Abstract

Family Hope program is a program to break the chains of poverty. Malang received it the year 2013. Community empowerment in the PKH step acceleration for poverty reduction. This research aims to analyze (1) implementation of community empowerment, (2) factor endowments and a barrier, and (3) the impact of the implementation of community empowerment in the family Program Hopes to break the chains of poverty in Sub Lowokwaru Malang. The research was conducted using qualitative methods. Based on research it was concluded that the implementation of empowerment in the implementation of the Program of family Expectations are improving the quality of life of participants PKH by improving family health and educational aspects, the active role of the participants PKH in this program, the national program and the involvement of the participants in the PKH socialization thing – a good thing to the surrounding community. Supporting factors, namely the existence of a companion PKH, liveliness of local government as well as the willingness of community participants of this program to get better. While the factor penghambatnya is a program in terms of the rule of unpreparedness and the readiness of the program stakeholders. The impact of the implementation can be seen in improving the status of the health, education and welfare of the Family Hope Program participants in the city of Malang.

Abstract

This paper intends to see how the strengthening of patronage ties in Indonesian politicstoday is strengthened. The political euphoria in Indonesia is increasingly interesting, thearticle of political essence that occurs is not only about pure politics, but has beencontaminated with various elements and interests. This is what makes the political elitemust have a precise strategy to strengthen their position. This paper uses qualitativemethods, descriptive and found that the strengthening of patronage ties in Indonesianpolitics is caused by mutual need or mutualism symbiosis between political elites andvarious elements such as community organizations for example.

Abstract

Without much preparation, Indonesia in 2000 the new system replaced the previous centralized governance system and development planning with various decentralization programs. The reforms gave greater authority, political power, and financial resources directly to districts and cities, through the provinces. Strengths transferred include those who carry out various responsibilities in the fields of health, primary and secondary education, public works, environment, communication, transportation, agriculture, manufacturing, and other economic sectors. At the same time, the government replaced the cash-based public finance system, a single-entry financial system with a modern double-entry accounting system that uses one treasury account; based on performance; and has transparent public cash management, strict expenditure and financial controls with performance indicators, computerized reporting, and a tightly scheduled audit system.

Abstract

The reforms that rolled out in 1998 were one of the important momentum in the history of civil-military relations in Indonesia. The thick political and bureaucratic culture of military domination in the 32 years of Soeharto's reign with Dwi The function of his ABRI turned to Abdurrahman Wahid's government which put forward civilian supremacy especially in terms of politics and bureaucracy to be interesting to discuss. This study is a comparison of the role of the military during the Soeharto government and Abdurrahman Wahid's administration with a historical social qualitative approach. The findings indicate that the New Order government regime tended to be authoritarian in that the power rested on one President who was able to control military power to maintain power, whereas during Abdurrahman Wahid's administration system tended to shift towards a more democratic regime. Through this study, it can be concluded that in the transition to a democratic regime, restructuring the role of the military in political life is an important prerequisite that must be carried out.

Abstract

The implementation of the development planning meeting (MUSRENBANG) in each region including the Malang district is often not optimal in the process so that the development development that is expected by the community through musrenbang does not have a good impact and does not give satisfaction to the residents. In the process of the Musrenbang, of course, it cannot be separated from the supervision and escort of the poor district government apparatus to begin with fiscal, program, process, legal and outgoing accountability in its implementation. So that the expectations of researchers through this paper can provide a brief summary of the accountability of the Musrenbang implementation process so far. This type of research uses a qualitative descriptive type of research. The results of this study on the implementation of policy formulation in the musrenbang in the poor district bappeda in the implementation process have been carried out well, directed, integrated and responsive to change, in accordance with what is already in the regent's vision and RPJM. However, this is also related to the supporting and inhibiting factors in the implementation process so far including among others citizen participation and the budget which are often the maximum constraints to the implementation of the musrenbang and insufficient budgets are also obstacles to its implementation.

Abstract

Policy implementation is a government action in regulating and taking care ofpeople's needs in various affairs including fulfilling basic population services for thecommunity. The purpose of this paper is to analyze the implementation of basic populationservices at the Malang City Population and Civil Registration Service. The research methodusing qualitative descriptive shows that the services of family cards and identity cards according to the Community Satisfaction Survey are very good results. Meanwhile the resultsof the implementation according to Edward III aspects of communication have gone wellthrough the process of communication between the service staff and the community. Resourceaspects experience barriers to human resources of high school graduates and some areelderly. The capacity of internet service networks is still not optimal and wasteful of thebudget because all services are not online systems. The aspect of disposition, gives an attitudeto the apparatus that with the provision of incentives and benefits they are able to carry outservices that are not from the community. This is due to the formulation of this policy throughthe government institutions of the city of Malang so that they must be able to carry out theirduties as well as possible. Aspects of the Bureaucratic Structure, provide Standard OperatingProcedures (SOP) as guidelines for the duties and functions of the apparatus in serving thecommunity. for this reason, good service is needed by paying attention to aspects of humanresources and facilities that support the effectiveness of population services at the MalangCity Population and Civil Registration Service Keywords: Implementation, Public Policy, BasicPopulation Services.

Abstract

Provision of public services is a government reponsibility that must be carried out for the community. Privatization is one of the various models of management of public services that exist in the government. The definition of privatization is the transfer of part of the government’s authority to the private sector in providing services to the community, with the aim of increasing efficiency and reducing the burden on APBN. This article was written to compare the practices of privatization of water resources in England and Indonesia through literature studies. Privatization is one of the model of governance cariied out by the government in a state to realize efficiency and excellent service. England and Indonesia apply the privatization model in providing water sector services. Providing public services in practicing for the government to realize the welfare of its people. Especially in the water sector, because water is a vital resource that is the main need of the people. At the conclusion of this article, in practice the application of the privatization of the England and Indonesian Water sectors did not run well. Therefore, there have been several attempts to respond this issue. One of them is regulating efforts. Even in Indonesia the Water Resources Law was canceled, therefore private ownership of water resources management is limited

Abstract

The National Cycle Network is a policy of the British government that has succeeded in implementing national policies for its citizens by requiring all citizens to cycle nationally and be carried out seriously for more than 25 years to date. Indonesia has been building cycling paths since 2009, but many of its infrastructure is abandoned and neglected. The population that always increases every year, is not accompanied by the availability of vacant land and green open space, in addition to the number of population congestion also accompanied by the increase in vehicles will have a serious impact on the destruction of Indonesia's natural environment. Based on the State Law No. 32 of 2009 concerning Environmental Protection and Management that a good and healthy environment is the right of every citizen. One way that is expected to be able to change the mode of transportation for Indonesia when it is by applying the National Cycle Network in the UK with young methods and methods is accepted in Indonesia. This paper will provide a possible solution to facilitate the adoption of NCN in the UK to be applied in Indonesia. First, by building a cycling track with an adequate and safe traffic system. Second, there are clear regulations. And third, a long-term and consistent development system.

Abstract

Legislative elections in 2014 by using an open-list proportional system has led to intense competition among the candidates in getting the sound. All the strategies, tactics and methods used by the candidates to be able to win the election. Therefore, the use of appropriate strategies become very important. This study aims to identify winning strategies Gerindra party candidates in legislative elections in 2014 in East Java. This study was conducted in East Java, involving several candidates Gerindra the qualitative descriptive method and interactive analysis. The fresults of in this study reveal that the use of marketing strategies politics candidates with 4P method, namely positioning, policy, party, and presentation. In the fourth method implementing the strategy, first define the target candidate region winning in the constituency (electoral district), respectively, this strategy is called a centralized marketing strategy. In addition, the challenges and barriers faced by candidates in the 2014 legislative elections more on the severity of internal competition among candidates in the party, such as money politics, black campaign, apathy politics, and the plots overlap among candidates in base the same choice.

Abstract

Weberian bureaucracy theory is a bureaucratic theory that is very influential on allcountries both those who embrace democracy and authoritarianism. Weber sees thatbureaucratic performance can be approached from social behavior theory. To know andexplain human behavior, it must first know the intent and purpose of the behavior. Weberdistinguishes the motives behind human behavior, namely affective, traditional, value rationaland instrumentally rational. Instrumentally rational is the guideline in the behavior ofWeber's bureaucracy. Weber further stated, authority is not formed and implemented byitself. In order to create a legal authority there are five creeds that must be used as guidelines.The five creeds are as follows: Legitimate rules, law is an abstract, impersonal system of rules,which obeys the law only as members of the bureaucracy, obedience not to the person holdingauthority but to the impersonal rule of law. Based on the five conceptions, Weber formulatedeight propositions regarding the formulation of legal authority namely: official dutyregulation, task specialization, hierarchical, technical-legal, impersonal, written,administrative-bureaucratic staff. This theory is considered by many political experts andgovernments to have a number of weaknesses. These weaknesses are a hierarchicalbureaucratic structure, a military-like organizational system, excessive emphasis on the legalformal aspect, unit specialization, bureaucratic employees who are not neutral andbureaucratic employees who are less representative. Besides these weaknesses, Weber'sbureaucratic theory has made a positive contribution in the process of implementinggovernance today, namely the impersonal system, the contract system for employees, thecareer system and the focus on one position.
