Abstract

Leadership is a major factor in the achievement of the organization goal. However the achievement of goals in an effort to keep observing the behavior of his subordinates where such behaviour form a culture within the organization. The behavior of such subordinates as consideration by the conduct for a decision. Theory X and Y represent the behavior of individual antagonists and cooperative in the organization. By understanding different behavior then it is entirely circumstantial right approach through participatory leadership. This shows that even though the leader has the full authority against the control of the Organization, still could not rule out the role of the subordinate.

Abstract

Does “Aksi Bela Islam” show a new map of the Islamic Political Movement in Indonesia? Has the Movement for "Islamic Defense" changed the map of the Indonesian Islamist movement? What (or is there) a further impact on Indonesian democracy? Departing from these questions, this paper shows that, first, fragmentation of religious authority has occurred after the “Aksi Bela Islam”. NU and Muhammadiyah are no longer the sole authority in religious affairs in Indonesia. In addition to the fragmentation of religious authorities this article states that the ABI is a "protest movement" and "solidarity action" whose acceleration is stronger in the context of domestic issues, namely the Governor of Jakarta, which is vulnerable to maintaining long-term issues. So to be able to change the map of a strong Islamic political movement required a strong foundation of the initiators of the “Aksi Bela Islam”.

Abstract

The quality of higher education institutions in Indonesia to date is still is low. This can be known when compared with institutions higher education in other countries. It is also known that there is the gap between the existing reality with the goals and standards of graduate competence universities that have been formulated in laws and regulations government and related universities. Many factors play a role in it. One is the paradigm education - including higher education - is becoming a community benchmark. This growing paradigm will then determine how students give meaning to the lecture that is being pursued. Meanwhile, meaning and any understanding they have about college, will determine their attitudes, behaviors, actions and activities in the process learning. And it will ultimately determine their success within learn. After quite a while, in the recent paradigm behavioristik become displaced by a new paradigm. The developing and the will be more established lately is a constructive paradigm. With referring to this paradigm, students become the central point in the process learning. Therefore, whatever meaning is given by the students of lectures will determine their attitudes and actions in following learning process. Furthermore, this meaning will determine success educational goals as will be achieved together.

Abstract

Option to apply the idea of ​​autonomy as broad as possible, autonomy special, and federation alike can be expected to answer a wide range the problems facing the Indonesian nation as it is today. But which option the best should be seen in the context of the nation's needs we are today. Therefore, let us not be absolute and moreover threatening each other as if a republican boat would break if the unitary state transformed into a federation or if defended furiously as a country unity. Let these choices be widely understood, new then people are ready to set a rational choice. In view authors of both the Unitary State and the Federated States both contain strengths and weaknesses. Therefore, the first must get attention is about the guarantee of justice that can grow and flourish in in one of the two forms of the state, and the second is a matter guarantee national integration to address the national disintegration symptoms broke out lately.

Abstract

Efforts to realize a free, democratic, direct, fair and transparent, at least, there are three things needs to be done. First, government regulation no. 6/2005 as the implementation of Law no. 32/2004 needs to be followed and criticized continue to avoid off the right rails. Second, the members of parliament and political figures who became actors support mobilization should not be selfish myself and his group. Third, there needs to be an equation perceptions, commitments and steps to make Pilkadasung not just become a legal way of legitimizing the power to be gained, but more important is how they are after elected as a couple Kada / Wakada can be more capable promoting and prospering the community, in particular villagers.

Abstract

public sector organizations. Competency means capable, capable. Manage competence means leadership skills in managing, managing from planning, coordinating, actualize and oversee public organizations. The competencies that must be owned by the leadership public is at least seven competencies, namely: competence self-manage, competence managing communication, competence of managing plurality, competence of managing ethics, competence managing teams, competing in managing cultural diversity, and competing in managing change. There are at least four strategies to be done: a public leader must think and act generalist, keep learning, put forward an integralistic, strategic way of thinking and oriented to problem solving and public leadership must be fully concentrative. Behavior that must be done public leadership in managing communication is as follows: first, "codification in message delivery Second, appropriate in the delivery of messages according to in-depth knowledge of background, level of education and position of apparatus government in both public and external organizations. Third, use and develop open communication system. Fourth, organize media information needed by employees and fifth, encouraging the emergence of feed back. Strategies that might be applied by the leadership of public organizations in managing pluralism is: the public leadership must be able to as coordinator and intregator of various organizational components so that it can move as a totality and not let the way thinking and acting are fragmented. Some of the steps a sector leader must have public in managing this ethics. public leaders must develop an open system, putting service as the main focus in the public sector, accountable, more responsive and assertive. Steps to be taken by public leaders in managing teams are minimal two things: keeping the cohesion between members one with another and as mediator. The strategy that leaders of public organizations must take in managing cultural diversity is as follows: cultural differences must be seen as a wealth which should be developed not as a threat. These positive values ​​will be made input in advancing the organization. On the other hand leaders of public organizations should be able to as integrator. The attitude that must be applied by the public leadership in managing this change is: public leaders must have a high adaptability attitude and public leadership must flexible.

Abstract

Ideal Development (Green Room Availability Study Kabupaten Sidoarjo). Development is absolutely necessary in advancing a limited land area but an obstacle to creating a balanced development with nature so that the arrangement of space is needed in order to create the ideal development. Descriptive qualitative research results indicate that the rule requiring the arrangement of green spaces provide a minimum of 30% of the area of green space Overall however, Kabupaten Sidoarjo only able to meet the quota of 21.6% of the area of 177.147 km2 of green space that has been targeted on a total area of 591.59 km2 , To that end, the macro planning (revitalization function green space) and a micro plan (the greening of public facilities) have made the local government in an effort to meet and maintain the availability of green space. The fulfillment of these green spaces also requires awareness throughout society Kabupaten Sidoarjo in treating green space as a development asset.

Abstract

The challenge of reform and globalisation demands a leader able to manage theOrganization well with everything needed heed for the sake of the achievement goals ofthe organization. Gender differences in leadership is no longer in question. This isevidenced by the women has a characteristic form of capital to become a leader as shownR.A. Kartini as role model for women in Indonesia. Abstract

The provision of services to the community is the main obligation for the Governmentthrough the service delivery process, is to act as a catalyst that accelerates the process inaccordance with procedures. Policy as a series of actions / activities proposed by aperson, group or government in a particular environment where there are obstacles(difficulties) and opportunities for implementing the proposed policy in order to achievecertain goals. The research used in this study is descriptive research with a qualitativeapproach. The focus of this research was taken based on the policy implementation modelproposed by the Model George C. Edward III. 4 (four) variables that influence policyimplementation, namely communication, resources, disposition, and bureaucraticstructure. The results of the study show that the implementation of Malang MayorRegulation No. 90 of 2004 concerning Recommendations for City Park Utilization in theHousing and Settlement Areas of Malang City Parks has not been running optimally. Thisis seen from the uneven distribution of information regarding recommendations for theuse of the park to the people of Malang City. In addition, there is still a lack of facilitiesand infrastructure in delivering information regarding permits to use the park. There arestill deficiencies in the variables resulting in the implementation of the policy has notbeen successful. So that improvements are still needed in each system.

Abstract

Along with the increasing awareness of the importance of health for the community, as well as the rapid development of health technology, this is a claim against a quality health services in order to meet the basic needs of the the community. This research conducted in October to January 2017 2018 by using multiple linear regression analysis. Total population of 1034 patients with the sample slovin formula in the get 100 patients. Data retrieval is done by spreading the questionnaire to obtain primary data related to the influence of the quality of service, amenities, price and image of the institution against the patient's satisfaction. Research results on the Test F obtained the value of F-hitung > F-critical so the zero hypothesis is rejected, the conclusion that is the quality of service, amenities, Price and image of influential Institutions simultaneously against the patient's Satisfaction. And from the four variables such variable is the most dominant image of the institution) because it has a value of the t-table of highest.
