ANTROPOLOGI INDONESIA was published to develop and enrich scientific discussion for scholars who put interest on socio-cultural issues in Indonesia. These journals apply peer-reviewed process in selecting high quality article. Editors welcome theoretical or research based article submission. Author’s argument doesn’t need to be in line with editors. The criteria of the submitted article covers the following types of article: first, the article presents the results of an ethnographic/qualitative research in certain topic and is related with ethnic/social groups in Indonesia; second, the article is an elaborated discussion of applied and collaborative research with strong engagement between the author and the collaborator’s subject in implementing intervention program or any other development initiative that put emphasizes on social, political, and cultural issues; third, a theoretical writing that elaborates social and cultural theory linked with the theoretical discourse of anthropology, especially in Indonesia anthropology; last, the article is a critical review of anthropological reference and other ethnography books that must be published at least in the last 3 years.

Abstract

Tulisan ini mengkaji rihlah (catatan perjalanan) dalam tradisi Thariqah Alawiyyah dalam kaitannya dengan kisah migrasi kaum Hadrami di Indonesia. Bagian pertama tulisan ini mengenai ajaran-ajaran Thariqah tentang migrasi. Bagian kedua membahas pembentukan identitas dan konseptualisasi tentang "kampung halaman" di kalangan pengikut Thariqah pada masa kolonial. Bagian terakhir menyoroti rihlah sebagai sebuah sumber bagi penelusuran konseptualisasi "kampung halaman" setelah kemerdekaan Indonesia. Dengan membaca rihlah secara khusus tentang kisah migrasi, kita dapat mengetahui peralihan gagasan "kampong halaman" diantara pengikut-pengikut Thariqah di Indonesia. Oleh karena itu, konseptualisasi "kampung halaman" tidak dapat dipisahkan dari ajaran Thariqah dan konteks sosio-politik. Kata kunci: konstruksi identitas; migrasi; analisis tekstual; migran Hadramaut.

Abstract

The assimilation between Arabic in-migrants from Hadramaut with Javanese noble women has been taking place since the 13th century. Some of their offspring has identified themselves as Arabic Indonesians, especially after Independence, while a proportion of them have chosen to associate themselves with their local Javanese relatives. The latter even has lost their Arabic cultural identity, and as a result, has become Javanese. This article tries to explain why such a phenomenon has materialized using a family case of a Javanese trah-Javanese version of a clan-who has been living outside the Yogyakarta court. By tracing the family lineage; attitude -both culturally and politically- and life-style of certain trah's figures as Javanese in the context of larger meso-institutional and macro-structural systems, this article argues that the fading away of Arabic identity among the offspring of this particular trah could be attributed to two contextual political economic relations between the Dutch and the Javanese rulers in two different eras. The first one was before the Dipanegara war when the relation was mainly economic, namely the Dutch as the trade-corporate (VOC); and the second was afterwards during which time the Dutch managed to consolidate their full total-grip as a colonial power. Furthermore, this article argues that the attitude of the Dutch and the way they treated the offspring this particular Arabic-Javanese court families, and their generational impact, could only be understood within the larger contexts of the day. Abstract

The article focuses on the role of Indonesian of Arab descents in local politics, particularly in two provinces in Outer Islands, East Kalimantan and West Nusa Tenggara. While much have been researched on the role of Arab descents in national Politics such as studies by Hamid Algadri and Bisri Affendy, little is known about their roles in local politics. In East Kalimantan, Indonesian of Arab descents have played political roles up to the level of Vice Governor and other important positions, as far back as the Sultanates period in the 1950s. Similar important political role have also occurred in West Nusa Tenggara where Indonesian of Arab descents were the Chairman of Local Parliament (DPRD) and Assistant to the Governors, both in the1950s and 1960s. The important roles that have been played by Indonesians of Arab descents are made possible by their "local assimilation" to the local indigenous communities, both trough intermarriages; common living in the same residential areas; common Islamic beliefs and their integration into Indonesian political system after dissolution of Indonesian party of Arab descent (PAI) in the 1930s which have differentiated them from the political history of Indonesian of Chinese descent (peranakan Tionghoa). Abstract

The author argues that the Arab mind entered Indonesian society since the onset of Islam spreading in the 7th century. The development of the Arab mind has its own dynamic and inseparable from Islamic thought. The touch with Hindu-Budha cultural values created Kejawen among the Javanese; the contact with Dutch colonialism resulted acceptance of school system which brings secularism to Indonesian society. In the 80's, the Arab mind was suppressed by politically supported western mind through various ways. Globalization brings another challenge to the Arab mind that, interestingly, strengthens of Islamic identity among younger generation. Key words: The Arab mind; Javanese Islamic thought; political factor; Indonesia.

Abstract

During the Javanese historical development since the First Mataram Empire until today, Javanese cultural concepts as cultural syncretism of early Hindu-Buddhism, latter Hindu-Buddhism and Islam tends to be preserved. In its contact with later concepts from the west, such as formal education, modern politics and the entrance of various ideologies such as nationalism, capitalism, socialism, democracy and so on, has not negated those Javanese cultures. The main problem posed in this article is as follow: to what extent Javanese value of political power has been embraced by elites from Surakarta and Yogyakarta palaces. Whether their values are still strong or has it been diminished. Results reached in this research are: (1) Dominant perception of the elite, shows that their understanding of Javanese political power is still strong. They still strongly embraced the palace tradition and fully involved in all palace's rituals; (2) Western cultural penetration has not able to negate the strong rooted Javanese culture from these palace's elites. Their spirits are still bound to the Javanese culture which surrounded their palace; (3) Javanese sense of political power will play important role when it is positioned as spiritual power to those "njawani" rulers. Abstract

Tulisan ini membahas sejumlah aspek yang terkait dengan proses desentralisasi pengelolaan sumber daya alam. Fokusnya pada sejumlah tema dan isu yang menjadi karakteristik proses tersebut yang sering mengarah pada berbagai bentuk pengelolaan bersama (co-management). Tema-tema dan isu-isu tersebut ditarik dari pengalaman di sejumlah negara, khususnya dari Filipina di mana desentralisasi telah dimulai lebih dari 10 tahun sebelum diterapkan di Indonesia. Sejumlah tema dan isu yang menjadi fokus adalah perbedaan dalam perspektif waktu, hubungan antara sifat sumber daya ekologi dan batas-batas sosial, konsep komuniti dan pengelolaan, proses melemahnya tanggung jawab negara dalam kaitannya dengan kepentingan lokal, peran pihak ke tiga dalam pengelolaan bersama, sifat kontrak dalam pengelolaan sumber daya, sejumlah aspek yang terkait dengan penduduk lokal, dan gagasan tentang keberhasilan dan kegagalan dalam pengelolaan bersama. Dengan mengedepankan isu-isu ini kami berharap dapat memberikan suatu perspektif antropologis terhadap proses yang amat menarik dari desentralisasi pengelolaan sumber daya alam. Kata kunci: desentralisasi; co-management; pengelolaan sumber daya alam.

Abstract

Studies on local knowledge are recently important in development program. Such studies remind us to learn from the community before we teach them. This article discusses how local knowledge understood and used to encourage people participation in forest conversation in South Tapanuli, North Sumatera. The author argues that local knowledge in forest management can be revitalized to build participation if only all stakeholders able to make social commitment as part of social capital. Abstract

This article analyses forest resources management in Tana Toa, South Sulawesi, headed by Ammatoa. Keammatoan membership is divided into Ilalang embaya or adat area and Ipantaran gembaya or outside adat area. The adat allows possibility of empowering local institutions to manage forest resources in the context of regional autonomy. This paper discusses to what extent Ammatoa leadership and adat have been used for managing forest resources through reflective mutual understanding process which lead to the transformation to an open community. Abstract

The management of natural resources is authorized with local regulations when dealing with forest community and legal law including some parties from outside of particular forest area. The two contrasts between the local and national regulations have frequently taken place as result of conflict of interest. Therefore some questions arise: how is the development of such conservation areas meet with the local regulation or adat? Is the activity to make use of the resources by the community remains possible? To response to the question the writer would like to argue that assessment of how a national park management interact with local regulations and hak ulayat or communal rights, one should aware of the contexts of their interaction as well as the following aspects: historical, adat law, economical, institutional and the dynamic of local politics. These have to be emphasized since the national park policy in Indonesia can be seen as the manifestation of state territorialization which results in the marginalization of adat community. All parties' interests in natural resources are consider as national citizen and legally authorized to manage or exploit the resources inside the country's territory. Cases from the four national parks observed concluded that even when they live in around the parkas indigenous, they are not automatically awarded their traditional rights or access to make use of the parks. Abstract

The environmental degradation was a major problem for people who living in the coastal area of Paojepe village. Some previous efforts to address this problem were not successful due to top-down approach and lack of community participation. Learning from the experience, a partnership between University of Indonesia, an NGO, and local community was established to address coastal abrasion by replanting mangrove. Local institutions such as kinship relations and patron-client relationship (Punggawa-Sawi) were functioned as capital in implementing the program. Awareness rising on coastal rehabilitation through local institutions can encourage people to undertake mangrove conservation. Key words: social capital; stakeholders; 'Punggawa-Sawi'.
