Education world of Indonesia experiences development along with integration between conventional study and e-learning bases method on web. Some universities in Indonesia offers service e-learning to base on web with a few content interaktif which can be exploited for expansion of quality of education. Content e-learning for example upload/download matter bases on document, chatting, live video streaming, and video conference. University of Nusa Cendana (Undana) also does system development of study of e-learning bases on web. Now content which on the market still limited to upload and download document. Video service conference have been implementation, but communications only support communications point-to-point and has not integrated with website elearning. Based on the limitation hence writer wish to develop the system becomes communications multipoint to base on web and can be integrated with website e-learning undana.

Global of System for Mobile Communication (GSM) is a cellular communications technology having the character of digital. Technology GSM many applied at peripatetic communications, especially handphone. This technology exploits microwave and delivery of signal divided based on time, so that information signal sent will come up with purpose. GSM is made by global standard for cellular communications at the same time as cellular technology which at most applied people in the worldIn this study will make a simulation of dual-band GSM 900 and GSM 1800, system 1 traffic will overflow to system 2 if the server system 1 is busy. Traffic on the system 2 will be blocked if the server system 2 is busy. Simulations are made with varying number of server, number of events, average arrival rate, and service rate to see its effect on blocking dual band system. The simulation results show that increasing the number of servers (N) and the service rate (μ) will lower the value of blocking. While increasing the number of events (LE) and the average arrival rate (λ) will increase the value of blocking.

Generally installation of lighting applies manual switches to turn-on and turn-off the light electricity through connection cable. This system besides less efficiently also able to generate voltage shoot or losses energy if lamp distance with rather far linkage switches. More than anything else if there are any diffuse joint, hence can result heating generating over current, even can cause burning.This paper aim to make a controller device by using infrared. Remote infrared control can replace function of switches that is commonly use at installation of lighting without using connection cable. Planning of this device done by using data signal 660 Hz while signal carrier applies frequency 40 Khz. Result of gauging of oscilloscope at data frequency is obtained by gauging of 666,67 Hz or there is difference around 1.01 %. Then at generator carrier is obtained by gauging of frequency around 41.67 Khz or there is difference around 4.18 %. Result of assaying of device indicates that remote control has functioned carefully as according to what planned, that is can turn-on and tirn-off lighting without using switches. Lamp controller can be put accross comes up with distance 9 meter with acceptance angle 0 - 20 degrees.

Diesel Power Plant (Diesel) is one of the plants that use fuel oil to generate electricity. Because of the high price of fuel, it is necessary to schedule the operation of the generating units, so that in addition of generating electrical power quality in accordance with the needs also fuel consumption can be optimized. Optimal scheduling of generating units can be done by selecting a combination of operating generating units which produce a certain power and the least fuel consumption as a first priority to operate.This study aims to examine the optimization of fuel consumption in Diesel Kefamenanu. By calculating the Incremental Rate of generating units that exist by using algebraic methods, it can show the optimal combination of operating generating units and how much the fuel consumption of the combined operation of the plant units.

This paper aim to know polymer isolator performance of epoksi resin 20 kV in condition of salt fog and compared to cleanness fog. Measurement done in a cloud chamber (Chamber Test) which its the temperature is arranged to become 3 level: low (00 - 250C), medium (250 - 350C) and height (350- 450C). And then is done measurement of good blowby current in condition of clean fog and also salt fog by taking polymer isolator sample in condition of cleanness and pollutant. Result of study indicates that isolator performance hardly influenced by condition of area of especially residing in coast area that is often foggy salt. In condition of clean fog without pollutant is obtained by examination of leaky current 20 uA at temperature 400, while at condition of salt fog 25 uA. Finally, in condition of light pollutant of rising blowby current becomes 21 uA at condition of cleanness while at condition of salt fog becomes 26 uA.

One of energy new to be a real potential is water energy. River Aesesa which located in Aesesa Distrct, Nagekeo can be exploited for Power Station of Microhidro Energy. Nowdays, public only exploit river Aesesa as clean amount of water required and irrigation. This research aim to know level of electricity which can be awakened by Power Station, that is by exploiting one of irrigation channel which there have. Data collecting is done by through measurement of head and water strength. Based on measurement data is gotten by 5.73 m head and water maximum strength 1.399 m3/s yields theoretical energy power 78.56 kW and generator power 48.43 kW. In design applies pipe 24 dim will exploit water strength 0.598 m3/s and pipe 26 dim is 0.95 m3/s which yielding is theoretical energy power 3358 and 5335 kW and generator power 20.7 and 3288 kW.

Generator capability curve at generating developed to monitoring of generator operational safety. Study of generator capability curve is developed with using neural network by Constructive Backprogation (CBP) method. Angle of generator capability curve used as study input and complex power curve as target of study. Study of best curve got with its nearby generator capability curve with generator capability curve result of study. Result of study of generator capability curve used monitoring Pgen and Qgen result from power flow 150 kV system East Java regional. Security and safety monitoring of generator visualizinged in generator capability curve as result of NN study. Generator capability curve as result of study of NN study have abality of monitoring of change power generator, and solvent of monitoring rest of generator capability and can give information of power (PQ) and generator operating point with ability boundary and generator stability.

Very High Frequency (VHF) working at a frequency 30-300 MHz and can reach large distance if is in a LOS ( Line of Sight). Because of signal transmitter character waving VHF in general LOS, hence waving this susceptible signal is hit by atmosphere damping which in the form of damping because gas, rain, cloud, and scintilation which can cause the happening of induction of dilution of signal. In this research focussed at scintilation damping to know damping happened by doing measurement indirectly, applies model ITU-R by exploiting the data from the Meteorology Klimatology Geophysics or Badan Meterologi Klimatologi Geofisika (BMKG). Result of research indicates that big of scintilation damping to compare straight with frequency amount VHF, that is ever greater assessed from ever greater frequency also happened damping. Then season also influential to damping value where at its the damping value the rains is ever greater compared to dry season.

Current electricity load forecasting sectoral become simpler and easier to implement. However, these conditions are faced with a situation where the results of macro forecasts still so do not show the load centers on a smaller area (grid) and resulted in no distribution substation location can be determined with certainty. In addition, the accuracy would tend to bias in a region that has limited data and the area of land use change that fast. Therefore, in this paper will outline the problem by conducting research on the electric load forecasting smaller area. This research method is to use clustering techniques to overcome the problem of the large volume of arithmetic processes. Expected benefits of this research will be able to provide information determining the magnitude of the load, when it happens and where is the location of the burden of a higher level of accuracy, making it suitable to be used for basic planning of power distribution network development. The results showed that the processing of the correlation matrix between variables with clustering techniques gained 4 cluster of 107 villages located in Kebayoran AJ. Then the average growth of electricity demand per year (2007-2016) per sector: 6:38% (Estate: 6.4%; Industry: 6.2%; Business: 6.4%, and the social: 6.0%).

This study aims to analyze the efficiency of solar cells based on elevation angle. In this system installed panel of 100 Wp solar cells, electrical energy for charging the battery 140 Ah, and a inverter 1300 Watt to turn on the fluorescent lights and the supply of energy resources. The method used is to experiment with the adjust the angle elevation of solar panels in the charging battery cells. The results showed the maximum capacity of the electric power that is able to operate in the application of 350 Watt with elevation position 25O.
