Abstract

Family Hope program is a program to break the chains of poverty. Malang received it the year 2013. Community empowerment in the PKH step acceleration for poverty reduction. This research aims to analyze (1) implementation of community empowerment, (2) factor endowments and a barrier, and (3) the impact of the implementation of community empowerment in the family Program Hopes to break the chains of poverty in Sub Lowokwaru Malang. The research was conducted using qualitative methods. Based on research it was concluded that the implementation of empowerment in the implementation of the Program of family Expectations are improving the quality of life of participants PKH by improving family health and educational aspects, the active role of the participants PKH in this program, the national program and the involvement of the participants in the PKH socialization thing – a good thing to the surrounding community. Supporting factors, namely the existence of a companion PKH, liveliness of local government as well as the willingness of community participants of this program to get better. While the factor penghambatnya is a program in terms of the rule of unpreparedness and the readiness of the program stakeholders. The impact of the implementation can be seen in improving the status of the health, education and welfare of the Family Hope Program participants in the city of Malang.

Abstract

This paper intends to see how the strengthening of patronage ties in Indonesian politicstoday is strengthened. The political euphoria in Indonesia is increasingly interesting, thearticle of political essence that occurs is not only about pure politics, but has beencontaminated with various elements and interests. This is what makes the political elitemust have a precise strategy to strengthen their position. This paper uses qualitativemethods, descriptive and found that the strengthening of patronage ties in Indonesianpolitics is caused by mutual need or mutualism symbiosis between political elites andvarious elements such as community organizations for example.

Abstract

Without much preparation, Indonesia in 2000 the new system replaced the previous centralized governance system and development planning with various decentralization programs. The reforms gave greater authority, political power, and financial resources directly to districts and cities, through the provinces. Strengths transferred include those who carry out various responsibilities in the fields of health, primary and secondary education, public works, environment, communication, transportation, agriculture, manufacturing, and other economic sectors. At the same time, the government replaced the cash-based public finance system, a single-entry financial system with a modern double-entry accounting system that uses one treasury account; based on performance; and has transparent public cash management, strict expenditure and financial controls with performance indicators, computerized reporting, and a tightly scheduled audit system.

Abstract

This research is motivated by the phenomenon of routine peaceful actions every Thursday in front of the state palace, which is commonly called the kamisan action. Kamisan itself was motivated by the attitude of the government which kept quietly addressing and following up on violations of Human Rights (HAM) in the archipelago. In this study, the author uses the theory of social action proposed by Kotler 5C, namely Cause, Change Agency, Target Change, Channel, and Change Strategy. The research method used in writing this study is a descriptive research method with a qualitative approach. The results of the study showed that the Victim Solidarity Network for Justice (JSKK) was dominated by victims of justice. Then the target, the first is, so that the president will form a presidential decree related to resolving cases of human rights violations in Indonesia that have not been resolved, and take the initiative to re-run the adhoc court to try suspects who are now free without trial. Then the attorney general is expected to be able to objectively decide the cases of human rights violations that have occurred and have not been resolved as gross human rights violations, and the last is for the DPR to take the initiative to recommend the presidential decree to the president. Finally, the next target is that the community "reminds" the government in resolving cases of human rights violations in Indonesia. Unfortunately, this kamisan action is still weak in terms of quality and quantity, considering that the coordination between the members of the Kamisan action itself is still weak, supported by the government who is a suspect of impunity, which in the end produces movement goals that are difficult to achieve.

Abstract

This research shows that the identity of Facebook users displayed in their account is an authentic identity. Authenticity assessment is based on uploading Facebook users that have a match between online and offline conditions. Humans who have the ability to create space actually produce Facebook as a place to spread in the cyber world. This study differs from theoretical findings that emphasize identity originality in cyber space. Identity originality is an assumption that negates the progression of the human figure. This research uses a phenomenological approach in an effort to enable the author to appreciate the Facebook user experience with uploads in his account. The analytical method used is Interpretative Phenomenological Analysis. The data source used is the display of Facebook user accounts which are classified as digital native, namely the millennial generation which has an anchored relationship with the author.

Abstract

This study shows that juvenile delinquency in a "container" called motorcycle gang makes people uncomfortable with acts of violence carried out individually (alone) or groups. They feel proud if people are afraid, there is a sense of pride in motorcycle gang members who are able to knock down opponents, damage other people's property, rob, and damage public facilities. This is a disaster for the community. The method used is a qualitative method with descriptive studies. The data collection technique is documentation and literature review. The results showed that there was a role for communication by parents to teenage motorcycle gang.

Abstract

Decentralization, both asymmetrical and symmetrical, in Indonesia will continue to be a serious concern for the study of politics and government. Indonesia has distinctive characteristics that make a study of the pattern of relations between the center and the regions always trying to find a more ideal format. The third characteristic is geographical distribution, demographic distribution and economic distribution centered on Java (economics even based in Jakarta). The agreement made by Indonesia in the form of a unit made the pull relationship between the center and the regions filled with political and economic considerations. The granting of special autonomy to Aceh and Papua, which accompanies long separation from Indonesia shows the complexity of the problems of relations between the center and the regions.

Abstract

Transparency refers to a situation in which all aspects of the service delivery process are open and can be easily identified by users. This study aims to describe and analyze the transparency of services at the Merauke Regency Investment and One-Stop Service using a qualitative approach. The results of the analysis show that indicators of transparency in general have not shown maximum results. This can be seen from the indicators of the openness of the service process and the ease of obtaining information that has not been fully carried out transparently. The unclear service procedures and lack of explanation of the service procedures also resulted in the community waiting, and would lead to misunderstandings between service providers and recipient communities. Whereas for the complaints mechanism a special field has been established which handles public complaints but a suggestion box has not been provided as a facility to receive complaints. Factors that hamper transparency are human resources factors that are still lacking in quantity and quality, factors of Facilities and Infrastructure that are still inadequate as one-stop integrated service agencies, and technological factors, namely service applications that are still not perfect.

Abstract

The reforms that rolled out in 1998 were one of the important momentum in the history of civil-military relations in Indonesia. The thick political and bureaucratic culture of military domination in the 32 years of Soeharto's reign with Dwi The function of his ABRI turned to Abdurrahman Wahid's government which put forward civilian supremacy especially in terms of politics and bureaucracy to be interesting to discuss. This study is a comparison of the role of the military during the Soeharto government and Abdurrahman Wahid's administration with a historical social qualitative approach. The findings indicate that the New Order government regime tended to be authoritarian in that the power rested on one President who was able to control military power to maintain power, whereas during Abdurrahman Wahid's administration system tended to shift towards a more democratic regime. Through this study, it can be concluded that in the transition to a democratic regime, restructuring the role of the military in political life is an important prerequisite that must be carried out.

Abstract

The implementation of the development planning meeting (MUSRENBANG) in each region including the Malang district is often not optimal in the process so that the development development that is expected by the community through musrenbang does not have a good impact and does not give satisfaction to the residents. In the process of the Musrenbang, of course, it cannot be separated from the supervision and escort of the poor district government apparatus to begin with fiscal, program, process, legal and outgoing accountability in its implementation. So that the expectations of researchers through this paper can provide a brief summary of the accountability of the Musrenbang implementation process so far. This type of research uses a qualitative descriptive type of research. The results of this study on the implementation of policy formulation in the musrenbang in the poor district bappeda in the implementation process have been carried out well, directed, integrated and responsive to change, in accordance with what is already in the regent's vision and RPJM. However, this is also related to the supporting and inhibiting factors in the implementation process so far including among others citizen participation and the budget which are often the maximum constraints to the implementation of the musrenbang and insufficient budgets are also obstacles to its implementation.
