Abstract

The objective of this study is to obtain an overview of the Role of Protocol and Public Relations in the Regional Secretariat of Pohuwato Regency. This research employs a qualitative descriptive approach. Data collection techniques include in-depth interviews with several informants, observations, and the recording of secondary data related to the research problem. The research findings conclude that the Role of Protocol and Public Relations in the Regional Secretariat of Pohuwato Regency has not yet been fully optimized. As a government institution or public body, the Pohuwato Regency Government is obligated to provide open and transparent information to the public. The role of public relations, which includes acting as the government's voice to the public and ensuring that public voices are heard by the government through various communication media, has not been effectively implemented. Another key function of public relations is as a public communication tool. The Public Relations and Protocol Division of the Regional Secretariat of Pohuwato Regency has carried out four essential roles: communicator, facilitator, information disseminator, and catalyst, to ensure comprehensive information distribution. It is recommended that, in carrying out its duties and functions, the Public Relations Division of Pohuwato Regency should be able to apply and understand organizational communication as a communication process conducted by the organization towards all its stakeholders. Establishing a reciprocal relationship between the organization and its public is a fundamental principle that must be upheld. Public relations should function as a two-way communication process with the public to support management functions and objectives by enhancing cooperation and fulfilling shared interests. Public relations staff must be able to ensure that messages are effectively understood by others in order to maintain the reputation and image of the institution they represent.

Abstract

The aim of this article is to explore how media positioning is able to shift patterns of voting behavior so that it ultimately impacts the rationality of electoral political financing. The political psychology approach is present to provide an overview of how changes in political behavior will significantly change the framework of political financing design. This research uses a qualitative approach with descriptive methods. Literature studies are used to explore various data variants to be reduced and analyzed according to the relevance of the problem formulation that has been determined. Researchers collect secondary data from journals, media, news reports, books, magazines, or other statistical data that supports research. The results show that the high financing of electoral politics is caused by the weak positioning of new media as participatory control of politics. This weak control results in a tendency to stagnate changes in voting behavior if political news messages are in the interaction zone of abstain society and parochial culture society. At least positioning functions as a shaper of the public's political preferences so that when making every political decision they don't feel fooled or cheated.

Abstract

Refillable drinking water is water that meets certain quality standards so that it is safe to consume directly after the refilling process. This water meets the specified health requirements and can be drunk directly, either with or without additional processing. The method used is normative with a conceptual approach that focuses on analyzing available secondary data so that it does not require direct field research. This includes several sources, including: data from statistical centers, legal experts or others. Other secondary materials are journals and research results regarding refillable gallons whose storage is not based on BPOM recommendations. Manufacturers lift gallons in open trucks and directly expose them to sunlight, causing Bisphenol-A (BPA) to leach. Apart from that, if it is linked to the principles of Islamic law, it is contrary to the principles of honesty (shidq), transparency (wuduh) and also the prohibition of fraud (tadlis).

Abstract

Climate change and social inequality require sustainable solutions, one of which is through a green economy. Islamic finance has significant potential as a catalyst in supporting the implementation of a green economy oriented toward environmental sustainability and social welfare. With its Shariah principles, such as justice, sustainability, and social responsibility, Islamic finance can contribute to achieving the Sustainable Development Goals (SDGs). This study explores the role of Islamic financial instruments, such as green sukuk, zakat, waqf, and Shariah-based investments, in supporting environmentally friendly projects and community economic empowerment. This research aims to analyze the role of Islamic finance in supporting a green economy based on maqashid sharia. The method used in this research is a qualitative approach involving the study of literature, books and sources from the internet. The research results show that instruments such as green sukuk, zakat, and waqf can be used to fund environmentally friendly projects. In addition, Maqashid sharia serves as an ethical foundation that strengthens the commitment to social and environmental sustainability in the implementation of Islamic finance. With these principles, Islamic finance has the capacity to become a key driver in achieving the SDGs within the framework of sustainable development. In conclusion, the collaboration between Islamic finance and the green economy not only provides innovative solutions to the challenges of climate change and social inequality but also reinforces sharia values in supporting the well-being of society.

Abstract

This study presents an in-depth and comprehensive analysis of the performance of employees within the Secretariat of the General Election Commission (KPU) of Pohuwato Regency, Gorontalo Province, in welcoming and implementing a series of stages of the General Election (Pemilu) and Regional Head Election (Pilkada) in 2024. This study dissects the dimensions of work quality, quantity, timeliness, and discipline of State Civil Apparatus (ASN) and supporting staff amidst two waves of major crises ("twin shocks"): security instability following the mass riots of September 2023 that paralyzed the regional government center, and legal-administrative pressure due to the Constitutional Court Decision mandating a Revote (PSU) for the Gorontalo Provincial DPRD Electoral District 6. The main findings indicate that the KPU of Pohuwato Regency demonstrated a high level of bureaucratic resilience, evidenced by the success of maintaining the continuity of the election stages without incidents of logistical failures, the success of defending administrative arguments in disputes over results at the Constitutional Court, and the safe execution of the PSU. However, the analysis also highlights the vulnerability of ad hoc human resource management to fatigue and the challenges of maintaining voter turnout amid post-conflict apathy.

Abstract

An organization is a structured system consisting of individuals who work together and collaboratively to achieve common goals and objectives. Work processes within an organization are based on authority, based on a clear division of labor, thus creating roles appropriate to their respective duties. In this context, the organization serves as a medium for carrying out managerial functions while simultaneously managing material and human resources in a coordinated manner, in accordance with the established formal division of tasks and authority. The concept of bureaucracy is based on legal legitimacy, not traditional authority or personal charisma. The characteristics of this system include a specific division of labor, structured with a clear hierarchy. However, the discourse on bureaucracy is always interesting to study, given its vital role in governance. On the one hand, bureaucracy is an institution that is indispensable to society, but on the other hand, it is often labeled as slow and cumbersome. Many people are reluctant to deal with bureaucracy because it is considered complicated and burdensome. This complex issue of Weberian organizations has given rise to the central role of organizational communication, which is needed as an effort to maintain the effective and efficient function and role of bureaucracy in society. The relationship between the discipline of communication and organizational structure, particularly within the Weberian model, lies in its focus on the interactions between individuals in achieving the institution's goals. Communication science focuses on the forms of communication implemented within organizations, the methods and techniques used, the media utilized, the message delivery process, and the obstacles that may arise in that communication process.

Abstract

The dominance of vertical housing in Moscow often raises questions, especially when compared to Russia's vast land availability. This article analyzes why Moscow is dominated by highrise buildings and minimal landed housing, such as bungalows or terraced houses. Using an urban political economy approach and historical-institutional analysis, the article shows that the pattern of vertical housing in Moscow is a result of the legacy of Soviet-era housing policies, political-economic centralization, land ownership regimes, and post-Soviet urban development strategies. The study argues that the limitation of horizontal housing in Moscow is not a matter of national land availability but rather a matter of spatial politics, the logic of state power, and the dynamics of Russian state capitalism. These findings contribute to the comparative study of non-Western urban development and offer new perspectives on housing in post-socialist countries.

Abstract

Villages in the post-decentralization era have evolved into dynamic arenas of local politics alongside the expansion of village governance authority. This study aims to analyze the dynamics of political conflict in villages and its impact on village governance. The research employs a qualitative approach with a case study design conducted in Kuluran Village, Kalitengah Subdistrict, Lamongan Regency. Data were collected through in-depth interviews, participant observation, and document analysis, and were analyzed interactively. The findings indicate that political conflict in villages is rooted in post–village head election contestation of interests, reinforced by patronage relations, unmet political expectations, and weak reconciliation mechanisms. The conflict develops from differences in policy perspectives into escalating tensions among village political actors, resulting in delays in policy decisionmaking, declining quality of public services, and weakened community participation. This study underscores the importance of managing village political conflict through institutional and participatory mechanisms to support democratic village governance.

Abstract

The rise of digital wallets in Indonesia is a significant component of the nation's digital economic transformation and its growing involvement in global economic networks. This expansion is influenced not only by technological advancements and market dynamics but also by the influence of local institutions in regulating digital financial services. This research explores the governance of digital wallets in Indonesia through the lens of a digital Global Value Chain (GVC), concentrating on the roles of Bank Indonesia and the Financial Services Authority as domestic regulatory bodies. The study employs a qualitative analyticaldescriptive method, utilizing secondary data gathered from regulatory documents, institutional reports, and pertinent academic literature. The data are examined using thematic qualitative analysis, with the digital GVC framework serving as a conceptual tool. The results reveal that the regulatory and supervisory frameworks established by Bank Indonesia and the Financial Services Authority act as governance mechanisms that facilitate Indonesia's integration into the global digital GVC. While these frameworks offer institutional certainty and create opportunities for functional advancement among local digital wallet providers, they also lead to market concentration and the potential perpetuation of hierarchical dependency within the digital GVC structure. In summary, the study underscores that the path of digital wallet development and the distribution of its economic benefits in Indonesia are heavily influenced by the design and capacity of local institutions.

Abstract

This study aims to examine the position, status, and social experiences of alcoholics in Indonesia through the perspective of Giorgio Agamben's political philosophy, particularly the concepts of bare life and state of exception. In religious countries such as Indonesia, alcohol consumption is considered a violation of religious, social, and legal norms. As a result, alcoholics experience stigmatization, discrimination, and strict regulations that place them outside the scope of social and political protection. Using qualitative methods and literature studies, this research analyzes secondary data from various academic literature such as scientific articles, books, and related documents obtained through Google Scholar, Semantic Scholar, and Open Knowledge. The results show that alcoholics are not only subject to moral and legal sanctions, but are also reduced to bare life, that is, a life that is only recognized biologically but not protected as a complete political-legal subject. On the other hand, drunkards themselves interpret alcohol consumption as a form of emotional escape, a symbol of togetherness, or even resistance to social pressure. This study concludes that the mechanisms of stigma and regulation work together to alienate drunkards from legitimate public spaces, thus recommending a more humanistic, educational, and rehabilitation-based approach rather than criminalization.
