Abstract

This research aims to find out and analyze the role of Class I Immigration in Malang City in terms of its services to help handle and prevent Indonesian workers or what are usually called TKI from being illegally smuggled non-procedurally. Around 3 thousand Malang City residents leave every year to become Indonesian Migrant Workers (PMI) to the Asia Pacific region. This figure is data officially written at the Malang City Manpower Service (Disnaker). Meanwhile, for non-procedural or illegal PMIs which are managed by Private Indonesian Migrant Worker Placement Implementers (PPTKIS) outside the region or fake ones. This research uses the Qualitative Descriptive Method and adopts analysis from the New Public Management Theory in the services provided and determines the role of Class I Immigration in Malang City. From this research, the results were obtained and that the services provided were good in accordance with the applicable SOP, but the obstacles that occurred lay in the individual members of the community who would become migrant workers. It is hoped that in the future the Class I Immigration of Malang City will be able to more discipline in examining documents that are prone to being fake and the need for cross-sector integration between several related agencies or departments in carrying out their duties. No less important is socializing the dangers of illegal migrant workers to the public in order to raise public awareness of the process of becoming Indonesian workers.

Abstract

This research aims to analyze Leadership and Smart Environment Policy: A Case Study Implementation of Smart Environment in Pekanbaru. One of the problems that is still a frightening threat to the sustainability of the environment and people's lives in the future. Pekanbaru City is one of the big cities in Indonesia, located in Riau Province. With the significant increase in population, the environmental problems experienced in Pekanbaru City, Riau Province are very complex, starting from the accumulation of rubbish, floods, forest fires, pollution and so on. The research uses descriptive qualitative research methods with a library research approach as the basis for researchers in this journal, by conducting in-depth reviews of national journals and references that are reputable and can be accounted for in the accuracy of data information. The result of this research is the application of a smart environment to create an environment that provides comfort for its residents, beauty for those who see it both materially and immaterially, and resource conservation in an effort to reduce urban waste can be said to be successful. So it can create a smart environment. The aim of a smart environment is to be able to change a colony that was originally dirty, smelly and filthy into a colony that is clean, comfortable and attractive. Therefore, a smart environment policy is needed to create a green city in Pekanbaru City.

Abstract

This article tries to reveal community culture again through deliberation and consensus in public spaces which are starting to be displaced by virtual spaces. This loss of public space culture has an impact on the failure to fulfill basic citizen rights, namely the right to know public information. Jurgen Habermas' deliberative democracy opens up discussion and context efforts in the public space to educate the public so that they have access to information on issues of common life. Activities through this process can not only be a reference in forming joint policies, but can also be a training for the public to think rationally.

Abstract

The 1945 Constitution explains that sovereignty is in the hands of the people and is implemented according to the Constitution. The embodiment of sovereignty in the hands of the people means that those who have the right to choose the leader or government are the people and as a logical consequence those who choose are the people, so the leader must be responsible to the people. In choosing leaders, the people need an institution, in this case the general election commission which is regulated in the 1945 Constitution. The task of the General Election Commission is to carry out or hold general elections to elect leaders. So that election results can be carried out directly, publicly, freely, confidentially, honestly and fairly, supervision is needed, in this case the general election supervisory body. On this basis, the results of the general election produce leaders who can properly carry out their duties in accordance with the needs of the people they represent.

Abstract

As one of the nations shifting from authoritarianism to democracy, Indonesia is not immune to the serious consequences of political and social instability. The deeply ingrained disputed land issues have gotten more vulnerable to worsen, given that the shift allows space for different economic and political interests to arise. With a focus on North Sumatra, this paper aims to identify the actions taken by local governments in the post-authoritarian era to address political challenges using Claire Smith's illiberal peacebuilding method, in contrast to Western-led or liberal mode of peace-building. The research method employs a qualitative approach with two main techniques; interviews with PTPN, BPN, and associated communities as well as literature reviews. Data were then analyzed using the Miles and Huberman qualitative analysis method which includes data condensation, data presentation, and drawing conclusions and verification. This paper discovered that local governments still resort to neopatrimonial practices, repressive policy making, and legal procedural manipulation to reduce the possibility of conflict against the local community who are now supposedly able to demand their rights to land ownership.

Abstract

This paper aims to examine the issue of digital readiness in overcoming cyber war between Indonesia and Australia. The existence of cyber conflict has given rise to an evaluation for the government to continue to improve the security system. The wiretapping carried out by the Australian government was a presumptuous act and the Indonesian government and the public condemned the act. The wiretapping action triggered a cyber war between Indonesia and Australia. This research method uses a qualitative Creswell case study approach that focuses on analyzing a case. The theory used is Game Theory and Cyber Conflict. The results of the study show that the cyber war that occurred between Indonesia and Australia can be concluded: First, the conflict that occurred involved government and community actors. Second, if the cyber war is won by one party will get a little benefit then negotiations are taken to get a lot of benefits. Third, the resolution of the cyber war between Indonesia and Australia is to sign an agreement and re-establish bilateral relations. To strengthen cyber security, qualified digital readiness is needed, so cooperation is needed to create such a thing.

Abstract

Women's representation has not reached the 30 percent quota as people's representatives, although from year to year the trend is improving. The researcher chose the PPP party on the grounds that 40 percent of the candidates it carried were women, but all of them still did not succeed in being elected representatives. The objectives of this study are 1) To find out the representation of women as PPP legislative candidates. 2) To find out the obstacles and challenges in the implementation of the 30 percent quota provisions. This research method uses a qualitative method. The data collection technique uses interviews, observations, and documentation. The results of this study show that the high representation of women as legislative candidates in the 2024 election in the PPP party is only a fulfillment of the quota. The obstacles and challenges experienced by female candidates, namely, the relocation of constituencies, are only as a fulfillment of quotas for women's representation and the lack of a party budget.

Abstract

The aim of this research is to achieve successful implementation of the quality and free scholarship program (PERINTIS) for students in Lamongan Regency who are less prosperous and high achieving students organized by the Regent of Lamongan through the Lamongan Regency Education Office. The type of research used is qualitative with a descriptive approach, namely by describing and analyzing research results. So it can be accounted for and easily understood. This research uses data sources from scientific journals, literature books, official websites. This research also uses data collection techniques by observation, interviews and documentation. The informant selection technique uses purposive sampling and the data sources used are primary data and secondary data. The research results show that the implementation of the PERINTIS scholarship program can be said to be in accordance with the criteria of Edward III's theory, namely, communication, resources, disposition and bureaucratic structure. So the results obtained were that the implementation of the PERINTIS scholarship program carried out by the Lamongan Regency Education Office was quite effective. The implementation of this program is beneficial for the community and organizations and the quality and free scholarship program (PERINTIS) will be carried out on an ongoing basis. There are several obstacles in implementing the PERINTIS scholarship program, including selection time constraints in determining whether recipients of the PERINTIS scholarship program are eligible or not, as well as limited numbers and time for the survey team.

Abstract

MSMEs are the backbone of Indonesia's economy, playing a pivotal role in job creation and economic growth. However, empowering these enterprises still faces numerous challenges, particularly in the areas of complex regulations, limited access to capital, and rapid digital transformation. This study aims to identify and analyze the challenges and opportunities encountered by MSMEs in Indonesia, focusing on government policies, capital availability, and the implementation of digital technologies. Employing a qualitative approach that includes literature review, policy analysis, and in-depth interviews with MSME stakeholders, the findings reveal that fragmented and insufficiently integrated regulations often create bureaucratic obstacles, hindering innovation and business expansion. Moreover, limited access to capital poses significant difficulties for MSMEs, especially during the early stages of business development. Conversely, digitization offers considerable opportunities by expanding market access, enhancing operational efficiency, and providing innovative financial solutions. These insights underscore the necessity for a synergistic approach that combines regulatory reform, improved funding mechanisms, and the adoption of digital technologies to maximize the empowerment of MSMEs. The study recommends fostering cross-sectoral collaboration among government agencies, financial institutions, and industry stakeholders to create a conducive ecosystem for sustainable MSME growth in the digital era.

Abstract

Artikel ini bermaksud mengkaji latar belakang sejarah pertumbuhan gerakan pembaharuan Islam yang muncul di Minangkabau yang dipelopori oleh Haji Abdul Malik bin Abdul Karim Amrullah atau nama singkatannya Hamka (1908-1981). Isu utama yang dibincangkan ialah konteks pembaharuan sosio-agama yang dicetuskannya dalam arus kemodenan, dan naratif yang terkait tentang pemurnian agama, perjuangan moden dan kesedaran spiritual. Pandangan agamanya memberi pengaruh yang mendalam dalam membangkitkan kesedaran dan perjuangan agama kaum Muda yang tercetus pada permulaan abad ke 20 di kepulauan Melayu-Indonesia. Ia terkesan dengan gagasan-gagasan moden yang dikembangkan dari ajaran Shaykh Muhammad Abduh (1849-1905) yang memberi pengaruh yang fenomenal dan menentukan di gugusan Melayu tersebut. Gerakan pembaharuan ini dipelopori oleh golongan modernis (Kaum Muda) yang menyebarkan idea-idea pembaharuan yang progresif dan dinamik menerusi berkala dan akhbar yang diterbitkan mereka seperti Al-Imam, Al-Munir dan Saudara. Antara perintis yang terawal dalam perjuangan Kaum Muda adalah bapanya sendiri Haji Rasul dan Kiyai Haji Ahmad Dahlan, pendiri Muhammadiyah. Perjuangan ini diwarisi oleh Hamka yang menjadi tonggak dan kekuatan penting dalam pergerakan Muhammadiyah dan penganjur utama idea-idea reformis yang diilhamkan oleh Abduh melalui aktiviti dan penulisannya yang berpengaruh. Dapatan kajian ini merumuskan bahawa gerak perjuangannya telah membawa kesan yang meluas dalam kesedaran moden yang dicetuskan oleh gerakan tajdid dan islah yang tersusun dalam pergerakan Muhammadiyah yang dipimpinnya. Justeru artikel ini ingin menzahirkan legasi dan sumbangannya yang bermakna dalam sejarah dan tradisi pembaharuan dan pemodenan Islam di dunia Melayu.
