Abstract

Collaborative governance is one of the concepts in public policy that has developed in the past few decades, there is a distinctive value inherent in collaborative governance namely consensus orientation, collective leadership, multi-directional communication and sharing of resources. This study aims to find out whether the 5 stages in Ansell and Gash 2007 theory can be fulfilled or failed, besides that this research aims to find out what are the factors of aversion and supporting factors in the collaborative governance process in beautiful conservation. This study uses descriptive research with a qualitative approach. Methods of data collection in the form of interviews conducted to informants who have an interest in applying the Collaborative governance process. Analysis of the data obtained is carried out through data collection, data verification, data presentation, and conclusion drawing. The results obtained from this study are that there are several stages that can be fulfilled such as (1). Share understanding, (2). Intermediate outcome, then there are 3 stages that fail to be fulfilled by the process of collaborative governance in beautiful conservation, namely (1). Face to face, (2). Trust building, (3). Commitment to process. In the stages that have not been achieved such as face to face, trust building and commitment to process, the actors are expected to be able to improve and fulfill these 3 stages, while for the two stages that have been achieved such as share understanding and intermediate outcomes, the actors are expected to be able to maintain and be more responsible answer with the process of collaborative governance

Abstract

Analysis of providing fishing boat policy through Badan Usaha Milik Desa (BUMDes) from village government of Mantang Lama is a strategic step as the effort in preparing economic development and the prosperity of fisherman in coastal area, Bintan Regency, Riau Islands Province. The purpose of this research is to look at the policy formulation that has been done by village government through BUMDes. Then, the researcher wants to study; 1) providing fishing boat policy for fisherman in Mantang Lama, 2) the agreement between village government and the fisherman after the boats operate as the first phase. The research method that is used is qualitative research then will be analyzed descriptively. The result shows that the policy was created solely to develop the fisherman economy, cut off the chain of slavery (fishing boat tauke), and change the fisherman’s mind who usually just rely on people outside of Mantang village. The village government policy of Mantang Lama was created by seeing the great potential of fisherman in Mantang village to be independent and be able in creating a new job demand for the society in their daily life who usually work at land become work at sea in marine and fisheries sector as the housefather of fisherman

Abstract

Government functions in service are always criticized by various groups including the community and bureaucratic disease causes negative images for the government in terms of service, using descriptive methods with concurrent concurrent mixed method triangulation. The results of the research found in pathology which is the result of internal situations within the government environment are inadequate rewards and the following are some therapies that can be given at the Cimahi city BPN office, among others: To minimize the bureaucratic pathology in the Cimahi city BPN office is to create social conditions good, creating intelligent emotional, intellectual good intellectuals, creating good character and creating good spirituality; Officials in the BPN city of Cimahi should report on their wealth starting from the first position, and given ethical awareness, awareness of morality, increasing faith, feasibility of life, through social interaction, through openness, through education and training, through informal and formal groups.

Abstract

DKI Jakarta as the center of government and national economy causing population growth rate in Jakarta to increase rapidly. Therefore, land is much needed to meet the needs of the people. Otherwise, there is need to create a Green Open Space of 30% as written in UU No 26 Tahun 2007 about Spatial Planning. In order to create comfortable, safe and sustainable urban spaces, Government of DKI Jakarta impose a policy for areas that should be green lines. One of the areas that has been successfully carried is Kalijodo area, North Jakarta. To decide which policy is used, the understanding of the ethical decision making is needed, the aspects are consecuentialist, deantological, and virtue ethics. The purpose of this research is to analyze the implementation of ethical decision making theory of curbing policy in Kalijodo area in 2016 by using quantitative descriptive approach with literature study method. This research indicates that the policy making process has been implemented the combination of three ethical approaches. The most influential approach is consecuentiatlist, followed by deantologist, and the last virtue ethics. Each of ethical decision making is imperfect, therefore ‘ethical triangle’ is needed so that there is a balance in decicion making process.

Abstract

Corruption is an act that is disserve to society and the state because it will disturb the stability of the country. There is no country in the world that is immune from corruption because the state which is a very large public organization in which there are many parties who have different personal interests but the levels are different from one country to another. corruption that involving state officials including regional heads are often in indonesia. One of the highest level of corruption in Indonesia is North Sumatera. This study uses qualitative methods and descriptive analysis on secondary data. Data are collected through literature review on primary and secondary sources. The result showed that bad work environment, organizational culture that has existed for a long time, and personal interst causes a corruption tradition in North Sumatera.
