Abstract

 A primary issue in this study is to identify the type of pathology experienced Cimahi city land office, and what strategies can be applied in order to minimize pathologies arising from lack of or lack of knowledge and skills of the officers of various operational activities.The results of the research office of the land Cimahi in serving the public is still suffering from pathologies that are caused due to the lack or low level of knowledge and skills of the officers of various operational activities, such as: do not be able to outline the wisdom of leadership, lack of carefully situations, smugness, acting without thinking, confused, baksheesh, a lower quality of work, superficiality, inaccuracies action, incompetence, hesitant attitude, work is not productive, untidiness, stagnation.Some of the strategies that can be done in minimizing the pathology of this type that the transparency of the time and cost in managing certificates by strengthening the administration, education and trainning.KEY WORDS:Pathology Bureaucracy,  service quality.

Abstract

ABSTRAK Permasalahan dalam artikel ini adalah bagaimana pelaksanaan mediasi dan bagaimana fungsi atau peran Dinas Sosial Tenaga Kerja dan Transmigrasi Kabupaten Merangin yang diwakili oleh petugas mediator dalam menyelesaikan perselisihan hubungan industrial dan apa saja faktor pendorong dan penghambat dalam efektifitas mediasi dan upaya Pemerintah Derah dalam menyelesaikan perselisihan hubungan industrial. Penelitian ini dilakukan melalui pendekatan Kualitatif deskriptif dengan data primer dan sekunder, dimana masing-masing data diperoleh dari penelitian kepustakaan dan dilapangan. Analisis data dideskripsikan dalam bentuk uraian kalimat yang kemudian berdasarkan fakta-fakta yang bersifat khusus dapat di tarik kesimpulan. Hasil penelitian menunjukan bahwa guna menghindari perselisihan baik pengusaha maupun pekerja harus menjalankan kewajiban dan haknya berdasarkan Undang-Undang dan Perjanjian Kerja yang berlaku , Undang-undang No 13 Tahun 2003 Tentang Pengawasan Ketenagakerjaan dan Undang-undang No 2 Tahun 2004 tentang Penyelesaian Hubungan Industrial Dalam pelaksanaan proses penyelesaian hubungan industrial dapat dilakukan dengan cara mediasi karena berusaha mengutamakan perdamaian secara musyawarah dan mufakat serta memberikan saran berupa anjuran dan risalah. Beberapa faktor pendorong dalam penyelesaian ini adalah adanya itikad baik dari kedua belah pihakyang bersengketa untuk menyelesaikan perselisihan, sedangkan faktor penghambatnya adalah kedua pihak yang masih mengutamakan emosinya.

AbstrakArtikel ini bertujuan untuk mengetahui peranan pemerintah daerah kabupaten bungodalam rangka mengatasi laju pertumbuhan penduduk dengan menggunakan informansebanyak 10 orang serta menggunakan metode deskriptif serta pendekatan kualitatif.Berdasarkan hasil penelitian dan pembahasan mengenai “Strategi Badan PemberdayaanMasyarakat Pemerintahan Dusun Pemberdayaan Perempuan dan Keluarga BerencanaKabupaten Bungo Dalam Pengendalian Laju Pertumbuhan Penduduk, maka dapatdiambil kesimpulan sebagai berikut:Peran BPMPDPP & KB dalam upaya pengendalian petumbuhan penduduk diKabupaten Bungo sudah cukup baik walaupun belum mencapai target secara maksimal.Hal ini dilihat dari komitmennya melakukan pelaksanaan program KB dengan sasaranwanita usia subur yang bersuami kemudian diiringi dengan program GenerasiBerencana Yang menyasar anggota masyarakat usia muda,agar dapat menunda usiaperkawinan dan mempersiapkan masa depan yang berencana. Program tersebutmerupakan upaya agar tercapainya tujuan dalam pengendalian pertumbuhan penduduksecara optimal.

Abstract

In general, the BOS funds program aims to ease the burden on the community on the financing of education in the context of quality 9-year compulsory education, and this paper aims to find out the beneficiaries of BOS funds at SD Negeri No. 24/II Dusun Koto Jayo Pelepat Ilir Kabupaten Bungo. This paper using descriptive methods with a qualitative approach and using 17 informants. From the results of the interview, it was found that Dusun Koto Jayo Pelepat Ilir Kabupaten Bungo had gone well. Where the utilization BOS funds to finance new student admission administration, purchase of teacher learning reference books and purchase the books for libraries; financing remedial and extracurricular activities; financing tests/examination and learning outcomes; power and service subscriptions; school maintenance fees; honorarium paying honor teachers and honorary education personnel; allocation of BOS funds for poor students and transport fee assistance for poor students; teacher development and profession; financing BOS fund management; and purchasing computer.

Abstract

Lack of community participation in nature conservation, especially forest preservation, is a separate problem using a descriptive method with a qualitative approach and data collection techniques used by interviews, with 11 informants in total using triangulation analysis techniques. Results of research Participation of local communities, especially those living in and around the Kerinci Seblat national park (TNKS), have a high level of dependency or level of need for potential in the KSNP area, related to community participation in the management of the KSNP area in Sungai Telang Hamlet Bathin III Ulu Subdistrict Bungo Regency Sungai Telang Sub-District Bathin III Ulu Subdistrict Bungo District is still not optimal and can be said to be still low. management of forest resources in the KSNP area besides the community also does not understand the boundaries of the area including TNKS forest, the implementation of forest resource management in the TNKS area, especially with villages that directly border the TNKS area such as Sungai Telang Hamlet, Bathin III District Bungu Ulu District, in this case management tends to safeguard and protect forests carried out by conducting patrols with the community, especially the Forestry Partner Community as a form of community participation, due to the zones contained in the Sungai Telang sub-village TNKS including the jungle zone and core zones that need safeguards and protection from forest destruction activities carried out by unscrupulous people.

Abstract

Artikel ini bertujuan untuk mengetahui penataan pasar tradisional yang ada di Muko-muko Bathin VII kabupaten Bungo, dengan menggunakan metode deskriptif dengan pendekatan Kualitatif. Teknik Pengumpulan data yang digunakan adalah wawancara dengan informan sebanyak 15 orang. Hasil penelitian ini Pemerintah Kecamatan hanya melakukan pembinaan saja terhadap Pasar Tradisional yang ada Di Kecamatan Muko-Muko Bathin VII, dan langsung di urus atau dikelola dusun masing-masing, penataan pasar tradisional masih kurang rapi karena kekurangan los dan lokasi untuk pembangunan los baru dan sarana pendukung lainnya. Hambatan yang dihadapi oleh Pemerintah Dusun dalam Penataan Pasar Tradisional adalah di sebabkan terbatasnya lahan untuk pembangunan los dan sarana pendukung lain, pemahaman tentang administrasi, dan tidak memahami dalam pengelolaan dan manfaat dari pasar tradisional terhadap pentingnya administrasi dalam tata kelola dan penataan pasar yang rapi. Upaya yang dilakukan Pemerintah Dusun dalam mengatasi hambatan yang di temui adalah meningkatkan kemampuan pengurus Pasar Tradisional Kecamatan Muko-Muko Bathin VII, membangun los dan sarana lain yang dilakukan pemerintah dusun, dan meningkatkan pengawasan.

Abstract

Meskipun manfaat karet bagi kehidupan masyarakat dunia saat ini sangat banyak baik untuk bahan dasar maupun untuk bahan pelengkap suatu barang, namun belum mampu membuat harga karet meningkat apalagi membuat para petani karet hidup sejahtera ditambah lagi pekerjaan mereka untuk mendapatkan hasil karet tersebut harus bekerja dengan keras. Dengan menggunakan metode deskritif dan pendekatan kualitatif penelitian ini dilakukan, informan yang digunakan sebanyak 21 orang dengan wawancara terstruktur serta analisis trianggulasi, maka didapatkan hasilnya adalah Faktor-faktor penyebab bekunya adalah faktor Manusiayang mana lemahnya sumber daya manusia para petani pada tahun 1980-1991 tersebut.. Faktor Modal dikarenakan keterbatasan modal di pabrik dan sering terjadi keterlambatan pencairan gaji petani, susahnya proses peminjaman uang, kurangnya komunikasi antara petani dan pegawai. Sehingga terjadi menurunnya rasa kepercayaan antara kedua belah pihak dan timbul rasa tidak saling membutuhkan.

Abstract

This paper stems from concerns about public services available in Indonesia by using descriptive methods and qualitative approaches, the problem of existing public services in terms of pathology can be minimized in the current era of industrial revolution in view of the growing access to technology and transparency provided about the service both time and cost to be paid in terms of getting the services from the government. The type of pathology associated with perception and managerial style will be minimized by the use of technology in the service process.

Abstract

In order to improve good governance and clean governance, all local governments must make a report on Government Institution Performance Accountability (LAKIP) using descriptive methods and a kaulitative approach with informants as many as 14 people with the results of the Government Agency Performance Accountability Report on Decision Making in Regional Leaders The Bungo District Inspectorate has gone well even though there are still a number of programs that have not yet been implemented 100% and 2 (two) programs have not been implemented so that some of the pathology of biology related to the Accountability process still occur and to see the performance indicators with the realization of performance indicators set 2017 Annual Performance Determination Documents so that it is more transparent, Efforts to overcome the obstacles of Bungo Regency Inspectorate in creating Performance Reports on Government Agency Performance Accountability to support decision making regional leadership and can prevent bureaucratic pathology, including: Providing training and education to improve the human resource capacity of Bungo Regency Inspectorate personnel; Provide understanding in the form of guidance to the object of examination regarding the importance of internal audit; Strive to improve facilities and infrastructure to support the implementation of basic tasks and functions.

Abstract

Restorative justice (RJ) is a growing alternative to traditional punitive justice, emphasizing offender accountability, victim reparation, and community reintegration. This meta-analysis aims to quantify the effectiveness of RJ programs in reducing recidivism across diverse global contexts. A systematic search of electronic databases (Scopus, Web of Science, PsycINFO) from 2018-2024 was conducted, including studies that assessed the impact of RJ on recidivism using experimental or quasi-experimental designs. The primary outcome was recidivism (any reoffense), with secondary outcomes of violent and non-violent recidivism. Random effects models were used to calculate pooled effect sizes. Thirty-two studies met the inclusion criteria (N = 18,654 participants). The overall pooled effect size for RJ on recidivism was -0.11 (95% CI -0.15, -0.07), indicating a small but statistically significant reduction in recidivism compared to traditional justice. Subgroup analyses revealed greater effects for youth offenders (-0.16) and for programs with high adherence to core RJ principles (-0.18). In conclusion, RJ programs demonstrate a modest but consistent effect in reducing recidivism. The findings support the continued implementation and expansion of RJ, particularly for young offenders and in settings with strong adherence to RJ philosophy.
