about granting permits to enter humanitarian aid from abroad. The declining quality of the environment "has exacerbated the potential for natural disasters; in this case, we in Indonesia have seen examples of disasters caused by a lack of proper management of one of the landfills (TPA) in Bandung, which caused quite a lot of victims; while SARS is an example of the loss of a sense of security from the threat of infectious disease. Judging from the incident and its impact, the tsunami needs to be seen from the point of view of "comprehensive collective security," and its handling is more focused on arrangements that will be more effective in providing protection, preparedness, and assistance to those who "face the threat of natural disasters."
