Abstract

This literature review aims to examine the presence and impact of Muslim women in administrative roles at the Indonesian ITE. The results show that the leadership structure at the Indonesian Institute of Teacher Education is quite intricate. Transactional, transformational, laissez-faire, democratic, and autocratic techniques are all used by Muslim women in positions of power. As their effects on leadership skills and abilities show, these styles have a strong positive link with leadership efficiency. Understanding the many facets of effective leadership is facilitated by incorporating Islamic leadership ideals, particularly Performance and Islamic Leadership values. The study also identifies several mediating factors—leadership ethos, goals and responsibilities, interpersonal correspondence, professional development, and employee empowerment—that affect leadership efficacy in ITEs. A developed Leadership Effectiveness Model synthesizes the research findings, offering a structured framework for Muslim women leaders to adapt their leadership approaches according to contextual challenges and opportunities. In conclusion, this study contributes novel insights by exploring the impactful presence of Muslim women leaders within the Indonesian Institute of Teacher Education. The study's findings provide valuable guidance for Muslim women leaders' career progression and effectiveness, ultimately contributing to the broader discourse on gender equality and empowerment in leadership positions.

Abstract

This paper focuses on John Locke's thoughts on government. The government initiated by John Locke was formed by the people's consent. The people have entrusted the government with the preservation ofthe lives of each of its people. The people play a role as determinants of government, and the government is obliged to serve the people. This thought becomes the theoretical basis for achieving the objectives in this paper. This article aims to show that the Indonesian people play a role in rationally determining a government and that the government in Indonesia is a servant of the people. The method used to achieve that goal is a study of the literature. A literature study is a qualitative research that uses related books as a source of information. This method is supported by the technique of analyzing texts that are directly related to Locke's thought. The discussion on this theme shows that the government was elected rationally by the will of the Indonesian people and therefore the legitimate government must serve the Indonesian people so that every Indonesian can preserve their lives. The survival of each community is in their own hands because they have approved the elected government to regulate their lives for the next 5 years.

Abstract

The strategy of the Bekasi City Civil Service Police Unit in implementing peace, public order, andcommunity protection in Bekasi City requires a comprehensive study. The purpose of this paper is toanalyze the strategies carried out by the Bekasi City Civil Service Police Unit in the implementation of peace, public order, and community protection. The research uses a qualitative approach with datacollection techniques through interviews and focused discussions. The data analysis technique uses thetriangulation technique. The results obtained show that there are: (a) an inventory of public order andtranquility conditions in Bekasi City; (b) Efforts to monitor and evaluate vulnerable points that maydisturb public order and tranquility; and (c) strategies and prevent and take action against every casethat disturbs public order and tranquility.

Abstract

Indonesia is a country in the developing category characterized by the government's main activity, namely national development. The economic sector's position is very much considered in national development in Indonesia. The economy is still turbulent, making people feel that their lives are increasingly difficult. The development of today's times affects the increasing demands of society for its way of life, and the way of thinking of society is becoming more modern, conceptualized, sophisticated, and complex. Bekasi City Small and Medium Enterprises Cooperative with MSME development based on the 2018-2023 Strategic Plan. The Bekasi City Government has broader authority in designing and implementing every policy at the regional level except for matters determined to be central and provincial authorities. Efforts to encourage development in Bekasi City to achieve the Vision and Mission of Bekasi City are complex and cannot be implemented using partial and sectoral management approaches. The results of research at the City Small and Medium Enterprises Cooperative Office with data collection methods, observation, interviews, and documentation techniques can be concluded that they are still not running optimally.

Abstract

The article aims to explain the marginalization of women in leadership in Malang City. It turns out that the marginalization of women has been going on for a long time. Since 1942 until now women have never succeeded in becoming political leaders. This means that the political structure in Malang City is very male. The domination of men over women is a sign that political reform through direct elections does not have a positive impact on women's position in politics. The position of women is still weak and powerless against men in the mayoral election. Therefore, it is necessary to do two things simultaneously, namely encouraging political participation and developing social awareness for women so that they continue to struggle and compete for political leadership. The struggle to seize political leadership is an important agenda in building substantive democracy in Malang City.

Abstract

The United Nations Children's Fund (UNICEF) mentions that exclusive breastfeeding is one of the efforts to prevent infant and toddler deaths in the world. In fact, in Indonesia, the exclusive breastfeeding program is one of the government-supported programs. This can be seen from several regulations that the Government has issued to support the exclusive breastfeeding program, including Law Number 36 of 2009 concerning Health, and Government Regulation Number 33 of 2012 concerning Exclusive Breastfeeding. One of the efforts to support the exclusive breastfeeding program is to provide support in the form of the availability of breastfeeding rooms in the workplace and public facilities, as stated in the Regulation of the Minister of Health of the Republic of Indonesia Number 15 of 2013 concerning Procedures for Providing Special Facilities for Breastfeeding and or Expressing Breast Milk. Support for the provision of breastfeeding rooms is not only carried out by the central government but also by local governments, one of which is Bekasi City, through Bekasi Mayor Regulation Number 55 of 2017 concerning the Provision of Breastfeeding Rooms in Government/Private Workplaces and Other Public Facilities. However, not all public facilities in Bekasi City have been equipped with breastfeeding room facilities. This research will examine the availability of breastfeeding rooms in Bekasi City, with the research locus at three stations in Bekasi City, namely Kranji Station, Bekasi Station, and East Bekasi Station. This research uses a qualitative research method with a case study approach. The data acquisition mechanism in this study uses observation and in depth interview methods, involving various relevant stakeholders such as the Head of the Station, the Health Office, and the community of Railway station users in Bekasi City.

Abstract

Regional autonomy was born with consideration of the progress of economic development in the region and as a form of implementation of Article 18 of the 1945 Constitution which requires the formation of regional governments. Law No. 23 of 2014 concerning Regional Government as the legal umbrella for the implementation of regional government. In this law, several substances relate to the authority of regional heads, DPRD, and the relationship between these two institutions in administering government. The law also emphasizes the classification of regional government affairs. The classification of regional government affairs emphasizes that it is related to the obligations and direction of regional governments in running government. In this classification, there are government affairs. Absolute, concurrent government affairs, and general government affairs. Absolute government affairs cannot be given to regional governments, while concurrent government affairs are the underlying affairs in the implementation of regional government. This research is more about studying aspects of the implementation of Law No. 23 of 2014 with the urgency of regional development. The complexity of regional problems and the opportunities and challenges faced by each region are not the same, so the presence of regional governments that understand the roots of the problems that occur and the opportunities that exist becomes a study point in selected aspects of government affairs that refer to aspects of the opportunities and challenges that are currently or will be faced by the government area. With these considerations, the formulation in this research is related to the meaning of regional government and the perspective of the birth of Law No. 23 of 2014 in terms of the orientation of increasing or progressing regional development. Regions are the basis for national development because these problems must be addressed from the source where they occur, namely by using a bottom-up development pattern approach in addition to top-down in the policy-making process. The ability to understand the symptoms of government that are occurring and the ability to analyze policies must be used as a basis for regional development progress which will later be outlined in regional government policies or programs through the RPJPD, RPJMD, and RKPD. This research uses a literature review methodology, namely by examining various kinds of regulations that are the basis for the formation of regional governments, laws regarding regional government, and academic texts from Law No. 23 of 2014.

Abstract

The implementation of regional autonomy is a form of implementation of the principle of decentralization so that the implementation of regional government affairs runs orderly. In the context of achieving an orderly government, the regional government and the legislative body  implement regional government administration. The reforms also impacted financial management in the government sector, so at that time regional financial accounting received great attention from various parties. This study aims to determine the efficiency level of regional financial management in the Bekasi Regency from 2016 to 2020. The study was carried out in the Bekasi Regency Government, West Java Province. Based on the existing problems, this type of research is descriptive qualitative that is, by doing calculations on the financial data obtained to solve existing problems following the research objectives. The data collection technique used is to use observation, documentation, and literature study. The results of the study show that from 2016 to 2020, Bekasi Regency's regional finances were at a less efficient level with an average percentage of 98.8%.

Abstract

The implementation of the 2024 simultaneous elections has ended. Many male and female candidates, as well as running for executive and legislative positions have introduced themselves to the public. However, various surveys show that female candidates are still unpopular and have low electability, especially presidential candidates. Generation Z voters can be categorized as first-time voters. As a generation, they have different characteristics from previous generations. They were born during the development of internet technology, so they are very internet literate. Therefore, this study aims to find out Generation Z's views toward female candidates from the perspective of social capital. The research method uses a quantitative descriptive approach. Based on the answers of 55 students, it was shown that there was no significant difference between the perception of female candidates in terms of gender and type of voters. However, judging from the interaction of gender and type of voters, there is a significant difference between female and non-female first-time voters. There is a difference in the perception of female candidates compared to male and non-female first-time voters.

Abstract

The e-auction program was introduced to promote transparency and accountability; however, it continues to face challenges, including technical disruptions, slow document verification, and negative public perceptions. This study examines the influence of good governance—specifically the principles of transparency and accountability—on the effectiveness of the e-auction program at the State Assets and Auction Service Office (KPKNL) Jakarta II. Using a quantitative approach, data were collected through questionnaires and analyzed using multiple linear regression. The study involved 100 purposively selected respondents who had participated in e-auctions at KPKNL Jakarta II. The findings reveal that both transparency and accountability have a positive and significant impact on the program'seffectiveness. These results suggest that strengthening these principles can enhance the efficiency and reach of the e-auction system. This study offers practical recommendations for KPKNL to improve the implementation of e-auctions in a more transparent, accountable, and inclusive manner.
