Abstract

Maisyiah, NPM : 14.11.1001.3509.268, Program Studi Ilmu Administrasi Publik, Jurusan Ilmu Administrasi, Universitas 17 Agustus 1945 Samarinda.  Judul Penelitian : Tinjauan Tentang Sistem Pelayanan Administrasi Terpadu Kecamatan (PATEN) Di Kantor Kecamatan Loa Janan Kabupaten Kutai Kartanegara. Dibimbing oleh H. Ahmad Jubaidi, S.Sos. M.Si sebagai Pembimbing, Drs. H. Maskan, AF. M.Si. sebagai Pembimbing II. Hasil penelitian ini Tinjauan tentang Sistem Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kantor Kecamatan Loa Janan, dengan indikator sebagai berikut : (a) transparasi petugas pelaksana dalam memberikan pelayanan, (b) akuntabilitas atau tanggung jawab petugas pada saat melakukan pelayanan, (c) kondisional pelayanan yang efektif dan efisien, (d) partipatif masyarakat dalam upaya meningkatkan pelayanan, (e) kesamaan hak yang tidak membedakan ras, suku dan tegas dalam memberikan pelayanan dan (f) keseimbangan hak dan tanggung jawab yang adil dan jujur dalam melayani pemakai jasa/masyarakat . Teknik analisa data yang digunakan adalah model interaktif sebagaimana yang dikembang Miles dan Huberman.            Dari hasil penelitian menunjukkan bahwa Pelayanan Administrasi Terpadu Kecamatan (PATEN), sebagaimana yang diatur dalam Peraturan Menteri Dalam Negeri Nomor  4 Tahun 2010 dan Peraturan Bupati Nomor 7  Tahun 2012 tentang Pelayanan Administrasi Terpadu Kecamatan, secara implementatif telah membawa perubahan yang berarti terhadap kualitas layanan. Meskipun secara aplikatif pelayanan administrasi terpadu kecamatan belum mencapai hasil yang optimal, tetapi tindakan-tindakan yang dilakukan Camat Loa Janan mampu memperbaiki dan meningkatkan kualitas pelayanan dan mendapatkan apresiasi masyarakat di wilayah Kecamatan Loa Janan. Dengan diterapkannya Pelayanan Administrasi Terpadu, semua jenis pelayanan dapat diselesaikan dalam satu pintu (one door service) sehingga para pemakai jasa tidak lagi dihadapkan pada alur birokrasi yang berbelit-belit dan pengorbanan waktu yang tinggi, dan layanan dapat diselesaikan lebih efektif dan efisien. Kurang optimalnya dalam implementatif kebijakan Bupati Kutai Kartanegara mengenai pelayanan administrasi terpadu. Karena secara aplikatif tidak dibarengi dengan berbagai faktor yang mendukung. Misalnya sumber daya aparatur yang profesional, sarana dan prasarana yang memadai, sikap dan perilaku aparatur yang baik dan kedisiplinan aparatur yang mampu memegang teguh etika profesi.

Abstract

This study aims to determine the Influence of Organizational Culture on Employee Performance At  Department of Transportation in Samarinda City.            The result of the research shows that there is a positive and siginificant correlation between Organizational Culture variable with Employee Performance at Department of Transportations in Samarinda City. Another thing can be known from the result of statistical test Koefisien Korelasi Product Moment the result is r = 0,504 which means there is a strong and positive relationship between the two variables.            Meanwhile, t test result ( table coefficients) obtained t value counted = 4,038. While the table statistics (ttabel) obtained from table t ( attached) for = 1,677 means t count > t table ( 4,038 > 1,677 ). So it can be concluded that, the independent variable Organizational Culture has a positive and sinificant relationship to Employee Perfomance. Thus it can be said also that the purpose of this study can be achieved, the problem can be solved and the hypothesis can be proven.

Abstract

Administrative activities in an office basically also have a result like other units. Results or products from an office are letters, forms, and reports. The management of the letters, forms, and reports produced and received by an office will ultimately relate to archives. So, the administrative activity is basically produce, receive, process, and store various letters, forms, reports and so forth. Wanasari Village Library Office Muara Wahau District is one of the government offices that serve the public interest that will not be separated from archival activities. Office that daily takes care of making library member cards, storing documents or other letters, making the office has a variety of archives. Success in archival management is determined by many things. Filing factors such as storage systems, archiving employees, archival equipment, and of course with the work environment. The management of archives conducted in the Wanasari Village Library Office of Muara Wahau Subdistrict is very influential to the success or failure of the rediscovery of archives.

Abstract

East Kutai Regency is a region with high population and distribution, the government uses a letter of introduction as an invitation or mediator to carry out socialization to the community. And beyond that, the civil service and civil registry also cooperate with other parties, for example, providers who provide network development for the management of SIAK and public and private organizations that require population data.Information System of Population Administration (SIAK) is a government policy that is set in order to improve the quality of government services, especially in the field of population administration. Population administration information has a strategic value for the administration, development and service to the community, so that the need for the management of population administration information in a coordinated and sustainable manner. To ensure the accountability of services to the public in a single-point reservation, it is necessary to establish policies and information systems for population administration nationally.Population Administration is a series of activities of structuring and controlling in the issuance of documents and Population Data through Population Registration, Civil Registration, Information Management of Population Administration and utilization of the results for public services and other sectors development.Population registration Is recording of population biodata, recording of population event report and population data collection Vulnerable population administration and control of population documents in the form of identity card or certificate of residence. Population is Everyone both Indonesian citizens and foreign nationals residing in the territory of the Republic of Indonesia and has complied with the provisions of the applicable Laws and Regulations.People who have KTP are Indonesian citizens and Foreigners who have Permanent Stay Permit and have been 17 (seventeen) years old or have been married or have been married legally.The family is a person or group of people who have blood relations and / or other people who live in one house / building and registered in the Family Card. The Family Card is a family identity card containing data on names, family arrangements and relationships, and family identity.

Abstract

Problems in this study is How Professionalism and Employee Productivity in the Administration Section Regional Secretariat Mahakam Ulu District? This study aims to find out knowing Professionalism and Employee Productivity in the Administration Section Regional Secretariat Mahakam Ulu District.The timing of the research is conducted in December 2017 until May 2018 for 5 (five) months. The research method in this research is descriptive, the data obtained through direct observation to the field and spread the questionnaire to the speakers with the number of samples are 18 (eighteen) respondents.Based on the analysis of the data obtained the average score scores obtained for professional variables is 56.67 / 13 = 4.36 which can be categorized very well and the average score score of work productivity is 52.50 / 12 = 4.38 and categorized very well. So it can be concluded that the professionalism and productivity of employees in the Division of Government Secretariat District Mahakam Ulu is very good.

Abstract

Sri Hartati, Effect of Office Management on Employee Effectiveness At Bappeda Office of East Kalimantan Province, under the guidance of Mrs. Salasiah, S. Sos., M.Si as mentor I and Mr. H. Ahmad Jubaidi, S. Sos, M. Si as Mentor II.The purpose of this study is to determine the Effect of Office Management on Employee Effectiveness at Bappeda Office of East Kalimantan ProvinceThe results showed that Office Management has a positive effect on the Effectiveness of Employees at the Bappeda Office of East Kalimantan Province. Based on the data in the interval table it can be seen that the value of rxy coefficient correlation on that calculation is 0.649 it is above> 0.202 thus there is closeness relationship between independent variables to the dependen variable is quite strong. The value of rxy coeffeicient correlation or r arithmetic is 0.649 while the r value of product moment  or r table at the level of significance alpa is 0,05 or 5% N = 98-1 is r0,05, 24 = 0,202 (contained in attachment). Therefore the value of r xy> r table (0.649 > 0.202) then the hypothesis proposed in this study is accepted that the variables of office management have a significant effect on the effectiveness of employees at the Bappeda Office of East Kalimantan Province.From the calculation results above can be seen that the value of correlation coefficient r = 0.649. Furthermore, the value in the interpretation table according to a conservative size. Based on the interpretation table the value (r) of 0.604 lies between 0.600 up to 0.800 that fall into the quite high category.From the calculation result obtained r arithmetic count 0,649 then compared with price critic at table r Product Moment at N = 98 with 95% significance level obtained critic value = 0,202. Thus proved: r arithmetic = 0.649> r table = 0.202 at σ = 95%Thus there is a positive and significant influence office management on employee effectiveness At Bappeda Office of East Kalimantan Province.

Abstract

Linda  Ulin Nova, dengan judul penelitian “Korelasi antara Kepemimpinan dan Semangat Kerja di Kantor Dinas Sosial Kabupaten Kutai Timur Bapak Suhardiman, S.Sos.,M.Sis dan Bapak Dr. H. Mugni Baharuddin, MH selaku Dosen Pembimbing I dan Pembimbing II.Tujuan penelitian ini untuk mengetahui Korelasi antara Kepemimpinan dan Semangat Kerja di Kantor Dinas Sosial Kabupaten Kutai Timur.Jenis penelitian yang penulis lakukan adalah jenis penelitian verifikatif/uji hipotesis. Untuk populasi di Kantor Dinas Sosial Kabupaten Kutai Timur berjumlah 44 orang, dan sampel yang diambil berjumlah 44 orang pula. Teknik pengumpulan data yang digunakan yaitu pengamatan, wawancara, angket / kuisioner, dan penelusuran dokumen. Teknik analisis data yang digunakan dalam penelitian ini melalui tahapan dari pencarian koefisien korelasi rank spearman, kemudian dilanjutkan dengan uji tabel r dan uji tabel t. Hasil penelitian menunjukkan: 1) Nilai koefisien korelasi Rank Spearman atau nilai  hitung adalah 0,260, dan nilai  hitung tersebut menggambarkan bahwa hubungan berada pada tingkat yang rendah, yaitu  = 0,260 (0,20-0,399 tergolong rendah), 2) Nilai  hitung lebih kecil daripada nilai  tabel pada N = 44 dan taraf signifikansi (α) = 0,05 (0,260 < 0,298), dan 3) Kesimpulannya adalah hipotesis yang diterima adalah Hipotesis Nol / Ho (tidak terdapat korelasi yang signifikan antara Kepemimpinan dan Semangat Kerja Pegawai di Kantor Dinas Sosial Kabupaten Kutai Timur. Hal ini dikarenakan nilai  hitung lebih kecil daripada nilai  tabel pada N = 44 dan taraf signifikansi (α) = 0,05 (0,260 < 0,298).

Metode yang digunakan adalah kualitatif, dengan jenis penelitian deskriptif kualitatif. Dalam pemilihan informan menggunakan teknik sampel jenuh berjumlah tiga orang informan.Teknik pengumpulan data menggunakan teknik observasi partisipatif pasif, wawancara terstruktur, dan dokumentasi. Teknik analisis data menggunakan model Milez dan Huberman. Hasil penelitian ini yaitu penataan danPenyimpananarsip Di Lingkungan SMPN I BusangKabupatenKutaiTimur sudah baik, hal ini dilihat dari hasil kinerja petugas arsip terhadap pelayanan yang diberikan kepada pengguna.

Abstract

This research is based on leadership carried out by the leadership, in the hope of improving the performance of employees in general office and staffing sekertawat area of East Kutai regency.The purpose of this study is to know how the role of leadership in improving the performance of civil servants and general staff sekertawat districts east kutai district. The type of research or explanation used is descriptive qualitative used to analyze the relationship between research variables. Types of data used are kusioner, observation, interview, and documentation.From the results of research on hypothesis analysis of t-test data obtained t test obtained for leadership variables of 5,535 where t count is greater than t table (5.535 > 1.679), with significant level 0.001 <0.05 then Ho is rejected or Ha accepted, so partial there is a significant positive influence between leadership on employee performance. whereas for R obtained for 0.725, which means that 72.5% of employee performance has a positive contributor to leadership.

Abstract

RONI CHOIRUDIN (141110013509203) "The Influence of the Mobile Library Against Reading Interest in Palaran District in 2018". Under the guidance of Prof. Dr. FI. Sudiran, M.So as Advisor I, Drs. Jamil Bazarah, M.Si As Advisor II One of the problems faced by mobile libraries is how they can serve people who are hungry for information with limited collections in limited service time. Thus the rapid rate of information, mobile libraries must play a more active role in disseminating the information in various forms, especially information in the form of books. Therefore the selection of mobile library collections must be truly professional. The type of research in this research proposal is quantitative. Quantitative research has a positivism perspective, which states that the existence of social reality / reality and physical reality. Therefore anyone who will examine the reality can observe / measure it. There is an influence of mobile library services in East Kalimantan Province library agencies on reading interest in Palaran District. From the calculation can be obtained that the calculated r value of 1.00 figures the correlation index is not negative, this means that the correlation between variable X (mobile library service) affects the variable Y (students' reading interest) and there is a direct relationship, with the word others have a positive influence between the two variables. So that the alternative Hypothesis (Ha) tells that there is a significant positive influence between mobile library services and students 'reading interest, and the null hypothesis (Ho) which states that there is a significant positive influence between mobile library services and students' reading interest is rejected. The number of mobile library services in the East Kalimantan Province library agency for reading interest services is 0.98, which means that this number is in the range of 0.90-1.00 with a positive correlation between variables X and variable Y including a very high correlation.
