Abstract

This study delves into the intricate relationship between godfatherism and electoral politics in Nigeria's Fourth Republic, with a specific focus on the 2018 gubernatorial election in Osun State. Godfatherism has emerged as a prevalent phenomenon in Nigerian politics, where influential figures play significant roles in shaping political outcomes. Using a human security analytical approach, this study critically examines the link between godfatherism and electoral politics in Nigeria's fourth republic and its implication for human security, focusing on the micro-political analysis of the Osun state gubernatorial election in 2018. Employing a mixed-methods approach, this study draws on descriptive research methodology and the Elite theoretical framework to uncover the complexities of godfatherism and its implications for electoral politics. The findings indicate that godfatherism, despite its potential benefits for the democratic balance of power, has taken an unsettling turn in Nigeria's electoral environment, thus posing grave dangers to human security. It has evolved into a disruptive force, undermining the foundations of popular democratic governance and denying citizens the full dividends of democracy. The study highlights how godfatherism influences candidate selection, party loyalty, and electoral outcomes. Moreover, the study reveals that godfatherism perpetuates a system of political patronage, compromising the independence and accountability of elected officials. It also examines the consequences of godfatherism on the unity of political parties, electoral malpractices, and the quality of democratic representation in Osun State. In conclusion, this study underscores the need to reevaluate the role of godfatherism in Nigeria's electoral politics while advocating for reforms in the political system to promote transparency, accountability, and citizen participation.

Abstract

In 1994, the San Remo Manual was established as a regulation governing sea warfare, providing guidelines for countries engaged in conflicts at sea. As Indonesia holds a crucial strategic position in both regional and global sea and air zones, understanding and adhering to international law during armed conflicts at sea is of paramount importance. This research aims to offer practical guidance on the significant role of the San Remo Manual, in applying international law during sea warfare and examines its application in Indonesia. The study employs a qualitative method, which seeks to identify and understand various phenomena in-depth. By analyzing different cases and phenomena, empirical insights on the development and application of the law can be derived. The research results show a comprehensive guide for countries involved in sea conflicts, detailing permissible actions, involvement of parties, protection of injured vessels and personnel, and actions taken by non-conflicting nations. For the Indonesian Navy, implementing the San Remo Manual is vital since they operate in waters that may be prone to armed conflicts. Adhering to this manual can help regulate the conduct of naval personnel during military operations at sea, with a strong emphasis on upholding human rights and justice in the use of military force.

Abstract

Human capacity building offers an opportunity for Indonesia’s demography bonus and enhancement of national defense. This lofty goal necessitates this study to assess how human capacity development could be leveraged as a tool for the demographic bonus towards enhancing national defense. The study utilizes qualitative methodology in addressing the research objectives. To maximize a projected demographic bonus by 2045 for Indonesia, a key strategy for state defense is the maximization of human resources to ensure productivity. Three efforts to this effect have been identified and studied. The Merdeka Belajar (Independent Learning) curriculum and the Merdeka Kampus (Independent Campuses) initiative identified processes for educational reform in Indonesia to face the challenges of the demographic bonus in 2045. Another tangible means for human capacity development is the implementation of the Pancasila Student Profile Project, which actualizes the values of Pancasila in the educational process and everyday life through student activities. The creation of excellent and competent human resources is not only to support the economic aspects and industry needs but also in the interests of national defense. Abstract

The fact that the empowerment of the private defense industry needs to be improved. This is indicated by the problems that still exist in the defense industry, namely the lack of government commitment to increasing collaboration between  State-Owned Strategic Industry Enterprises and Private-Owned Enterprises, and many domestic defense industry products that are still imported. This also raises the question, has the private defense industry not fulfilled the local market opportunity? Has the private defense industry yet to fulfill the Domestic Component Level (TKDN) obligation in producing the defense systems? Has the private defense industry yet to cooperate with the foreign defense industry? A literature study method underpins this research, offering the researchers a profound understanding of the Association of Indonesian National Private Defense Industries (Pinhantanas) empowerment. Employing this methodology, insights into defense industry challenges and the Association of Indonesian National Private Defense Industries are revealed. Hence, an investigation into Empowering the Association of Indonesian National Private Defense Industries to Augment Defense Industry Independence proves pivotal. By dissecting defense industry challenges using three research questions, this research offers insights and recommendations to empower the Association of Indonesian National Private Defense Industries (Pinhantanas).

Abstract

Indonesia's challenge in leveraging the USA-China rivalry for economic advancement requires a nuanced approach, considering its passive foreign policy, strategic dependence, and domestic development challenges. The country aims to enhance recovery prospects by strengthening food and financial security, rebuilding regional growth, and connectivity, while also accelerating the transformation towards an inclusive and participatory digital economy. The study aims to explore how Indonesia can strategically leverage the USA-China rivalry in the Indo-Pacific to enhance its economic opportunities and examine the implications of the rivalry on its economic growth and development. This study employs a qualitative research design, analyzing, and interpreting data from literature reviews. The results show Indonesia's economic growth and development are intricately linked to its approach to leveraging the USA-China rivalry, managing infrastructure dependencies, and promoting the digital economy. To ensure sustainable progress and poverty reduction, well-designed policies and a multi-pronged approach are essential. Balancing relations with both the USA and China will be pivotal in attracting investment and expanding trade while avoiding undue external influence. Emphasizing digital infrastructure, talent, economy, and government sectors can also enhance the digital economy and contribute to Indonesia's long-term success on the global stage. Finally, Indonesia must navigate geopolitical complexities, its passive foreign policy, and domestic challenges to fully capitalize on the benefits of the USA-China rivalry while safeguarding its interests and promoting regional stability.

Abstract

In the era of globalization, efforts to defend the country no longer involve physical warfare. This study aims to describe the opportunities and challenges to defend Indonesia in the globalization era. This research was conducted because it has an urgency that there is a meaning of disruption in the paradigm of state defense in the era of globalization. This study is a descriptive-qualitative study that used library research to collect data from surveys, observations, Focus Group Discussions, and Interviews. This study finds that through the digital era, social media platforms will create interactive, communicative, and multi-channel communication dialogue patterns that will create a digital community that loves the motherland and is aware of the nation and state. Besides, the transformation of the value of State Defense in the digital era is more effective than previously. On the other side, Indonesia is still facing cultural, structural, and postural challenges. Thus, the challenges faced also need to be considered and prevented together with all existing stakeholders and state defense agents.

Abstract

The global dynamics nowadays are synonymous with technological developments which have led to the complexity of emerging threats for implementing Indonesia's defense that come from state actors and non-state actors by taking advantage of technological advances in every digital-based crime. To respond, the concept of digital transformation needs to be realized in a more simultaneous and integrated manner for the defense process through technology platforms. One of them is using Artificial Intelligence technology on defense intelligence activities digitally to prevent sudden strategic attacks on defense forces. Despite of benefits that help intelligence performance in the defense sector, applying Artificial Intelligence technology has potential negative impacts. This article aims to study the significant implications of Artificial Intelligence technology on national defense using a qualitative descriptive method in literacy studies originating from journals, books, and credible internet sources. The findings provide that potential threats from Artificial Intelligence-based defense intelligence activities include miscalculation of algorithmic processes in the intelligence collecting phase, breaches in the process of sharing strategic defense data, and errors in processing statistical data as an effort to observe the reactions of other countries to maintain the balance of defense forces, resulting of misinterpretation in order to estimate national power of them and their intentions in deploying military force. If the potential threats are not focused on being addressed, it will have an impact on reducing the effectiveness of defense intelligence to reduce uncertainty in forecasting global threats.

Abstract

This study examines the policies of two prominent actors, the North Atlantic Treaty Organization (NATO) and Indonesia while considering their adherence to international law. The analysis is conducted through the lens of game theory, which provides a framework for evaluating strategic interactions in the cyber domain. This study aims to explore how game theory can be applied to assess the policies of NATO and Indonesia in combating and to establish the link between game-theoretic evaluation and conflict resolution in Indonesia's cyber landscape. By understanding strategic interactions and motivations of various actors, this study seeks to provide insights into fostering international cooperation, promoting responsible state behavior, and enhancing cybersecurity. This study employs a qualitative research design, relying on literature reviews, policy analyses, and case studies to examine the cybersecurity policies of NATO and Indonesia. Game theory serves as the primary analytical framework to model cyber conflicts and interactions between different actors. The policies of NATO and Indonesia are evaluated concerning cooperation, competition, and compliance with international law. The analysis reveals that both NATO and Indonesia employ distinct approaches to combating. NATO's collective response emphasizes coordination, information sharing, and cooperative defense strategies, reinforcing international cybersecurity efforts. On the other hand, Indonesia's response is shaped by its unique challenges and priorities, leading to tailored policies and collaborations. Game-theoretic evaluation establishes the importance of cooperation, deterrence, and adherence to international law in resolving conflicts arising from cyber threats in Indonesia. This research highlights the significance of international partnerships, capacity building, and context-specific best practices for a more secure digital environment in Indonesia and beyond. Ultimately, game-theoretic evaluation proves instrumental in shaping effective cybersecurity strategies and promoting responsible behavior in the ever-evolving cyber landscape.

Abstract

The world of International Relations will never be separated from its history. Countries in the Middle East, especially Muslim-majority countries, still have a lot of conflicts going on. However, the contribution of Islam to the world of peace never stops. In the contemporary world, for example, this contribution is realized through the participation of Islamic countries in United Nations Peacekeeping Operations (UN PKO). This study aims to analyze the contributions of female peacekeepers of Islamic countries. This research uses the concept of peacekeeping and analyzes secondary data with the quality method and literature review approach as the data collection technique.  The result of this research shows that eight of 12 peace missions involved Muslim-majority countries such as Bangladesh, Pakistan, Egypt, and Indonesia, which sent the most female peacekeepers. This study found that the Muslim-majority countries have successfully implemented the UN PKO program, especially for the increasing number of female peacekeepers agenda. It also found that the female peacekeeper has a substantive and public function in the operations, such as their contribution to the operation in logistical, informational branches, and medical aid aspects. However, the UN PKO still emphasizes masculinity. This study shows that domestic issues including inadequate military personnel and social stigmatization of women's peacekeeping engagement greatly reduce women's representation in UN peacekeeping operations. This inherently impacts the Women, Peace, and Security agenda.

Abstract

Indonesia has a high intensity of disaster events. The high incidence of disasters in Indonesia has had a detrimental impact on several sectors, one of which is the tourism sector.  This study was conducted to find out actors who play a role in disaster management strategy and their relation to national defense. This study used QGIS software, MICMAC, and MACTOR for analysis. MICMAC analysis emphasizes factors or variables, and then MACTOR emphasizes actors. This research found that the institutional capacity between institutions in Batu City was good, but still needed to be improved. The role of actors in improving disaster management in tourism areas in Batu City is very crucial, especially BPBD and DLH as actors who influence other actors on strategy and disaster management in Batu City. The role of actors in disaster management through risk mapping, preparing emergency response plans, and involving the community in prevention efforts are important actions in disaster management. The success of these efforts will contribute to overall national security and stability. This condition led to the involvement of the Indonesian National Armed Forces (TNI) in emergency disaster response operations.
