Jurnal Kybernan adalah Jurnal berbasis Ilmiah dengan register ISSN : 2086-6259 yang diterbitkan Program Studi Ilmu Pemerintahan Fakultas Ilmu Sosial dan Ilmu Politik Universitas Islam "45" Bekasi. Jurnal Kybernan bertujuan untuk mempublikasikan artikel-artikel konseptual, ulasan, dan penelitian di bidang Ilmu Pemerintahan dan berfokus pada isu-isu Ilmu Pemerintahan yang melibatkan interaksi antara tata kelola dalam pemerintahan; birokrasi; kebijakan dan layanan publik; politik pemerintahan; Politik dan pemerintahan Islam; inovasi pemerintah; Pemberdayaan masyarakat; kepemimpinan; otonomi daerah; terorisme dan resolusi konflik; etika pemerintah; dan E-Government. Artikel-artikel yang diterbitkan dalam Jurnal kybernan telah ditinjau secara ganda oleh peer reviewer. Keputusan apakah artikel ilmiah diterima atau tidak dalam jurnal ini akan menjadi hak Dewan Editorial berdasarkan rekomendasi peer reviewer.Harap baca dan pahami pedoman penulis secara menyeluruh. <![CDATA[The Indonesian government to improve competence and quality of work has tried to innovate to find newconcepts or systems, in the spirit of bureaucratic reform. The Bekasi City Government has implementeda new strategy to improve the performance of ASN. The strategy is through the SIKERJA application,but their insight into performance in completing the SIKERJA application has not been optimal andASN thinks that SIKERJA is only a money-making tool. The purpose of this study was to analyze thestrategy of the Bekasi City Government regarding the Application for Apparatus Job PerformanceAssessment (SIKERJA), as well as to analyze what factors hindered the implementation of performanceimprovement in SIKERJA and to analyze the effectiveness of the SIKERJA application by the Bekasi CityGovernment ASN which was carried out at the Bekasi City Government in part of the National Unityand Political Body. This study uses qualitative methods. Data collection techniques through primarydata collection in the form of observation and interviews, and secondary data collection through librarystudies and documentation. The data analysis technique used is the Miles and Huberman model throughdata reduction, data display, and conclusion. The results of the study indicate that the strategy implemented by the Bekasi City Government regarding the SIKERJA application is going well and somechanges occur to ASN in the application of the SIKERJA application strategy such as changes in timediscipline, discipline in work, and ASN being more active in working to achieve a target. in theSIKERJA application. However, increasing human resources to be more professional and competent isstill necessary. Researchers recommend renewing the SIKERJA application as well as facilities andinfrastructure to support performing ASNs to achieve the organization's vision and mission.]]>

<![CDATA[Smart City is a big issue in the world and Indonesia that focuses on the involvement of the active roleof the community in city development using a centric approach. This is done by the government to beone of the solutions to solve various problems that occur in urban areas. The concept of Smart City hasbeen implemented in several major cities in Indonesia such as Jakarta, Bandung, Surabaya, and Bekasione of them. The background of this research is based on the concept of a Smart City which is also inline with the vision and mission of Bekasi City, namely to "Realize Bekasi Advanced, Prosperous andIkhsan". The purpose of this study is to find out the opinions of young people in Bekasi City towardsSmart City policies. In addition, this study is also to find out information about the participation ofBekasi City youth in Smart City policies. By using qualitative research methods and descriptive dataanalysis, it can be found that the involvement of Bekasi City youth in the Smart City Policy is stillspontaneous. However, it has not been fully aware of the Smart City policy in Bekasi City. Therefore,encouragement from the government is needed to provide an understanding of the presence of smartcities in Bekasi City.]]>

<![CDATA[he background of this study is the number of divorces and domestic violence cases that occurred.Therefore, the Cilamaya Wetan Religious Affairs Office (KUA) has a role in resolving conflicts thatoccur in the household through the Sakinah Family Guidance Program. Hopefully, this program will beable to reduce divorce cases and cases of domestic violence to improve the quality of generation througha family. The purpose of this study was to determine whether the Sakinah family guidance programimplemented by KUA Cilamaya Wetan was able to reduce divorce and domestic violence. The methodused is a qualitative method with a descriptive approach. Data collection is carried out throughinterviews, observation, documentation, and literature studies. The results of this study can be seen thatthe role of KUA Cilamaya Wetan in organizing the Sakinah Family Guidance Program runs regularlyby standard operating procedures and gets a positive response from the community. Some obstacles are,lack of awareness and participation for brides-to-be to follow the guidance of the Sakinah family.]]>

<![CDATA[In the current era of globalization, the high level of information technology has rapidly givenrise to new media (social media) in life. The existence of social media today greatly affectsvarious areas of life in society, including the political field. So that now many politicians arecompeting to campaign through various types of social media, especially Instagram socialmedia. Because the media today plays an increasingly large role in the political life anddemocracy of a nation. Puteri Anneta Komarudin is a political leader who actively uses socialmedia Instagram to interact and convey aspirations to the community. This study aims todetermine the communication strategy used by Puteri Komarudin through Instagram socialmedia in increasing the role of legislation and the political image of the DPR-RI in thecommunity. This research uses descriptive qualitative methods with documentary datacollection techniques. The result of this research is that Puteri Komarudin has communicatedthrough social media with 4 message strategies that have succeeded in making PuteriKomarudin closer and known to the community and increasing public trust in people'srepresentatives.]]>

<![CDATA[This article explains the dominance of karaeng in the regional elections in the Jeneponto district. Karaeng is part of the traditional elite who can seize and maintain power through regional elections which are carried out directly, freely, fairly, and democratically. The karaeng's victory in the 2018 regional elections proves that in the last twenty years, the karaeng's position as a governing elite has become stronger. This means that the nobility in Jeneponto has a stronger position in the direct struggle for power. The 2018 regional elections proved that all regional head candidate pairs had Karaeng backgrounds. <![CDATA[The General Elections Commission (KPU) as the organizer of the Local Election (Pilkada) has developed and prepared a strategy to reduce the number of abstentions in the 2024 Bekasi City Election. In the previous regional elections, there were still many Bekasi City people who did not exercise their voting rights (golput) and community participation had not reached the national target of 77.5%. For this reason, the Bekasi City KPU has developed a strategy so that the regional elections in 2024 will have a low abstention rate. The purpose of this study is to analyze the KPU strategy for reducing the number of abstentions in the 2024 Local Election in Bekasi City. The research methodology uses the constructivism paradigm with qualitative research methods accompanied by a case study approach. The data collection techniques are through observation, in-depth interviews, literature studies, and documentation, as well as informant retrieval by purposive sampling. The results of the study stated that the KPU strategy in reducing the number of abstentions in the 2024 regional elections was by the desired strategy consisting of targets, policies, and plans to be realized. Based on the strategy realized, the Bekasi City KPU has realized several activities, one of which is by carrying out socialization and voter education in schools. This was done to increase public awareness of the importance of participating in using their voting rights in the 2024 local elections.]]>

<![CDATA[The oversight function of the Village Consultative Body in the Use of Village Fund Allocations is the process by which village government activities can be carried out effectively and efficiently bypredetermined plans and provisions. The relationship between the BPD and the Village Head, who functions as a village partner between the legislature and the executive. Then, this partnership relationship is by Law Number 6 of 2014 concerning Villages which is manifested in the form of a BPD position that is equal to the Village Head. The form of this research is descriptive qualitative by explaining events or situations in a systematic, factual, and accurate manner concerning BPD supervision of the distribution of village funds in Sukabudi Village, Sukawangi District, Bekasi Regency. This data collection was carried out by observation, interviews, and a literature study. This theory uses Siagian's theory which states that there are two variables in the form of direct supervision and indirect supervision of the implementation of the Village Fund Allocation (ADD). The oversight function of the Village Consultative Body in the Use of Village Fund Allocations in Sukabudi Village, the BPD (Village Consultative Body) oversight in supervising ADD is quite good. However, some members of the BPD do not understand their duties and functions as members of the BPD. Like they are still ignoring their duties as overseers of village government activities. Then, there are problems with funding in 2022 where there are activities that have not been carried out due to being hampered by Covid-19 at that time. There is also the existence of obstacles that hinder the BPD in carrying out supervisory functions such as incompetent human resources and institutionally the BPD does not understand their duties and functions as members of the BPD. Still, there are supporting factors where the cooperative relationship between the village government is good, and there is also community participation that supports the village government. Then there is a strategy from the Sukabudi village government where there are many hopes that have not been implemented by the Sukabudi village government.]]>

<![CDATA[Continuing to a higher school level is the dream of students. Vocational high school (SMK) graduates hope to develop their potential in universities with study programs that are of interest. The learning motivation of students with an interest in continuing their education to college is still not by the dreams of students. This study used quantitative methods with a population in this study of 76 students. Data collection techniques were carried out using observation methods, distributing questionnaires to grade XII students of Karya Guna Bhakti 2 Vocational High School (SMK) Bekasi City. Relating student learning motivation to college can be realized as expected, and it needs the role of students and parents, in other words, student learning motivation gets internal and external encouragement to make behavior changes and several other indicators that have a big role in student success in learning. Interest in continuing education to college is influenced by several factors including factors from within oneself, school environment factors, family environment factors, and study program factors chosen to continue education. The results of the questionnaire distributed to class XII students are quite high interest in continuing their studies at university, but from the results of statistical tests obtained a value of p = 0.14, it can be concluded that there is no significant relationship between learning motivation and interest in continuing studies.]]>

<![CDATA[Research on communication and supervision on employee performance results are still mixed. These mixed results may be because the study did not pay attention to the condition of the organizational structure of the organization studied. This study uses three hypotheses, the influence of communication on motivation, the influence of supervision on motivation, and the influence of interaction between communication and supervision on employee work motivation. The design of this study is quantitative research with multiple regression analysis. The research location is in Bappeda Bekasi City. The results of this study stated that communication and supervision each had a significant positive effect on motivation, while the interaction between communication and supervision had a significant negative effect. The results of this study can be concluded that in the environment of Bappeda employees what is needed is effective communication and supervision. From the results of this study, it is recommended to develop the effectiveness of this supervision and communication, and for other researchers, it is recommended to confirm in other locations by paying attention to the organizational structure.]]>

<![CDATA[To reduce problems regarding land in the Bekasi Regency area which is still not certified and provide legal certainty to landowners. The government issued a program to facilitate the community in obtaining land rights certificates, namely the Complete Systematic Land Registration (PTSL) program. This research uses descriptive research methods with a qualitative approach. Data collection techniques are carried out using interviews, observations, and documentation related to implementing the Complete Systematic Land Registration (PTSL) program. The data obtained are then analyzed qualitatively using the theory proposed by Donald S. Van Meter and Van Horn which includes policy standards and objectives, resources, communication between organizations, characteristics of implementing agents, social and economic conditions, and dispositions of implementors. The results showed that implementing the Complete Systematic Land Registration (PTSL) program at the Bekasi Regency Land Office in general has been going well. However, implementing the Complete Systematic Land Registration (PTSL) has not been optimal due to several inhibiting factors, namely minimal facilities and infrastructure and lack of public awareness in completing administrative requirements, thus slowing down the implementation of the PTSL program in Bekasi Regency.]]>
