Abstract

Development process in a city should not be separated from the spatial planning. Therefore, spatial planning policy is always shifting and improving every time. Based on research by Lisdiono (2008), mostly the policy shifting is happened because of influence from the investor in the development. A research used for identifying the spatial planning policy shifting is needed in Semarang in order to make sure that the policy shifting is happened because of those policies are need to be improved as a result of the planning process. The metodology of the reasearch is qualitative research to identifiying path dependence phenomena, to reveal the policy shifting process by the literature, regulation, and document review, with the depth interview with the key person and the other actor that involve in the spatial planning formulation in each planning period. The result are the spatial planning policy shifting is caused by several things, i.e. : policy shifting on spatial planning guidance, national and regional policy focus adjusment, and the city development. Beside that, it is also known that there is a gap between spatial planning policy and its implementation. Spatial planning policy shifting can be used for consideration in formulating the policies in the future.

Abstract

The increase of population affects the amount of household waste generated by the community, increase the amount of garbage adds to the burden of government in the management of household waste. Movement Program Clean, Healthy and Independent (Motion Bersemi) is a program that is engaged in the waste which aims to reduce the amount of waste households with 3R principles, one of the pilot areas program Motion Bersemi are in Griya Prima Lestari Munthe (GPL Munthe) Sangatta East Kutai Regency. This research was conducted in order to identify the forms and levels of community participation in stages in four stages, to analyze internal and external factors affecting the level of community participation in all stages and analyze sustainability Bersemi Motion program. The method used in this research is quantitative method with the number of respondents 83 people. The study concluded the level of participation is influenced by internal and external factors which consisted of age, the status of the house, the number of in habitants of the knowledge society, the role of government, the role of community leaders, the private sector's role and the role of community groups (RKPL). Sustainability “Gerak Bersemi” program in terms of social, economic and environmental prospects to continue to be run and developed. “Gerak Bersemi” program can gradually overcome the problem of solid waste. To sustain “Gerak Bersemi” Program and increase public participation is still required the participation of government, private and community mobilization groups to motivate the public about the importance of waste management by means of 3R. To speed up the East Kutai free from garbage problems the government should immediately extend the implementation of the program throughout the territory Bersemi Motion City Sangatta.

Abstract

Bukittinggi city is one of the city located in the province of West Sumatra . Although it does not have the potential of natural resources that can be exploited , Bukittinggi has another potential, which is a beautiful natural conditions, the air is cool, has a historic heritage places, and is located in a strategic position potentially make this city as tourists visiting the area. Because of the potential of the tourism sector serve as a leading sector in the city of Bukittinggi, which is expected to be the main driver of the city economy. This research was conducted with input-output analysis approach, to examine how the influence of the tourism sector and linkages with other sectors of the economy of the town of Bukittinggi. Moreover it will be seen also how the spatial effect of the tourism sector on the pattern and structure of urban space Bukittinggi. The influence of the tourism sector to the economy of Bukittinggi shows the role of the tourism sector to the total demand is 40.86% when grouped into the business field of agriculture and mining sector, industrial sector, tourism sector and the service sector. Linkages with other sectors of the tourism sector seen from the spread of the power index and the degree of sensitivity, all sectors related to tourism activities have spread of power index > 1. But the degree of sensitivity index > 1 only occurs in large & retail trade sector and the transport, while the hotel secto, restaurants and entertainment and recreation has index < 1. Multiplier effect of all relevant sectors of tourism activities have a relatively large effect on both the output multiplier effects, household income and employment. Application of financial input scenarios, showing the influence of the tourism sector on the economy will be larger Bukittinggi if allocated greater financial inputs to the sectors of tourism, both in the form of government spending and investment spending. The existence of attractions around the city center has affected the structure of the city, where the activity and tourism-related businesses keen to be located closer to attractions. However, the pattern of urban development to the east, north and south of the city is more influenced by the presence of the road network.

Abstract

Ahmad Yani Airport that located in Semarang City is the gateway and transit point for the cities around Semarang. These things made number of passengers and goods are increasing in the Ahmad Yani Airport. The existence Obstacle of Limitation Surfaces on Ahmad Yani Airport did not obstruct the city and the building development therefore it can be built around the airport. The passenger and goods growth rate development Ahmad Yani Airport are not matched by the infrastructure and non-flight facilities growth. In the result of it, there are deficiencies of landside facilities and airport support facilities as a central air transportation. OLS existence is still regarded as a obstruct city growth. This study uses quantitative methods by projection analysis of passengers and flight flow data in previous years. The results are used to find the range of the airport number of passengers and airport facilities volume requirements in the future. The results showed that the rush hour number of passengers at Ahmad Yani Airport is 2864 people and the sum total of passengers per year 57,727,482 in 2035. Terminal area needs a minimum of 12,626 m2 and 38,556 m2 of parking area. The Ahmad Yani Airport required the most supporting room facilities, such as; concession airport room, parking area, pedestrian path, airport hotel, and followed by other facilities. Superimpose and normative analysis showed that the potential placement for the new airport facilities is on the north Ahmad Yani Airport runway.

Abstract

City’s development influenced by its natural resource, petroleum is one of them. Petroleum exploration and production activities become the trigger of city’s development which is accompanied by infrastructure and facilities provision, such as transportation access toward petroleum field location. It also provokes the migration activity where people come to gain new opportunity and better life, so it creates new population concentration in those areas. Petroleum industry started with land clearing which is usually by reusing land function. Land use in particular area related with population growth and the activity, the more population figures and their activities increase, it will affect the portion of land use development. In order to response this issue, a research which aim to identify the urban structure and land use development in the petroleum exploitation area is needed, with the research location in Duri, Bengkalis, Riau Province, by considering the periods from 1995 to 2015. This research is using a quantitative method, and supported by identification, comparative, descriptive analysis. While to describe the development of existing condition in the research location, it use GIS software. Comprehensive analysis is done to acknowledge the urban structure and land use development in the exploitation area in Duri. The result of this research are land use development in periods from 1995 to 2015 are affected petroleum field location to urban structure growth in Duri, built up area growth 913.74 Ha in 1995 to 1,583.42 Ha in 2005, and 1,962.02 Ha in 2015. Firstly, built up area growth in along the main transport lines. But over time, towards the development of the spatial structure leads to the east near the Duri oil field and to the north close to oil fields Sebangar in 2005. In 2015 the development of the urban structure began to turn towards the west and south, where the area close to petroleum field location Petani, Pematang and Rangau.

Abstract

Watershed as rainwater catchment are is susceptible with erosion and sedimentaion problems. The calculation of erosion and sediment yield can be calculated with USLE and SDR (Sediment Delivery Ratio) method at each area unit. This research intends to find out the erosion value, distribution and prediction of sediment yield contained in Kreo Hulu Watershed in 2009-2014. Data accumulation methods for the research are observation, documentation, and field measurement. The erosion forecast result in this research obtained based on overlay few maps, that is rain erosivity map, soil erodibility map, length of slope map, management and conservation soil map. This research was construct with using rainfall data from 2009 until 2014. Based on the calculations model of erosion is known that the erosion in the watershed upstream Kreo fluctuation occurring annually. With the result of erosion from 2009 until 2014 are respectively 17.45 tons; 18.78 tons; 17.83 tons; 25.70 tons; 31.62 tons; 26.17 tons. Sediment yield estimates obtained by the relationship between the unit value erosion (based mapping unit), as well as the erosion area of the unit value of Sediment Delivery Ratio in watershed. By calculation of these factors, the value of watershed sediment Kreo Hulu forecast results for 2009-2014 are respectively 2,78 tons, 2.93 tons; 2,78 tons; 4.01 tons; 4.93 tons; 4,08 tons. Spatial distribution of erosion prediction Kreo upstream watershed of very high value erosion is largely rural area/village Gunungpati, Banjarejo, Karangmalang, Lebak and Cepoko. Weight and middle erosion are covering parts of Pasigitan, Branjang, Kalisidi, and Tinjomoyo. Then need to increase conservation of alternative methods land mechanically and vegetative at upstream Kreo watershed.

Abstract

Cilegon is one of the National Activity Centre (PKN) in Banten Province. As PKN, Cilegon generate movement from out of town towards Cilegon, either using AKAP/AKDP buses and urban transportation from the place of origin. Many AKAP/AKDP bus passengers fell in the shadow of the terminal, while the urban transport passengers from the outside get into the city of Cilegon and drop off passengers . The number of outer urban transport operating in Cilegon Cilegon City area adds to congestion in Jalan Sultan and Jalan Ahmad Yani Ageng Tirtayasa , especially at rush hour. Therefor, the Government of Cilegon Municipality then implement the construction of SeruniTerminal, officially put into operation on April 1, 2013. With the expected Seruni terminal buses no longer drop off passengers at the terminal shadow, and urban transport outside the city of Cilegon not get into town. Positivistic approach and methods used in this study is a quantitative method , as well as some analysis used : (1) the analysis of the characteristics of SeruniTerminal, (2) analysis of traffic volume in Seruni Terminal, (3) analysis of urban transport route network in Cilegon, and (4) policy analysis for development of The Seruni Terminal, is expected to answer the research question, namely : " the role of Seruni Terminal in the urban transport system in Cilegon Municipality? "The results obtained from this study is the lack of Seruni Terminal has a role in urban transport systems in Cilegon. To enhance the role, it’s can be done with urban transport route A.01 Cilegon-Anyer and Merak-Cilegon M.01 directed toward Seruni Terminal, and/or the addition of a new trajectory Cilegon-JLS. Therefor, Seruni Terminal is expected to increase the role of the movement in serving urban communities in Cilegon.

Abstract

Penyangkringan villages became one village into the Center for Environmental Activities (PKL) to the service center functions as a center of trade and services in accordance with the Spatial Kendal Year 2011-2031. The village where Penyangkringan have potential cash asset village that has not been optimally and can not accommodate these activities so that the village government plans to build a village market. But with a limited budget, cooperation with the private sector to be the solution to overcome it. Authorities village rural market development cooperation with built-operate-transfer (BGS) with a contract term of 10 years. Therefore we need a study evaluating the implementation of the cooperation that focus on the financial feasibility and economic aspects. The purpose of this study was to evaluate the implementation of village government and private partnership in the development of rural markets in financial aspects and economic aspects. Financial and economic aspects views of four criteria: Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Pay Back Period (PBP). The results showed that the financial results obtained Rp. 193.610.176 (NPV), 13,5 % (IRR), 1,035 (BCR), and 4 Years, 3 Months (PBP), while economically the results obtained Rp. 143.437.317 (NPV), 11,6 % (IRR), 1,01 (BCR) and 4 Years, 4 Months (PBP)

Abstract

One of the social problems that often arise in urban areas is a waste problem. Waste problem is basically caused by many things, such as the lack of good waste management, the behavior of a society that is still low in maintaining hygiene and environmental health, as well as the growing population, thus adding of waste produced by households. Waste management in the region, will involve communities, government, NGOs and the private sector. But in Trenggalek, the absence of private parties who participated in addressing rural waste. Waste management in Trenggalek handled by the government and the people who lead the waste pelayananaan less than optimal or not in accordance with existing regulations. The aim of this study was to assess the extent to which institutional role in waste management in Trenggalek, in creating a healthy environment, berhindar of soil and water pollution caused by garbage. The analysis in this study was performed using Pearson correlation analysis, crosstab analysis and scale analysis. Results from this study were 1) Waste in Trenggalek differentiate into 2 (two), namely organic and inorganic waste, the most dominant is the leaf litter and food waste amounted to 81.30%. 2) Institute for waste management there are only two (2) institutions, namely the government and society. 3) Waste management in Trenggalek done by way of being transported by a janitor, burned and dumped into the river. 4) The role of each institution shows that government plays an important role in waste management in Trenggalek. 5) Based on the analysis of the correlation between institutional waste management indicates that the government has a weak relationship with the community, so that waste management is less than optimal.

Abstract

Since the reign of Bima district split into two autonomous regions that become Bima and Bima City, the issue of the transfer of the district capital began to sound so as to make a few districts in Bima start to straighten the sake elected to the district capital. One of them is the District of Sape. District Sape, a district that has a lot of potential, location of districts Sape is located in the eastern part of the district of Bima make it as a gateway economy either from or to a province adjacent namely NTT, besides the presence of the port sape straits sape as a transportation hub of and to the Bima-Labuan Bajo East Nusa Tenggara province, making it the heart activity activity Center to provincial or national. From many of the above considerations may be raised several alternative selected as appropriate for the development of districts Sape. With the method used is descriptive Qualitative analysis assisted by hirarchi analytical analysis process (AHP), which involves several sources related to show that the alternative selected is District Sape used as a new autonomous region (DOB).
