Abstract

Sectoral statistical development refers to the capacity to analyze and evaluate statistical data that is essential for decision-making across various sectors. The issuance of Presidential Regulation No. 39 of 2019 has encouraged active collaboration between Statistics Indonesia (BPS) and Regional Government Institutions to meet data needs in accordance with standardized principles under the One Data Indonesia (SDI) initiative. This study examines the strategies implemented by BPS of the Riau Islands Province in sectoral statistical development, in its role as the coordinator of the One Data Indonesia program. This research employs a qualitative approach, utilizing primary data collected through interviews and secondary data from literature reviews. The evaluation results of the Sectoral Statistics Implementation (EPSS) indicate that the Riau Islands Province achieved a 'Good' rating, with a significantly improved Statistical Development Index (IPS) score in 2024 compared to 2023. The findings demonstrate that the sectoral development strategies implemented by BPS Riau Islands reflect the principles of Good Governance, as evidenced by the realization of transparency, accountability, participation, effectiveness, and excellent public service

Abstract

Modern legal systems function not merely as frameworks for dispute resolution but as dynamic expressions of governance, reflecting societal values, institutional designs, and political philosophies. This paper examines how diverse governance models influence legal practice, with a focus on the United States, China, and Western Europe. The study aims to uncover the mechanisms through which law both constrains and empowers state actors, influences judicial discretion, and balances individual rights with collective objectives. Methodologically, the analysis combines comparative legal study with a functional examination of internal governance structures, including administrative regulation, evidentiary standards, and procedural oversight. By integrating doctrinal analysis with cross-jurisdictional comparison, the paper evaluates both the external relationships between states and citizens and the internal regulation of specialized actors within the legal system. The findings reveal that governance models profoundly influence legal outcomes. The U.S. principal–agent model emphasizes limits on state power and protection of individual rights, the Chinese unitary model prioritizes policy efficiency and centralized control, and the European public feature model promotes collective justice through active judicial engagement. Moreover, internal governance mechanisms—ranging from forensic regulation to discretionary oversight—play a critical role in ensuring consistency, fairness, and reliability. Overall, the study concludes that legal governance operates at the intersection of law, power, and procedure, mediating both societal expectations and institutional capabilities. Understanding these dynamics is essential as globalization, technological innovation, and political change continue to reshape the contours of justice, authority, and legitimacy worldwide.

Abstract

with a more transparent and accountable system, the public and business actors increasingly trust the fiscal policies implemented by the local government. The objective of this research is to examine the implementation process of public financial innovation policies applied by the Bekasi Regency Government and to identify the supporting and inhibiting factors in the execution of these policies. The research method employed is a descriptive qualitative approach. The results of this study indicate that, to enhance the effectiveness of implementing public financial innovation, several strategies can be applied, including improving human resource capacity through intensive training, strengthening information technology infrastructure, and refining regulations to be more adaptive to the development of digital financial systems.

Abstract

General elections are a cornerstone of democracy in Indonesia, providing space for public participation in determining leadership and policy direction. In the 2024 Legislative Election in Bekasi City, the Prosperous Justice Party (PKS) secured the highest number of seats in the Regional House of Representatives (DPRD), positioning itself as a key actor in the local political contest. This study aims to analyze PKS’s winning strategy in Electoral District 5 of Bekasi City (Pondok Gede and Bekasi Barat) using Peter Schroder’s political strategy model, which distinguishes between defensive strategies (maintaining the voter base) and offensive strategies (expanding voter support). The research employed a qualitative method, collecting data through in-depth interviews and observations with party cadres and community leaders. The findings reveal that defensively, PKS consolidated its loyal base through cadre networks, local leaders’ engagement, and consistent community service programs. Offensively, PKS reached out to young voters, penetrated non-loyal communities, and utilized social media as an integrated tool for political communication. The combination of these strategies proved effective in sustaining PKS’s electoral support while simultaneously expanding public sympathy, although challenges such as voter pragmatism and inter-party competition remain significant.
